Motion in the name of Councillor David Costello The North West Area calls on the Dublin Region Homeless Executive to keep elected representatives informed of all progress in relation to the issues arising from the opening of the Abigail Centre in Finglas west. Motion in the name of Councillor Anthony Connaghan That the Manager provides a report on Boiler Maintenance. Can the Manager provide costings for maintenance of boilers to include all services, repairs and general maintenance. How many are seen to on a yearly basis and what is the average time spent on the different inspections at properties. Can the Manager outline whether or not successful tenderers are permitted to use contractors for work carried out. 18. Motion in the name of Councillor Cathleen Carney Boud That the Area Committee writes to the Minister to request that the funding be provided for further insulation works in Dublin North West. Some of the council properties which are showing the effects of dampness could be properly insulated to prevent this issue re-occurring. Numerous tenants are consistently complaining that the dampness comes back regardless of the measures taken to reduce it. Replies from the council to tenants, asserting that the problem is with condensation and telling them that the responsibility lies with the tenant, are disgraceful and a poor response. The funding is necessary to continue the programme for insulation and this Committee should demand that it is provided urgently. 19. Motion in the name of Councillor Noel Rock To call on the Local Area Office to publish any of their proposals for future realignment of Community Forum structures and to ensure an adequate timeline for consultation and feedback from residents in this respect. 3

Motion in the name of Councillor Brendan Carr In line with the Department of Environment directive to each local authority, that the City Council erect any signs in relation to the community text alert schemes. Motion in the name of Councillor Andrew Montague That the Area Manager devises a more affordable long term plan to deal with the trees at Magenta Hall that face on to the Swords Road. Questions to the Area Manager (March). ORDER: Noted. Replies circulated. Appendix attached. Cabra Matters NW/64/15 NW/65/15 NW/66/15 NW/67/15 Cabra Area Report. ORDER: Noted. Cllr McGrattan requested a future report on the plans for an extended Mount Bernard Park. Cllr Perry requested a report on the funding and construction timescale for the Pelletstown station. With reference to the proposal to submit a Part VIII Planning Application for the Royal Canal Greenway Sheriff Street to Ashtown. ORDER: Agreed to recommend the proposal to City Council. Copy of presentation to be circulated to members. With reference to the proposed disposal of lands at Dunmanus Road and Faussagh Avenue, Dublin 7 to Clúid Housing Association. ORDER: Agreed to recommend to the City Council the proposed disposal of lands at Dunmanus Road and Faussagh Avenue to Clúid Housing Association. Cllr McGrattan asked that item NW/42/15 February North West Area Committee be noted in conjunction with this item (appendix 2 attached) and also that it be included as either a condition or a foot-note to the disposal going forward to the full Council meeting. Mr Dick Whelan confirmed that the terms had been brought to the attention of the Housing and Residential Services Department. Mr Whelan to report directly to Cllr Perry regarding the financing attached to this low cost site scheme. Extinguishment of Public Right of Way Kinvara Road/Drive and Park Road ORDER: Agreed to initiate the procedure to extinguish the public right of way at Kinvara Road/Drive and Park Road. 5

6 Motions NW/68/15 Motion in the name of Councilors Cieran Perry This Committee expresses extreme disappointment that the new flyover on Ratoath Road was opened without the knowledge of the local elected public representatives. ORDER: Report to Councillor. Cllr Perry requested that a report be brought to a future meeting on the failure to communicate the opening of the flyover to the elected representatives. NW/69/15 Motion in the name of Councillor David Costello Given that the Royal Canal Park and Rathborne developments (i.e. Pellestown) are now entering their 10th year without completion of infrastructure and residents deal with the safety issues arising from the absence of a pedestrian crossing in Rathborne Village, inadequate road markings and absence of footpaths in some areas. That the North West Area Committee demands that Dublin City Council proceeds to take the finished regions of this development in charge without delay. ORDER: Report to Councillor. Cllr Teresa Keegan asked that a report on the issues attached to the Taking in Charge of Royal Canal Park and Rathborne developments be brought to a future meeting. NW/70/15 Motion in the name of Councilors Seamas McGrattan and Emma Murphy Finglas Matters This Area Committee is opposed to Eircom's application requesting a further telecommunications cabinet on the grass verge on Villa Park Gardens and supports residents in their objections. ORDER: Report to Councillor. NW/71/15 NW/72/15 NW/73/15 Finglas Area Report ORDER: Noted. Cllr McGrattan requested that a report on the Sports Capital Grants be brought before the Area Committee when available. Nomination to St. Helena s Resource Centre, Finglas. ORDER: Cllr David Costello and Cllr Teresa Keegan both expressed an interest in being nominated to the board of St. Helena s Resource Centre. Mr Aidan Maher to follow up to see if two nominations will be accepted. With reference to the Pre-Part 8 Notification on the Construction of Changing Rooms in Tolka Valley Park, Finglas South, Dublin 11 ORDER: Noted. Motions NW/74/15 Motion in the name of Councillor David Costello The North West Area Committee calls on DCC Homeless Executive to carry out a review of the operation of the Abigail centre based on the conditions set out in the Service Level Agreement which was presented to councillors prior to the Centre opening. 6

