1 July 27, 2012 (i) Results of Airborne Monitoring Survey in Hokkaido and (ii) Revision to the Results of Airborne Monitoring Survey over the Eastern Part of Japan with Detailed Consideration of the Influence of Natural Radionuclides The results of the airborne monitoring survey by MEXT in Hokkaido ("Airborne Monitoring survey by MEXT in the Western Part of Japan, etc." : announced on January 27, 2011) were summarized today, so they are provided here. Furthermore, the previously released results of the airborne monitoring survey over the eastern part of Japan were revised using the method to assess the influence of natural radionuclides, which was used when compiling the results of the airborne monitoring survey over the western part of Japan. 1. Objective of this monitoring in Hokkaido The results of the monthly measurements of fallout conducted so far by MEXT have revealed that radioactive cesium has also been deposited in the western part of Japan and Hokkaido, although in small amounts. In light of this, in order to confirm that deposition amounts of radioactive cesium are surely small, MEXT conducted airborne monitoring in Hokkaido, as part of the monitoring in the western part of Japan, etc., where airborne monitoring* had never been conducted. When conducting airborne monitoring, the entire area of Hokkaido was divided into four parts (eastern part, western part, southern part, and northern part), and the following system was adopted. (i) Airborne monitoring in the southern and northern part of Hokkaido was conducted using a private helicopter equipped with MEXT s airborne monitoring system, and the measurement was carried out by the Japan Atomic Energy Agency. (ii) The airborne monitoring in the western part of Hokkaido was conducted by the OYO Corporation using a dedicated private helicopter that can be equipped with an airborne monitoring system of the OYO Corporation. (iii) Airborne monitoring in the eastern part of Hokkaido was conducted using a private helicopter equipped with MEXT s airborne monitoring system, and the measurement was carried out by the Nuclear Safety Technology Center (NUSTEC). These measurement results were analyzed by the Japan Atomic Energy Agency. * Airborne monitoring: A technique in which highly sensitive, large radiation detectors are installed in an aircraft, and gamma rays from radioactive substances accumulated in the
2 ground are quickly measured over a large area, in order to check the surface deposition. 2. Details of this monitoring Monitoring dates: (i) Southern part of Hokkaido: May 9 to 18 (13 flights in total) (ii) Northern part of Hokkaido: May 17 to 31 (20 flights in total) (iii) Western part of Hokkaido: May 10 to 20 (27 flights in total) (iv) Eastern part of Hokkaido: April 24 to May 11 (20 flights in total) Aircraft: (i) Southern part of Hokkaido: a private helicopter (S76) (ii) Northern part of Hokkaido: a private helicopter (BELL412EP) (iii) Western part of Hokkaido: a private helicopter (AS350B3) (iv) Eastern part of Hokkaido: a private helicopter (BELL412EP) Items covered: Air dose rate 1 m height above the ground surface and deposition of radioactive cesium on the ground surface in Hokkaido 3. Method to prepare maps showing the distribution of air dose rates and maps showing the deposition of radioactive cesium based on the airborne monitoring survey in Hokkaido Attachments 1 to 4 are maps showing the distribution of air dose rates 1m height above the ground surface and maps showing the deposition of radioactive substances on the soil surface in Hokkaido. Maps were prepared under the following conditions. The flight altitudes were from around 300m above the ground and the values for this monitoring survey are the averages of the measured values in circles with a diameter of around 600m (varies by flight altitude) below the aircraft. The width of the track is 5km in this monitoring survey. In order to prepare distribution maps of air dose rates, we first obtained the relation between counting rates (cps) measured above the test line established at each of the monitoring areas and air dose rates (μsv/h) at the height of 1m above the ground measured around the test line using NaI scintillators, and then calculated air dose rates at the height of 1m above the ground using counting rates measured in the air above respective measuring points. Maps showing the deposition amounts of radioactive cesium were prepared by first assessing the characteristics of energy spectra of gamma rays measured in the air by type of helicopter and measuring equipment used, and then sorting out areas where the energy spectra of radioactive cesium (Cs-134 and Cs-137) were detected significantly and those were they were not. The details are as follows (See Attachment 9 of the Results of Airborne Monitoring Survey by MEXT in the Kyushu Region and Okinawa Prefecture (published on May 11, 2012) for details).
