Sept. 24, 1:00 pm Marina Park, Monarch Bay Dr. (Meet up is at Seagull Picnic Area) The Recreation and Human Services Dept. is hosting its annual family bike ride. The guided 5-mile ride will begin and end at Marina Park. Participants under 18 are required to wear helmets and everyone is responsible for their bike at all times. The event is free and open to the public. Music by the Bay (Attached) Thurs. Sept. 28, 5:30 pm 8:30 pm, Marina Park, Monarch Bay Dr. Lost Dog Found, a swing and jazz ensemble featuring Rachel Sierra, will perform at Marina Park for an outdoor concert. DJ Panda will kick off the event at 5:30 pm and Lost Dog Found will perform from 6:30 pm 8:30 pm. Attendees are encouraged to bring lawn chairs, picnics and a blanket to enjoy the performance. Please note: alcohol is not permitted in City parks. Neighborhood Cleanup Day (Flyer attached) Sat., Oct. 7, 8:00 am 4:00 pm, Citywide Mark your calendars for San Leandro s annual Neighborhood Cleanup Day. Residents are invited to participate in the Citywide Garage sale from 8:00 am to 1:00 pm. The City will publish a map and listing of participating addresses in the October 5 edition of the San Leandro Times (registration by September 27, 2017 is required). Residents may drop off appliances, furniture, mattresses, electronics, scrap metal, clean wood, tires, household batteries and fluorescent lamps at a designated recycling facility. Oct. 9, 6:30 PM, Main Library 300 Estudillo Ave. The acclaimed children s author, Patricia Polacco will present and read from her newest book, Remembering Vera, a true story of Vera, an amazing dog found as a stray by the US Coast Guard and became a hero and a friend. After her presentation, Polacco will be available to sign copies of her new book. The event is free and open to the public but reservations are requested.

2 Council Information 33 rd Annual California Coastal Cleanup Update The Annual Coastal Cleanup was held on Sat. Sept. 16 th from 8 am to 12 noon. City and San Leandro Yacht Club volunteer staff were stationed at the Monarch Bay Bridge and at the Heron Bay entrance to the shoreline to register volunteers. The event drew 236 participants many of whom were from local schools, churches, businesses and service clubs. Volunteers collected 235 bags of trash and recyclables as well as 2 tires and a sailboat hatch. Alameda County Industries donated a dumpster for the waste and The Heron bay Homeowners Association allowed limited parking. Many thanks to the volunteers who made this event a success. Annual Street Overlay/Rehabilitation Project, Phase 1 Update (Attached) Please see the attached memo from the Engineering & Transportation Department regarding the first phase of the Annual Street Overlay and Rehabilitation Project. Phase 1 will require periodic road and lane closures to complete the project. Residents living in the area received a letter in three languages informing them of the project and anticipated disruptions. 4 Neighborhood Cleanup Day Saturday, October 7, 2017 Pull your old, unused items out of the attic and basement in preparation for San Leandro s Citywide Garage Sale and Neighborhood Cleanup Event. A program designed to keep your neighborhood clean and green! Available to all San Leandro residents. The event includes: Citywide Garage Sale - 8:00 am 1:00 pm Host a garage sale at your home. The City will provide free advertising including a map and listing in the October 5 edition of the San Leandro Times. Neighborhood Cleanup - 10:00 am 4:00 pm Bring electronics, wood/yard trimmings, scrap metal, furniture, appliances, mattresses, household batteries, tires and fluorescent lights to a local facility for recycling and/or disposal. Residents that sign up will receive garage sale information and/or a postcard invitation to access the recycling event at least one week prior to the event. 5 The San Leandro Public Library Presents An Evening with Patricia Polacco Monday, October 9 6:30pm The acclaimed children s author and illustrator will read from her newest book, Remembering Vera Patricia Polacco, who has written and illustrated 115 books for children, will discuss her work and read from her new book, Remembering Vera, the heartwarming and true story of Vera, an amazing dog who was found as a stray by the US Coast Guard, moved into the San Francisco Bay base, and became a hero and friend. 