2 ATLANTIC REGION AIR CADET GLIDING PROGRAM LOCAL FLYING ORDERS DEBERT AIRFIELD SECTION 1 GENERAL 1.1 All flying and associated ground activities shall be conducted in accordance with applicable Transport Canada regulations and directives (CARS), ACGP Manual (A-CR-CCP-242), Atlantic Region ACGP Flying Orders and SOPs and appropriate Technical Authority maintenance and repair directives. 1.2 In the case of conflicting orders the more restrictive shall be followed until the conflict is resolved. COMMAND AND CONTROL 1.3 These orders are issued by the RCA Ops O under the authority of the CO RCSU(A). 1.4 The CFI appointed by the CO RGS(A) is responsible for all aspects of the flying programs at this site during summer training. The Site Commander designated by the RCA Ops O is responsible for all aspects of the Glider Famil Program at this site. 1.5 A qualified LCO shall be on duty at the launch control point whenever flying activity is being conducted. LIAISON 1.7 These orders have been coordinated with the local airport authorities. 1.8 Prior to the commencement and at shutdown of flying operations, the Site Commander shall liaise with Debert Unicom. This liaison shall include: a. intended operations for the day; b. runway to be used; c. procedures for runway changes; and d. number of launches and the termination of flying operations. 1.9 A MET Briefing is mandatory prior to commencing flying operations. Contact the briefer at Nav Canada, Halifax, phone WX BRIEF ( ). COMMUNICATIONS/FREQUENCIES 1.10 The LCO, gliders, tow aircraft, and launch vehicles shall all monitor MHz Debert Unicom/Traffic) All launches will be preceded by a call from the glider pilot or LCO (auto/winch launch) or tow pilot (aero tow) advising local traffic of the departure Subsequent transmissions will be IAW Transport Canada uncontrolled airport procedures.

3 CALL SIGNS 1.13 The following call signs shall be used: a. LCO - Glider Ops b. Glider - Glider number (i.e. Glider 7 ) c. Tow A/C - Tow plane number (i.e. Tow 4 ) d. Launch Vehicle - Glider Mobile 1 e. Shuttle Vehicle - Glider Mobile 2 f. Emergency Vehicle - Glider Mobile 3 GLIDER TRAINING AREAS 1.14 After release, the gliders shall remain to the circuit side and upwind of the Rwy in use until joining the circuit for landing. PROHIBITED/DANGER AREAS 1.15 Gliders/tow planes shall avoid the following areas: a. When it is active, the rifle range located in the North end of the gliding area will not be overflown. Particularly when operating on Rwy. 34 or 05, all pilots will maintain a visual watch for the red flag that indicates that firing is in progress. See Appendix 1 for a pictorial description. b. In order to minimize the effect of the noise on the residents of Debert, L-19's will not be flown over the built up area to the north of the Debert road during normal glider operations. See Appendix 1 for the L-19 no-fly area. GROUND OPERATIONS 1.16 Only properly qualified and licensed personnel may operate glider support vehicles The normal compliment of vehicles required to support glider operations is: a. one auto/winch launch vehicle (auto/winch tow only) b. one emergency vehicle c. one shuttle vehicle Note: No unnecessary personal vehicles will be permitted on-site All vehicle movements must be pre-authorized by the Site Commander or the LCO The number of personnel permitted at the launch control point will be strictly controlled by the Site Commander. All personnel will be closely supervised to ensure a safe and efficient operation.

4 WEATHER LIMITATIONS 1.20 The minimum weather conditions for glider operations shall be a ceiling of 1000 and 3 NM visibility, with a definite horizon. Gliders and tow planes shall remain 500 vertically and 2000 horizontally clear of cloud.

5 SECTION 2 LAUNCH CONTROL POINTS & PROCEDURES (AERO TOW) 2.1. The launch control points and procedures for each runway are as follows: a. Runway 05 Aero Tow Operation (Appendix 2A) (1) The LCO will be set up in the area between runway 09 and its parallel taxiway to the east of runway 05. (2) All launches will be from the runway. (3) L-19's will hold on runway 09 taxiway, east of runway 05. (Hold well east if another tow plane is landing) (4) Gliders will hold on the right grass in the safety zone adjacent to the LCO vehicle. (5) The glider/tow plane landing areas are as follows: Glider/ Tow plane landing areas: Primary - runway 05 Glider Secondary - right grass runway 05 past runway 09 (6) Maximum authorized operation for runway 05 is a one L-19 and one glider operation. b. Runway 09 Aero Tow Operation (Appendix 2B) (1) The LCO will set up in the area north of runway 09, east of runway 05. (2) All launches will be from the runway. Gliders will normally be held on runway 09 for launch in sequence. (3) L-19's will land on the right grass runway 09. (4) L-19's will hold on the south side of runway 09 L-19 landing area. (5) Gliders will hold on the left grass in the safety zone adjacent to the LCO vehicle. (6) Minimum touchdown for Gliders landing on runway 09 is past runway 05 well into the grass, for obstacle clearances. (7) The glider landing areas are as follows: Primary - right of left grass Secondary - left of left grass Tertiary - taxiway parallel runway 09 past runway 05 (8) During reduced operations of three or less gliders the runway may be used as the primary landing area on any runway, with the grass as the secondary and tertiary.

