Welcome by Mary Bather (MB), acting chair, and Phillip Hobday (Vicar) who welcomed all to St Peters Hall, gave safety notices and informed everyone that the hall available is for use. Apologies received from: Robert Western, Jenny Lissaman, Alistair and Ruth Clarke, Andy Croy, Brenda Cutler, Chris Wigmore, Colin Mair, Les Holder, Sheena Matthews, Steve Feltham, Dennis and Margaret Parker 2. ACER Acting Chair s Report delivered by Mary Bather ACER was established in 1967, in response to the proposed A329 motorway, so celebrates its 50 th Birthday this year! Sadly, many of those involved at the start are no longer with us, but there are some local residents who have been members for many years and I would like to start by thanking them for their continued support. Despite having around 400 paid up members on the books in the early 2000s ACER suffered a decline in more recent years and finally became dormant in In 2015 members of the original committee decided to try to revive the association and, after writing to as many of the original members as possible to inform them of their plans, all residents of the Whitegates area of Earley were invited to an open meeting in May The meeting was attended by more than 60 people and there were many more messages of support from those who were unable to make it on that evening. It was agreed that the association should continue, and that it should: 1. Raise the profile of this part of Earley and provide a channel of communication between residents and the local town and borough councils; 2. Provide a community network through which residents can get to know their neighbours, meet others in similar situations, exchange information and make links with other organisations; 3. Investigate specific issues of concern to local residents (e.g. parking, traffic, speeding, noise, litter, grass cutting, road sweeping, planning) working with local councillors and other organisations to resolve these problems where at all possible. 1 P a g e

2 Since May 2016 ACER has: Published and delivered 4 newsletters, with local issue updates, to all households in the Whitegates area. Held 4 public meetings - open to Whitegates residents with concerns about local issues. Used the ACER to send regular updates to all residents who have registered with ACER and to respond to (and pass on to the appropriate body) a range of enquiries from residents. Represented the Whitegates area at Maiden Erlegh Residents Association (MERA), Earley Neighbourhood Action Group (NAG) and Earley Town Council Community and Youth Subcommittee meetings. Set up a Planning Subcommittee, whose remit is keep up to date with local planning issues and to scrutinise local planning applications and comment on all local applications they feel are outside the WBC Guidelines. Set up a multi-agency group to survey local community provision, advertise this provision, identify gaps and work with local organisations to fill these gaps. The first draft of the provision list is now available. Circulated local public safety information from Thames Valley Police and details of how to sign up to Thames Valley Alert and / or set up a Neighbourhood Watch. Set up and regularly updated a street database which details concerns regarding litter hot spots, street cleaning, grass cutting, damaged verges etc and worked with local councillors and the Cleaner and Greener team at WBC to resolve these where possible. Worked with EASI (Earley Adopt a Street Initiative) to increase the number of voluntary litter pickers in the area and install zilch bins for cigarette ends. Worked with WBC officers and councillors and Earley Town councillors to resolve a number of issues, including flooding, protection of grass verges, protection of open spaces, parking, speeding, the provision of litter bins, poor quality grass cutting and street cleaning and planning enforcement issues. The chair is currently working with Thames Valley Police to set up a N Earley and Woodley NAG which will be more relevant to the residents of Whitegates than the current Earley NAG. ACER hopes that, with the support of the residents and all other organisations, it will be able to continue to carry out its aim to protect and enhance the local character, environment and amenities and promote community spirit within the Whitegates area of Earley over the coming years hopefully the next 50 years! The chair would like to thank the current committee and planning subcommittee, our local WBC and ETC councillors, the many local organisations who have encouraged and helped us (including St Peters for allowing us to use the hall) and of course the residents without whose encouragement we would not have been able to revive the association. ACER Planning Sub-Committee Report delivered by Tim Marsh 1. The principal role of the Planning Sub-Committee is to monitor any planning activities in Whitegates and raise issues with the Planning authority and Councillors as appropriate. 2. We automatically get notified every week of new Applications by from WBC. 2 P a g e

