2 2 LSC-University Park focuses on student success At Lone Star College-University Park, each student s success and graduation is the highest priority to faculty and staff. To help more students reach graduation, the college has implemented programs that provide wrap-around services at no charge for a diverse population of students, including Hispanics. The Puente Project and Student Success Institute (SSI) meet students where they are and help them achieve their workforce training and education goals. As the community s college, our team of faculty and staff work tirelessly to better serve our community and secure the best educations and outcomes for our students, said Dr. Shah Ardalan, LSC-University Park president. We purposefully address diversity and inclusion to ensure all of our students have pathways to graduation and are able to reach their academic and career goals. Puente and SSI fully support our students of varied backgrounds and add immense value to the community. LSC-University Park s student success programs also address The Texas Higher Education Coordinating Board s (THECB) higher education plan, 60x30TX, which strives for 60 percent of Texans between 25- to 35-years-old to have a certi cate or degree by The THECB recently recognized LSC-University Park as a two-year Texas public institution with high improvements in overall completions, or graduation, with high marks in male completion, Hispanic completion, African-American completion and economically disadvantaged student completion since the beginning of the 60x30TX plan in Puente takes direct aim at reaching the THECB goal by focusing on helping students earn an associate degree or certi cate, or transfer to a four-year institution. Puente is a community college program that provides instruction, advising and mentoring for diverse, statistically underrepresented and rst-generation college students. Puente is a methodology about good teaching, not a curriculum, said Shannon Hausinger, a Puente adviser and director of the Student Learning Resource Center at LSC-University Park. We have made it a priority to work with our professors to enhance their classroom approaches and design instruction that ts their students. Outside the classroom, Puente studentsvisit several four-year institutions, including University of Houston- Downtown, Sam Houston State University, and most recently, University of Houston. Students also participate in mentor activities, and enjoy gatherings involving their families and classroom communities. Our students have stronger opportunities to successfully reach their academic and career goals, said Paula Khalaf, a Puente adviser and professor of developmental English. Puente is giving students a support system and family within the college, encouraging them to enroll in the next semester and take one more step to a degree or certi cate. Puente students are a part of a learning community that builds professional relationships that will support them throughout their educational experiences. Because of the guidance, connections and encouragement I received in the program, I gained con dence in my academic abilities, said Natalino Carlo, an LSC-University Park student in Puente. I am now part of the Honors College, president of two student organizations, a Phi Theta Kappa Honor Society of cer, and a math tutor. I have received several scholarship and travel opportunities. My education has expanded exponentially and I still have more opportunities! Similarly, SSI provides support and resources to students to help them reach their academic and professional goals. Instituted in fall 2017, the SSI program includes one-on-one advising and mentorship, annual conferences, transfer assistance, and student success workshops on campus. The program is designed to help students connect to the campus, reach key academic milestones and support students as they pursue their academic goals, said Jamesia King, adviser of Student Success Institute. The overall goal of the program is to ensure that students graduate, transfer to a fouryear university, or enter the workforce successfully. 5 5 MEXICAN INDEPENDENCE DAY Celebrates the events and people that eventually resulted in independence from Spain, the country that had control over the territory of New Spain, as it was also known then. Fueled by three centuries of oppression and sparked by a call (Grito de Dolores) to revolt in 1810 by the respected Catholic priest Miguel Hidalgo, the first call to arms was made in the village of Dolores, in the state of Guanajuato. The uprising pitted the poor indigenous indians and mixed mestizo groups against the priviledged classes of Spanish descent, and pushed them into a violent and bloody battle for freedom from Spain. powerful forces that had been simmering for over three hundred years. With clubs, slings, axes, knives, machetes and intense hatred, the Indians took on the challenge of the Spanish artillery. When the indian and mestizo forces, led by Hidalgo and Allende, reached the next village en