The increase to up to 30% depends on the characteristics of the project: productions with an original Portuguese version, with cultural relevance, high impact on Portuguese cinematography, high economic impact in Portugal. Always a 30% rate for 1) Expenses on legally defined as low density territories in Portugal; 2) Hiring actors/technicians with disabilities.

58 HOW TO BENEFIT FROM THIS INCENTIVE: By creating a Subsidiary in Portugal; By creating a Special Purpose Vehicle in Portugal; Through a Co-Production with a Portuguese Producer; or Through a Local Executive Produce: Hired by the Producer to assemble the resources to make the Movie or TV Production on its behalf - since the recipient of the Cash Rebate Incentive must be a company registered in Portugal and a Portuguese Tax Payer. WHICH PRODUCTIONS: Long feature movies, Short feature movies, Documentaries, Animation and TV Series; Advertising, News, Political and/or Religious Propaganda and Pornography are NOT eligible for this Incentive: The Production elegibility and applicable rebate rate is determined by a Cultural Test. 58

59 THE PROCEDURE*: ICA (Cinema and Audiovisual Portuguese Institute) has a help desk to assist the Producers before they formally apply for the Incentive; Aplications are submmited by , attaching the required documents; ICA will issue a Provisional Recognition Decision within 30 days after the application: Saying how much the total Cash Rebate to the candidate production will be; There will be an Initial Payment: And other payments during the Production; The final payment will be made after the Producer offers ICA the Audit Report and the Certification of the accounts by an Auditor.

60 SCOUTING VISITS BY FOREIGN PRODUCTION COMPANIES POTENTIALLY INTERESTED IN FILMING IN PORTUGAL [FLIGHTS, ACCOMMODATION, DOMESTIC TRANSPORTATION, MEALS... AND TAILOR-MADE TOUR & AGENDA]. THIS INCENTIVE CAN BE COMBINED WITH OTHER GOVERNMENT SUPPORT [COMPLYING WITH REGULATION (EU) NO. 651/2014 FROM THE EUROPEAN COMMISSION, OF 16 JUNE 2014; AND THERE CAN NEVER BE DOUBLE FINANCING OF THE SAME HEADING]. ICA ALSO OPERATES SUBSIDY SCHEMES FOR FILM AND AUDIOVISUAL PRODUCTION AND COPRODUCTIONS. AND PORTUGAL IS: a Party in 10 bilateral film coproduction treaties (with France, Germany, Italy, Spain, Israel, Angola, Brazil, Cape Verde, Mozambique, São Tomé and Príncipe); and a Party in the Council of Europe Convention on Cinematographic Coproduction and in the Iberoamerican Coproduction Agreement. Which means that, coproducing with Portuguese partners is opening doors to possible coproductions with more than 50 countries in Europe, Asia, Africa and the Americas.
