1 CHALGROVE PARISH COUNCIL A MEETING of the Parish Council took place in the Village Hall, Recreation Ground, at 7.30pm, Thursday 3 rd March Present: Cllr. A. Pritchard, Chairman Cllr. B. Turner and Gray Not present: None Members of the public: None 518. The minutes of the meeting held on 3 rd February 2011 were approved and signed by the Chairman; proposed Cllr. Batley, seconded Cllr. Ace. MATTERS ARISING: 519. VANDALISM & THE NEIGHBOURHOOD ACTION GROUP: (a) The Village Hall window locks had arrived and are to be installed by Mr. Alan Brown. (b) Cllr. Pritchard and Mrs. Gill Lester had attended the NAG meeting on the 17 th February and it was reported that NAG will cease to exist with the Police continuing their Have Your Say meetings and attending Parish Council meetings CAFE JAVA & YOUTH CLUB: (a) The replacement hand dryer had been installed. (b) The tampered fire extinguisher had been serviced. (c) A Java volunteer meeting had been held on the 13 th February and recent issues were discussed including reiterating the Duty of Care that all volunteers hold for the safety of the children, themselves and the building. (d) A Three Villages meeting had been held on the 16 th February; Watlington and Chinnor will no longer be using OCC to part fund Youth Workers, Chalgrove will continue to work with OCC to provide Youth Work until any redundancies take place. All three Villages are working together in order to provide a qualified Youth Worker / Leader to oversee volunteers in all three youth centres. (e) Java volunteers are consulting with the young people to find out what they expect from the youth centre. (f) Cllr. Fowler had applied for funding through the Community Safety Partnership in order to buy equipment for the youth centre Java sessions. Funding up to 1000 had been approved in principle. (g) Letters are to be sent to all parents/guardians of young people who attended the youth centre in December 2010 and January 2011 to ask for a minimum 2 donation to assist towards the cost of the replacement hand dryer and fire extinguisher service. (h) A youth centre stock take is to be completed now that several broken or unwanted items had been taken to Oakley Wood Recycling Centre CFAG (Chalgrove Flood Alleviation Group): The minutes of the meeting held on the 17 th February were agreed by all. Copies are available from the Parish office VILLAGE HALL: (a) Fire Safety Services Ltd are due to repair the light outside the Village Hall entrance door. (b) The MUGA lighting had been repaired by Darke & Taylor Ltd at a cost of ex VAT. (c) The Village Hall main Hall Page 1 of 5

2 lights had been replaced by Mr. Lionel Cooper. (d) All Test Ltd had reported that the Parish Council need not PAT test their equipment until December 2011 due to no faults being found on the previous test. (e) No further quotations had been received for the Village Hall periodic test MILL LANE FLY TIPPING: The fly-tipping had been collected SKATE PARK EXTENSION: WREN and SODC had agreed to the required funding subject to their terms and conditions. Cllr. Fowler is to produce a project plan BRINKINFIELD SEWAGE: (a) An article had been published within the LINK detailing the implications of blocked drains. (b) Mr. Eric Jefferies had kindly agreed to give advice to the residents of Brinkinfield Road because of his experience with similar problems in the past. (c) No news had been received from Thames Water with regards to adoption of drains. A sewage system map of Chalgrove is to be sent to Thames Water ELECTION: Nomination packs are available for collection from the Parish Office. It was reported that the election details had not been published within the LINK. Official Election Notices are to arrive from SODC before the 25 th March and will then be displayed in the Village RECREATION GROUND HEDGE TRIMMING: (a) Mr. David Rees, OCC Countryside Service, had confirmed the nesting season as 1 st March to 31 st July. (b) Quotations are to be brought to the July meeting for a decision for works to be completed in August or September MEMORIAL GARDEN BROKEN POST: A quotation had been received from Mr. Phil Hall to replace the six posts using angel iron posts at a cost of 100. The Parish Council are to write requesting that box set posts are used at a maximum total cost of 150; proposed Cllr. Pritchard, seconded Cllr. Reynolds, agreed by all PARKED CAR OUTSIDE THE CROWN P.H.: The car had been moved after the Police had spoken to the Crown P.H. landlady. It was reported that the landlady claimed ownership of the public car park outside the Crown P.H. and a letter detailing correct ownership is to be sent JOINT USER AGREEMENT: Minutes of a meeting held on the 1 st March were distributed and agreed. The Parish Council had contacted all uniform groups detailing that the Community Centre is available for hire. Copies of the minutes are available from the Parish office CHAPEL LANE DOG BIN: Verdant had been instructed by SODC to empty the Chapel Lane dog bin on a more regular basis therefore eliminating the need for a larger bin at present VILLAGE HALL CLEANER: Ms. Heather Axon had been employed on a temporary contract as Village Hall Cleaner, starting Monday 14 th February. The Clerk welcomes Heather to the team TREE WORKS, 8 HIGH STREET: A site visit had been requested but no reply received at present STREET PARTY GUIDELINES: Simplified guidelines and procedures had been published by SODC MATTERS UNRESOLVED: Ownership of The Green, Master T. Clarke, War Memorial posts, School overhanging trees, fixed term deposit rates, PRS license, May Day Festival Committee donation. Page 2 of 5

