Welcome and Introduction. Owner Apologies for absence were received from Cllr M Maddocks (ECC) 2. Declarations of interest: Cllr B Hazlewood declared an interest in items on the Agenda by virtue of being a Member of Hockley Parish Council. Cllrs J Lumley, C Roe and I Ward declared an interest in items on the Agenda by virtue of being Members of Rayleigh Town Council. Cllr M Steptoe declared an interest in items on the Agenda by virtue of being a Member of Barling Parish Council. 3. The Minutes of the meeting held on 5 July 2017 were agreed as correct record, subject to the following amendment: Page 5 Cheapside West and Victoria Road speeding issues. GS confirmed the straight nature of the road in both locations and that there is no survey history within 4 years. Cllr Lumley will be supplying an LHP request form to GS for further investigations. Complaints passed to Cllr Lumley concerning the volume and speed of traffic going through from Rayleigh Weir A127 from the High road via Glasseys Lane, Weir Gardens, Roach Avenue, Daws Heath Road to Eastwood Road A129 Cllr Lumley Page 1 of 36 5 July 2017 Rochford District

4 Cllr Lumley also raised the volume issues above adding to congestion surrounding the recycling site in Castle Road. 5. Approved Works Programme Update: 5 Hanover Bridge, Watery Lane/Beeches Road, Hullbridge weak bridge signage. Some of signage not appropriate so undertaking feasibility study to see what upgraded is needed. Communication from Hullbridge Parish Council asking for road closure signs and cones for times of flooding in Watery Lane. GS is establishing through the ECC Network team if a flip down road closure sign can be installed and be combined within the existing signage review if possible; a separate scheme may be needed, however. It is not possible to use A frame boards here as the verge is narrow. An update to be provided to the December meeting. GS to consult with both Hullbridge and Rawreth Parish Councils once a solution has been agreed upon. Signs are needed at either end of the road. (Note: Cllr T Cutmore declared an interest in this item by virtue of using this road to get to County Hall, Chelmsford.) GS GS A129 Southend Road j/w Old London Road. Casualty Reduction schemes - design in year 1 and delivery in year 2. North Street j/w Weirpond Road. Casualty Reduction schemes design and delivery this financial year. High Street zebra crossing, Great Wakering Brays Lane & Apton Hall Road, Ashingdon CR signage. The LHP had moved these two items from the rolling programme into delivery in this financial year. Barling Road, Barling Footway. Consultation with residents has taken place. GS to check that chevrons would be included as part of the installation works. Designs to be forwarded to Cllr Steptoe. Twyford Avenue, Great Wakering - grasscrete. No complaints from residents received although it is a narrow road and has issues with parking. REMOVE and put on Potential Scheme list. Hyde Wood Lane, Canewdon Laybys. The Panel resolved that this is not a major route and the final cost would be very high as acquisition of land was needed. REMOVE Bedloes Avenue, Rawreth. This is a costly scheme which would benefit very few residents. REMOVE GS GS GS GS Page 2 of 36 5 July 2017 Rochford District

5 Paglesham to Rochford Central Cycle Route Study. The Panel had allocated 10,000 towards a feasibility study; the study is not going ahead at present but may be considered later as part of a future provision to link up cycle routes. REMOVE GS Shopland Road, Sutton SLOW marking. This would remain on the Programme to see whether the work could be combined with other maintenance lining in the area, which would reduce the cost considerably. To be looked at again at the December meeting. Stambridge Road, Rochford 30mph repeater roundels. Cllr Ward asked if the repeaters are to be illuminated. GS confirmed that no repeaters are ever illuminated, only terminal signage. Rolling Programme total is 34,500 after removal of the schemes indicated. Canewdon Road/Larkhill Road road safety assessment collision. Following completion of the proposed development of 47 new properties in Canewdon, there may be the opportunity for a further speed and volume survey next year. (The Wallasea Wetlands Project may result in increased traffic here.) Cllr Cutmore was concerned that