1 4 TH ASEM TRANSPORT MINISTERS MEETING Nusa Dua Bali Indonesia, September 2017 Bridging Asia and Europe through Integrated Transport Connectivity and Synergized Regional Strategic Plans I. HOST MINISTRY The Ministry of Transportation of the Republic of Indonesia has the honour to host the 4 th ASEM Transports Ministers Meeting to be held on September 2017 in Nusa Dua, Bali, Indonesia. The Ministry of Transportation is located at Jalan Medan Merdeka Barat Nomor 8 Jakarta Pusat, Special Capital Region of Jakarta, Indonesia, Telp , Fax , multilateral.cooperation@dephub.go.id II. REGISTRATION Each delegation must register through online registration or via the 4 th ASEM-TMM Help Desk. We urge delegations to register as soon as possible even if they have yet all the travel details confirmed, to ensure the Secretariat and the Organizer in Bali to be able to make transportation and logistics arrangements accordingly. The 4 th ASEM-TMM Help Desk is available to assist all delegations with logistical matters, and to modify or update any information through address after the registration form has been submitted. The 4 th ASEM-TMM Help Desk, MoT Jalan Merdeka Barat open weekdays from 8:00 to 17:00 LT Tel: Fax: asemtmm_bali@dephub.go.id Registration Procedure Online registration is accessible at the official website of 4 th ASEM-TMM Login details will be provided by the Secretariat to ASEM desk and to the representative of Chamber of Commerce in each country. The registration covers access to all sessions, including exhibition, social networking events (Welcome Dinner, Gala Dinner, lunch, etc.) as well as transportation from and to the airport and during the meeting within the Nusa Dua area. All delegations are requested to confirm their participation to the Secretariat and complete their online registration by Friday, 1 September 2017 at the latest. 1

2 III. ACCOMODATION The Ministry of Transportation of the Republic of Indonesia will provide courtesy accommodation for the Ministers (HOD of TMM4) from 26 to 29 September 2017 (3 nights) and for 1 Senior Official (HOD of TSOM) from September 2017 (4 nights). All additional delegates are kindly advised to stay at the venue or designated recommended hotels. The room s reservation will be on first-come-first-serve basis and subject to availability, and for the best corporate rate please make reservation as early as possible, not later than Friday, 15 September Delegates are kindly requested to fill up the Hotel Reservation Form (Annex B) and confirm their reservation with the 4th ASEM Secretariat (Organizing Committee) for reservation assistance. Annex B shall be downloaded with user name and password of ASEM Desk in each countries. Please return the dully-completed form to Ms. Restiyani at restiyani@pactoconvex.com Delegations will be responsible for all hotel charges including room cancellation, telephone/fax or charges, mini-bar consumption and other services. In any case of room cancellations made after forwarding the Hotel Registration Form request or in any event of no-show, the hotel reserves the right to charge a cancellation or no-show fee. ASEM TMM 4 ASEM Transport Ministers' Meeting (ASEM TMM) is a high-level dialogue among the transport sectors partners in the two continents under the framework of ASEM. It is of far-reaching significance to the materialization of the initiatives put forward by the leaders; deepen the transport cooperation among Asian and European countries, and the common development and prosperity of the two continents. The 4th ASEM Transport Ministers Meeting (ASEM TMM4) is a follow up to the results of the previous ASEM TMMs and the Leaders message as emanated in the 11th ASEM Summit in Ulaanbaatar, Mongolia that highlighted the need to enhance connectivity in all dimensions, including in the area of transportation, which is deemed as the current ASEM s priority. It is expected that through this year theme Bridging Asia and Europe through Integrated Transport Connectivity and Synergized Regional Strategic Plans, the ASEM TMM4 could gather the latest information of all transportation sectors development of Asia and Europe countries in order to promote and strengthen transport connectivity between the two continents. The meeting will be preceded by the Transport Senior Officials Meeting (TSOM) on 26 September It is a high level meeting of the ASEM partners and international organizations to discuss the draft of Bali Declaration, and the outcome document shall be submitted and adopted by the Ministers at the ASEM TMM4 on 27 September The zero draft of Bali Declaration is available at the official website of the ASEM TMM4, and can be accessed with the user name and password which has already provided by secretariat to the ASEM Desk of each countries. All the ASEM Partners are kindly invited to make comments to refine the draft of Bali Declaration, and send to the following address: declaration_asemtmm_bali@dephub.go.id 3