It was further agreed that: Item NW/74 be forwarded to the Housing SPC To invite the Dublin Region Homeless Executive to the April meeting To bring forward the meeting of the 14 th April to the earliest possible date NW/75/15 Motion in the name of Councillor David Costello That the North West Area Committee compels Dublin City Council to stick to their commitment to provide a CCTV camera on the gates of the Abigail centre to cover Kildonan Road. ORDER: Report to Councillor. Taken with Item NW/74/15. NW/76/15 Motion in the name of Councillor David Costello That the North West Area Committee calls on the Homeless Executive to enter negotiations with Novas in the Abigail centre to introduce a bus service to safely bring its clients to the city centre in the mornings and back in the afternoon. So that they can avoid the temptation of drug dealers who are operating in the area and preying on these vulnerable ladies. We also call on the Homeless Executive to request that Novas introduces a curfew for the safety of its clients. ORDER: Report to Councillor. Taken with Item NW/74/15. NW/77/15 Motion in the name of Councillor Anthony Connaghan That this Area Committee, having accepted the recent decision by An Bord Pleanála in relation to the Mellowes Road/Kildonan Road site, calls on the Planning Department to rezone the site from Development to Recreational Amenity and to include any changes in the City Development Plan ORDER: Report to Councillor. The members supported the re-zoning of this site and agreed to make a submission to the next Development Plan. NW/78/15 Motion in the name of Councillor Anthony Connaghan That this Area Committee calls on the Manager to initiate the process of extinguishing the right of way at St. Fergal s Lane, Finglas West. The lane is a constant cause of dumping and anti-social behaviour and despite the best efforts of an under-resourced Gardaí Síochána and Dublin City Council these problems have continued for years. NW/79/15 Motion in the name of Councillor Larry O Toole That the Manager arrange for the wooden barriers on Wellmount Road to be extended to the junction of the N2 North Road to prevent cars parking on the green outside the FAST building. 8 NW/80/15 Motion in the name of Councillor Críona Ní Dhálaigh Area Wide Matters That the Manager arranges for a clean up of the rubbish at the green adjacent to the Barry House shops and arranges for an investigation into the people involved in dumping and burning the rubbish. ORDER: Report to Councillor. NW/81/15 Presentation on Dublin City Council Housing Programme by Mr. Gerry Geraghty, Executive Manager ORDER: Noted. Cllr Perry requested that a quarterly update on the Housing Programme be provided to the members. NW/82/15 Annual Works Programme 2015 ORDER: Noted. NW/83/15 Update on Allocation of Discretionary Funding to the North West Area ORDER: Noted. NW/84/15 Traffic Advisory Group Items Status Report dated 15th February 2015 ORDER: Noted. NW/85/15 NW/86/15 NW/87/15 Minutes of the Traffic Advisory Group (TAG) meeting dated 24 th February 2015 ORDER: Noted. With reference to the Pay and Display and Permit Parking Scheme on Millbourne Avenue, Drumcondra, Dublin 9 ORDER: Noted. North West Area Public Domain Report ORDER: Noted. Motions NW/88/15 Motion in the name of Councillor Paul McAuliffe The North West Area Committee agree to hold a special meeting to discuss the recent SICAP funding which was granted for the North West Area and invite the Assistant Chief Executive for Culture and Recreation along with the two Local Development Companies which operate in the area to outline the implications for community development, enterprise support and other important projects such as the Principals Network, the Book Exchange, the Men's Centre and many others. ORDER: Report to Councillor. NW/89/15 Motion in the name of Councillor Anthony Connaghan That this Area Committee calls on Central Government to extend the North West Area boundary of Dublin City Council to the M50. Dublin City Council (DCC) vacant lands amount to approximately 440 hectares and looking to the future and the projected growth of the cities population the Council will require extra land to service the City appropriately. At present there are developments on the periphery of other local authorities (in Dublin North West 8