not all historical fatal accidents have been taken into consideration. As the proposals for vehicle activated bend warning signs were outside of policy, the only option would be to refer to the Cabinet Member for Highways. Cllr Cutmore would take this forward. If the scheme were to progress the cost would be taken from the LHP budget and maintained by the LHP revenue budget. Cllr Cutmore Page 3 of Potential Capital Schemes. Estimated Rochford LHP budget for 2018/19 is 214,000 next year budget. Hanover Bridge, Watery Lane/Beeches Road weak bridge signage. Awaiting results from feasibility study costs of works likely to be in the region of between 10,000 and 30,000. Rawreth Lane and Laburnum Way Culvert Works. This scheme to increase the banks and capacity of the ditch was added to the LHP scheme list as it wasn t being resolved through Flood Management. The ditch and culvert is privately owned. Ongoing maintenance will not be the responsibility of ECC but enforcement may be necessary with the current land owner. The local MP and the Parish Council are in support of this project. Canewdon Road, Ashingdon - Cemetery Entrance: request to look into the visibility issues of exiting Thornton Meadows cemetery onto Canewdon Road. ECC has no specific engineering solution available going forwards. Remedial 5 July 2017 Rochford District

6 measures would be for both gates to be open when the cemetery is open, fill the pot holes at the entrance and that vegetation is cut back. REMOVE. Fountain Lane, Church Road, Hockley HGV signage. All existing signage is present no further recommendations. REMOVE. Highways Rangers request to be made to cut back vegetation. Poynters Lane, Great Wakering Footway. REMOVE Revenue Budget. Highways Rangers may be able to clean the beacons at zebra crossings, depending on the height. A request for new beacons can be made via the ECC website. Halo lights can only installed by the Road Safety Team if accident locations need to be highlighted. GS GS GS The Panel was asked to consider which schemes to move into the rolling programme and which should be for delivery. GS confirmed that if an allocated scheme is under budget the saving can be used for another scheme. However, underspend cannot be transferred from one year to the next. 7. Rangers Work summary: Requests from the Panel Members to the Highways Rangers service are prioritised. Some Local Highways Panels deliver the Highways Rangers Service themselves; equipment could be commissioned from the capital budget for the Rangers Service if Rochford District LHP takes on this Service. 9. AOB (1) Cllr Roe to submit a request for a speed and volume survey for Station Crescent, Rayleigh. ECC Member support is required; however, if the request has Panel support the request should be accepted. Cllr Roe to supply GS a completed LHP request form. Cllr Roe (2) The cost of triangular road signs is in the region of 2,000-3,000. (3) The Panel can consider schemes for footway works. 10. 7 Report 3 ROCHFORD DISTRICT COUNCIL WITH ESSEX COUNTY COUNCIL LOCAL HIGHWAY PANEL 21st DECEMBER /18 Approved Works Programme Budget Summary At the September 2017 Panel meeting the LHP reviewed those schemes within the Rolling Programme for delivery in 2018/19 and agreed their inclusion. It is envisaged that the 2018/19 Capital budget for the Rochford District LHP will be the same as that in 2017/18 ( 214,000), though this will be finalised by ECC at their full Council meeting in February Members are reminded that the costs supplied are estimates only and there is the possibility that a final scheme cost could change significantly dependant on issues which may arise especially during detailed design and construction. The estimated scheme costs on both the Rolling Programme and the Potential Scheme List have been reviewed and adjusted as necessary to reflect this. Additionally at this stage, we have not been notified of the Safer Roads schemes that will need to be progressed within the District in 2018/19. Land owner has been contacted and we are awaiting final confirmation of permissions. 4 LROC Barling Road, Barling - Footway Barling Qtr4 Implementation Installation of a footway along Barling Road, Barling 33,000 Consultation with residents taking place. Outline design is completed and waiting approval, moving forwards towards target costing. 