1 FOR PARTICIPANTS ONLY (rev1) 13 November 2013 Regional expert dialogue on Aid for Trade Monitoring the Effectiveness and Development Impact of Aid for Trade November 2013 General INFORMATION NOTE FOR PARTICIPANTS 1. The Aid for Trade Regional Expert Dialogue is scheduled to be held at the United Nations Conference Centre (UNCC) in on 18 and 19 November 2013 during the Third Asia-Pacific Trade and Investment Week from 18 to 22 November The opening of the session will take place at 0900 hours on Monday, 18 November 2013, in Meeting Room A, level 1, UNCC. All subsequent meetings will be held from 0900 hours to 1200 hours and 1400 hours to 1700 hours. The meeting will be convened in conference room 4 in the afternoon of Tuesday, 19 November Registration and Identification of Badge: 3. Participants are requested to register and obtain meeting badges at the registration counter, which is located on the ground floor of UNCC, from 0815 and 0900 hours on the opening day of the event. Participants who are not able to register during the time indicated above are requested to do so upon their arrival at UNCC before going to the conference room. Only the names of duly registered participants will be included in the list of participants. 4. For identification and security reasons, all participants are requested to wear their meeting badges at all times while in the United Nations complex and during meetings and social functions. The loss of a badge should be communicated to the Conference Management Unit, which is located on the ground floor of UNCC behind the registration counter, so that a new one can be issued immediately. Visa requirements A. Visa exemption for a maximum of 14, 30 or 90 days for ordinary passport holders 5. According to the Ministry of Foreign Affairs of Thailand, nationals of the following countries/areas holding ordinary passports may enter and stay in Thailand for a period not exceeding 14 days, 30 days or 90 days, as per the list below, without a visa. 1

The requirements for a visa on arrival are as follows: (a) The applicant must possess a passport of at least six-month validity and must be in possession of a valid return ticket with date of departure within 15 days of the date of entry; (b) The applicant must fill out an application form, which is available at the Visa-on-Arrival counter at Suvarnabhumi Airport or at Don Muang Airport, and supply one recent passport-sized photograph. The application fee is 1,000 Baht. 9. Participants from countries other than those listed above are requested to obtain an appropriate entry visa from a Thai diplomatic or consular mission at the point of origin or en route prior to entering Thailand. 10. Furthermore, in line with security procedure for United Nations staff, travel notification through the Travel Request Information Process (TRIP) (replacing the Integrated Security Emergency Tracking System (ISECT) as of 1 January 2011) is required prior to any official travel to a non-phase area. Upon notification of travel on TRIP, United Nations staff members will automatically receive an updated security advice for United Nations visitors to Thailand. 5 The information provided above is accurate as at 13 August All participants are advised to consult with the Royal Thai Embassy/Consulate in their respective countries regarding the latest applicable immigration requirements prior to their departure to Thailand. Weather 11. The weather in is usually warm and humid. Light tropical clothing would be appropriate. The conference rooms where the meetings are to be held are air-conditioned and the temperature is maintained in the range of degrees Celsius (73-75 degrees Fahrenheit). Health and vaccination 12. Upon arrival at the port of entry in Thailand, participants who have travelled from or through countries listed below, which have been declared yellow fever infected areas must provide an International Health Certificate proving that they have received a yellow fever vaccination. 13. As nationals of the countries listed below who have not travelled from/through those countries, such a certificate is not required. However, they should possess concrete evidence showing that their domicile is not in an infected area so as to prevent unnecessary inconvenience. 14. First aid and emergency medical service are available at the Medical Centre, which is located on the fourth floor of the Service Building, during weekdays. The ESCAP Medical Officer and Nurse are available from 07:30 to 15:45 hours, with the exception of lunch time from 12:00 to 12:45 hours. Appointments may be made by calling extensions 1352 or The United Nations buildings are smoke-free areas. Smoking is permitted only in designated areas outside the buildings. Foreign currency declaration 17. Any person who brings or takes an aggregate amount of foreign currency exceeding US$ 20,000 or its equivalent into or out of the Kingdom of Thailand shall declare the amount of foreign currency to a Customs official. Failure to make such a declaration or making any false declaration to a Customs official is a criminal offence. 18. Currency exchange facilities are available at hotels and all over. Such services are also available at the Siam Commercial Bank, United Nations Branch, which is located on the first floor of the Service Building (telephone extension 2168). The Bank opens from 08:30 to 15:30 hours, with no lunch break, from Monday to Friday. Airline reservations 19. Many international airlines operate regular services to and from. Participants are advised to secure their return bookings prior to their departure for. If this is not possible, they should make firm return bookings immediately upon arrival in. Travel services are available through the American Express office located on the first floor of the Service Building, adjacent to the Siam Commercial Bank. Hotel accommodation 20. Hotel accommodation (Single) has been arranged/ reserved for each participant with the special rate at the Nouvo City Hotel ( THB 2,100/night (with compliment free internet in room, swimming pool and fitness), tentatively to check in 17 November 2013 and check-out 20 November Participants are kindly requested to submit the reservation form on page 13 of this note