1 50 Years of Friendship Sendai, Japan & Riverside, California March 28, 2006 Tim Honey, Executive Director Sister Cities International 1301 Pennsylvania Ave. NW Suite 850 Washington, DC Dear Mr. Honey: As Sister Cities International celebrates 50 years of fostering peace through citizen to citizen diplomacy, the, California joins in your celebration. We hope that our submission for the 50 th Anniversary Merit Award meets the high expectations set by so many other cities and by Sister Cities International. We too will celebrate 50 years of Sister Cities. In the spring of 1957 Riverside, California and Sendai, Japan became one of the first official Sister Cities in the Country. However, Riverside s role in international relations began before In 1951 Riverside created a scholarship program designed to assist Japanese women in their efforts in pursing higher education. Later in January 1960, just after the formal Sister City relationship was established, Riverside wrote a document called Riverside s Role in International Good Will. This document expressed a vision for promoting understanding, friendship and international good will between the peoples of the world. There were several ways Riverside felt this could be realized: In the creation of the Peace Park on Mt. Rubidoux and founding the Institute of World Affairs. The Institute was started to promote the serious study of the problems involved in international relations, in the belief that there are many within its reach who can make valuable contributions towards that understanding of such problems as will lead to universal goodwill and world peace. Thus began Riverside s journey on what would later be called, citizen to citizen diplomacy. In our more then 50 years of citizen to citizen diplomacy, we have come to learn more, not only about our friends in other countries but truly about the generous spirit of our own citizens. Over the years we have seen our world change in ways that we never would have imagined; from the fall of the former Soviet Union to 9/11. While our country seeks to determine and combat subterfuge in the world we no longer speak of a balance of power. Instead, we speak of merging markets and currencies. Indeed, times have changed but the vision of sister cities has not. Lasting peace and diplomacy will come about through individual, personal interactions that occur across boarders. In Riverside, California continued success for sister cities will grow because of our unique partnership between the and the tireless volunteers of Riverside s International Relations Council. Riverside, California joins Sister City International in seeking new and innovative ways to bring communities together in our new world. With Riverside s International Relations Council we will build on our proud history and seek to meet the expectations of our local visionaries who framed the international relations objectives for our city. Congratulations Sister Cities International on your 50 th anniversary, we have been honored to be a part of your efforts over the last 50 years and we are honored to join you in the next 50. 2 Achievement: 1951 Scholarship Tea event hosted to raise funds for the Japanese scholarship. The scholarship project was initiated after a letter From the Japanese Association of University Women in Sendai was sent to the American G.I s away from home. This was the start of a long history of communication and ultimately a Sister City. From this very simple beginning many Japanese women were assisted in their efforts to in seeking higher education. Over the years the scholarship had four main goals: One, to assist Japanese women achieve their educational goals. Two, create goodwill and international friendship. Three, develop a plan for world peace. Four, Develop a community project that will create goodwill at home as well as abroad. Achievement: 3/1957
3 Achievement:1957 Bunka- Said Japanese Festival presented by the International Relations Committee. This festival was created to extend the work and ideals of the Institute of World Affairs and the International Relations Committee of the Riverside Chamber of Commerce. The idea was to highlight the culture, economy, the industry, and the people of a foreign country each year. Japan was chosen as the first country to be honored because of the cities long association with them. At the highlight to the program it was announced that the two cities would become official Sister Cities. Achievement: 12/1957 Riverside and Sendai officially become Sister Cities. Sendai was chosen as the Sister City through the Towns and Affiliations Program because of the previous five years of close association with the Scholarship Project.
4 Achievement: 3/1959 Cherry trees given to Riverside by Sendai were planted in Shamel Park. Achievement: 1959 Dean from Sendai University visits Riverside to establish academic relationship.
5 Achievement: 10/1959 Riverside sends delegation to Sendai, led by Mayor E. V. Dales. Achievement: 1/1960 The Press Enterprise and the Kahoko Shimpo of Sendai Japan exchange reporters for three months. This is the first such reporter exchange between Japanese and American Sister Cities. The goal was to better understand each other. This was achieved in three ways: One, in the way each reporter wrote about his country while in the other. Two, what each reporter wrote about the host country to their home country and third, the act of going to another country to write about life there is a demonstration of citizen to citizen diplomacy.
6 Achievement: 7/1960 Madame Butterfly is performed on opening night of the Riverside Opera Company. Closely assisting the production is the Japanese Wives club from March Air Force Base. Achievement: 8/1961 Riverside wins award at the American Municipal Association for its work with Sendai, Japan. Riverside was given top Public Relations Category for Cities with populations between 25,000 and 100,000. The award was presented on behalf of Riverside s stellar Citizen to Citizen programs.
7 Achievement: 8/1961 Ms. Yoko Tanii sends a letter to Riverside Mayor E.V. Dales requesting the opportunity to come to Riverside, stay with a Riverside family and attend Riverside schools. The same year, Ms. Tanii attends and graduates from Poly High School. Achievement: 4/1964 Ms. Tanii attends Riverside Community College as an English Major.
8 Achievement: 5/1964 Mayor of Sendai visits Riverside. Achievement: 3/1966 Sendai s Vice Mayor visits Riverside.
9 Achievement: Youth exchanges where held in Sendai and Riverside in the following years (2) 1991 (2) Achievement: Riverside Delegation goes to Sendai to run in the sister City Half-Marathon
10 Achievement: 10/2004 Official Riverside delegation led by Mayor Ronald O Loveridge embarks on a sojourn to Sendai. While in Sendai the Mayor and his delegation attend meetings with Sendai city officials and staff. The focus of the trip is on economic development, the possibility of forging economic ties between the two Sister Cities. Achievement: 11/2005 Sendai sends seven City Councilmen to Riverside for four days. They meet with the Mayor and attend briefings from the Riverside Economic Development Department. They tour White Park, the site of the Japanese garden as the Citrus State Park. They enjoy a reception at the home of Dr. Dan Hayes.
11 Achievement: 1/2006 A delegation of 10 Sendai residents come to Riverside to construct a Japanese garden in White Park. Among them is Mr. Sato. Mr. Sato, a famous artist in Sendai first envisioned and created a model of the Sendai Sister Cities Garden, the gift from Sendai to Riverside. It will be dedicated during the weeklong celebration for the 50th anniversary. Riverside forms a host committee to raise money for and plan the 50th anniversary celebration. The celebration will include a Sister Cities half marathon, a gala philharmonic performance, gala art shows, presentation of Tea House of the August Moon, high-tech trade conference and a luncheon featuring Mary JeanEisenhower.