5 LROC Hanover Bridge, Watery Lane /Beeches Rd, Hullbridge - Weak Bridge Signage Hullbridge Qtr4 Feasibility Advance weight restriction signage to warn HGV's of the weak bridge at the junction with Beeches Rd & Watery Lane (Hanover Bridge). Current signage is not correct and several breaches of the current order have been reported by Trading Standards 3,000 Signage review is currently underway. Outline design complete, awaiting approval and stats. 6 LROC17023 Ashingdon Road, Rochford - CR Site Rochford Complete Implementation PHASE 2. Number of areas highlighted by the Casualty Reduction Team along Ashingdon Road. Works range from junction kerb adjustments, tactile paving to improved signage 55,000 Scheme complete, small remedial works due to be completed within the month. 7 LROC High Street zebra crossing, Gt Wakering Great Wakering Qtr 4 Implementation Zebra crossing task lighting upgrade to bring the current crossing up to standard. Tactile paving is also to be replaced 25,000 Allocated by the panel in March for inclusion onto the rolling programme although as extra funding has become available this has been moved forward for delivery within this financial year. Currently in design. 8 LROC Brays Lane & Apton Hall Road, Ashingdon - CR Signage Ashingdon Qtr 4 Total Scheme Addition of Crossroads Ahead and Road Narrows Ahead for the east of the junction for westbound traffic 3,000 Allocated by the panel in March for inclusion onto the rolling programme although as extra funding has become available this has been moved forward for delivery within this financial year. 10 9 LROC North Street j/w Weirpond Road - CR Site Rochford Complete Total Scheme DESIGN - Omit the centre line along North Street, from its junction with Weir Pond Road in a northerly direction up to the bend in the road, including the associated signing road narrows on both sides in both directions. Install SLOW road markings in the middle of the carriageway at each end of the site 12,000 Addition to the programme from the Road Safety Team's casualty driven data. Scheme delivery planned for October half term. Road closure planned. 10 LROC A129 Southend Road j/w Old London Road Rawreth Qtr4 Design DESIGN - Implementation of a dedicated right had turn lane along the A129 into Old London Road 10,000 Addition to the programme from the Road Safety Team's casualty driven data. Currently in design. Approved Schemes - Prioritised for 2018/19 Rolling Programme - Total 37, LROC Lower Road, Hullbridge - Footway Hullbridge 2018/19 Design Recommendations following a feasibility study to investigate the possibility of providing a footway to aid the public access from the allotments to Wadham Park. Commission to address legal land agreement and detailed design 7,000 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. 12 LROC Hullbridge Road, Rawreth - Zebra Lighting Upgrade Rawreth 2018/19 Feasibility Street lighting feasibility to look into the upgrading of the PAR lamps to improved task lighting to bring them up to standard 5,500 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. 13 LROC Spa Road, Hockley - Zebra Lighting Upgrade Hockley 2018/19 Feasibility Street lighting feasibility to look into the upgrading of the PAR lamps to improved task lighting to bring them up to standard 5,500 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. 14 LROC Southend Road opp White Hart, Hockley - Zebra Lighting Upgrade Hockley 2018/19 Feasibility Street lighting feasibility to look into the upgrading of the PAR lamps to improved task lighting to bring them up to standard 5,500 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. 15 LROC Southend Rd, Hawkwell - Zebra Lighting Upgrade Hawkwell 2018/19 Feasibility Street lighting feasibility to look into the upgrading of the PAR lamps to improved task lighting to bring them up to standard 5,500 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. 16 LROC Shopland Road, Sutton - SLOW Marking Sutton 2018/19 Total Scheme Installation of 'SLOW' to give drivers further advanced warning of the bend ahead 750 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. 17 LROC Stambridge Road, Rochford - 30mph Repeaters Stambridge 2018/19 Total Scheme Installation of 30mph repeater roundels required due to the lack of street lighting in this area to make the existing 30mph limit clearer to drivers 6,500 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. Page 8 of 36