route to Mexico city, they acquired a picture of the Virgin of Guadalupe, the patron saint whose image was of a woman of color. The Virgin of Guadalupe, who was indigenous to Mexico, became the banner of the revolutionary forces as Hidalgo and Allende led the path toward Mexico City and the expulsion of the Gachupines. A Decision Is Made Allende arrived in Dolores in the early morning hours of September 16. His message forced Hidalgo to make the most signficant decision of his life, a decision which marked the first struggle for Mexican independence and that would distinguish Hidalgo as the national hero of the revolution. The Criollos had not gained enough military alliance to forfeit the Gachupines rule, as the plot had leaked three months before the Criollos target date of December 8. Hidalgo had three possible options. He could await arrest, flee Dolores or call on the Indian and Mestizo forces. His decision to call the exploited groups to revolution completely changed the character of the revolution, and the movement became a bloody class struggle instead of a shrewd political maneuver. The Revolution Erupts When Hidalgo called the Indians to action, he tapped into Hidalgo later regretted the bloodbath he had incited with his fateful "Cry of Dolores." When he made his hasty decision in the pre-dawn hours of September 16, he had not foreseen the mass slaughter of Spaniards. Before the revolutionary troops descended upon Mexico City, Hidalgo retreated with only a few associates to Dolores, where he would be executed by the Gachupines only a year later. Despite his ambiguity toward the violent class struggle that was the Mexican revolution, Hidalgo is still revered as the father of Mexican independence. Eleven years of war, decades of despotic Mexican rulers and political unrest proceeded Hidalgo's cry of Dolores. Yet throughout the years of turmoil, El Grito de Dolores, "Mexicanos, viva Mexico," has persevered. Every year at midnight on September 15, Mexicans led by the president of Mexico shout the Grito, honoring the crucial and impulsive action that was the catalyst for the country's bloody struggle for independence from Spain.

The National Association for Latino Arts and Cultures (NALAC) will release the first ever comprehensive report detailing the lack of funding for Latinx Art in Houston, Texas. NALAC president, María De Leon will attend the press conference to release the report along with NALAC board member Adan Medrano. Medrano is also a board member of the Houston Arts Alliance. Adan Medrano said, "This report is an important tool to initiate collaboration." Houston area artists, art organizers, nonprofits, and elected officials will also be on hand. Writer and activist Tony Diaz, said, "We will respond with either a party or a protest. We are good at both." He added, "The Latinx community is uniting at several levels to do something about this right away while also devising long-term solutions. I believe in Houston. 8 8 A late Houston Dynamo rally fell short in a 4-2 defeat to FC Dallas Saturday nightt at Toyota Stadium. Second-half goals from forwards Mauro Manotas and Alberth Elis gave the visiting Dynamo a chance late, but three strikes from FC Dallas after halftime proved too much to overcome. RECAP: HOUSTON DYNAMO 2, FC DALLAS 4 FC Dallas took the lead early on when forward Maxi Urruti connected with midfielder Michael Barrios in the 10th minute. Urruti received the ball outside the penalty area along the right flank and quickly played a first-touch through ball to Barrios behind the Dynamo back line. Despite the difficult angle, the Colombian international placed a right-footed shot inside the far corner of the net. Dallas extended their lead early in the second half with a pair of goals by forward Santiago Mosquera in the 48th and 51st minute. The forward stole a ball in a scramble just outside the Dynamo penalty area and passed it into an open net; then three minutes later he was on the receiving end of a onetwo combination with midfielder Victor Ulloa and slid a left-footed shot inside the right post to put the hosts up 3-0. The Dynamo answered Dallas third goal quickly when Manotas stole the ball from the Dallas defense and lashed a right-footed shot into the top right corner of net from 25 yards out in the 53rd minute. Manotas picked up the ball off a heavy touch from a Dallas player and quickly turned and fired home before Dallas defense could react. It was Manotas 16th goal of the year in all competitions, which tied him for the club single-season scoring record, and was his team-high 12th of the year in league play. Five minutes later, Urruti drew a penalty for Dallas and defender Reto Ziegler stepped to the spot scored with a left-footed shot to the bottom left corner. Midfielder Arturo Alvarez helped Houston pull back within two when he drew a penalty in the 70th minute, a minute after coming on as a substitute. Elis stepped to the spot after a three-minute delay and sent Dallas goalkeeper Jesse Gonzalez diving the wrong way with