3 536. CHALGROVE PARISH COUNCIL CONSTITUTION: The draft constitution was amended. The Standing Orders for Chalgrove Parish Council were discussed and copies are to be given to all new Parish Councillors. CORRESPONDENCE: 537. Ms. Jacky Nabb had written to inform the Parish Council of the next Village litter pick; Sunday 27 th March at 2pm starting at the Lamb P.H Ms. Catherine Carter had written to complain about the dog mess on the footpath leading to the nursery section of the school. The dog mess was cleared away, the same day, by the Clerk and the Cleaner Chalgrove team placed signage in the area a day later Ms. Jacky Nabb wrote to ask the Parish Council to fund a dog mess bag holder at a cost of 110; proposed Cllr. Fowler, seconded Cllr. Ace, agreed by all that could vote OCC had written with details of their Revised Household Waste Recycling Centre Strategy for Oxfordshire Consultation. Details of how to comment were given to all Councillors Ms. Susan Allen, High Street, had written to express her concerns with the mobile fish and chip van located outside the shops. Her concerns were discussed and a letter is to be sent explaining that planning permission had been obtained and therefore any complaints must be sent to the SODC Planning Officer or directly with Mr. De Franca, owner of the fish and chip van Complete Weed Control Ltd wrote to offer their services to Chalgrove. There are no areas at present that require work OALC had published the Plain English Guide to the Localism Bill; ensuring that the general public and community groups can fully understand the effects of the Bill. Copies can be ed or are available from the Parish office OALC had written detailing upcoming training events for Parish Councillors. Further details are to be taken to the meeting after the election Carter Jonas had written requesting a meeting with the Parish Council to discuss future housing development. The Clerk is to seek advice from the SODC Monitoring Officer before engaging with Carter Jonas Home Start had written to thank the Parish Council for their donation of The Sue Ryder Nettlebed Hospice wrote to ask for a 1650 donation in order to provide new chairs for the patients. The Parish Council are to write wishing them all the best but detailing that they are unable to provide a donation at this time Berinsfield Community Business had written to inform the Parish Council of the 2.5% increase in the cost of grass cutting for 2011, therefore costing 123 per cut; proposed Cllr. Pritchard, seconded Cllr. Batley, agreed by all. PUBLIC SESSION: 549. Mr. Chris Nixey spoke of his disappointment with the drainage works carried out in the top rec. The pipe had been installed on Mr. Nixey s land without his prior consent. The Parish Council apologised to Mr. Nixey for their part in his inconvenience and a copy of his complaint letter is to be sent to the Cavaliers Football Club. New procedures are to be written in order to deter this from happening again. Page 3 of 5

GRANTED MONTHLY POLICE REPORT: None REPORT FROM THE DISTRICT & COUNTY COUNCILLOR: Cllr. Turner was not in attendance REPORT FROM THE PLAY AREA INSPECTION OFFICERS: Both recreation grounds had been churned up whilst the drainage works were taking place. The Cavaliers Football Club are to be reminded that they must rectify the problem and leave the recreation grounds as they found them as much as possible. ACCOUNTS: 555. Cheque , BCB, had been held back due to a query of tree works. When resolved the cheque was signed outside of a meeting and the invoice paid Cheque , Edwards Cleaning Services, was paid outside of a meeting in order to finalise the temporary contract held Due to the OAYP financial situation, hall hire for OAYP is free of charge for the period January to March 2011; proposed Cllr. Reynolds, seconded Cllr. Hall grass, windows ANY OTHER BUSINESS: 559. Cllr. Heath-Whyte reported that she will not be standing for the election Cllr. Spicer reported that he will not be standing for election Cllr. Spicer reported a damp patch on the external Pavilion wall. This is to be reported to Mr. Paul Godfrey, Pavilion Caretaker Cllr. Duckett reported a faulty street lamp at the corner of Fairfax and Beverley Close Cllr. Fowler had been approached by the editor of the LINK and it was suggested that a meeting take place to discuss the importance of Parish Council notes and articles being published Cllr. Reed reminded the Parish Council of the upcoming Annual Parish Meeting, to be held on the 21 st April. Nominations for the Crookston Shield 2011 are to be discussed at the next meeting and awarded at the APM. Page 4 of 5

5 565. Cllr. Batley nominated the LINK for the Crookston Shield 2011 in honour of the huge task of providing a free publication, delivered to every household in the Village. The Parish Council meeting due to held on the 5 th May is to be re-scheduled for the 12 th May due to the election. The meeting closed at 9.37pm.