4 V. BUSINESS FORUM As a part of the Meeting, the 4 th ASEM-TMM Business Forum that will be held on 27 September 2017 aims to promote partnership and cooperation among business entities as well as to seek opportunities in logistics and transportation infrastructures development. The Forum is expected to be attended by stakeholders from various government agencies, as well as private sectors. The Forum laid the foundation for further discussions on how to improve the integration of transport connectivity as well as synergizing regional strategic plans. In addition, it will also discuss about the sustainable transport development. To support the effectiveness of this Business Forum, speakers from related government officials, professionals and experts from associations and business sector of ASEM Countries are invited to exchange ideas on integrated transport connectivity, and sustainable transport development on logistics and transport infrastructure development. This Forum will consist of 4 sessions and is planned to be officially opened by the President of the Republic of Indonesia. Details of information can be accessed through the official 4 th ASEM-TMM website. All participants must be registered in the official ASEM-TMM website. VI. EXHIBITION The Government of Indonesia will provide booth with 3x3m 2 sizes which are provided free for 21 foreign companies of ASEM members (first come-first served basis). Each of ASEM members can only register for one booth. It is expected that through this exhibition, the cooperation among business entities could be established, especially those related to transportation infrastructures development. The Exhibiton is also expected to be visited by all participants of 4th ASEM-TMM and 4th ASEM-TMM Business Forum, as well as all stakeholders from the ASEM members. All participants must be registered in the official ASEM-TMM website. VII. BILATERAL MEETING Bilateral meeting is an occasion for Ministers and delegations to meet, discuss and negotiate with partners from around the world. Dedicated private discussion rooms at the venue are available for countries to conduct bilateral discussions. The Secretariat is available before and during the Meeting to assist the required arrangements of meeting rooms or other meeting spaces. The Secretariat will also provide official delegations with the relevant contact information in order to set up bilateral meetings, upon request. Once both parties have agreed on the date and time, delegations should notify the Secretariat so to reserve the meeting room or other meeting space. Room reservations are on a first-come, first-served basis. ASEM Partners who wish to arrange bilateral meetings are advice to make the room arrangements in advance through the following address: asemtmm_bali@dephub.go.id. 4

5 VIII. TECHNICAL TOUR Technical tour that is planned to be conducted in the Ngurah Rai International Airport, aims to see how one of the busiest international airport in Indonesia is operated. IX. SPOUSE PROGRAM An activity dedicated to the spouses of the Ministers/Head of Delegations which scheduled on 27 September 2017 is expected to last until 4 p.m. and will be proceeded by Gala Dinner. X. CULTURAL TOUR (OPTIONAL) Bali, the famed Island of the Gods, with its varied landscape of hills and mountains, rugged coastlines and sandy beaches, lush rice terraces and barren volcanic hillsides all providing a picturesque backdrop to its colourful, deeply spiritual and unique culture, stakes a serious claim to be paradise on earth. With world-class surfing and diving, a large number of cultural, historical and archaeological attractions, and an enormous range of accommodations, this is one of the world's most popular island destinations and one which consistently wins travel awards. Bali has something to offer a very broad market of visitors from young back-packers right through to the super-rich. Tourism Destinations The largest towns are the capital Denpasar, population approximately 450,000 and Singaraja in the north. The main tourist area is Kuta, situated near the airport. This small sleepy village became a major attraction during the tourist boom of the 70's, because of its famed white-sand beaches, the surf, and stunning sunsets. Some of these destinations are: Kuta Kuta is nestled between Jl. Bakungsari to the south and Jl. Melasti to the north. The beach at Kuta is wide and usually has good surf in the late afternoon. Kuta has everything involved and having everything close by, if you want to party or just shop, Kuta is the place. Legian Legian stretches between Jalan Melasti and Jalan Double Six and is what may be described as the cosmopolitan area of Bali. The beauty of Legian is the range of accommodation that is on offer virtually there is something for everyone. The restaurants are varied and some of Bali s best can be found here. The shopping is more boutique style. It is best to wander the side streets and browse for many items including casual wear and beach fashions, antiques, handicrafts and souvenirs. It is always nice to walk along the wide beach in the late afternoon, wander past the endless soccer games and tourists setting up cameras to catch the magic sunset. Seminyak, Kerobokan & Canggu Seminyak is only just coming of age, it is only approximately mins walk along the beach from the shopping of Legian and Kuta. Good, off-white, sandy beach with 5