a right-footed to the center of the goal for his 10th goal of the season. The Dynamo created several scoring chances over the last 20 minutes, but were unable to find the back of the net a third time. Goalkeeper Joe Willis came up with several big saves during the game, including a denial of Dallas forward Tesho Akindele on a breakaway in the 78th minute. Barrios broke free down the right wing and whipped a low centering pass to Akindele to put the Canadian international in alone on Willis, but the goalkeeper stretched his arm out to keep the ball away from the net. Willis finished with four saves on the night. In addition to the oneon-one save against Akindele, Willis came up with a pair of big saves within seconds of one another near the half-hour mark. First, Dallas defender Santiago Mosquera tried a right-footed shot, but Willis stopped the ball with his hand. The Dynamo defense cleared the ball away but not out, and Dallas recovered it shortly after and recycled it around to the feet of forward Dominique Badji. 12 12 Orlando Sanchez: Cuban immigrant in public service nearly a quarter century We know you as a public servant so what is your background and history? I came to Houston as an immigrant in 1962 not knowing any English. My father was hired by former County Judge, Roy Hofheinz, as one of the earliest broadcast voices in major league baseball for the Colts 45's which became the Houston Astros. My Dad stayed with the team for 30 plus years. I grew up in Houston, graduated Bellaire High School, and then the University of Houston. I am a veteran of the U.S. Air Force, the Texas Air National Guard and back in 1992 was the Republican nominee for a Texas House District seat. I have served the community for almost 25 years. Tell us what positions you have served in as a public servant. I served six years as an at large city council member and ran unsuccessfully for mayor twice. For the past 12 years, I've been Harris County's Treasurer. Serving for 12 years is a milestone so why are you running again? First, I love Texas and serving the public is truly an honor. I feel that I can serve many constituencies and especially understand the problems that the immigrant communities face. It is helpful when you are bilingual and bicultural to move among the diverse communities of the Greater Houston/ Harris County area. Tell us what your job duties are as Harris County Treasurer. The treasury does not make laws like congress, a legislative body or the city council. My team and I serve in a fiduciary capacity to help administer our county s funds. Harris County is the third largest county in the United States and we help manage several billion dollars. Our combined budgets are nearly as large as some states in the union. I also do treasury work for the Port of Houston, the Harris County Flood Control District, and the Toll Road Authority. I'm proud to say that under my watch, auditors have always given us positive reviews. They have never found any major discrepancies or questionable activity in their reporting. We have won state and national awards for transparency. My budget has not increased in 12 years and we have less employees than when I started and are more efficient. These measures are saving the taxpayers money, which holds the line on taxes. What makes you different in relation to your opponent? I have strong financial experience, a proven record of accomplishments and a long track record serving Houston and Harris County. I have served six years as a council member helping craft multibillion-dollar budgets. I bring 12 years of experience as county treasurer administering approximately $35 billion during my tenure. I serve on the board of directors of Capital Bank here in Houston. I serve on the Board of Directors of the University of Houston Foundation and Senior Rides and More; a faith-based nonprofit whose mission is to promote senior independent living, health, and safety by providing free transportation and other services. Additionally, I am a life member of the Council on Foreign Relations and a fellow of the British-American Project-a transatlantic fellowship of over 1,200 leaders, rising stars and opinion formers from a broad spectrum of occupations, backgrounds and political views. It is an extraordinarily diverse network of high-achievers on rising career paths in public, professional and business life What message do you have for the Hispanic community about voting? We live in a representative republic. We elect ordinary citizens to go to Washington, Austin, city hall or the county seat. To have influence on government, laws, and statues, citizens have to vote; otherwise, you are allowing your neighbors to speak for you. While most people get excited about voting for a candidate for president every four years, I would argue that the executive branch has the least impact on your daily life. Your local government is closest to you and I submit you avail yourself of local services more often than state or federal services--the point is that it's