2 Introduction In the mid-1800 s thousands of settlers passed through what is now the Kansas City area on their way west looking for new opportunities. Today, opportunities are available throughout the country and in fact, throughout the world. People are still leaving Kansas City looking for opportunity elsewhere, but, for even more people, the trails they are taking looking for opportunity are ending, not beginning in Kansas City. This report will provide some insight into Kansas City s recent migration patterns. Where are former Kansas City area residents moving to? Where are new area residents moving from? What has been the migration trend over time? These questions and more will be answered in this report. Methodology The data used in this report comes from the Internal Revenue Services County to County Migration Tables. Every year, the IRS tracks the social security numbers given on tax returns. If a given social security number comes from a different county than the year before, that person, and all the dependents listed on the return are considered migrants. The IRS provides us with the number of returns (which can be seen as households), the number of exemptions (which can be seen as population), and total income. Due to disclosure policies, only significant migrations (at least 10 individuals moving from county to county) are included. For example, if County X saw 9 residents move to County Y we would not know the county of origin. Those migrants would be combined in an other migration category. However, if 10 residents moved from County Y to County X, the IRS data would show the originating county. Another limitation is the fact that individual filers one year may file may be the secondary filer on a joint file due to a marriage. The data also captures only 95 to 98 percent of all returns filed during any given year mostly because of late filings. Despite the fact that this data can not account for every migrant into and out of the region, it still provides us with the best estimate of migration flows. These flows can tell us a lot about the Kansas City area. For starters, it tells us that Kansas City remains a net in-migration metro. More people move into the area than leave it. This would indicate that the region is doing a good job of providing opportunity for its new and existing residents Migration Report

3 Total Migration Summary Between 1994 and 2004, the Kansas City Area had 591,283 out-migrants and 645,216 in-migrants for a net in-flow of just under 54,000 new residents. In addition to these external migrants, there were 524,899 migrants who moved from one county to another within the Kansas City area Migration Report

4 Top Exchange Metros By combining those specific county figures into their respective metro areas, we can get a sense of where significant migration into and out of the Kansas City area is taking place. The table below shows the top 20 total exchange metro areas. The total migration sums up inmigration and out-migration. There is a significant amount of migration flow between other metro areas in the Midwest. 5 Total Migration (In + Out) by County The above map identifies the regions where there is the highest level of migration in and out of the Kansas City area. There is clearly a lot of migration between the Kansas City area and the surrounding counties. Strong ties to metro areas in Texas, Arizona, Colorado and California are also evident Migration Report

6 In-migration by County The Kansas City area attracts new residents from a variety of locations, but clearly draws a large portion from surrounding counties. The St. Louis, Chicago, Denver and Southern California areas are also pronounced Migration Report

7 Total Out-Migration by County The above map shows the counties where former Kansas City area residents moved to. There is a clear concentration in the surrounding counties, especially in the Lake of the Ozarks area to the Southeast of the metro. Heavy out-flow to the Phoenix, Dallas, Denver and Southern California areas are also evident Migration Report

8 Top Net Out-Migration Metro Areas The top net out-migration metros also have a clear geographic component as most are in the West or on the Sunbelt. Many of the metros on this list are among the fastest growing metros in the country (link). These metros are likely seeing in-migration from throughout the country. 9 Top Net In-Migration Metro Areas The top in-flow metros have a strong regional look. 14 of the top 20 in-migration metros are in Missouri or Kansas or are in states that border Missouri or Kansas. This indicates that Kansas City has a strong regional pull, as residents from other, often smaller, metros find opportunities in the Kansas City area. Poughkeepsie-Newburgh-Middletown, NY stands out. Further research shows that the vast majority of those in-migrants settled in Leavenworth County, perhaps indicating military personnel moving from West Point (near Newburgh, NY) to Fort Leavenworth. 10 Net In-Out Migration by County This map does the best job of summing up the external migration in the KC area. Blue bubbles represent net in-migration counties, red represent net out-migration counties. Kansas City has the bulk of its net new residents come from nearby counties with the exception of the Lake of the Ozarks area which is likely gaining retirees from the Kansas City area (see detail map) Migration Report

11 The out-migration flows to western and Sunbelt metros like Phoenix, Dallas, Atlanta and Tampa-St. Petersburg are also clear. In-migration flows from Midwestern metros like, Omaha, Des Moines, St. Louis, Chicago and Wichita are evident as is the flow of migrants from Orange County, NY (Poughkeepsie-Newburgh) we described earlier. Somewhat surprisingly, there is also a sizable in-flow from Southern California as well. This flow has slowed in recent years from its peak in the late 1990 s. Southern California s economy still struggled even during the robust economic growth in the 1990 s. During this time southern California residents sought opportunity in other parts of the country Migration Report

12 Income Migration by County The map on the previous page shows the net migration of income. In other words, it shows the total income of those who moved to Kansas City minus the total income of those who left Kansas City. The data yields a map very similar to the net migration map. This makes sense as the total income will be related to the total migrating population Migration Report

13 There are some significant differences, however. The Los Angeles area, for example, is a large net in-migration metro for Kansas City. The net amount of income coming to the Kansas City area is much smaller. This would indicate that while far more people are moving from Los Angeles to Kansas City than the other way around, the incomes of the in-migrants must be less than the out-migrants. This is, in fact, the case as households that moved from Kansas City to Los Angeles had average annual incomes of $46,008 while those who moved to from Los Angeles to Kansas City had average incomes of $40,954. Conversely, households moving from the Seattle-Tacoma, WA area had an average annual income of $96,346 while those moving to Seattle from Kansas City had $53,201 average. In some cases, one can look at the income migration as a measure of talent migration. When the incomes of new residents are high, one can assume it is because a local firm is paying a higher skilled employee. Using the above metros as examples, one could say that the Kansas City area is drawing more talent from Seattle than Seattle is drawing from Kansas City (Kansas City firms are paying higher wages to attract the talent). While Los Angeles firms are, on average paying migrants from Kansas City more than Kansas City firms are paying former Los Angeles residents. The outflow of income to Florida and Arizona is also evident. These states also have competitive metro areas vying for talented workers, but these states are also major retirement destinations and are no doubt attracting former Kansas City retirees Migration Report

However, there has been significant change in the size of that inflow over time. The inflow peaked in 1997 when the area gained nearly 9,000 net new residents (roughly the size of Mission, KS). There was a sharp drop off in net in-migration beginning in 2003 (which represents returns for 2002) Migration Report

17 Internal Migration 524,683 residents moved from one county to another within the Kansas City area between 1993 and All counties except Wyandotte and Jackson realized net gains from internal migration. Cass County had the largest net gains with nearly 16,0000 net new residents from Kansas City area counties. 18 Conclusion The Kansas City area continues to be seen as a region that provides opportunity as evidenced by the attraction of 54,000 net new residents through migration. There are two major trends in out-migration. First, several Kansas City Metro residents have moved out of the Metro to surrounding counties (especially the Lake of the Ozarks area). Secondly, out-migration to the west and Sunbelt is significant, reflecting a national population shift. Kansas City is a regional draw. Much of the net in-migration comes from surrounding states. Migration trends over time show a decline in in-migrants over the last few years. However, the rate in in-migration has consistently been higher than the rate of out-migration Migration Report

Despite this limitation, the data does provide us with a good sense of migration patterns between Kansas City and other metros over time.