9 case Fingal Council Council) that utilise the services and infrastructure of DCC more so than their own local authorities. ORDER: Report to Councillor. The members agreed to forward this motion to the Planning and International Relations SPC for progression. NW/90/15 Motion in the name of Councillor Anthony Connaghan Ballymun Matters That the Manager arranges for a comprehensive inspection of the cycle lanes in Dublin North West (DNW) and for an upgrade of the cycle lanes where they are found to be in poor condition. Can the Manager arrange for funding be sought from the NTA to improve the cycle lane network in the DNW area? ORDER: Report to Councillor. NW/91/15 Ballymun Area Report ORDER: Noted. Motions NW/92/15 Motion in the name of Councillor Noel Rock Calling on the local Area Committee to agree to a 30km/ph limit on Walsh/Ferguson/ Lambay/Clare Road, as well as agreeing to the necessary changes to the traffic flows to ensure that throughway traffic is no longer an issue for the general area, given that both speed of traffic and volume of traffic in this area are separate yet distinct issues. ORDER: Report to Councillor. The Members agreed to take items NW/92, NW/93 and NW/94 as one item. All three motions to be forwarded to the Transport SPC for their consideration and recommendation. NW/93/15 Motion in the name of Councillor Andrew Montague That the Manager develop a new traffic plan for Walsh Road. This narrow road has become a rat-run between Home Farm Road and Drumcondra Road. But the road is so narrow that residents' cars are regularly clipped by through traffic. As a result many of the cars are parked up on the footpath, but that makes it impossible for anyone in a wheelchair to get up and down the footpath. The residents have many suggestions how this area could be improved that have been submitted to the traffic department such as barriers at various locations, delay on the traffic lights for cars coming out of Millmount Road on to Drumcondra Road; and no right turns for traffic coming from Millmount Avenue on to Drumcondra Road. However, any new plan for the area would need full community consultation because there will be winners and losers with every proposal. ORDER: Report to Councillor. Taken with Item NW/92. NW/94/15 Motion in the name of Councillor Paul McAuliffe The North West Area Committee call on Dublin City Council to initiate a procedure to apply a 30 Km/Ph in the following neighbourhood: the roads south of Griffith Avenue, East of St Mobhi Road, West of Drumcondra Road Upr and north of the Tolka River. 10 NW/95/15 Motion in the name of Councillor Noeleen Reilly That the Manager arranges for the pedestrian crossing at Magenta Crescent to be built without any further delay. The latest time frame of September is not acceptable given that the funding for this is in place. Residents have been waiting for over ten years on the crossing and Lidl in the OMNI shopping centre was not supposed to open without the crossing being built. There are a large number of elderly residents living in the area and they are finding it increasingly difficult to cross the busy road. ORDER: Report to Councillor. Councillors Reilly and Montague requested that a date for the works be circulated to all members. NW/96/15 Motion in the name of Councillor Noeleen Reilly That the Manager provides a detailed update on the negotiations for new shopping facilities at the Balcurris site. a) Given a number of shops in the shopping centre are now closed, I am concerned at the slow pace of movement in terms of bringing shopping facilities to Ballymun. b) I would also raise concerns about the high rents being offered to some existing lease holders to move to the civic centre. These rents are much higher than they are paying at the moment and in some cases will mean people pulling out from Ballymun. ORDER: Report to Councillor. NW/97/15 Motion in the name of Councillor Andrew Montague That the Area Manager ask Vantastic to provide a transport service for senior citizens and people with disabilities in Ballymun to get to neighbouring shopping centres such as Charlestown or Omni, until new shopping facilities open in Ballymun. NW/98/15 Motion in the name of Councillor Mícheál MacDonncha That the Manager arranges for parking measures to be put in place at the entrance of Craigue Court, Finglas Road. Cars regularly park on the footpath blocking pedestrian and wheelchair access and are likely to cause an accident sooner rather than later. Can the Manager outline whether the footpath is under the ownership of DCC or Nabco and if the latter can he arrange for contact to be made with Nabco to deal with this issue. A number of issues were identified and planning officials advised residents as to how they could be addressed via submissions regarding the application. Information sessions will be organised with the Members by the Planning Department and Area Office to discuss key objectives of the draft Plan. 22

23 Ratoath Road Community Liaison Irish Rail project The committee continues to meet to address outstanding issues including drainage issues, the landscaping of the open area on both sides of Ratoath Road. The necessary removal of Japanese knotwood will have an impact on the schedule of works. Royal and Grand Canal Day of Action The Dublin City Canals Day of Action will take place on Saturday April 25 th when both the Royal and Grand Canals will be cleaned along the full length within DCC boundaries by volunteers in association with the Canal Development Groups. DCC and Waterways Ireland will give full support to this project. Both canals have benefited hugely by the work of volunteers cleaning the canals on a regular basis. The Royal Canal Group are seeking local volunteers for the day. Please contact Olive.Warnock@dublincity.ie or on Cabra Community and Social Development Comhairle Na nóg visited the Carlingford Adventure Centre on 8 th & 9 th April for the annual team building event. Forty seven young people attended with representatives from Cabra, Finglas and Ballymun included in the Citywide Group. The Comhairle events are supported by staff from the Cabra Office throughout the year who attend the meetings and events to supervise and facilitate activities and interact with the young people on the day. One of the subjects they are working on at present is youth facilities and putting together their ideas on how these can be improved to suit the interests of the user groups. Cabra 4Youth are working with the Gardai on a programme called T.A.G., Teenagers and Gardai. The programme aims to get young people, particularly those at risk of becoming involved in anti-social behaviour, to get to know the local Gardai in a different light and show them what their work involves and also to see them as individuals who are working for communities and not the enemy. The teenagers were brought on tours of several Garda Stations and to see the Mounted Unit. They also did workshops with the Gardai and the Youth Workers on related topics. A certificate of completion was presented to the participants on 10 th April in Cabra Youth and Recreation Centre and the event was celebrated by a performance from the Garda Band which was open to the public and attended by the local history and art groups amongst others. 23

