2 INTERNET CONTRIBUTION Born in Colima, Mexico, Jesús Orozco Alfaro has a Ph.D. in economics from the University of Paris I Panthéon-Sorbonne. As well as a Bachelor's degree in economics from the Universidad Autonoma de México, where was awarded with the "Gabino Barreda" medal for obtaining the highest average of his generation. Currently he serves as Chief Executive Officer of the Port Administration of Tampico since Previously he was Chief Executive Officer of the Port Administration of Manzanillo in In 2011 He served as Secretary of Finance and Administration for the Government of Colima State. In 2009 he acted as General Secretary of the Government of Colima State. In 2000 he was Federal Congressman, in 1994 he acted as Senator. In 1992 was elected as Mayor of Colima City. In 1989 he served as General Manager of the Maritime Customs Office in Manzanillo. In 1979 he acted as General Coordinator of the Planning Committee for the development of Colima State. 3 PORT OF TAMPICO: SAILING THROUGH ITS HISTORY, REVITALIZING THE CITY Jesús Orozco Alfaro Chief Executive Officer Administracion Portuaria Integral de Tampico Mexico Derived from an analysis of the 6 issues to consider for the contribution and based to the context in which the Port of Tampico is living in relation to the integration of the Port with the City, it has chosen the point number 4 related to "Urban and Port planning joint to facilitate the next Economy", exposing the case of remodeling the Port and City interface, and this is the theme that is closest to the requested guidelines and in relation to the experience gained from the Port of Tampico projects to implement in short and medium term for the integration of a Tourist - Commercial Port. Being Tampico, the second oldest Port in Mexico, and under the reality that this Port is immersed within the city, it will be a success to guide the port into a commercial and tourist immersion, the port is facing the challenge of designing a new feature to balance commercial cargo together with adaptation and participation of tourist, culture that prevails in this region. Which will tell briefly in the following sections. HISTORY OF THE CITY AND PORT OF TAMPICO In 1554 the population of Tampico was founded at the request of Fray Andrés de Olmos and by approval of Viceroy Luis Velasco. In 1684 due to attacks by the Pirate Lorencillo, residents of Villa de Tampico moved to La Joya in the state of Veracruz. In 1754 was the foundation of the new town, with the name of Villa de San Luis de Tampico, now called Tampico Alto, in the state of Veracruz. In 1823 Antonio Lopez de Santa Anna gives permission to found the current city of Tampico, with the name of Santa Anna de Tamaulipas, which held the name until his downfall. In 1827 was established the Maritime Customs by decree on February 10th. In 1847 the U.S. troops entered Tampico. In the year 1850 Tampico s commercial and port economy started to develop as the port facilities were improved and include breakwaters and navigation channel. In 1890 was the ending of the Tampico-Valles railway, which was later extended to San Luis Potosí, marking a resurgence in the commercial importance of the Port of Tampico. Warehouses number 2 and 3 and pier number 2 were built. From years 1946 to 1970 were built the Minera Autlán Maritime Terminal, PEMEX Maritime Terminal, Cementos Anáhuac and its warehouses. From years 1952 to 1958 were the construction of metals pier, markets pier, pilot s pier, maneuvering pier, mineral and concentrates pier, various works from the shipyard, and citrus products pier. From year 1982 to 1988 were built the Grains Maritime Terminal, port police pier, pier for vessels of Bosnor, S.A. and its sheds. From years 1988 to 1995 were built the Private Maritime Terminal Proteinas de Tamaulipas, S.A. de C.V. (PROTAMSA), and in the year 1994 API s were created based on Ports Law and Concession Titles were granted. The Port of Tampico currently has a territorial extension of 899 has. Through a Concession Title granted by the Secretariat of Communications and Transports. Port of Tampico has 6 Private Maritime Terminals 2
4 focused in bulk minerals and petroleum fluids handling, likewise in the Port of Tampico there are 9 companies dedicated to the Oil Rig construction being the national leader with the largest number of companies earmarked for this activity. The Port of Tampico has Public Terminals with 11 docking positions. The City-Port linkage it's a policy in which the Tampico citizens are identified with the harmony of their hometown and port and manages the use of the existing infrastructure from both the city and the port, such as the former Maritime Custom facilities, area of influence and warehouses 1st, 2nd and 3rd, piers from 1st to 4th, are usable areas for development and diversification purposes to offer in Tampico and Ciudad Madero in its first phase. Subsequently the second phase will consist in incorporate piers from 5th to 9th as well as its warehouses and corresponding patios. In a third phase, the Government of Tampico and the State Government will develop projects in which they will join the Carpenter lagoon, the Chairel lagoon of Panuco River, Tamesí River and the Cortadura channel. These actions have the positive impact benefit to the population of the metropolitan area of Tampico-Madero for being determining factors for the creation of direct and indirect jobs and an attraction for investment from the private initiative of the State as well as tourist - economic activities. The specific actions that are seeking to develop and promote port - city integration are as follows: Integration Port-City Bridge; National Petroleum Museum located in the building of the former maritime Customs; Shopping and business center; Movie Theater and adequacy of piers; Green Cruise Terminal; Outdoor forum and Internal Street mounding; Tourism and services marine; 3
5 Ecological facilities; Lighthouse square; Tour by the former Maritime Customs building to Miramar Beach, lighthouse and monument of La Virgen del Carmen. LOCATION The city and Port of Tampico are part of the conurbation called Metropolitan Area of Tampico and it s located within a range between 800,000 and one million of population which is formed by the municipalities of Madero City, Altamira and Tampico in Tamaulipas State; as well as Pánuco and Pueblo Viejo in the State of Veracruz de Ignacio de la Llave. The former Maritime Customs of Tampico building began to assemble in 1896, and was Porfirio Diaz who personally ordered the construction plans to the railway company Ferrocarriles Centrales Mexicanos, which initial cost was of 1'850, 000 Mexican pesos in gold which Porfirio Diaz himself chose the design, shopping by catalog (to an English company) and opened on October 16 th in The National Petroleum Museum would be the first in its kind in Mexico. So it is recommended to promote the corresponding approach with the company PEMEX for the achievement of the objective. For the achievement of the objectives and planned goals for the development of investment areas for the exploitation of the potentials that have the API, for the cities of Tampico and Madero is indispensable the synergy with entrepreneurs as part of private initiative, the Federal Government, State Government, as well as advances with Governments of Tampico and Madero. 4
