2 Charenton-Bercy: an urban metamorphosis combining quality of life and metropolitan dynamism The view of Hervé Gicquel, Mayor of Charenton-Le-Pont : After working hard for so many years to revitalise the Bercy neighbourhood, I am absolutely thrilled to see the result of our efforts carried out in partnership with everyone involved in the sector and the competition. All the conditions are now in place for us to present Charenton and its residents with an operation overseen by the city and designed to stimulate urban renewal. The territory covered by the urban renewal project of the Bercy neighbourhood in Charenton is bounded by the city s ring road, the A4 highway and railway tracks. But the area also sits along the river Seine, near the Bercy and Bois de Vincennes parks. In addition, it is home to many different office spaces (services, banking activities) and logistics warehouses. The Bercy neighbourhood will benefit from an expansive urban renewal project covering about 10% of the territory of Charenton-le-Pont. With this operation, Charenton will play a key role in developing innovative and sustainable neighbourhoods on the metropolitan scale, in line with the urban revitalisation already underway in eastern Paris, notably with the Bercy Charenton ZAC development zone in the city s 12th arrondissement, which neighbours the town of Charenton. For the Charenton municipality, the goal is to create a connected and lively neighbourhood on Paris s doorstep, conjuring up a strong metropolitan feel while still preserving the unique identity cherished by the locals who live in the area today. To transform the complex site of Charenton Bercy, which is home to a vast array of public organisations (APHP, SNCF) and private companies (Tikehau Capital, Carrefour), and accelerate the emergence of an ambitious project, the city chose to enter the site into the competition called Inventons la Métropole du Grand Paris ( Inventing the Grand Paris Metropolitan Area ), organised by the Métropole du Grand Paris, the Ile-de-France regional prefecture and the Société du Grand Paris. On 15 February, UrbanEra, the division of Bouygues Immobilier devoted to Major Urban Projects, was named the winner of the competition after 15 months of work carried out with a group of experts (urban planners, architects, design office, start-up, etc.). The project was recognised for its ambitious and balanced blend of metropolitan dynamism and quality of life. UrbanEra will be tasked with completing this ambitious project, in conjunction with the city s chosen developer, Grand Paris Aménagement. The project will enable Charenton to develop an area of 360,000 m2 and boost its metropolitan economic, urban and cultural appeal, while meeting the major challenges set by the city and enhancing quality of life for residents, by: Connecting the enclaved site to its surroundings, by opening paths to Paris, Charenton and the Seine Promoting an exemplary and sustainable neighbourhood that leaves ample room for nature in the city Developing a mixed-use neighbourhood, with a diversified offer of residences, offices, retail and entertainment Creating public facilities and services for the neighbourhood s current and future residents Transforming the Bercy 2 shopping centre, while restoring the role of local commerce in the neighbourhood Ensuring a seamless urban experience with the future Bercy ZAC development area, in Paris s 12th arrondissement, which will soon receive 4,000 homes and several towers. Following the public debate on 12 March concerning the future of the neighbourhood, Charenton s Mayor Hervé Gicquel and the developer Grand Paris Aménagement launched a consultation process with residents to enrich the project with their vision and experience of the neighbourhood, over the full course of the project. The first tours and workshops are scheduled for this autumn. 3 A project to anchor Charenton in the metropolitan area Supporting the booming revitalisation of eastern Paris and promoting Charenton s metropolitan ambitions required a vast programme, both in terms of economic and housing activities, as well as its architectural and environmental design. This lively neighbourhood contains all the urban amenities in Paris s burgeoning eastern gateway corridor. Charenton, a new capital of virtual worlds The project will be developed around a new economic hub based on Virtual Worlds, which harnesses the vitality and development potential offered by digital tech and video games. Upon completion, 15,000 new jobs may come to Charenton with the arrival of the group of businesses promoted by UrbanEra, in partnership with real estate agency Le Grand Réservoir. This focus on industry will position Charenton as a hub of excellence in the metropolitan area, echoing the northern hub the film studios of Aubervilliers and Saint-Denis and the western hub with the production companies and television stations in Boulogne and Issy-les-Moulineaux. The cluster will include businesses, schools and services. Focus