5 4 ANALYSIS 4.5 Urban Grain which diminishes Properties in Frankston s CAA vary considerably in size and are distributed in fairly distinct patterns. There is a fine grained subdivision of traditional retail premises along Young Street, the opposite public the station, along the eastern end realm of Wells Street, and on the west side of Thompson Street. Intermediate sized properties are typical of the area of Davey and Playne Streets, while properties along Nepean Highway are generally much larger. Additionally, a major portion of the CAA comprises of the Bayside Shopping Centre experience which diminishes the public realm along its boundaries. Frankston s more successful streets are located where property sizes are smallest. They exhibit a diversity of retail uses, which animate the street experience. The smaller property sizes are also located within along areas with a fine grain its of street and laneways, which provide the basis for a highly accessible public realm. boundaries. - DRAFT Frankston Streetscape Strategy Report - May 2013 GHWAY DANDENONG ROAD FLETCHER ROAD BEACH STREET BEACH ST FLETCHER ROAD NEPEAN HIGHWAY GOULD STREET FRANKSTON TRAIN STATION YOUNG STREET WELLS STREET THOMPSON STREET YOUNG STREET CRA PLAYNE STREET PLAYNE STREET DAVEY STREET KARS STREET BAXTER STREET HASTINGS ROAD YUI 50m 100m 200m 500m NORTH LEGEND STUDY AREA FINE GRAIN MEDIUM GRAIN LARGE GRAIN VACANT

44 Implementing Frankston first vehicle and pedestrian shared zone became the key priority of the project and was threatened by the rescission notice to retain the 9 angle car parks... Improved footpath Loading bay (possible two additional car parks) Five (5) parallel car parks Shared Zone as approved by VicRoads provide pedestrian access to park walk. With the loss public realm the shared zone was saved by located parallel
45 Building the April 2013 case for urban RECLAIM THE STREETS The improved streetscapes will make Frankston more transformation... attractive for investment, recreation and shopping. It will open new routes to the arts centre, the rail and bus interchange, Wells Street and Bayside shopping centre. Business Community At the moment footpaths in some of the designated zones do not connect and people are forced to walk over kerbs and through parked cars. Gallery Lane is not pedestrian friendly yet serves as an important link between the northern and southern parts of the city. Indeed, there are opportunities to strengthen connections between the city s precincts and to improve pedestrian safety while maintaining vehicle access. Above: How new streetscape furniture, trees and lighting has improved this section of Sydney s Chinatown. Picture: ASPECT studios, Simon Wood Contact: Marti Fooks, Urban Design & Development Unsightly: Old and crumbling wall sections to be removed Safety: Improved and safer shared access for pedestrians and motorists
46 Arts & lighting On average Frankston has a higher population of young people between the age of years old than all of Greater Melbourne. * Australian Bureau of Statistics, Census of Population and Housing 2006 and 2011.
