2 Education and Cultural services is responsible for five own cultral instititutions, and a total of 11 NGO s with a 3-year contract with the city. In addition the city has the City Theatre and The Oulu Music Week festival which are administered through the City Board. Through cultural grants an abundance of other cultural organizations and cultural stakeholders exist in the city.

3 Culture House Valve houses organizations and associations offering a variety of cultural services in photography, cinema, theatre, puppet theatre, dance and video art. 4 Oulun kaupunginkirjasto Oulu City library is an open centre for everyone for culture, information and learning The Oulu library is divided in 4 regional areas, The Central,North, East and the South. Main library 22 subsidary libraries 3 library busses, over 200 library bus-stops Other service locations: 3 Extensive online services Self-service libraries are the new focus area to extend opening hours. Currently 8 libraries are self-service.
