1 CITY OF PALMDALE REPORT to the Mayor and Members of the City Council from the City Manager DATE: SUBJECT: Approval of ISSUING DEPARTMENT: Development Services, Planning Division SUMMARY Issue: Should the City Council approve fireworks booth permits for the non-profit organizations listed below for 2014? Recommendation: Approve fireworks booth permits for 44 non-profit organizations as listed below for Fiscal Impact: The fiscal impact to the City's General Fund will be $41,536 in revenue consisting of $944 for each booth including $500 for fireworks enforcement. Proceeds from fireworks sales will benefit charitable and non-profit organizations within the community. BACKGROUND Each year prior to the 4th of July, the City processes applications from qualified nonprofit organizations to permit the sale of safe and sane fireworks for fund-raising purposes. Pursuant to the provisions of the Palmdale Municipal Code, all of the proposed fireworks booths must be operated by non-profit organizations for fund raising purposes. The organization must meet all requirements for non-profit organizations and be registered with both the federal and state government. In addition, the organization's primary meeting place must be located within the City of Palmdale or the group must draw more than 50% of their membership from within the City limits of Palmdale and have a minimum of 20 members. The number of booths allowed is calculated at 1 booth per every 3,000 residents. Based upon current population estimates, a maximum

2 Page 2 of 51 booths may be established in the year 2014 of which 44 booths have been filled by qualifying non-profit organizations. DISCUSSION Staff has reviewed the applications and the locations of the booths. The organizations that have applied for booths with their booth locations are as follows: 1.
