7 INTRODUCTION The IPA Cross-Border Cooperation Programme Greece - The former Yugoslav Republic of Macedonia was approved by the European Commission on 05/09/2008 by Decision C(2008)4717/ It is co-financed by the European Union under the Instrument for Pre-Accession Assistance (IPA) and by National Funds of the Participating Countries. Τhe global objective of the Greece - The former Yugoslav Republic of Macedonia IPA Cross-Border Programme is to enhance convergence in the Programme area by promoting sustainable local development. 8 the promotion of the objectives and the results of the project that is funded by the EU the better information regarding the role of the EU and the Structural Funds, which promote the added value of the participation in co-funded projects ensuring access to funding programs Besides the communication plan guidelines, the present communication plan aims to set out a strategy, which is compliant with the specific objectives and activities of the DECIDE project and the DECIDE partners. 9 1. COMMUNICATION STRATEGY OBJECTIVES 1.1. Overall communication objectives The project communication plan is a strategic tool, aiming to raise awareness about the DECIDE project and to disseminate its results both in Greece and the former Yugoslav Republic of Macedonia, as well as to ensure an efficient communication among the project partners. The present Communication Plan describes in detail the dissemination and communication activities of the DECIDE project, which will ensure the dissemination and communication of the project results to all relevant entities and stakeholders in the fields of disaster emergency management and response. The objectives of the DECIDE communication activities are twofold: raise awareness and understanding about the project and its specific area of work: liaise with similar initiatives and projects at national and EU level establish networking activities with them to facilitate the exchange of information and to optimise the potential impact and visibility of DECIDE Promote and exploit the project results to the different target groups: communicate the societal impact and create early publicity for the DECIDE project disseminate the results of the DECIDE project and increase its impact It is therefore crucial to identify a number of clear, concise, understandable and persuasive messages in order to communicate the project results to a wide audience beyond the project consortium. These messages must be centred on each of the different targeted groups and focus on positive achievements, innovation and the benefits they introduce. This task should result as a joint effort from various stakeholders in activities across the project, and include simple graphic images suitable for a wide range of uses. The provision of general guidelines about the project identity to be used by all partners, as well as common dissemination material (website, brochures, newsletters, presentation templates) need to ensure consistency of messages and style. A Dissemination Manager will be appointed by the project partner CERTH-HIT, to centralize the press relations and act as focal point for the press, reacting also on questions related to all aspects of the DECIDE project. For the dissemination and the communication of the DECIDE project at the Greek National level, CERTH-HIT will be assisted by the Municipality of Amyntaio, while respectively at the National level of the former Yugoslav Republic of Macedonia by the project partners Centre for development of the Vardar planning region and Center for sustainability and advanced education. Besides the planned dissemination actions, additional promotion actions will be executed by the project partners at national level. Finally, market oriented promotion actions are foreseen as well as scientific dissemination of the expected results to related conferences and journals.

Target groups The goals of dissemination and communication strategies to be used and the various messages related will cover the specific necessities of the various target groups within the DECIDE project participating countries. DECIDES directly involves national municipal governmental authorities and research and technology institute, representing a significant group of stakeholders that can contribute to improved disaster emergency management and prevention, utilizing innovative new technologies. The main project output will be a web-based Decision Support System that will assist involved stakeholders in: identifying suitable measures to increase the adaptive capacity of local governmental authorities optimally managing resources optimally allocating resources exchanging information with and retrieving information from relevant entities managing scenarios for cases of disaster events The DECIDE Decision Support System will address both the local, regional, national and cross-border needs. These DECIDE Decision Support System will support the involved partners in taking all necessary decisions regarding what, how, when and with whom disaster emergency management, prevention and response actions should take place. In order to assess the expected outputs, the DECIDE project will also implement a set of targeted simulated exercises in the Greece the former Yugoslav Republic of Macedonia cross-border area, involving related stakeholders of various types beyond the project consortium partners. Moreover, the exercises, complemented by targeted training activities, will have a multiplying effect at the wider national and cross-border area, as they will be the necessary trailblazers for wider adoption the Decision Support System in the future. The foreseen communication activities, such as the educational seminars, the simulated exercises and the project s final conference will also be a major result with expected impacts for a wide range of stakeholders. Through these communication activities, the project results will then be promoted to a much wider audience, including all related entities. The strategy will be based on a balanced mix of scientific, technical, policy and practical perspective. Main target groups have been identified as the core audiences of all dissemination activities of the DECIDE project both in Greece and the former Yugoslav Republic of Macedonia. Specific objectives for each target group Primary target groups Local governmental authorities: This group includes municipal authorities, with a primary focus on the Greece the former Yugoslav Republic of Macedonia cross-border area. Local governmental authorities are responsible for managing disaster events, as well as for planning and utilizing their resources accordingly. Such authorities are the primary target group for the DECIDE Decision Support System, so the active engagement and awareness regarding all the DECIDE project activities are of paramount importance. Regional governmental authorities: Regional governmental authorities are also a major target group for DECIDE, since they monitor all related activities by the local governmental entities. The targeted dissemination and communication of project results to such entities in the cross-border area will ensure wide visibility, active engagement and exploitation of actual deployment of the DECIDE Decision Support System in the project afterlife. National governmental authorities: National Governmental Authorities, such as the Ministry of Interior, the General Secretariat for Civil Protection, Disaster management and response related entities: Such entities include the Police, and the Fire Department, who are responsible for taking all necessary actions during and after a disaster emergency. Their increased awareness regarding the capabilities offered by the DECIDE Decision Support System functionalities as well as regarding the overall results of the project will ensure the successful adaptation of the project results. Public and private road authorities: These groups are composed of public or private organizations which are responsible for the management of various transport systems. Dissemination of DECIDE results and exchange of knowledge gained from their experience will contribute to the implementation of the project results directly to already existing systems and thus not only provide benefits for the systems users but also integrate their systems. Universities, research institutions, research community, and educational organizations: This group involves experts from the academia and research sectors. Dissemination of DECIDE results to this group will maximise their input on the state-of-theart, as experts working in the field need to be informed about the project developments. Secondary target groups General public: The involvement of the general public in disaster emergency response and recovery is essential. Thus, Information, communication and initiating debate between the DECIDE consortium and the general public are key targets for DECIDE. The information provided to the general public will be in a simple and understandable format, provided in the national language. The messages will focus on the benefits coordinated and technology based response to disaster events. Mass media: The role of mass media in disaster emergency response is evident. Due to the importance of mass media, they form a target group that will be continuously approached, informed about and engaged in several events that will be organized by the DECIDE consortium. IPA Greece the former Yugoslav Republic of Macedonia cross-border programme management bodies: The bodies that are responsible for funding and managing the overall execution of the DECIDE project comprise a specific target for the communication and dissemination activities, in order to ensure that results and achievements are transparent and that the project outreach is clearly identified.