6 c. Runway 16 Aero Tow Operation (Appendix 2C) (1) The LCO will set up in the area west of runway 16, north of runway 23 taxiway. (2) All air tow launches will be from the runway. Gliders will normally be held on runway 16 for launch in sequence. (3) L-19 's will land on the left grass runway 16. (4) L-19 will hold on the east side of runway 16 on the 23 taxiway. (Hold well east if another tow plane is landing) (5) Gliders will hold on the right grass in the safety zone adjacent to the LCO vehicle. (6) The glider landing areas for runway 16 are as follows: Primary - left of right grass Secondary - right of right grass Tertiary - taxiway parallel runway 16 (7) During reduced operations of three or less gliders the runway may be used as the primary landing area, with the grass as the secondary and tertiary. d. Runway 23 Aero Tow Operation (Appendix 2D) (1) The LCO will set up on the north side of runway 23 and east of runway 16. (2) All air tow launches will be from the runway. Gliders will normally be held on runway 23 for launch in sequence. (3) L-19's will land on runway 23 left grass. (4) L-19's will hold on runway 23 left grass. (Hold well south of diagonal taxiway if another tow plane is landing.) (5) Gliders will hold on the right grass in the safety zone adjacent to the LCO vehicle. (6) The glider landing areas are as follows: Primary - left of right grass Secondary - right of right grass Tertiary - taxiway parallel runway 23 (7) During reduced operations of three or less gliders the runway may be used as the primary landing area, with the grass as the secondary and tertiary.

7 e. Runway 27 Aero Tow Operation (Appendix 2E) (1) The LCO will set up in area north of runway 27 and east of runway 34. (2) All launches will be from the runway. Gliders will normally be held on runway 27 for launch in sequence. (3) L-19's will land on runway 27 left grass. (4) L-19's will hold on the runway 34 right grass, south of runway 27. (5) Gliders will hold on the right grass in the safety zone adjacent to the LCO vehicle. (6) The glider landing areas for runway 27 are as follows: Primary - left of right grass Secondary - right of right grass Tertiary - taxiway parallel runway 27 (7) During reduced operations of three or less gliders the runway may be used as the primary landing area on any runway, with the grass as the secondary and tertiary. f. Runway 34 Aero Tow Operation (Appendix 2F) (1) The LCO will set up west of runway 34 and south of runway 27. (2) All air tow launches will be from the runway. Gliders will normally be held on runway 34 for launch in sequence. (3) L-19's will land on runway 34 right grass. (4) L-19's will hold on the runway 27 left grass, east of runway 34. (5) Gliders will hold on the left grass in the safety zone adjacent to the LCO vehicle. (6) The glider landing areas are as follows: Primary - right of left grass Secondary - left of left grass Tertiary taxiway parallel runway 34 (7) During reduced operations of three or less gliders the runway may be used as the primary landing area on any runway, with the grass as the secondary and tertiary.

8 TOW PATTERNS/RELEASE POINTS 2.2. The Aero Tow pattern shall be as follows: a. Runway 05 Right-hand racetrack pattern b. Runway 09 Right-hand racetrack pattern c. Runway 16 Left-hand racetrack pattern d. Runway 23 Left-hand racetrack pattern e. Runway 27 - Left-hand racetrack pattern f. Runway 34 - Right-hand racetrack pattern 2.3. The release point will be between the upwind end of the Rwy in use to the boundary of the gliding area, depending upon release altitude CIRCUITS 2.4. 15 SECTION 3 LAUNCH CONTROL POINTS & PROCEDURES (AUTO TOW) 3.1 The launch control points and procedures for each runway are as follows: a. Runway 05 Auto Tow Operation (Appendix 3A) (1) The LCO will be set up in the area between runway 09 and its parallel taxiway to the east of runway 05. (2) All launches will be from the runway. (3) Gliders will hold on the right grass in the safety zone adjacent to the LCO vehicle. (4) When Glider Ops must clear runway 05, the auto tow launch vehicle with cable will clear to the downwind side of runway 05. (5) The glider landing areas are as follows: Primary - runway 05 Secondary - right grass runway 05 past runway 09 b. Runway 09 Auto Tow Operation (Appendix 3B) (1) The LCO will set up in the area north of runway 09, east of runway 05. (2) All launches will be from the runway. (3) Gliders will hold on the left grass in the safety zone adjacent to the LCO vehicle. (4) When Glider Ops must clear runway 09, the auto tow launch vehicle with cable will clear to the downwind side of runway 09. (5) The glider landing areas are as follows: Primary - right of left grass Secondary - left of left grass Tertiary - taxiway parallel runway 09 past runway 05 (6) During reduced operations of three or less gliders the runway may be used as the primary landing area, with the grass as the secondary and tertiary.