24 The Cabra Men s Group is growing in numbers. They are presently working on a project making bird boxes. The great benefit of attending every week is the enjoyment of meeting new friends, learning new skills and it is giving the members confidence to get involved in other activities in Cabra. Members have joined the Walking Group and the Art Group and they support community activities when called on. Royal Canal Park Community Association s A.G.M. is scheduled for Tuesday 14 th April at 8pm in the Centre and the Senior Community Officer will attend. Connaught Street Residents are having a Spring Clean on Saturday 18 th April with the support of the Area Office. Shandon Residents are having theirs on Saturday April 25 th. Phibsborough Tidy Towns group is also having a Spring Clean on Saturday 18th April. There is a launch of the project in the library from 2.30 to 4pm and all local groups are invited to offer their support. 29 To the Chairman and Members of The North West Area Committee Meeting: 21 st April 2015 Item No: 10 FINGLAS AREA UPDATE COMMUNITY AND SOCIAL DEVELOPMENT Better Outcomes for Children -Finglas Staff from the Better Outcomes for Finglas are now operating from the Finglas Civic Centre and will continue to do so until September 2015 as agreed. The Better Outcomes Programme for the Finglas area will be officially launched in June Age Friendly Cities The North West Area Age Friendly Cities Older Person s Council met on Wednesday 8 th April 2015 in the Finglas Civic Centre, Mellowes Road, Finglas. The Older Person s Council has participated in a number of walkability studies in Dublin City University and Albert College Park. As a result of these studies, the group are proposing to complete a number of studies in the North West Area. The Older Person s Council will meet with their counterparts in Fingal County Council on Wednesday 22 nd April at 2.00pm. Items for discussion include transport, health & safety and dumping/dog fouling. The Age Friendly Older Person s Council will meet again in June. 29

30 Finglas Summer Project Launch 2015 The launch of the Finglas Summer Project will take place on Tuesday 21 st April at 6.30 p.m. in the Finglas Civic Offices. Projects will send representatives to attend and will be informed of a number of services and resources available to them within their local community. Dublin City Council provides grant assistance and resources to projects including summer students and Fun Inc (free fun and game sessions). The Community Development team works closely with summer project committees and Crosscare to assist them in organising their programme of activities. Bealtaine Festival Creaking is a dance theatre workshop promoting older people being active through stories, dance and movement which will take place on Monday 25 th May at 2.30 p.m. in St Helena s House, St Helena s Road, Finglas South. Staff from Dublin City Council s Community & Social Development Section will distribute the Bealtaine Festival Programme to appropriate groups once it is available. Finglas Festival Committee Dublin City Council Staff are continuing to work with the Finglas Festival Committee in developing the Finglas Festival Programme. Dublin City Council will host Opera in the Park on Wednesday 15 th July in the Finglas Civic Centre and a Poetry Event on Friday 17 th July in St. Canice s Parochial Hall. The Poetry event will feature Professor Paula Meehan who is a native of Finglas. Dublin City Council Sports Development Staff are assisting the Festival Committee with the possibility of holding a Family Fun Run/Walk on Saturday 18 th July. Community information Gatherings A series of meetings with community and voluntary groups in Finglas will take place over the next number of months. The purpose of the meetings is to invite groups to celebrate and share information about their organisations and to network informally with each other. The closing date for applications was recently extended to Friday 29 th May Applications are available from Dublin City Council, Finglas Civic Offices, Mellowes Road or any library. SPORTS DEVELOPMENT UPDATE Primary School Fitness Programme Dublin City Council Sports Officers are undertaking fitness tests with 5 th and 6 th class pupils throughout disadvantaged schools (Deis). The results will be compared with national and international standards. Approximately 120 pupils from St Finian s and St Brigid s GNS schools in Finglas have recently completed the tests. The fitness tests are quite extensive and include height & weight, a 20 metre sprint, a 20 metre shuttle run (bleep) a sit and reach and a standing long jump test. Three other primary schools will undertake this programme before the completion of the school term. Rock Climbing/Bouldering Eight young people in the age categories from the Finglas Youth Service Effort Project have recently undertaken a four week rock climbing/bouldering course at the Awesome Walls Indoor Climbing Centre. The group was also taught the basic fundamentals of climbing including belaying, putting on a harness correctly and the tying of safety knots. Six of the group achieved the national indoor climbing award certificate. Fencing Programme The inaugural Dublin City Council city wide fencing tournament took place at the Ballyfermot sports & community centre on Friday April 3 rd. Young people participated in the age categories from secondary schools, community training and youth reach centres. Each centre had a 4 week introduction programme prior to the tournament. A team of 6 students from New Cross Secondary School represented the Finglas area with distinction. 31