6 powerful waves and some strong currents, and less crowded the further you move to the north of Kuta. The number of hotels, good - but reasonably priced - restaurants, Bali's most interesting pubs and discos, shops selling casual wear, furniture, antiques, decorative items and handicrafts, is increasing fast. Ubud Ubud is one the best places to stay in Bali. From Ubud, you are close to whitewater rafting, mountain cycling, jungle trekking, lake kayaking, monkey forest, as well as visiting Besakih, Bedugul, and Kintamani. Ubud is where the most accomplished painters, dancers, musicians, carvers and weavers live and work, and there are a number of very good museums and art galleries. Art is the main attraction to Ubud with many and varied galleries throughout the village - from traditional to contemporary and everything in between. The Neka Art Museum is the most famous, but it is also worth having a look at his son's gallery, Komaneka, in Monkey Forest Rd, which specialises in contemporary young artists. Sanur Sanur is one of the best places to stay in Bali if you are looking for some relaxation but still having the convenience of local shops and restaurants. It is easy to travel anywhere from Sanur, the frenetic shopping and bartering and nightlife of Kuta is only 20 minutes away by taxi, Ubud is only 40 minutes, and the airport is 20 minutes. Nusa Dua Nusa Dua is an exclusive area built primarily for luxury resort style properties. It s a great place if all you want to do is relax, unwind and forget the world you left behind. Despite popular myths in recent years, there are many shops and restaurants in Nusa Dua. Bali's southern peninsula is where you find most of the island's international 4 and 5 star hotels set in a manicured garden environment. Nusa Dua is only 25 minutes from the airport and 35 minutes from all the shopping and life of Kuta. Traditional Dances Dance and drama have historically played an important role in Balinese society. Through this medium, people learned about the tales of the Ramayana, Mahabarata, and other epic stories from Balinese history. The following are brief descriptions of some of the better known dance-dreams that are performed regularly in Bali. Some of the dances, are: Barong and Rangda This is basically a story about the struggle between good and evil. The Barong and Rangda dance is a very powerful performance and is not taken lightly by those involved, nor should it be by those in the audience. Kecak The Kecak, as a dance, developed in the 1930's, in the village of Bona, where it is still performed regularly. The theme is taken the Ramayana and tells the story of Rama, who, with the help of the monkey army, tries to rescue his wife from the clutches of (the evil) King Rawana. This is a very exiting dance to watch, and is performed by a 6

7 large group of chanting men sitting in a circle, chanting & waving their arms and swaying to and fro in unison. Legong This dance tells the story of Princess Rangkesari who is held captive against her will by King Lakesmi. It is performed by three people, two 'Legongs' and their attendant, the 'Condong'. The Legong is a classical and graceful dance, and is always performed by prepubescent girls, often as young as eight or nine years old. Post-Meeting Tour Arrangements There are various travel agents which provide tour packages around Bali. The tours are usually in the form of Half Day and Full Day Tours which you can easily get the information any time of day starting from USD 150 for Half Day and USD 250 for Full Day Tours. Delegations who wish to take these tours are advised to contact the Hospitality Desk at the venue or the Tourism Booth at the Exhibition Hall to get the necessary information. Please note that the tour fee will be on personal expenses of the delegations. XI. ADDITIONAL INFORMATION 1. LANGUAGES/INTERPRETATION Interpretation is provided in English and Bahasa Indonesia. 2. MEETING PACKAGE Meeting package (inc. Food and Beverages) will be provided for all Delegations during the 4 th ASEM Transport Minister Meeting. 3. DINNER The Ministry of Transportation will host Welcome Dinner on 26 September 2017 at Westin Resort Hotel, Nusa Bali, and Gala Dinner on 27 September 2017 at Garuda Wisnu Kencana, Bali. 4. TRAVEL ARRANGEMENTS A. Passport and Visa Requirements All foreigners wishing to enter Indonesia must have a passport valid for at least 6 (six) months from the date of arrival along with proof (ticket) of onward or return passage. All Participants are kindly requested to contact the Indonesian Embassy/Consulate in their country well before the Meeting to verify whether any immigration documents are necessary to visit Indonesia. 8 Information on Visa and Consular Services for Indonesia can be found in the following: Delegations from ASEAN member states, are allowed to enter Indonesia without a visa, for a period of stay of thirty (30) days or less and non-asean Member States shall apply visa to enter Indonesia as requirements. B. Flight-Route The Secretariat is humbly suggesting all delegations to fly to Soekarno-Hatta International Airport, Jakarta, if there is no direct flight to Ngurah Rai International Airport, Bali to be found. There are many flight-schedules available from Jakarta to Bali with various domestic airlines. C. Airport Hospitality Desk Delegations are advised to proceed to the hospitality desk after immigration clearance for baggage handling assistance and transportation arrangements. To ensure that proper arrival/departure courtesies will be provided to the country delegation, the Meeting Secretariat should be notified immediately of any changes in flight schedules. 5. AIRPORT CLEARANCES Airport clearances will be extended to all delegations during arrival. An immigration fast track lane will be provided for all delegations at Ngurah Rai International Airport. 6. BAGGAGE/LUGGAGE TAGS Softcopies of the baggage/luggage tags (to be printed) shall be sent by to the delegation in advance for proper identification at the airport. Delegations are kindly requested to tag every piece of their luggage so as to avoid any delay during arrival and departure. 7. LIAISON OFFICER Each Minister/Head of Delegation (at political level only) will be supported by a liaison officer by the Secretariat. The contact details of their liaison officer can be requested one week prior to the event by contacting the Help Desk. The role of the liaison officer is to assist the Head of Delegation during their time at the Meeting (e.g. to provide information and facilitate local and on-site arrangements regarding transport, bilateral meetings etc.). The liaison officers will meet the Minister/Head of Delegation on their arrival in Bali. Each Country should appoint a primary Delegation Liaison Officer to be available as the point of contact regarding logistical and administrative matters that might arise. 8