(2) Gliders will hold on the right grass in the safety zone adjacent to the LCO vehicle. (3) When Glider Ops must clear runway 16, the auto tow launch vehicle with cable will clear to the downwind side of runway 16. (4) The glider landing areas for runway 16 are as follows: Primary - left of right grass Secondary - right of right grass Tertiary - taxiway parallel runway 16 (5) During reduced operations of three or less gliders the runway may be used as the primary landing area, with the grass as the secondary and tertiary. (6) During auto operations the glider may be launched from the grass to the right of the runway. The glider must be launched from a point where there are no aircraft, vehicles, personnel or other objects in the safety area, on the grass or on the runway in front of the launch. The launch vehicle will perform the launch from the runway as normal. The rope will be dropped on the runway, not in the grass, when retrieved. d. Runway 23 Auto Tow Operation (Appendix 3D) (1) The LCO will set up on the north side of runway 23 and east of runway 16. (2) Gliders will hold on the right grass in the safety zone adjacent to the LCO vehicle. (3) When Glider Ops must clear runway 23, the auto tow launch vehicle with cable will clear to the downwind side of runway 23. (4) The glider landing areas are as follows: Primary - left of right grass Secondary - right of right grass Tertiary - taxiway parallel runway 23 (5) During reduced operations of three or less gliders the runway may be used as the primary landing area, with the grass as the secondary and tertiary. (6) During auto operations the glider may be launched from the grass to the right or the grass to the left of the runway. The glider must be launched from a point where there are no aircraft, vehicles, personnel or other objects in the safety area, on the grass or on the runway in front of the launch. 35 SECTION 5 GLIDING AREA 1.14 All gliding at Debert Airport shall remain within the geographic boundaries of the gliding area. (see APPENDIX 5A)

37 SECTION 6 EMERGENCY RESPONSE 6.1 In the event of an accident involving ACGP personnel, tow aircraft, gliders or launch vehicles initiate the EMERGENCY RESPONSE PLAN immediately. (see APPENDIX 6A). Crash Grid is at Appendix 6B.

38 APPENDIX 6A EMERGENCY RESPONSE CHECKLIST DEBERT AIRPORT ITEM DATE/TIME ACTION COMPLETED 1. Notify Debert Unicom giving brief description of occurrence and location by grid reference or by geographic position. If personnel for Unicom are present request that the Emergency Response Plan be initiated. NOTE: Airport authorities/rescue service personnel are in charge. 3. LCO immediately cease operations and recover all gliders. 4. Make provision to guard the accident site. Protect evidence including wreckage. Try to keep media and spectators from approaching the scene in a diplomatic way, but you cannot prohibit. 5. Do not make any statements to the media. If questioned, admit there has been an accident or incident but give no details. If pressed for information refer them to Capt Mather, the RCSU(A) Public Affairs Officer (PAO) at: (902) or (W) (902) (Cell) NOTE: You must pass accident/incident details to the RCSU(A) PAO prior to referring the media.. 6. In case of fatalities - DO NOT DISTURB BODIES until directed by the Coroner.

39 7. Contact Civil Police for Coroner notification and accident site security. PHONE NO Record cloud cover, winds, visibility and surface temperature as soon as possible after the accident. 9. Ensure that personnel involved in the occurrence have medical examinations as soon as possible. If possible the examination should be conducted be a DND Flight Surgeon or a TC Medical Examiner. However any doctor is OK. Request that the hospital SECURE urine samples. Also indicate that the appropriate military medical authority will contact the hospital to arrange for the transfer of the samples to the proper laboratory. 10. In the case of A, B or C cat accident or serious injury, the Site Commander or Unit Flight Safety Officer (UFSO) shall initiate reporting by passing the following information to 14 Wing Operations at (902) (Main Switchboard): If unable to reach 14 Wing Operations or Flight Safety personnel, immediately call DFS in Ottawa at: (1-888-WARN DFS) a. injury code - GREEN (no injury) YELLOW (minor injury) RED (major injury) BLACK (fatal) GREY (missing); b. aircraft type and registration; c. aircraft ownership; d. location of occurrence; e. date/time of occurrence; f. category of damage - A B C D E g. person(s) involved: SN SN MOC MOC Rank Rank Name Name

Locate and identify witnesses to the occurrence and obtain statements. 16. Complete and send CF 215 Initial Air Accident Report to RCA Ops O. 17.