34 Tolka Valley Park Approximately 1,200 worth of damage was done to the playground in Tolka Valley Park on the weekend of the 12 th of April. Tolka Area Partnership (TAP) President Michael D Higgins will officially open the Green View Community Garden at Tolka Valley Road on Tuesday 21 st 11.00am. The garden is on Dublin City Council owned land and Dublin City Council have assisted TAP with the development of the garden. Kilshane Drive New railings will be fitted around the green area on Kilshane Drive within the next 10 weeks. These railing are to prevent quad bikes using the open space. Hazelcroft Green. Sections of the railings surrounding the green area at Hazelcroft Green have been stolen. The railings have been replaced and welded into position. It is estimated that it would have taken over an hour to remove each section of railing and two men to lift them into a van. There were no witnesses to the robbery. This competition is open to all, both amateur and professional. Previous experience is not required. Costs of a maximum of 200 per box, to include materials, may be recouped by the successful entrant(s). Artists should submit their proposals on the link below. The boxes are gray in colour and under constant fire from tagging, graffiti, postering and stickering. A proposed solution was to put artwork onto the boxes, which would remove or reduce the need for maintenance and in turn animate and improve the public realm. Land between 15 & 30 Millmount Avenue In late December the landlord of 15 Millmount Avenue along with owner of 30 Millmount Avenue installed 8 large planters on a piece of land between their properties to prevent local 37

38 residents from continuing to use the area for overflow parking which had being the norm for 20 odd years. The area in question is not owned by Dublin City Council. However, our searches to date are inconclusive. At this stage we are confident in stating that we have not found any relevant information that would lead us to believe the land has been acquired by the owners of 15 or 30 Milmount Avenue. Therefore, our Law Department have agreed to write to the two owners requesting them to provide us with a copy of their deeds to the land or remove the planters to allow access to the land and the laneway until they have held consultation with the residents of Millmount Avenue and an agreed solution has been reached. We have been informed that the planters were subject to offensive graffiti recently but as the planters are not owned or installed by us we are not in a position to remove the graffiti. We have advised concerned residents of same. Essential Drainage Works Cappagh Road As per requirements of Fingal County Council, New Century Engineering will be carrying out Essential Drainage Works to the foul sewer network on the Cappagh Road in Finglas. The purpose of the works is to improve the capacity of the existing drainage network. It is proposed that Phase 2 of the works will commence on Monday 20 th April 2015 at the newly constructed manhole opposite 258/260 Cappagh Road. The line will initially cross the road and then proceed west along Cappagh Road towards Ratoath Road. At the junction of the Cappagh Road and Ratoath Road, the line will go left for approximately 20m, before crossing Ratoath Road and then terminating at a location just inside the driveway to Saint Jochims. It is estimated that this phase will take approximately 6 weeks. Please note that every effort will be made to keep all disruption to a minimum. Local access will be provided for by the contactor at all times. Dublin City Neighbourhoods Competition To promote the Dublin City Neighbourhoods Competition, the Community Development Team and the Public Domain Team will work together to encourage all Residents Associations, Environmental Groups, Schools and Businesses in the area to participate. We will then identify gaps in the area and encourage other residents to form such groups to help maintain and enhance their own areas. The Ballymun Tidy Towns clean up in support of National Spring Clean took place on Saturday 11 th April. A number of volunteers cleaned areas between the junction of Shanliss Road to Shangan Road. This was supported by Super Valu and the Pharmacy. Firhouse Pizza Shop supplied refreshments for all volunteers following the clean up. Dublin City Council have supported both committees in seeking additional volunteers and promoting the events. WEEE Collection in Cabra Clondalkin Community Recycling Initiative (CCRI) is a community recycling business. They specialise in Waste Electrical and Electronic Equipment (WEEE). In March 2007 they started a collaboration with WEEE Ireland on a pilot project that involves offering a free kerbside collection to households in the South Dublin County Council area. This was organised on an area/estate basis. The FREE WEEE collection has proven such a success that it has since expanded. Community Update Vantastic consultation The Community and Social Development Section, Dublin City Council Ballymun are to meet with members of local older adult community and older adult community groups to discuss whether it would be feasible to introduce the Vantastic bus service into Ballymun to transport local older adults to Omni Park Shopping Centre for them to be able to do their weekly shop. Vantastic is a Not for Profit Irish Charity that offers accessible transport services to people with disabilities, citizens over 65 with mobility impairments and not for profit groups. This meeting will be held in the Council Chambers, first floor, Ballymun Civic Centre, Dublin 9 on Wednesday 22nd April 2015 at 11am. Ballymun Ladies Evening Club Planning Session The Ballymun Ladies Evening Club is a newly formed women s group for the women of Ballymun, new members are always welcome. The group have hosted their first activity which was a flower arranging class in March. Due to the success of this event the group have met with the Community & Social Development Section to develop their yearly plan. This plan will include trips, classes and different activities for the members of the group. Each activity will be open to women of all ages living within the Ballymun area. The club will use the Sillogue Neighbourhood Centre as their base. For more information please contact Niamh Reilly on or Lynda and Val on Ballymun Market The Ballymun Market Committee is currently in the process of preparing the market for the relocation across to the Ballymun Plaza. The first market day on the plaza will be on Thursday 7th May The market will continue to be a weekly market, held every Thursday. Traders new and old have been invited to complete an application to trade at this market. It is hoped the move to an outdoor area will attract additional food vendors. The committee will be placing an advert in the local newspapers informing the community of the relocation. Environmental Projects The Community and Social Development Section, Dublin City Council is currently in touch with various residents groups in the Ballymun area in relation to placing plant orders for their green areas. In April the section plans to work with Belclare Place, Sandyhill, Belclare Park and Crannog Close. The last of the plant boxes for the area outside of the Ballymun Library 42

