1 MINUTES PUBLIC WORKS COMMITTEE JANUARY 15, 1986 Jim Boyes - Chairman Ralph Melvin Norm Harkness (absent) Pat Malone George Brodie - DELEGATIONS - Mr. Ivan Kenny attended the meeting to discuss his rezoning application and the road to his property off Lone Pine Drive. THE COMMITTEE DISCUSSED THE PROBLEMS IN REGARD TO THE REZONING AND NOTED THAT THE PUBLIC ROAD CONDITIONS ARE TO BE CHECKED IN THE SPRING. AN AGREEMENT IS TO BE DRAl-iN UP AND FOR,IARDED TO MR. KENNY FOR SIGNATURE OUTLINING THE CONDITIONS TO ALLOW FOR THE REZONING. THE COMMITTEE NOTED THAT MR. KENNY STATED HIS INTENTION TO USE THE UNOPENED ROAD ALLOWANCE. IN ADDITION, MR. KENNY \-JAS ASKED NOT TO PARK HIS DERELICT VEHICLES ON THE ROAD ALLOVJANCE AS THIS INHIBITS PROPER MAINTENANCE OF THE ROAD. SHOULD THE AGREEMENT NOT BE SUITABLE FOR MR. KENNY, IT WAS SUGGESTED THAT FURTHER COMMUNICATIONS WITH THE MUNICIPALITY WOULD BE MORE EFFECTIVELY CARRIED OUT THROUGH HIS SOLICITOR. THIS MATTER IS TO BE FURTHER DISCUSSED AND REVIEWED BY THE PUNNING & SUBDIVISIONS COMMITTEE. WATER & SEWER ITEMS: The Hater' & Sel,ver Superintendent advised the Committee that the repairs to the scum removal mechanism are now underway. A representative of the manufacturer will be present at the plant when the new mechanisms are being installed. At the time that the mechanism is being installed by the manufacturer, new wheels ItJill be installed on the sludge removal bridges. NONE REQUIRED AT THIS TIME. The culture media at the Sewage Treatment Plant requires topping up due to the loss of the fine grain media due to the normal backwashing over the last three years. Approximately 85 bags of media will be purchased at an approximate cost of $1, THE COMMITTEE HAS IN FAVOUR OF PROCEEDING \>11TH THIS PURCHASE. JANUARY 15/86 PAGE 1
2 The contractor at the Beaumont Drive Pumping Station, who is installing the 12" forcemain, has not as yet completed the work. It is anticipated that the project will be completed within 12 to 14 days. It was also pointed out that one of the 40 hp pumps has failed at the station. It is necessary to replace the seals at an approximate cost of $1, THE COMMITTEE WAS IN FAVOUR OF OUR STAFF PROCEEDING IHTH THE NECESSARY CORRECTIVE \,JORK. During the last two weeks the Town has experienced two watermain breaks. One of the breaks was located at Wellington Street and North Street and the other one at McMurray Street at the public school. REPAIRS HAVE BEEN MADE TO THESE LINES AND FINAL REPAIRS lull BE COMPLETED IN THE SPRING. The Superintendent requested permission to purchase a map storage case. THE COMMITTEE WAS IN FAVOUR OF PURCHASING THIS CASE AT AN APPROXIMATE COST OF $ The Water & Sewer Superintendent advised the Committee that the Water Department has now completed its seventh year without a lost time accident. THE COMMITTEE FELT THAT THIS vias VERY COMMENDABLE AND THE STAFF IS TO BE ADVISED ACCORDINGLY. The Superintendent requested permission to rent a vehicle for a three month period which would facilitate clearing up the backlog of deficiencies at the Treatment Plant and Pumping Station. ACTTON: THE COMMITTEE SUGGESTED THAT THE SUPERINTENDENT MAKE THE NECESSARY ARRANGEMENTS AS REQUIRED. The COrTL'T!ittee revielaled the requirement for a video camera that could be used by the Water & Sev.Jer Department, Roads Department, the By-Law and Building Departments and Administration. THE COMMITTEE FELT THAT A CAMERA WOULD BE A VERY USEFUL PIECE OF EQUIPMENT AND "JERE IN FAVOUR OF THE PURCHASE. PLANNING AND ADMINISTRATION ARE TO BE ASKSD ACCORDINGLY. ROADS ITEMS: The Corr~ittee was informed that a mini Traffic Study had been carried out by Totten Sims Hubicki. The District has now been asked to carry out an in-depth traffic and use study to determine the future use and requirements of this road. A STEERING COMMITTEE IS TO BE FORMED IN ORDER TO SET OUT THE GUIDELINES FOR THE CONSULTANT. M.T.C. HAS INDICATED THEIR JANUARY 15/86 PAGE 2
3 ltjillingness TO CONTRIBUTE 50% OF THE COST FOR THIS STUDY. THE COMMITTEE SUGGESTED THAT AT THE SAME TIME AS THE STUDY IS BEING UNDERTAKEN, THAT PEDESTRIAN TRAFFIC AND STREET LIGHTS SHOULD BE INVESTIGATED. //:. The Super'intendent provided the Committee with a list of the commercial property owners on Manitoba Street who had not cleared the sidewalks in front of their property. This clearing was done in conjunction with the snow removal operations carried out by the Town forces. THE CO~~ITTEE FELT THAT A BILL SHOULD BE FORI;/ARDED TO EACH OF THE PROPERTY OWNERS ON THE LIST AT THE RATE OF $1.00 PER FOOT OF CLEARED SIDEWALK. THE CO~~ITTEE NOTED THAT ALL CONCERNED PROPERTY OWNERS HAD BEEN NOTIFIED BY OUR BY-LAW OFFICER AND IN WRITING, PRIOR TO THIS ACTION. A letter was received from Mr. John Purchase requesting the Town's support in providing an overpass at the intersection of Hwy. #11 and the Fraserburg Road. THE CLERK IS TO BE ASKED TO PREPARE A RESOLUTION FOR THE NEXT COUNCIL MEETING REQUESTING THAT M.T.C. TAKE THE NECESSARY ACTION TO RECTIFY THIS PROBLEM. SEE NE,) ITEM NO. P\, The Public Works Superintendent requested permission to pay a small claim for damage to a vehicle. THE COMMITTEE It/AS IN FAVOUR. An example of the new blue recycling containers was shown to the Committee. These boxes could be used by homeowners for the separation of recyclable items and placed out on garbage collection day to be picked up by the recycling crew prior to the regular garbage pickup. THE MATTER REGARDING SUBSIDY FROM THE PROVINCE FOP THE PURCHASE OF THESE BOXES IS TO BE INVESTIGATED. AT SUCH TIME AS THE COSTS ARE KNOWN, THE COMMITTEE IS TO BE ADVISED ACCORDINGLY.