3 3. We are guided by WBC s own planning guidelines embodied in the Borough Design Guide and are also concerned with the impact of development on Parking. 4. If Planning Applications stray outside the guidelines, then we either Comment or Object to the Application, informing both the Planning Authority and our local Councillors. 5. In addition to the normal applications for house extensions, there have been three Major Consultation Documents a. ISSUES AND OPTIONS CONSULTATION which took the form of 22 questions from WBC regarding future expansion of housing provision in the Borough. b. SSULV Site of Urban Landscape Value (Green Open Space) by Bulmershe, which has recently been encroached and we have sought and obtained assurances that the remaining space will not be built on. c. MRT -Mass Rapid Transit link for buses and coaches between end of A329M, TVP running alongside the Thames to link up with road by Tesco Supermarket. ACER were asked to produce figures on impact on congestion and rat running into east Reading 6. There have been 55 Planning Applications in Whitegates since June ACER had Commented on 7 8. We have objected to 23 i.e. nearly half of the applications did not meet criteria set by WBC 9. We have had good support from our Councillors and some Applications have been withdrawn following representations to Planning 10. Please bear in mind that it is IMPORTANT for residents to monitor what is going on if it looks wrong it often is wrong. Check on WBC Planning website and contact COUNCILLORS or ACER if there are concerns. 11. Transgressions are reported to the ENFORCEMENT branch of Planning who will pay a site visit 3. ACER Treasurer s Report delivered by Andrew Vowler ACER started the year with The current bank balance is No subscriptions were collected during 2016/17 as agreed at the May 2016 meeting. 2016/17 spending was on printing and hall hire costs. 4. 4 4a. Chair: MB nominated Michelle Stone as Chair. This was seconded by Tim Marsh. There were no other nominations so Michelle Stone was elected Chair for 2017/18. 4b. Treasurer: Helen Hobson nominated Andrew Vowler to continue as treasurer. This was seconded by Chris Macmillan. There were no other nominations so Andrew Vowler was elected Chair for 2017/18. 4c. Vice Chair: Michelle Stone nominated Shaun Williams as vice chair. This was seconded by Mary Bather. There were no other nominations so Shaun Williams was elected Vice Chair for 2017/18. There is a vacancy for a secretary. 5. Election of Committee Nick Bather nominated Eric Ayers, Mary Bather, Helen Hobson, Jenny Lissaman, Marilyn Vowler, Chris Wigmore, Tim Marsh as members of the Executive Committee. This was seconded by Joan Sturgess. 6. Appointment of Scrutineer Mary Bather proposed that Ray Hobson be reappointed as scrutineer. This was seconded by Nick Bather. At this point of the meeting there was an official hand-over to the new chair. MS thanked MB for her brilliant job re-establishing ACER, commenting that without her major efforts in the past year, ACER would still be dormant. 7. Adoption of Revised Constitution The following proposed changes to the constitution (detailed in the attached calling notice) were explained by Eric Ayers and then voted on: 1.1 Name carried by 24 votes to Area covered by the Association / 1.4 Aims and Objectives carried by 25 votes to Eligibility carried by 25 votes to 0 8. Agreement of Membership Fees for 2017/18. The committee proposed a fee of 2 per household per year. Income is used to cover the cost of newsletters, hall hire, website and, if needed, expert advice. In the past free membership for pensioners has been at the discretion of the committee. It was proposed that free membership should only be granted in specific hardship cases, and would remain at the discretion of the committee. The proposed 2 membership fee was agreed unanimously. There was some discussion of what members received for their fee and it was agreed that for the year 2017/18 the quarterly newsletter would be delivered to members only. The 2018 AGM calling notice would be delivered to all householders. It was suggested that costs would be cut if all newsletters were sent electronically. However, for the present it was 4 P a g e

5 agreed that as there as still some residents who did not have access to the internet, paper newsletters would continue to be delivered in 2017/ SPEAKER : Graham Hawker (Earley Environmental Group / Earley Town Council) Grahame has been a senior park ranger for 20 years and has also written local history books. Earley flowering verges project aims to make the area more attractive and encouraged a wider diversity of wildlife, including birds and insects. The UK is in trouble due to the lack of green urban spaces. In addition, in the countryside wild flower meadows are very rare, the UK having lost 98% of flower meadows as farming has become more intensive with use of chemicals to encourage monocultures. In Earley verges have been planted with colourful annuals. The first verge was planted on Rushey way, but they can also be seen at other locations, including A4 Shepherds Hill and Wilderness Road, as there are now 10 beds throughout Earley. A local volunteer group, The Wednesday Group, cultivate the verges and plant flowers. There was some discussion about the best way and to manage verges. In 2016 verges were left with no cutting which caused local displeasure and it has now been agreed that narrow verges should be cut regularly but that some of the larger areas of grass should be left for grow and thus encourage biodiversity. Residents present suggested that wild flower beds be established on Bulmershe Field, Woodlands Ave, Shepherds Hill. It was proposed that ACER and Grahame write to WBC about beds on Bulmershe Field as this is partly in Woodley and belongs to WBC. It was also suggested that ACER produce a map of all the grass verges in the area and consider the most appropriate use for each one. Grahame also explained the work done by EASI Earley Adopt a Street Initiative, asking for volunteers to litter pick in those few streets in the ACER area still unadopted. Marilyn Vowler volunteered to take on Rosedale, Trout and Barbel. 10. AOB Mr Rajeshwara (Delamere Road) voiced his concern about the bus stop near Earley Power Station. The growth of the trees near the stop is such that those waiting for the bus have to step into the busy road to see if the bus is coming.