43 has also been ordered and will be delivered in the coming weeks. Any residents group in the Ballymun area is welcome to contact the section in relation to planting projects. DePaul Ireland Easter Event DePaul Ireland Case Management Team arranged an Easter party in Axis for the families who use their service. DePaul Ireland work with individuals and families who are currently homeless or at risk of homelessness in the Ballymun Area. This party was supported by Ballymun Area Office. The Community and Social Development will work in conjunction with DePaul Ireland on a number of initiatives throughout Summer Projects 2015 The closing date for summer projects to apply for funding for their project activities is Thursday 30th April. All local projects have been given the forms to complete and are working closely with the Community and Social Development Section to plan their summer projects. 2. Housing/Estate Management Remaining Blocks The remaining blocks at Balbutcher Lane and Joseph Plunkett Tower are with a contractor for demolition. They are now on site and have begun the internal stripping of the blocks. The programme of demolition is likely to be in the region of 12 months. C.C.T.V The C.C.T.V system is working well. The programmed maintenance of the system is scheduled to begin mid April. This work includes the cleaning and checking of the system and the control room. The system is being extended to cover Meakstown Equine Centre and Poppintree Sports Complex. Cleansing / Waste Management Waste Management and the Area Office are continuing to combat illegal dumping at open spaces. These measures include using the C.C.T.V system to monitor and identify those responsible. The Area Office has targeted illegal dumping in Whiteacre, Silloge and Druid Court over the last month and this resulted in a number of tenants being called in and 43

44 warned about illegal dumping. Our cleansing crew is continuing with the cleaning of the Courts in Ballymun which are cleaned on a rota basis. Retrofitting Retrofitting of units in Sandyhill is complete, the work included units which were void. Completed units have been handed back and have been let to housing and homeless cases. The work carried out on these units include new pvc windows and doors, boiler upgrade, insulation of attics, external cladding and pumping of wall cavities. Units in Balbutcher, Coultry and Belclare have also had walls pumped and attics insulated. The units in Ard na Meala older persons units have been put forward for inclusion in the next round of works. It is hoped that this work will be approved. Ballymun West Area Report Knowth Court Dublin City Council is tackling the issue of illegal dumping and non compliance for domestic waste collection. Estate Management and the Public Domain Officer have called to all the houses in Knowth Court that have not provided evidence of their waste providers. Letters were left and a second call to these houses will be made in the coming week. There are a number of small painting projects planned for the spring at the back of Knowth Court. CAFTA There is a meeting scheduled with CAFTA and the residents of Belclare Place with a view to arranging a plan for entering the Tidy Towns Competition. Meetings have taken place with the residents of Belclare Park in relation to planting new pots and planters in Belclare. There are regular clean ups that are supported by Dublin City Council. The Project Estate Officer has met with CAFTA and given a list of areas for them to engage with over the coming months. Carton Court, Beclare Place, Doon and Knowth Court, Sandyhill. Dublin City Council have been engaging with residents in these areas around estate issues each have expressed an interest in estate enhancement and entering into the Tidy Towns and Neighbourhood Competitions. She meets with CAFTA on regular basis and receives an update on the different projects they are working on. 44