by 10 November 2013 to the address as stated in the form. 7 Nuvo City Hotel provides complimentary transport, according to fixed schedules, to and from UNCC. Otherwise, participants must make their own transport arrangements in order to attend meetings. Participants are advised to remind the hotel front desk assistant and cashier of their participation in the Forum when checking in and out, in order to enjoy special rates. The secretariat will make every effort to arrange for suitable alternative accommodation, if requested. Payment of hotel accounts 22. Prior to their departure from, participants should settle all accounts directly with the respective hotel, including room charges and other expenses, such as for local and long-distance telephone calls, Internet use, business centre use, laundry, room and hotel transportation services, mini-bar items, as well as restaurant and bar services. Participants are also responsible for any charges incurred in respect of rooms remaining vacant owing to late arrival or rescheduled departure for which inadequate prior notice is given. Transport from and to the airport 23. Participants should make their own transportation arrangements from the airport to their respective hotels. Limousine, metered-taxi, rail link and bus services are readily available at the airport. Detailed information about Suvarnabhumi International Airport can be found at To avail themselves of the limousine and public metered-taxi services indicated above, it is strongly recommended that participants approach only the authorized staff at the official counters located in the airport arrival zone, who, 10
11 upon request, will issue a ticket for the assignment of either a limousine or a metered taxi for transporting passengers to the desired destination. Participants may access the taxi counters by exiting gates 4 or 7 of the arrival zone at Suvarnabhumi International Airport. In addition to toll fees, a 50 baht surcharge is added to the meter fare for trips from the airport to the city. Transport to attend meetings 25. Some of the hotels indicated in paragraph 21 provide complimentary transport, according to fixed schedules, to and from UNCC. Otherwise, participants must make their own transport arrangements in order to attend meetings. Internet services 26. Eight personal computers (PCs) with high-speed Internet connection are available in the Internet Café on the 1st floor of UNCC for the use of participants free of charge. In addition, free wireless Internet access is available in all conference and meeting rooms and in the public areas of UNCC. Catering services 27. Catering services are available at the cafeteria, which is located on the 1st floor of UNCC, from 1100 to 1400 hours. Rajapruek Lounge, on the ground floor of UNCC, is open from 0700 to 1700 hours between Monday and Thursday, and from 0700 to 1900 hours on Friday. The canteen, on the ground floor of the Service Building, is open from 0700 to 1300 hours. In addition, the Coffee Corner, which serves sandwiches, pastries, coffee, tea and soft drinks, is located on the 1st floor of UNCC, and is open from 0700 to 1700 hours. Library facilities 28. ESCAP Library facilities are available on the 1st floor of the Service Building from 0730 to 1600 hours, Monday through Friday. For details on the use of the ESCAP Library facilities, please consult the staff on duty at the Library or call extension 1330 or Further information about the ESCAP Library is available at Banking facilities 29. Banking services are available at the Siam Commercial Bank, United Nations Branch, located on the 1st floor of the Service Building, from 0830 to 1530 hours during weekdays (telephone extensions 2168 and 2169). (See also paragraphs17 and 18.) Postal services 30. The United Nations branch of Thailand Post is on the ground floor of UNCC. It is open from 0800 to 1600 hours, Monday through Friday. The Post Office can be contacted at extensions 1260 and Souvenir shop 31. The souvenir shop is located on the 1st floor of UNCC. 11
12 Travel agent 32. The American Express Travel office is located on the 1st floor of the Service Building, next to the Siam Commercial Bank. It is open from 0800 to 1630 hours Monday through Friday. The office can be contacted at extensions 2820, 2821, 2822, 2823 and (See also paragraph Error! Reference source not found..) Daily subsistence allowance (only if applicable) 33. Participants whose travel is sponsored by ESCAP will be provided with a daily subsistence allowance in local currency at the prevailing United Nations rate. In order to facilitate the payment of the subsistence allowance, eligible participants are requested to submit copies of their passports, boarding passes, arrival/departure forms together with their air tickets to the Secretariat staff in the conference room. 34. Any participants who are unable to stay for the duration of the meeting are requested to inform the secretariat as soon as possible after arrival, so that the subsistence allowance can be adjusted accordingly. Financial and administrative arrangements (only if applicable) 35. In cases where the costs of participation are borne by the ESCAP secretariat, only travel costs and a daily subsistence allowance will be paid; no other expenditure will be reimbursed, including the following: (a) All expenses in the home country incidental to travel abroad, including expenditure for visas, medical examinations, inoculations and other such miscellaneous items, and internal travel to and from the airport of arrival and departure in the home country; (b) the meeting; Salary and related allowances for the participants during the period of (c) Costs incurred by participants in respect of travel insurance, accident insurance, medical bills or hospitalization fees in connection with attending the meeting; (d) Compensation in the event of death or disability of participants in connection with attending the meeting; (e) Any loss of or damage to the personal property of participants while attending the meeting or losses or damages claimed by third parties as a result of any negligence on the part of the participants; (f) Any other expenses of a personal nature, not directly related to the purpose of the meeting. 12