important to vote in all elections. A sad and almost tragic event has occurred in the city of Houston, for example: Back in the late 90's Houstonians of Hispanic descent served in at-large city council positions, held several district city council seats, and city controller. Sadly, today, we are down to one Houstonian of Hispanic descent and he hails from a district with historically low voter turnout. Harris County is home to the second largest Hispanic population in the United States. Interestingly, my ancestors have a long history of service in Texas. My family has roots in the Canary Islands of Spain. Under the leadership of Juan Leal Goraz, a group of Canary Islanders marched overland from Veracruz, Mexico to the presidio of San Antonio de Bexar, where they arrived on March 9, The immigrants formed the nucleus of the villa of San Fernando de Béxar, the first regularly organized civil government in Texas, and on August 1, 1731, elected Goraz as first alcalde. My message is that Hispanics have a long and proud history of service to Texas. Let s not check-out now; we ve worked too hard to help make this the Great Lone Star State: "Politics is the only game where you don't have to be on the sidelines! Go vote. If elected what are your first three priorities you would address? I would continue to assist in the implementation of our new Enterprise Resource Planning system. Currently, we have an antiquated financial system called IFAS and we are in the process of converting to a modern software system. This is going to cost the taxpayers about $30 million dollars. I'm on the executive committee that oversees this change and selects all the consultants and contractors needed for this transition. When we go live, we need to ensure that it's seamless and minimize confusion. My second priority, is to make sure that Harris County only taxes homeowners, what is needed to operate government and provide needed services; no more, no less. We are about to deploy 2.5-billion-dollars worth of bonds, recently approved by voters, for flood control infrastructure. Let s make sure, unlike the City of Houston, the money is not squandered. Additionally, the county will be receiving billions of dollars from the federal government; coupled with our bond issue we will be making in excess of four billion dollars worth of improvements to our drainage, retention/detention and conveyance system. Finally, as an immigrant, I want to use my voice to encourage the Harris County Congressional Delegation and our two U.S. Senators to put forth sensible solutions for immigrant families. Houston has the second largest Mexican immigrant community in the United States and Congress' lack of action has created fear in the community. It does not have to be this way, we can fix this, and I plan to use my voice. What is your message to Que Onda Magazine readers regarding the November 6 election? Que Onda readers are proud Houstonians; I see the magazine everywhere I go and I m a big fan. It s been around for a long time; it has a history in the community. I remember when I ran for mayor in 2001 & 2003 Que Onda had extensive coverage. Sadly, our other media outlets, particularly Spanish language media do a poor job of covering the local political scene. Que Onda offers a variety of coverage; everything from Fiestas Patrias, Cinco de Mayo, Rodeo Houston, sports to the historic events in and around Houston and I m excited to see it covering news important to the community. Additionally, I would be remiss if I didn t take this opportunity to thank, along with my co-chair, Christina Morales, the many Houstonians who stepped-up to help fund a vision by the Heritage Society to commission a mural project that celebrates the many contributions of our city s Mexican-American community. In the spirit of the great Mexican muralists, this vibrant collective artwork, Mexican-American History & Culture in 20th Century Houston, highlights the places, personalities, concepts and events that shaped the Mexican-American community and laid the foundation for the multicultural city we live in today. Set in Connally Plaza against a dramatic backdrop of City Hall and the downtown skyline, the new mural is a cultural landmark in the historic heart of Houston. Much work remains, but every major accomplishment begins with one-step, on November 6 make that one-step, and commit to vote. Any final words? As an immigrant in the fourth largest city in the nation in the third largest county in the nation, I have had the honor to serve city and countywide for 18 years and if I m reelected, I will have served the people of Houston and Harris County for more than a quarter century. I can tell you that I would not have been able to do that without the support of the community. I encourage all especially young people, to reflect on how fortunate we are to live in a country that values the individual; where dreams become reality. There are no guarantees in life, but if you work hard, prepare, have a plan and with a little ganas you'll succeed.