45 Termon Court. Estate Management have met with the resident of Termon Court in relation to closing the arch in the first court. The residents came back to DCC and expressed concerns with the proposed plans. She explained that the blocking of the arch would have to meet a certain criteria, and has agreed to work with the residents in relation to any problems that may arise from the arch of the court in the future. No complaints have been received relating to the arch since October Ballymun East Area Report The Tidy Towns initiative is still growing at a slow pace but we still expect to have residents and committees in place in time for spring clean up s. Along with the Tidy Towns initiative we hope to enrol in the National Spring Clean for the month of April. Tenant meetings are held in the DCU office with a good turn out from each area. All meetings have mentioned the improvement in the areas with regard to illegal dumping and graffiti. Whiteacre Park Work has finished on the removal of the walls in Whiteacre Park after meeting with local residents about antisocial behaviour issues. The contractors are now on site putting up the perimeter fencing which should be finished in the coming week. Funding has been put in place for the play equipment which will be reinstated after the fencing has been finished. At this stage we will be getting the local kids involved in fixing up the playground. Waste Management and the Local Area Office are currently surveying the areas and houses to establish the compliance if Waste Management By-Laws. This is mainly being carried out on bin collection days. Shangan Snagging on the new houses on Shangan Avenue is nearly completed except for solar and roofing issues. Contractors are continuing to work with BRL over the roofing issues and the solar systems, they hope to start repair works in the coming weeks. Waste Management and the Local Area Office are currently surveying the areas and houses to establish the compliance if Waste Management By-Laws. This is mainly being carried out on bin collection days. Coultry New security doors will be fitted in Coultry Green in the coming weeks after the success of the doors in Coultry Crescent. 45

46 Work on the shop van site is completed in Coultry Park and tenants are being consulted about what to put in this space, such as a community garden. Surveys are at an advanced stage in Coultry Gardens to alleviate the drainage and flooding problems in the area. It is hoped that the works will include the resurfacing of the area. Funding has to be sourced to enable this work to be carried out. Waste Management and the Local Area Office are currently surveying the areas and houses to establish the compliance if Waste Management By-Laws. This is mainly being carried out on bin collection days. Longdale and Woodhazel Residents are being encouraged to clean their front gardens and the street outside each house. The CCTV in the Longdale area is proving more successful following tree pruning. Waste Management and the Local Area Office are currently surveying the areas and houses to establish the compliance if Waste Management By-Laws. This is mainly being carried out on bin collection days. Forrestwood and Sallowood. Cleaning up of this area has been on going from the summer with local residents getting involved and improving their area. This has been a bit sporadic in the past as one side of Forrestwood achieved a gold award in the Tidy Towns and the other side is still a dumping black spot, so a concerted effort to work on all communal gardens in the spring time. Most complexes in the area have now got a representative for clean up initiatives. Magenta Crescent A number of issues were raised at a recent residents meeting which include public lighting, signage, road and footpath sweeping, derelict buildings and waste ground cleaning. A number of houses got broken into recently and residents wanted a number of escape routes blocked off which the City Council will examine. A request to check public lighting in the area has been sent to the relevant department. Ballymun Town Civic Alliance The Economic Sub Committee held a meeting on 12th March 2015, where Liam Barry the new Economic Development Officer gave a brief background on himself and his role. The Economic Sub Committee will compile an overview of the economic landscape of Ballymun, and outline the body of work to be completed by the end of the year. It was agreed that the committee will continue to pursue short term initiatives for economic regeneration such as providing Ballymun Town Centre Wi Fi and the participation in the North Dublin Chamber of Commerce Business Expo in October. A representative from the Tolka Area Partnership will be invited to the next Economic Sub Committee meeting to discuss their economic plans for Ballymun. The Social Sub Committee held a meeting on 9th March 2015 where a presentation was given on Trinity Comprehensive School. The academic progression of the students was highlighted, out of a group of 50 leaving cert students last year all were placed in third level education. There was a group of students at the meeting and all spoke of their individual experiences in the school. The HSE gave a presentation on Child and Adolescent Mental Health Services in the area. CAMHS is a specialist mental health service and referral pathway into the service was highlighted. An overview was given regarding the SICAP Programme and it was stated that it is unclear as to how future services will be delivered and what the timeframe will be for the wind down of the Ballymun Whitehall Area Partnership. 48