11 18 LROC Canewdon, Ashingdon & Stambridge - Weight Limit Review Canewdon, Ashingdon & Stambridge 2018/19 Design Recommendations from previously commissioned feasibility study. New 7.5tonne weight limit restriction on Hyde Wood Lane, Scotts Hall Road, Gardeners Lane and the Installation of up to 30 signs in various locations indicated in design. Commission for TRO and detailed design 8,000 Provisionally agreed by the panel in March for inclusion onto the rolling programme. Panel to review as to the schemes inclusion onto the 18/19 programme. The following pages contain a full list of all of the current potential schemes for the Panel s consideration. At this stage the Panel are encouraged to allocate schemes up to the value of the budget ( 214,000) minus the 37,250 already allocated from the Approved Schemes List. Recommended that the remaining verges from no 8/10 to 18/22 be concreted. Beyond this there is off street parking and the problem does not occur as severely. G 2 Sutton Road j/w Shoplands Road - Roundabout Investigation into visibility issues at the junction of Sutton Road & Shoplands Road This junction is situated on a corner along Sutton Road which makes turning right into Shoplands Road a safety concern due to restricted visibility of oncoming traffic on the opposite side of the carriageway Sutton Parish Council LROC ,000 Recommended to carry out a feasibility study to look into possible options and recommendations in this location. The estimated cost of 6,000 includes the cost of the required surveys. G 3 Rochford Garden Way, Rochford Works to replace three areas of grass verge with hard standing surface on the east side of Rochford Garden Way Many residents do not have off street parking, road is narrow therefore parking cars churning up grass verges Rochford LROC ,000 Previously designed and now ready for funding allocation for delivery. G 4 Southend Rd j/w Wakering Rd & Barling Rd - Roundabout Issues have been raised with the current layout of the Problems with traffic taking a shortcut existing roundabout. A study across the roundabout and driving the has been requested to look opposite way round as well as lack of into improvements at this advance signage on all approaches location Great Wakering LROC TBC In validation. V 5 Barrow Hall Rd j/w Little Wakering Rd - Give Way Sign Addition of a 'Give Way' sign and lining at the junction with Barrow Hall Rd and Little Wakering Rd Currently no 'Give Way' signage is in place or corresponding lining at the approach to this junction. Great Wakering LROC ,000 Recommended that the scheme is commissioned as a total scheme for the installation of a give way warning sign. It is proposed that the white lining is refreshed as part of the routine maintenance programme. G Page 15 of 36

Recommended to proceed with detailed design. Cost of design is 20,000 as this includes all of the required topographical surveys and searches needed to deliver a crossing of this type. G 8 Ferndale Rd, Rayleigh - Junction Visibility Concerns have been raised over the visibility of the junction of Ferndale Rd and Hullbridge Rd It has been reported vehicular accidents and near misses have regularly occurred at this junction when vehicles try to negotiate turning into and out of Ferndale Road Rayleigh LROC TBC In validation. V 9 Hanover Bridge, Watery Lane /Beeches Rd - Weak Bridge Signage Advance weight restriction signage to warn HGV's of the weak bridge at the junction with Beeches Rd & Watery Lane ( Hanover Bridge) Current signage is not correct and several breaches of the current order have been reported by Trading Standards Hullbridge LROC TBC Awaiting results from feasibility study for possible recommendations. V 15 Southend Rd, Gt Wakering - Speeding Traffic Request to look into possible options to improve safety for residents living along Southend Road Residents have raised concerns about speeding vehicles and the lack of footway along Southend Road, Gt Wakering making the road dangerous for pedestrians Gt Wakering LROC TBC In validation. This would involve 6 sets and scheme will be grouped together to minimise disruption. This scheme will improve access for all pedestrians through Great Wakering High Street.
