3 Counity Developent Director The City of Roseville, Minnesota, is seeking a collaborative and forward-thinking Counity Developent Director to play a strategic leadership role in helping shape the vision for how the counity will grow and develop. The City of Roseville welcoes your interest in the position of Counity Developent Director Ideas of stewardship, prosperity, livability, and sustainability have been fundaental to Roseville s counity developent efforts for decades. This position will help establish and ipleent City Council goals and strategies, with an ephasis on creating an equitable counity for all residents, current and future. The position plans, directs, oversees, anages and coordinates the activities of the Econoic Developent, Housing and Code Enforceent, and Planning divisions. The Counity Developent Director anages a staff of 12 and is a departent-head level position that reports to the City Manager. Ideal Candidate The ideal candidate will be an energetic and collaborative leader with strong interpersonal skills. They will be a tea-oriented individual who values relationships and diploacy. The candidate should be a strong counicator with the ability to deonstrate knowledge of and experience in counity developent that leads to high credibility with the public, custoers, and elected and appointed officials. They should possess experience in providing strategic leadership, with the ability to have high-level policy discussions around difficult and coplex issues in sall or large public settings. This person should be custoer-oriented with a focus on delivering exceptional services to residents and the developent counity. 4 The Counity of Roseville The City of Roseville (population 36,314) prides itself on its strong neighborhoods, a strong and growing econoic base, low city taxes and award winning parks and recreation progras. The residents of Roseville have long enjoyed the stability, diversity, beauty and safety of their neighborhoods. In a recent resident survey, 95% of those polled rated the quality-of-life in the counity as excellent or good. Hoeownership has decreased in recent years, and the city is seeing a growth in ultifaily housing, particularly senior housing. In addition, the City is growing in diversity. Approxiately 26% of our residents are people of color that call Roseville hoe. Roseville s business base consists of sall, ediu and large sized copanies and includes a nuber of technology, edical device and anufacturing firs. There are an estiated 36,500 jobs in Roseville, drawing an influx of workers to the city every day. Roseville is hoe to Rosedale Shopping Center - a 1.3-illion-square-foot regional shopping all - plus six other shopping centers, aking Roseville one of the leading retail centers in the Upper Midwest. Additionally, several nationally known copanies are headquartered or aintain offices in Roseville. The largest non-governental eployers include Veritas, Macys, Fed Ex Freight, Old Dutch, Berger Transfer, and McGough Construction. Three state agencies (Minnesota Departent of Transportation, Minnesota Departent of Education, and the Minnesota Departent of Coerce), Roseville Area Schools, and the University of Northwestern are also ajor eployers in Roseville. The counity is also known for its outstanding public school systes. Roseville is served by the Roseville Area Schools and Mounds View School Districts. City Governent Roseville operates under a Council-Manager for of governent. The five-eber City Council (Mayor and four ebers) is elected at-large to four-year staggered ters. The elected officials also serve as the Roseville Econoic Developent Authority Board (REDA). 5 The Counity Developent Departent The Roseville Econoic Developent Authority (REDA) was established in 2015 to coordinate and adinister econoic developent and redevelopent plans and progras for the city. The REDA adinisters progras forerly adinistered by the Roseville Housing and Redevelopent Authority. The Planning Division s ission is to develop recoendations on coprehensive land use planning and zoning progras in a anner consistent with city policies. Planning works closely with all departents, Planning Coission, Variance Board, REDA and City Council to prepare and design developent projects as well as provide guidance to property owners. Building Perits/Code Enforceent ensures public safety and health standards related to building construction and land use are aintained for the welfare of the counity. This provides a safer counity for all through proper construction ethods and provides for enhanced neighborhood livability and property values. The GIS Division coordinates the city s geographic data base syste. The division is responsible for iproving city apping and data anageent, linking GIS to perits, creating web versions of aps, and using GIS technology for long range planning. The division collaborates with other governental units to axiize the accuracy of GIS data and to iprove overall efficiency.
