Create stakeholder committee to: Evaluate improvement options Give guidance on public outreach process Assess community need and support for highway improvements Prepare program of individual projects to advance through the environmental process Determine necessary level of environmental studies/ documents Conduct environmental studies and prepare environmental documents for projects.