49 The Physical Sub Committee held a meeting on 26th March, where an update was given on the Town Centre/Shopping Centre, it was stated that a FAQ sheet on the shopping centre would be included in the next Ballymun Ezine. There was also an update on the northern site where the sale is agreed, the main plan is for a food anchor and some retail units. There was an update on the LAP; approval has been given to appoint a temporary Executive Planner. The LAP has been drafted and once the Executive Planner is appointed work will commence. There will be a management steering group to guide the LAP. Communications Strategy was discussed and it was agreed to invite Alan Breen, Press Officer to attend one of the meetings, it is hoped that by promoting events in the area through Facebook and other social media it will alter the negative image of Ballymun sometimes portrayed in the media. The Civic Alliance held a meeting on 2nd April 2015 where an update was given by the Chairperson of each sub committee on recent activity. The Ballymun Whitehall Area Partnership was discussed and it was stated that there is funding for the next six weeks and that the priority is to ensure service provision in the Ballymun Area. A meeting will be arranged with Tolka Area Partnership to establish what their plans are for the area. There was an update on the Shopping Centre and northern site and it was stated that there is a property team in the Development Department working on the detenanting of the shopping centre. Some units in Coultry and Santry Cross are not available but that all other units in the area are available and negotiations are ongoing to relocate businesses and offers have been made to various groups to re-locate to the Civic Centre. The Farmers Market will relocate to the Plaza in May. The Rediscovery Centre are holding a Science Festival between 21st and 24th May in the Civic Centre, Axis Centre and the Plaza. Ballymun in Bloom takes place on 23rd May. The next Alliance meeting will be held on 9th July The second edition of the Ballymun matters ezine was distributed last week. It was previously listed in the RPS as incorrectly located in Ballyfermot. The original notification letter in 2000, sent to the Eastern Health Board, mentioned this incorrect address. It is now proposed to formally add Domville House, Ballymun Road, Dublin 11 to ensure that this significant building continues to be properly protected. Summary Description Detached, five-bay, two-storey red brick house with gable front break front to south side. There is a central entrance door on recessed section, having Gothic arched opening with timber panelled and glazed door accessed by stone steps. The window openings have a shallow point with stone cills. The façade has stone dressing and the roof is covered in natural slate and terracotta ridge tiles. There are three tall red brick chimneys with stepped brick capping. The front and south side boundaries are constructed of rubble stone. The boundary to St Pappin s Church, now part of a nursing home complex is modern metal fencing. Historical Background From the mid-seventeenth century, the Anglo-Irish families of the Barrys and the Domvilles built and maintained the churches, schools, roads and many of the houses in Santry. Sir William Domville established the foundations of the Domville family dynasty in Ireland in the seventeenth century. Like many Irishmen who remained loyal to the crown during the Commonwealth period, William Domville received rewards of office and land, after the Restoration of the Monarchy in Ireland, and was granted the extensive Templeogue Estate. However, it was not until the death of Henry, 4th Baron Barry of Santry, that the Domville family inherited the Santry Estate including Ballymun. Domville House in Ballymun takes its name from this historic association and is one of the oldest buildings remaining in the heart of Ballymun and dates to c The neighbouring Roman Catholic Church of St. Pappin's built c.1864 is the oldest surviving building at Ballymun, the building stones and other materials of the old church at Balcurris were used to build the new church. In 1846 Rev. Rooney, together with a number of prominent local farmers, including John Dodd of Ballymun House, who occupied the largest farm in the parish, leased land at Stormanstown from Sir Compton Domville to build the new Catholic Church of St. Pappin's and its schoolhouse. 52

Historical: The building is significant as a link to the character of a past age before the major changes in the 1960 s housing development. Significance/NIAH Rating: The National Inventory of Architectural Heritage (NIAH) has not been carried out for this area; however, its categories of special interest (architectural, historical, archaeological, artistic, cultural, scientific, technical & social) and its rating system has been used to assess the buildings in question. The NIAH identifies five categories of rating in seeking to rank buildings. The NIAH rating values are International, National, Regional, Local and Record Only (I, N, R, L, O). Structures which are considered of International, National, and Regional significance are deemed worthy of inclusion on the RPS. Using the NIAH System of rating this structure is considered to be of Regional significance. This is a structures or sites that make a significant contribution to the architectural heritage within their region or area. 53

Decision GRANT PERMISSION 10-Feb-1994 REFUSE PERMISSION 15-Oct-1992 GRANT PERMISSION 10-May-1994 Summary Description Detached, five-bay, two-storey house with central window in the front gable. The central entrance door is 18 th century segmental headed with moulded architrave similar to the windows architraves at Dublin Castle. It is the only example of its type to survive in a Dublin house. The interior contains original features including a panelled hall, panelled window shutters and an original staircase. There are reputed to be two ornate marble fireplaces to two of the first floor rooms. The front elevation is finished with a cement render and painted while the side and rear elevations have been pebble dashed. (Planning permission ref. no. 1673/93 details on the original elements retained as conditions of planning. These include internal joinery finishes, staircase and roofing timbers). Historical Background An Taisce have stated that it is a 1720 s house and is one of the few early 18 th panelled houses to survive in the Dublin area. On John Roque s 1756 map of Dublin, the area north of the Tolka River shows a certain level of development. The road is not clearly defined on the map so it is difficult to identify orientation of the houses. However the architectural design features and form of the house would date it to the early 18 th century. 58

59 51 Glasnevin Hill set perpendicular to 49 Glasnevin Hill may have been the former dairy which was also reputed to contain an early panelled room. It was subsequently converted into a shop c.1900 and recently converted into a two bedroom residence, planning ref. no. 3056/12. Assessment of Special Interest Under the Planning & Development Act 2000 The structure is considered to be of special interest under the following headings: Architectural: This building has important architectural significance as a rare example of an early 18 th century detached house with a panelled interior and makes a positive contribution to the streetscape and the urban setting. Historical: The house is situated in a prominent elevated site above the Tolka River in the heart of Glasnevin village which in the 18 th and 19 th century was a favourite summer residence place of Swift, Addison, Sheridan and Parnell (Bennett, D, Encyclopaedia of Dublin, Gill and Macmillan, 1991 Pg. 84). In this respect, the building provides the link to the character of past age. It is a significant element of this 18 th century village setting above the Tolka River.
