1 CIBSE East Anglia February 2008 Chairman s Message Welcome to the February edition of Viewpoint which I hope you will find informative. My year in the Chair to date has not been too stressful, with varied topics at our technical presentations, including Lighting & Health, a joint ECA/HVCA Meeting to discuss Facilities Integration & Management, Network Integration and a non-technical presentation from the CIBSE Heritage Group. Attendance has been steady, but as ever, we would like to see more people through the door our costs are fixed, and do not represent value if we cannot get enough attendees. Guests do not need to be CIBSE Members, so bring someone along if they are interested in the subject. Our Annual Dinner in November this year was generally well received, with just over 100 guests joining us at the Gonville Hotel, including John Armstrong, our CIBSE President as the representative from HQ. I certainly had an enjoyable evening, and am pleased to report that we raised 850 with our raffle. This has allowed us to be in a position to provide a charitable donation of 1,000 which this year has been given to the Cardiac Ward at Papworth Hospital. Papworth is the leading hospital for heart & lung services, dealing with 20,000 in-patients, and a further 20,000 out-patients each year, and was at the forefront of developing heart & lung transplant techniques. It is hoped that the donation will help with the purchase of a new heart monitor, but at a cost of some 4,500 this will depend on the success of other fund raising activities at the Trust. Another First in East Anglia was the Young Engineers Quiz Night (more details are included elsewhere in this newsletter), but my thanks to the newly formed Young Engineers Group who put their own time and effort into arranging a venue, questions, guests and a prize raffle. An excellent evening and one that we would like to repeat next year. If you would like to support the Young Engineers, either as a Member, in a support role, or as a Mentor, please contact a member of the Committee, or visit the CIBSE Website and leave your contact details in the Young Engineers section. On behalf of the East Anglia Regional Committee, I would wish you all a stress-free 2008 Colin Bowen, East Anglia Regional Chairman welcomes CIBSE President John Armstrong to the East Anglia Regional Annual Dinner Colin Bowen, Chairman 1

3 . Young Engineers East Anglia Region Final Quiz Points Totals We are currently in the process of starting up a Young Engineers Network within the East Anglia region, to provide a forum for like minded people to meet and discuss matters within an informal environment. The aim of the Young Engineers Network within our region is to extend beyond the CIBSE membership, to include members of other organisations. We plan is to hold a number of events (both social and technical) through next year, please keep an eye out for details as they are announced. If you would like to get involved within the Young Engineers informal committee or have any suggestions of what you would like to see from a Young Engineers Group please contact: Jonathan Page (jonathan.page@mlm.uk.com) or Nikki Kane (nikki.kane@ingletonwood.co.uk). Keep in touch with young engineers in the Region and other Regions using the Blog on the CIBSE website and also with the Regions Young Engineers Group page on Facebook. East Anglia Region Young Engineers Quiz Monday 26 November saw the first event within the region targeted at Young Engineers, held at Bury St Edmunds Rugby Club. The well attended evening saw 7 teams battle it out through 9 rounds of questions to see who would be crowned East Anglia Region Young Engineers Quiz Champions The closely fought quiz was won by Lorne Stewart, who claimed the CIBSE Young Engineers Quiz 2007 trophy. Woodfuel in Suffolk Members Case Study Suffolk County Council is now two years into its programme of installing woodfuel heating in its schools. During 2006, six woodfuel boilers (ranging from kW) were installed in Suffolk schools and ranged from woodchip/pellet boilers in new primary schools to refitting existing oil fired schools. Suffolk County Council decided early to target both its new schools and existing building stock, ensuring that when replacement boilers were being considered woodfuel featured as an option and was part of Suffolk s commitment to reduce its fossil fuel consumption and CO² emissions. The schools featured a combination of woodchip and wood pellet and pioneered a blown fuel supply/delivery system with Eastern Woodfuel, a private sector partner. Some practical lessons learned from the projects over the last two years have been:- Fuel Storage Capacity Maximise the fuel storage by ensuring that a full delivery lorry can be delivered. This was particularly important in rural locations and the optimum delivery for us is 6.5 to 7.5 3

4 tonnes/28m³ with a minimum 2 weeks storage -1ºC (see fuel selection) Fuel Delivery Suffolk has elected to blow fuel into the hoppers. A number of methods were considered but this one has given Suffolk the maximum flexibility and kept the cost of hopper design down. Quality of Fuel The moisture content and size of chip is very important. Suffolk has been very lucky to have worked with its supply and delivery partner Eastern Woodfuels at Bentwaters Parks and Suffolk s Woodland Advisory Officer to monitor and maintain high quality and consistent fuel. Fuel Selection (Chip/Pellet) Pellet is 3x denser than chip and is often attractive where space is limited. Although more expensive to purchase the real cost difference between the two fuels is very small see below. Solar Collectors Integration of solar collectors providing domestic hot water integrated to minimise the use of the woodfuel boiler during Summer, or out of the heating season periods. Feasibility Study For each project Suffolk County Council are developing a checklist of issues to be considered including assessment of delivery access, storage capacity, controls and fuel choice. Wood pellets so far have been sourced from outside Suffolk but this may be about to change. Wood for chipping has come from local sources, including Suffolk County Council owned woodland. Suffolk County Council are happy to develop this further and put greater emphasis on locally sourced wood from well managed woodland. For one of Suffolk s schools wood has travelled less than 2 miles from forest to boiler, and this local supply chain will be a key focus for the County Council in the future. Suffolk County Council is committed to developing further woodfuel projects and grant funding via DEFRA (Bio Energy Capital Grant) and low carbon grants have helped implement our programme. In 2007 a further four schools had been converted, doubling Suffolk County Council s capacity and carbon savings from 100 tons to 200 tonnes. This will be again doubled in 2008 when a further four projects will be completed. Suffolk has launched its green initiative Suffolk Creating the greenest County with its challenge to be the greenest county; the woodfuel projects are our commitment to sustainable construction and a carbon reduction (more details can be found at However, it s not just about engineering and environmental solutions. These projects are helping to deliver learning for children and young people and the enthusiasm from all of the schools involved has been remarkable. Sample cost data: (all figures are best estimates at time of going to press) Fuel comparison costs Electricity p/kwh Oil p/kwh Tanked gas p/kwh Wood pellet 3.5 p/kwh Wood chip p/kwh (lower price applies to sites with larger hoppers) Mains gas p/kwh Thanks to Andrew Rowe of Suffolk County Council for this contribution Future Meetings 2008/09 The Committee are already actually looking at a programme of Technical and Social events for 2008/09 and would be delighted to receive suggestions from Members of any topics you would like to see covered, or, may have attended technical presentations given by others which you feel would be of interest to Members. The Committee would also like to receive your views on the date and time of meetings. Currently they are normally held on Thursday evenings at 7.00pm. Would a different day or time 4

5 be more appropriate? Please let C Bowen have your views Calendar Members will have noticed that they have not received the usual Regional Calendar for this year well don t worry, we have decided to issue one in the Autumn which will cover 2008/09 highlighting the dates of the Technical and Social Events. Important Information!!! In order to ensure that you continue to receive news of technical and social events, the Committee would like to remind Members to provide/or update addresses when renewing their subscriptions for If you are unable to receive documents electronically please advise Colin Bowen, Chairman Tel If you have any comments or observations please tony.burton@nps.co.uk For further info.
