OECD Investment Policy Review (February, 2012) recognices Colombia s progress in pursuing policy reforms to promote investment liberalisation and improving the business climate As an adherent to the Declaration, Colombia commits to : I As an adherent to the Declaration, Colombia commits to treating foreign investors in the same way as domestic investors and to promoting responsible business conduct, in line with the Guidelines for Multinational Enterprises II In turn, the country benefits from similar assurances from other adherents to treat Colombian investors fairly. III Colombia s adherence provides further international support for the principles of sound investment policy and corporate responsibility laid down in the Declaration. Growth is projected in terms of the number of wells explored (570 by 2014) and extraction (nearly one million barrels of oil per day, 2012). The Cartagena Refinery will begin operating in 2013 with a capacity of 165,000 BDP. The demand for related goods and services at this facility as well as at the Barrancabermeja Refinery will increase.
