1 RESULTS FACT SHEET SE-S-2: ACCESSIBILITY OF INDUSTRIAL AREAS DEFINITION - OBJECTIVE The indicator records data relevant to Industrial Areas (VIPE) and also other types of production and development related infrastructure (scheduled VEPE, technological parks, e.t.c.) located in Zone IV and more specifically (a) the location, (b) the potentiality and (c) the travel time to the nearest interchange of Egnatia Motorway. The indicator services the assessment of the effects of Egnatia Motorway on the accessibility and the potentiality of the production infrastructure, which affects the overall financial development of an area. The best possible connection of the road network with the production infrastructure is a basic parameter of the general development of the production activities. RESULTS ASSESSMENT ACCESSIBLE INDUSTRIAL AREAS AND OTHER PRODUCTION INFRASTRUCTURE Industrial Areas in Prefectures of Impact Zone IV Industrial areas Impact Zone Evros Rodopi Kavala Xanthi Drama Ι Thessaloniki Serres Kilkis Ι Chalkidiki Ι (legislated) Pella Hmathia -Ι (delimitated) Pieria Ι (legislated) Florina Ι Kozani Preveza Ι Ioannina Volos Ι Larisa Ι Karditsa- Trikala Ι Impact Zone IV (total) 15 (in function) 1
2 At this stage, only the number of Industrial areas in the Regions of Zone IV was assessed. The assessment of the indicator with the characteristics given in the definition is scheduled to be carried out with a special research study. 15 operating Industrial Areas are encountered in Zone IV: five in East Macedonia and Thrace (one in each Prefecture), three in Central Macedonia (Thessaloniki, Serres and Kilkis and three more legislated or delimited), two in West Macedonia (Florina and Kozani) and three in Thessaly (Magnesia, Larissa and Trikala-Karditsa). Below are cited abstracts from the Common Ministerial Decision (CMD) Draft of the Hellenic Ministry For the Environmental Physical Planning and Public Works on the Special Framework of Spatial Planning and Sustainable Development of Industry (May 2007), about the spatial standard of the industry per Region in the Impact Zone IV of Egnatia Motorway. 1. Region of East Macedonia and Thrace The most important area of the industry s spatial organization is the zone along Egnatia Motorway within which new opportunities are created and that already includes the existent industrial poles: zones of Kavala-Xanthi-Drama (intensification zone) and of Alexandroupoli-Komotini (expansion area with intensification sections). New important areas can be found in the northern front due to the incorporation of free zones to big organized border reception centers (3-4 at level of the Spatial Unit of Macedonia &Thrace, locations suitable for research in East Macedonia and Thrace are: Ormenio in the municipality of Trigono in Southern Evros-Creation of Free Industrial Transactions Zones-DEVZOS- and the ports of Alexandroupoli and Kavala-Free Trade Zones). 2. Region of Central Macedonia The main zones of industrial development are the following: a) the major industrial development zone of national and international range is the Metropolitan Area of Thessaloniki (M.P.TH.) and more specifically its western and northern sections, including important sections of the adjacent Prefectures, (wide area of quality restructuring) b) the zone of Naoussa-Veroia-Edessa-Giannitsa (intensification and support area) and c) smaller industrial centres in the Prefectures of Serres and Katerini. In the northern front, organized border reception centres/free zones shall be created. Appropriate research locations for the creation of organized border reception centres/free zones (3-4 at level of the Spatial Unit of Macedonia &Thrace) are: the Metropolitan Area of Thessaloniki, the axis Serres-Sidirokastro, Promachonas, the axis Polykastro-Stavrochori-Kilkis or alternatively the area located at the borders of Southern Kilkis with Thessaloniki, near the axis PATHE/OSE in Aspro. It should be also noted that extraction center in Chalkidiki can attract industrial units for the vertical organization of the mineral materials production, a process that should be supported. 2
3 3. Region of West Macedonia The two existent industrial centers, the zone located in Kastoria (quality restructuring/support area) and the zone of Kozani-Ptolemaida (intensification area) are still the two most important industrial centers, to which smaller centers along the emergent northern development axis (expansion areas) shall be added. 4. Region of Epirus The basic elements of the industry s spatial organization will be the existent industrial center of Ioannina (intensification area) and the western development axis, on many locations of which new industrial centers of smaller range (expansion areas) can be developed. Potentially, the most powerful centre is the wider area of Igoumenitsa. In the extensive mountain zones the development of small industry and home handicraft shall be supported. 5. Region of Thessaly From the spatial planning viewpoint, the main axis/development zone of the alteration will still be the wider area of the dipole Larissa-Volos, fortified by some possibilities of geographical expansion (intensification area with sections of quality restructuring). In the mid-term, the possibility of the development of a new industrial zone in the west emerges (Karditsa-Trikala with extensions to Egnatia) (expansion area), that shall be strongly supported by the spatial policies. Finally, in the mountain zones the development of the small industry, which already shows signs of progress, shall be supported.
