11 KESENNUMA CITY Reconstruction Situation of Infrastructure (as of May 15, 2012) Urban Development (Collective Relocation) - First Reconstruction Council will be held on May 22, 2012 for 5 relocation areas in total 261 houses; - Reconstruction plans are being prepared for 9 areas in total 151 houses and will be open to the public in Aug. 2012; - Other 20 areas in total 291 houses are at stage of confirmation and discussion with residents. (Land Readjustment) - 3 land readjustment projects will be carried out in Shishiori, Uomachi-Minami machi, Minami Kesennuma areas respectively. Land and/or geological survey will be conducted in June, Consultative meetings will be held in latter half of June for landowners; - Inner Bay area Reconstruction Council will be established in Uomachi-Minami machi area for further coordination. (Others) - Based on the disaster experience, the Urban Planning Master Plan will be formulated since 2012 in order to promote comprehensive urban development including infrastructure and industrial recovery. Public Housing - A basic Plan is being formulated through residents questionnaire survey to confirm number of construction units and housing types. Road - Numerical roads start reconstruction in October 2011 and will be finished by Urban Planning Roads have been temporarily reconstructed by land fill up to not inundation level. Sewerage - 3 temporary sewerages systems have been constructed for livelihood wastewater. - 3 temporary sewerages systems for industrial use will be completed by June Railway - JR Ofunato Line still stops between Kesennuma station and Sakari station. The timing of recovery is not decided yet. Recovery Plan is under consideration at the Recovery Consideration Meeting for JR Ofunato Line. - JR Kesennuma Line is out of service between Kesennuma station and Yanaizu station. Temporary recovery works are now implemented, and final recovery is under discussion at the Recovery Coordination Meeting for JR Kesennuma Line. Coast - Coast Recovery will be finished within 5years. - Disaster Mitigation forest will be recovered within 10 years including plantation. 10
12 - Recovery works of sea walls and creation of disaster mitigation forest will start from 2012 one by one. Fishery Port - Whole 38 Fishery ports within the city (Prefectural 7 ports, Municipal 31 ports) are damaged. - Recovery works of municipal 31 fishery ports are planned to start in 2012 from mail ports and will be completed by Farm Land - Farm land will be recovered almost within 3 years. - Farming will restart from2012: approx. 104ha, and after 2013: 550ha. Port - Kesennuma port will be completely recovered by Port facilities can be used since March 28, Disaster Waste - Estimated amount of waste: 1,367,000t - Collected waste: 1,349,000t - Collected/Estimated waste /: 99% -Disposed waste: 25,000t - Disposed/Collected waste /: 2% (Notes) -Intermediate disposal facility of Kesennuma Disposal Area will be distributed in both Koizumi and Kaisyo areas to have agreement of all land owners. - Disposal Concrete was selected at proposal competition judgment formats of disaster hold by Miyagi Pref. on April 21, Murayama city (Yamasato) since July 2011, Kitakata city (Fukushima) since October 2011, and Tohoku town (Aomori) since February 2011, wooden waste for bio-mass electricity generator and boiler fuel. - Waste that will be rot soon, is preferentially disposes at intermediate and final disposal and will be finished by March Medical Facilities [Kesennuma Municipal Hospital] - Partially started medical care from March , totally started on May 24, [Motoyoshi Municipal Hospital] - In February 2012 elevators of hospital are being repaired and by July 2012 main hospital facility will be recovered and houses for doctors will be rehabilitated by end of December During main hospital facility recovery, medical machines e.t.c. will be introduced in order to restart to receive inpatient. Since December 2011 head of the hospital and since April 2012 vice-head joined and both are providing medical care. New doctors are still invited because supporting doctors visit patient houses after the Great Disaster. Educational Facilities etc [Municipal Schools] - 19 municipal schools will be recovered by national subsidies. Minami 11
13 Kesennuma elementary school that was heavily damaged will be merged into the Kesennuma elementary school. Karakuwa kids-garden that was heavily damaged will be reconstructed into new location by March [Prefectural Schools] - 5 prefectural schools will be recovered by national subsides. - 2 schools with slight damage have been recovered by March Other 2 schools will be recovered by March 2013.by national subsides. - One school with heavily damage by tsunami will be reconstructed at new location by Nursing Facilities etc [Nursery] -UNICEF/Japan is reconstructing Ikkeijima nursery, and will complete by August Hajikami nursery will be completed by March 2013 at new location. [Facilities for disabled] - UNICEF Japan is reconstructing Mother s Home and will be completed August [Children Center for working parents] - Minami-Kesennuma center for elementary school children was reconstructed by UNICEF Japan and donated to Kesennuma city. It started to use since May 1, Otani center for elementary school children will be reconstructed at new location. Recovery Situation of Industries (as of May 15, 2012) Agriculture - Damaged sawmills will be recovered by March Fisheries - Kesennuma fish-market opened on June 23, 011 as temporary basis and unloading of first catches were on June 28, Currently Basic Plan of new market facilities is in design stage. During 2012~2013 renewal works of old facilities and survey of land for new facility will be conducted and construction work will start in 2014 and will finish by March % of 102 management bodies of fishery process facilities on 90 freezing and ice manufacturing facilities have been recovered. -3,164 fishing boats ~~ 3,633 costal fishery were damaged and 800 boats are available now. - Recovery of fishing boats is planned as much as possible by All fishery farms with 18,000 rafts were damaged and 4,500 rafts have been recovered now. Recovery works will be finished by March New Fishery Processing Area in Akaiwa Port area of Kesennuma city is under planning and survey using Recovery Grant (Tsunami Recovery Base Project) by March Commerce - Recovery situation of numbers of Chamber of Commerce and Industry (CCI) 79% of numbers of Kesennuma CCI and Motoyoshi-Karakuwa Chamber, and 12
14 87% of them are now reopened their business. - Temporary Factories and Offices 40 Buildings started construction works, 36 buildings finished the works. Tourism - Local based January-March, 2012 educational program for next generation to transfer the memories and experiences of the Great East Japan Earthquake and to create safer future. - February 14, 2012, initiate visit tour to the rafts of Kesennuma-Oshima. - March 1-2, 2012, training to promote disaster experience transfer tourism for narrators - March 3, 2012, First Tourism Strategy Council (2 nd April 15, 3 rd May 8) - March 27-28, 2012, Monitor tour to invite educational tour after disaster for educational and PTA related members. -April 1, 2012, Miyagi Walking rally Abayama Walk held by Miyagi tourism service Inc. - April 8, 2012, First visiting group of 21 st Century Asia youth exchange program and Kizuna Project hosted by Ministry of Foreign Affairs and Foundation of Japan International Cooperation Center. (plan in total 2,000 person per year) - April 24, 2012, Kesennuma Minato (port) Festival is decided to be held on August11,12, May 5-6, 2012, Campaign of Kesennuma Minami-sanriku Recorder (Caravan in Tokyo Metropolitan to invite visitors) - On Sat. and Sun. during May 19 June 10, 2012, Shuttle bus to the Toku-senjo mountain that is famous for the widest Azalea. In addition, Late May and early June one day bus tours will be conducted. - May 24, 2012, A junior high school excursion from Hokkaido will come to Kesennuma. Others Situation of Employment (as of May 15, 2012) Situation of Kesennuma Employment Security office (Kesennuma city and Minami-sanriku town) - March 2012, New job seekers ratio: 2.09 (100% increased from a year earlier) Effective job seekers ratio: 0.63 (11% increased from a year earlier) 13