6 About Patricia Polacco Patricia Polacco was born on July 11th, 1944 in Lansing, Michigan. Her mother s family were Jewish immigrants from Russia and The Ukraine. Her father's people were from The County of Limerick in Ireland. Both cultures valued and kept their history alive by storytelling. Patricia has earned a Bachelors, Masters, and Ph.D. in Art and Art History. She has studied in the U.S., England, France, Russia and Australia. She is a guest lecturer in many universities and has been awarded numerous honorary degrees in Arts and Letters. She has a distinguished record as an international advocate for the rights of children. She has also established literary and art courses of study for young people both nationally and internationally. She has traveled extensively to Russia and has established an art camp in Losovough which thrives today. She has been honored by heads of state both at the Kremlin and the White House. To date she has written and illustrated over 115 books for children,. She is also a playwright and is in the process of penning for adults. She is a much sought after lecturer and keynote speaker and is considered one of the most inspiring speakers of our time. 7 CITY OF SAN LEANDRO STAFF REPORT Date: September, 2017 To: From: By: Chris Zapata, City Manager Keith Cooke, Director Engineering and Transportation Department Nick Thom, City Engineer Engineering and Transportation Department Subject: ANNUAL STREET OVERLAY/REHABILITATION , PHASE 1 PROJECT NO SUMMARY AND RECOMMENDATION This report provides information regarding the Annual Street Overlay/Rehab , Phase 1. This is for information only and no action is required. BACKGROUND AND DISCUSSION The Annual Street Overlay/Rehab Phase 1 was awarded to DeSilva Gates Construction, L.P. Construction will commence in September 2017 and the majority of the $3,048,000 worth of work will be completed in approximately twelve weeks. Phase 2 of the project valued at approximately $3,000,000 will be completed in the spring of The Phase 1 project will require periodic road and lane closures for the preparation work, grinding operation, asphalt concrete installation, utility cover adjustment and striping. Preparation work includes tree trimming, lowering utility frame/covers, and spot repairs of failed pavement. Overlay involves removing existing AC and installing new AC pavement. After new AC pavement is installed, utility frame/covers that are covered by the new pavement will be adjusted to grade. San Leandro Boulevard from north City limits to San Leandro Creek will receive new striping, which will change the existing two lanes in each direction into one lane each direction with a two way left turn lane with a Class 2 bike lane on both directions. The intersection of San Leandro Boulevard and Best Avenue will be channelized via striping and delineators to improve safety at this location.

8 A list of street segments that will be improved in this project is attached. Staff will mail postcards informing adjacent properties of the project and the contractor will distribute advance notices, in English, Spanish and Chinese, to the affected properties advising of road closures and parking restrictions. No Parking signs will be posted seventy-two hours in advance of each work stage. Information regarding this project will also be posted on NextDoor. 11 September 18, 2017 Resident Address San Leandro, CA RE: Proposed Road Diet Striping Plan on San Leandro Boulevard from North City Limit to San Leandro Creek Annual Street Overlay / Rehabilitation ; Project No ; File Dear Resident: As part of the City s yearly street resurfacing, the Annual Street Overlay / Rehabilitation Project, San Leandro Boulevard from the northern city limit to San Leandro Creek will be repaved. The City is taking advantage of this work to add bike lanes to this section of San Leandro Boulevard. To accomplish this, a road diet will be applied to this part of San Leandro Boulevard. We ve included photos showing an example of a similar road diet at Floresta Boulevard west of Fremont Avenue for your reference. The proposed striping plan will provide a two lane road with a double left turn lane, bike lanes, and parking lanes (not shown). The new striping improves safety for vehicles traveling on San Leandro Boulevard that want to turn left as well as vehicles that want to turn left onto San Leandro Boulevard. Additionally, it provides designated bike lanes that improve safety for bicyclists. The new striping also improves safety for pedestrians crossing San Leandro Boulevard, as the number of travel lanes they must cross are reduced. On Wednesday, September 27, 2017 at 6:00 p.m., there will be an informational meeting at the Alta Mira Club located at 561 Lafayette Avenue. More details of the proposed road diet striping plan and improvements at the intersection of San Leandro Boulevard and Best Avenue will be provided. 13 Project Notification ANNUAL STREET OVERLAY/REHAB Construction in Fall/Winter 2017 The City of San Leandro will apply pavement repair treatment on your street this fall/winter. The work on each street will be done in several separate stages and each stage will require short periods of no parking and/or no traffic allowed. No Parking signs will be posted 72 hours in advance of each work stage. Flyers with detailed information will be distributed by the City s contractor, DeSilva Gates Construction, nearer to and prior to the start of work. Thank you for your understanding and cooperation as we strive to maintain and improve San Leandro s streets.