3 (i) Areas where the energy spectra of radioactive cesium were detected significantly Compared with the eastern part of Japan, the western part and Hokkaido are further from Fukushima Dai-ichi NPP, and therefore deposition amounts of radioactive cesium are considered to be smaller. In addition, monitoring results prior to the occurrence of the accident at Fukushima Dai-ichi NPP have revealed that air dose rates due to natural radionuclides are higher in the western part of Japan. Therefore, in order to calculate detailed deposition amounts of radioactive cesium in the western part of Japan and Hokkaido, the method newly developed and adopted in the recent airborne monitoring in the Kyushu region and Okinawa prefecture to assess influences of natural radionuclides in detail based on information on the energy spectra of gamma rays measured in the air was also adopted in this monitoring survey. Based on this method, deposition amounts of radioactive cesium were calculated by deducting the contribution by natural radionuclides from measurement results of air dose rates at respective measuring points, and also based on the correlation between air dose rates and the results of the in-situ measurement* using germanium semiconductor detectors, which was conducted by the Japan Chemical Analysis Center in the course of the project, the 2011 Strategic Funds for the Promotion of Science and Technology, entitled Establishment of the Base for Taking Measures for Environmental Impact of Radioactive Substances Study on Distribution of Radioactive Substances. * In-situ measurement using germanium semiconductor detectors: Means to analyze the concentration of radionuclides accumulated in soil by setting up transportable germanium semiconductor detectors in the environment and detecting gamma rays that are emitted from radiation sources distributed in soil. (ii) Areas where the energy spectra of radioactive cesium were not detected significantly In the same manner as before, they were indicated on maps as areas showing the minimum range of radioactive cesium ( 10kBq/m 2 ) for the sake of simplicity. The energy spectra of radioactive cesium were not detected significantly at any measuring points within the areas targeted in this monitoring. Decay compensation of air dose rates and radioactive cesium were calculated as follows: After deducting air dose rates due to natural radionuclides from measurement results of air dose rates at respective measuring points, air dose rate were conducted by taking into account the physical attenuation of Cs-134 and Cs-137 from the measurement date to the final measurement date (May 31, 2012). Regarding deposition amounts of Cs-134 and Cs-137, physical attenuation from the measurement date up to the final measurement date was taken into account. (May 31, 2012).

Revision to the results of the airborne monitoring survey over the eastern part of Japan with detailed consideration of the influence of natural radionuclides, and method to prepare maps showing the distribution of air dose rates and maps showing the deposition of radioactive cesium nationwide based on airborne monitoring using the revised results MEXT conducted airborne monitoring survey over the eastern part of Japan (Tokyo and 21 other prefectures) and has confirmed air dose rates and the distribution of the deposition of radioactive cesium in respective areas. Furthermore, through this monitoring, we were able to confirm the influence of natural radionuclides in East Japan, for which detailed measurement results had not been available. Recently, upon conducting airborne monitoring survey over the western part of Japan, a method was developed to assess the influence of natural radionuclides in detail. Therefore, MEXT revised the previously released results of the airborne monitoring survey over the eastern part of Japan, while taking into consideration the influence of natural radionuclides in detail, and newly prepared maps incorporating the results of the airborne monitoring surveys that MEXT had conducted over all 47 prefectures. The results are as shown in References 1 to 4. These maps were prepared under the same conditions as in the case of 3. above. For preparing the nationwide maps of References 1 to 4, the following results were used comprehensively. The measurement results obtained through the airborne monitoring surveys that MEXT had conducted in the past were decay-compensated as of the final measurement date of the airborne monitoring survey in Hokkaido (May 31, 2012). All over East Japan: Measurement results of the airborne monitoring surveys that were used for preparing maps showing the distribution of air dose rates and maps showing the deposition of radioactive cesium over the eastern part of Japan as shown in References 1 to 4 of the Results of the Fourth Airborne Monitoring Survey by MEXT (released on December 16, 2011) Kyushu Region, Okinawa Prefecture: Results of Airborne Monitoring Survey in the Kyushu Region and Okinawa Prefecture Shikoku Region: Results of the Airborne Monitoring Survey in the Shikoku Region Kinki Region: Results of the Airborne Monitoring Survey in the Kinki Region Chugoku Region: Results of the Airborne Monitoring Survey in the Chugoku Region Hokkaido: Results of this monitoring survey With regard to areas in the eastern part of Japan where the monitoring surveys were conducted using the same combination of helicopter and measuring equipment used in the airborne monitoring survey in the western part of Japan (the areas targeted in the Second Airborne Monitoring (within an 80 to 100km-range (or 120km-range on the southern part) from Fukushima Dai-ichi NPP), and part of the areas targeted in the Fourth Airborne Monitoring (within a 40 to 80km-range from Fukushima Dai-ichi NPP), as well as Aichi,
5 Aomori, Akita, Ishikawa, Iwate, Kanagawa, Gifu, Saitama, Shizuoka, Chiba, Tokyo, Toyama, Nagano, Niigata, Fukui and Yamanashi prefectures, and the western part of Fukushima prefecture), the method to assess the influences of natural radionuclides in detail, which was developed for the airborne monitoring survey in the western part of Japan, is applicable. Therefore, the measurement results of the monitoring for the aforementioned area were revised using this method. The deposition of radioactive cesium had so far been assessed presuming that the air dose rate due to natural radionuclides is μSv/h all over the eastern part of Japan. However, as a result of newly adopting the method to assess the influences of natural radionuclides in detail, which was developed for the airborne monitoring survey in the western part of Japan, at areas where air dose rates due to natural radionuclides are over μSv/h, the deposition of radioactive cesium became smaller, and at areas where air dose rates due to natural radionuclides are below μSv/h, the deposition of radioactive cesium became larger With regard to areas in the eastern part of Japan where the airborne monitoring surveys were conducted using disaster-prevention helicopters owned by respective prefectures, etc., the combination of helicopters and measuring equipment used was not the same as that used in the airborne monitoring survey in the western part of Japan. Therefore, monitoring results for these areas could not be revised this time. However, as the results of the airborne monitoring within an 80km-range from Fukushima Dai-ichi NPP, which was conducted using the same combination of helicopter and measuring equipment as used in the airborne monitoring survey in the western part of Japan, are now being compiled, the monitoring results for the former areas will be reassessed at the time of releasing the revised results for the latter.
