7 Pasto Mocoa-Project Context Andean-Amazon Piedmont in Colombia Forests in the Eastern Cordillera Real (ECR), located from 300 to m.s.n.m., are considered the cosystems with the largest species richness by are area unit in the whole of Ecoregion of the Northern Andes. The Andean Amazon Piedmont contains 27 types of ecosystems; 977 species of birds, 254 of mammals, 101 of reptiles, 105 of anphibians and it is the habitat of spectacled bear and montain tapir.

10 The Upper Mocoa River Basin Forest Reserve (RFPCARM in Spanish) hectares ( ha after 1: mapping setting) In addition to host iconic and endangered species such as the spectacled bear and mountain tapir, represents for indigenous communities a sacred step of the guardian spirits of life in the region. 21 Environmental and Social Integrated Management (PMASIS in Spanish) This PMASIS groups and complements the main management and compensation measures defined in the EIA, SEA, FRMP studies. PMASIS contains 5 strategies to be implemented in 8 years Operation, control and surveillance Environmental territorial planning Sustainable development and conservation in PA Sustainable designing and construction of the road Linking the community to the protection of protected areas

22 As the new road will affect the Upper Mocoa River Forest Reserve, compensation mechanisms include the expansion of the reserve (in grey on inset), as well as the creation of two Integrated Management Districts: one near Mocoa and one in San Francisco, where productive landuses would be allowed under a sustainable production From ha to ha Originally a Forest productive reserved was plan to be implemented. Nowadays, another DMI will be created

IIRSA y Pasto-Mocoa were on the table in a regional way and for the local context Further discussion of potential indirect impacts of the project Technical inputs and analysis of SEA Multiple sharing information and discussion forums 100% PMASIS funding has been included in the first part of the loan Influencing Local Land Planning Improved Project Design

25 What has been accomplished so far? Local capacity strengthened (San Francisco - Mocoa) for overseeing the implementation of an integral Social and Environmental management plan PMASIS: communities and watchdog groups Construction and dissemination booklets for social control

26 Today Strengthen local capacity for social control on the Pasto Mocoa project Promoting and facilitating information sharing among key stakeholders

27 Today Monitoring Compliance with the commitments contained in the PMASIS. Monitoring on the ground Technical inputs to studies updating process