12 A dedicated database including the contact details for persons representing the above communication target groups will be created, maintained and updated throughout the entire duration of the DECIDE project. Furthermore, the list of target groups will be regularly revisited and assessed and, if deemed necessary, additional target groups may be added, in order to better serve the communication of the project and its results to the appropriate audiences. In detail, the target groups consist of the organizations presented in Annex I.

13 2. COMMUNICATION ACTIVITIES The measures and actions to be undertaken for the implementation of the Communication Plan are presented in the table below. no. Measure Action Responsibl e 1. The website will be hosted on and will overall be in line with the requirements set by the Information & Publicity Guide for Greek partners. The website will be available in English, Greek and the official language of the former Yugoslav Republic of Macedonia. 2. Logo & Slogan A logo and a slogan for the DECIDE project will be created and used for all communication and dissemination activities of the project. Both the logo and the slogan will overall be in line with the requirements set by the Information & CERTH-HIT Publicity Guide for Greek partners. 3. Poster A DECIDE project poster will be created, aiming to highlight and clearly present the objectives and the results of the projects, using the project logo and slogan. The project poster will be created in English, Greek and the official language CERTH-HIT of the former Yugoslav Republic of Macedonia. The posters will be available in English, Greek and the official language of the former Yugoslav Republic of Macedonia. 4. Banner Similarly to the project poster, roll-up banners for the DECIDE project will be created, to be used during all CERTH-HIT Target audience Primary & Secondary Primary & Secondary Primary & Secondary Primary & Secondary

14 communication and dissemination events of the project. The banners will be in English language only. 5. Newsletter Two versions of a DECIDE project newsletter will be created, to inform target groups about the progress and results achieved during the course of the project. The newsletters will be created in English, Greek and the official language of the former Yugoslav Republic of Macedonia. 6. Information brochure An information brochure for the DECIDE project will be created, which will highlight and clearly present the project objectives, the partners and the most important expected results of the project. The information brochure will be created in English, Greek and the official language of the former Yugoslav Republic of Macedonia. 7. USB sticks USB sticks containing all major results of the DECIDE project will be created and distributed during the Final project event. 8. Final publication A Final publication containing an overview of the major results and achievements of the DECIDE project will be created and distributed during the Final project event. The Final publication will also provide relevant information about the project history, the project partners, the DECIDE Decision Support System and its application. The Final publication will be available in English. 9. Final project event A Final project event will be organized in Amyntaio, to present the final results of the DECIDE project to a wide audience, including invited stakeholders from all major target groups. 10. Educational seminars Three educational seminars will take place during the duration of the DECIDE project. Participants, coming from a variety of relevant stakeholders and target groups organizations will gain background knowledge and first-hand experience on the use and functionalities of the DECIDE Decision Support System and disaster emergency planning and response in general. 11. Publications, conferences & events Targeted technical and scientific publications based on the DECIDE project results will be elaborated and submitted for publication at selected journals. Furthermore, DECIDE project results will be presented to relevant audiences in selected national and international conferences, workshops and events. 12. Press releases Press releases will be elaborated and distributed to relevant mass media by both project partners, to communicate major results, achievements and project events.
