1 The Great Spas of Europe developing a serial transnational nomination Paul Simons Secretary General
2 The Great Spas of Europe; communication is everything but.. The concept of serial transnational nominations developed quickly following the WHC in 2008 Quebec. In 2010 the Swiss State held an international expert meeting at Ittingen to consider the issues concerning serial nominations, following their experience in developing the Le Corbusier and the Pile Dwellings nominations. Such joint efforts can only work on consensus building. They are central to the concepts of the WHC including international cooperation, permanent trans-boundary networks and developing new links. The essence of serial n s is the definition of the series, the relationship of the individual parts, efficient joint management and NOT producing lists, or risk a dilution of credibility.
3 The Great Spas of Europe; concept A series is ONE property made up of component parts the individual sites A series shares a common vision The series will have an over-arching Management System with shared representation It develops a shared view of conservation practice It works jointly on education and research projects of mutual benefit It collaborates on interpretation and presentation It shares a common environmental management approach It works jointly to establish sustainable development and tourism strategies
4 The Great Spas of Europe; obstacles Too large is unworkable viability of series High costs high risks Overall OUV maintaining authenticity and integrity Choice of component sites and robust comparative analysis One site in danger, the whole series in danger Different political systems A range of administrative and legal frameworks federalism Professional capacity Resources Linguistic differences Nomination gestation and long-term commitments