18 18 TRAVEL CABO SAN LUCAS Cabo San Lucas first beckoned to Hollywood's elite in the 1970s as a luxurious reprieve from the "dregs" of show business. The town's rather seedy reputation changed as worldclass resorts took up residence here, in the neighboring village of San José del Cabo, and along the 18-mile stretch of highway that connects the two (known as "the Corridor"). The construction of an international airport in the 1980s made it easier for travelers from all over to hop a nonstop flight to the "Los Cabos" area. Forty years later, this destination on the southernmost tip of Baja California is still known for its decadence just take a look at the sprawling golf courses or deluxe villas. But the elitist pretense has dwindled: Days in the spa are just as coveted as evenings at a beachside watering hole. And there's a good chance that you'll see celebutantes and college freshmen sunning themselves side by side on the same stretch of sand. Best Months to Visit The best time to visit Cabo is from May to June, when the wintertime crowds have gone home and the summertime storms have yet to hit. October and November are also nice months for a vacation, but you'll need to begin your hotel search early if you want to save money. It could be that your motivation for visiting is not the beach: If you're into whale watching, plan to visit between mid-december and mid-april. If you like to fish, look to come in the late summer or fall. Keep in mind: Pacific hurricane season runs from mid- May to November. Though Cabo typically only experiences tropical storms during the hurricane season, the city has seen hurricanes make landfall in the region, most notably Hurricane Odile in Culture & Customs Most workers in Cabo's tourism industry speak English, so you won't need much Spanish to get around the city. Many of the stores and restaurants have an Americanized feel, especially in the city center's chain restaurants. Nevertheless, it may be both helpful and respectful to know some basic Spanish vocabulary, such as hello (hola), goodbye (adios), please (por favor), and thank you (gracias). Cabo's official currency is the Mexican peso, though U.S. dollars are widely accepted here as well. You're better off converting your cash to pesos, however, as the return exchange rate is unfavorable and even if you pay in U.S. dollars, you'll receive change in pesos. The U.S. dollar to peso exchange rate varies, so be sure to check what it is before you go. And when it comes to dress code, keep in mind that standard beachwear is permissible during the day; dressy casual is preferred for the dinner hour or the nightclubs. What to Eat Cabo San Lucas has a special affinity for seafood, but restaurants featuring European and North American cuisines also attract travelers. Dining is generally expensive, but you can find cheaper eats and more fascinating cultural experiences if you try some of the hole-in-the-wall taco joints (taquerias) located downtown or along the hotel corridor. Over the years as the area has increased in popularity, Cabo San Lucas and San José del Cabo have started to draw more and more acclaimed chefs (and their innovative menus) to Mexico. Some popular spots to try include Suviche Restaurant by Jean-Georges Vongerichten, located within the One&Only Palmilla Resort, which plates sushi and ceviche; Flora's Field Kitchen, which offers farmto-table meals; and Tadd Chapman's Don Sanchez, which dishes out traditional Mexican fare with innovative flair. For a special occasion meal, consider El Farallon at the Resort at Pedregal for its oceanfront perch. If you're looking for a more casual but still tasty authentic Mexican meal, head to one of Cabo's smaller hot spots, such as Edith's, Mi Casa, Tiki Cabo San Lucas or Hacienda Cocina y Cantina. Getting Around The best way to get around Cabo San Lucas is on foot or by car. Sites are clustered within the downtown area, though some vacationers opt for a ride on the scenic water taxi to get from the downtown marina to the best beaches. The only trouble is that you can't walk between the Cabo San Lucas and San José del Cabo; you'll need to drive yourself or take a taxi along the Corridor. Just don't venture too far off the beaten path there have been reports of car thefts in outlying areas. Car rental agencies have set up camp in Los Cabos International Airport (SJD), which sits roughly 30 miles northeast of Cabo San Lucas and 7 miles north of San José del Cabo. Taxi rides from the airport to Cabo San Lucas can be pricey. Check with your hotel to see if they offer a shuttle service, or consider prebooking with an independent company. You may have to share the ride with other passengers, but you'll save a bundle.