9 8. ID CARD Delegations are to note that security will be enforced during the meeting and entry to the meeting venue shall only be allowed with an issued Security ID. All delegations are kindly requested to submit their photographs together with the attached registration form as soon as possible. 9. TRANSPORTATION The secretariat will provide all delegations with pick-up service at Ngurah Rai International Airport. More detailed information will be provided upon receiving the confirmed delegation list and the itinerary. A dedicated car will also be provided only for Head of Delegation from each country. The Secretariat will also provide transportation from the designated hotels to the venue in the case that any delegations stay in other recommended hotel as specified in the list. Please note all delegates are to arrange their own transportation should the flight schedule before 25 th September 2017 and depart after 29 th September CLIMATE Bali climate is very tropical with high temperatures throughout the year. Daytime temperature usually climbs to 30 C and the island receives a great level of sunshine. It experiences two distinctive seasons; dry season, from May until September, and wet seasons, from October until April. In September, Bali remains humid, relative humidity averaging about 80%. The rain goes to every few days and it has 150mm of rain on average. 11. CURRENCY Exchange facilities for the main foreign currencies are available in the major business centers of Bali. Rupiahs come in denominations of: , , , , 5000, 2000, 1000 bank notes. And the smallest denomination of coins are 500 and 1000 rupiah coins. In Bali you have any number of ways to change money. Note: If you try and change older US bank notes, or if your bank notes are old and worn, or if you change smaller bill denominations, you will receive a lower exchange rate. If you exchange money in money changers, count and recount your money. After you are absolutely sure you have the correct amount. 12. BALI INFO Bali lies between the islands of Java and Lombok and is one of the 17,000 islands that makes up the Indonesian Archipelago. Stretching approximately 140 km from east to west and 80 km from north to south. Slightly off centre, and running east to 9

10 west, are a string of volcanic mountains. The tallest is Gunung Agung, which last erupted in 1963, and is 3,142 m at its highest point. Bali is a land that seems to have a magnet at its very heart. It is a feeling that is difficult to understand unless experienced but once visited you are surely compelled to come back and you may even want to stay forever. Maybe it s the beauty of Bali, maybe the friendly people, or maybe even the influence from spirits that certainly abide in place. Culture Bali goes under many names. Some call it the island of the gods, while others call it Shangri-La which means the last paradise. The dawning of the world and the centre of the universe are yet more names for this truly beautiful tropical island inhabited by a remarkably artistic people who have created a dynamic society with unique arts and ceremonies. Daily life in Bali is culturally linked to satisfying and appeasing the gods, spirits and demons in the midst of breathtaking panoramas of cultivated rice terraces, impressive volcanoes and pristine beaches. Bali s main volcano, Gunung Agung, is still active and sometimes explosive and is considered sacred among local people as it is believed to be the centre of the universe. 10
