1 ACT 250 NOTICE APPLICATION #3W1104 AND HEARING 10 V.S.A On October 16, 2017, Green Mountain Power, 2152 Post Road, Rutland, VT 05702, filed application #3W1104 for a project generally described as the relocation and reconstruction of approximately 10,500 feet of electric distribution line from off-road to on-road corridor. The Project includes reconstructing approximately 3,100 feet of line in existing distribution and telecom corridor; constructing approximately 7,400 feet of new electric distribution line in existing telecom corridor; and retiring approximately 7,300 feet of cross-country electric distribution corridor. Pole heights will be feet above ground. The route also includes approximately 265 feet of underground line under Interstate 89. The Project is located along VT Route 107 between the Green Mountain Power substation on Groundhog Road and Perley Farm Road in Royalton. This project will be evaluated by the District #2 Environmental Commission in accordance with the 10 environmental criteria of 10 V.S.A., 6086(a). The Commission intends to narrow the scope of the hearing to Criteria 8-Aesthetics, Scenic & Natural Beauty, 9(K) Public Investments, and 10 Local and Regional Plans, unless that scope is expanded by the Commission at the hearing. A public hearing has been scheduled for: Date: November 16, 2017 Site Visit: Hearing: 9:00 a.m. at the Project Site (to begin at the GMP substation at 1720 VT Route 107, Royalton). Directions: From I-89 N or S, take exit 3 and travel Rte 107 W for approximately 1 mile. GMP substation is on the right. To be held immediately following site visit at the Royalton Town Offices, 2460 VT Route 14, South Royalton. Directions: From the project site/gmp substation, travel Rte 107 E, then VT Rte 14 S, for approximately 5 miles. Town offices are on the left, just before the intersection of Routes 14 and 110. The following persons or organizations may participate in the hearing for this project: 1. Statutory parties: The municipality, the municipal planning commission, the regional planning commission, any adjacent municipality, municipal planning commission or regional planning commission if the project lands are located on a town boundary, and affected state agencies are entitled to party status. 2. Adjoining property owners and others: May participate as parties to the extent they have a particularized interest that may be affected by the proposed project under the ten criteria. 3. Non-party participants: The district commission, on its own motion or by petition, may allow others to participate in the hearing without being accorded party status. If you plan on participating in the hearing on behalf of a group or organization, please bring: 1) a written description of the organization, its purposes, and the nature of its membership (T.10, 6085(c)(2)(B)); 2) documentation that prior to the date of the hearing, you were duly authorized to speak for the organization; and 3) that the organization has articulated a position with respect to the Project s impacts under specific Act 250 Criteria. If you wish further information regarding participation in this hearing, please contact the district coordinator (below) before the date of the first hearing or prehearing.