on the virtual world This industry encompasses many different professions and fields: 3D animation, video games, special effects, medical imaging, virtual reality, etc. These economic sectors are characterised by their dynamic and creative activity, in which France has gained worldwide recognition for its expertise. With an annual growth rate of 10%, video games represent a global revenue of 100 billion dollars. Emblematic locations An entertainment factory will open in the renovated APHP building, with a 3D animation studio and events open to Charenton residents and visitors from the metropolitan area. A second hub of virtual activities, Néo, will open in place of the Bercy 2 shopping centre. In addition to its commercial aim, it will also house a variety of services like retail and an aquatics centre. mixed-use organisation, will enable first-time homebuyers and families to move to Charenton. Furthermore, housing units will be included in the project s tower. The 180-m tower located near the ring road constitutes a prestigious architectural emblem, designed by the international architecture firm SOM. It also opens up a new gateway into central Paris. The other side of Paris is too saturated, whereas anything is possible here, as long as developers and officials think hard about how to rebalance western and eastern Paris. And to make all that work, I think that everyone involved in the project, including city hall, the developer and residents, need to sit together at a roundtable. Once the project is built and complete, project management will need to ensure the redevelopment s success. The project will only succeed if the city continues to get fully involved in the project s future, instead of abandoning it because it s Paris. The city has to remain a key participant. The restructured APHP building, which will welcome the new «entertainment factory» new jobs in Charenton by 2030 Charenton will receive 1000 new homes Developed in partnership with the urban development agency Ateliers 2/3/4, the new homes on offer will be diversified and spread across the entire renovated neighbourhood: from studios to 4-bedrooms, social housing to private homes. 4 An open and connected neighbourhood The neighbourhood is currently fractured by several infrastructures (A4 highway, ring road, SNCF rail line, etc.). The project aims to reconnect the neighbourhood with soft and people-friendly mobility (walking, biking). Development of the site will focus on building links in two main locations: To and from Paris s 12th arrondissement, by extending the Rue Baron-Le-Roy from Paris. The goal is to create a seamless transition between the two new neighbourhoods with this lively, active and commercial thoroughfare. To and from northern Charenton with the new Passerelle Valmy bridge, which will feature large green spaces to make it an attractive destination. The aim is to mend the fracture introduced by the wide rail corridor. The project will also reclaim the banks of the Seine, by building a bridge that spans the highway and leads to an entertainment area. Beyond the bounds of this new neighbourhood, areas below the ring road will accommodate retail in order to create a bustling hub that encourages foot traffic between Paris and Charenton. Eventually, the A4 highway may be reassigned as an urban boulevard. It s too hard to get there, almost like it s not even part of Charenton. I think we need to improve the connection so that the city is more seamless. People there are Charenton residents, so they should be able to get to the centre of Charenton with ease. And we should be able to get to Bercy just as easily. It should become one of Paris s main postcard images, one that is much more accessible to all people. It should be more than a place where people come to work. It should make them want to stay and go out after work. If there s a way to clean up a few spots along the Seine, we could let kids splash around in the water. And we could have things like activities, events and shows with groups doing short performances. rue Baron-Le-Roy The short Rue Baron-Le-Roy, created in Paris in 1993, serves as the backbone of the new Saint-Émilion neighbourhood in Paris. It currently dead-ends at the Bercy/Gare de Lyon rail hub. Extending the road to Charenton will mean spanning the railway tracks and crossing under the ring road. It will become a bustling shared road and shopping corridor. passerelle Valmy Passerelle Valmy garden The narrow Passerelle Valmy bridge that currently spans the railway corridor will expand from 2m wide to over 20m wide on average. 5 A lively new neighbourhood from the Bois de Vincennes to the Seine Bringing nature back to the city Across all 12 hectares covered by the urban development plan, the project will also leave ample room for public spaces: 5 hectares, to offer a pleasant neighbourhood environment. That will include 3.6 hectares of planted green space, including a public garden of over 5,000 m2, a garden bridge of 9,000 m2 and another garden bridge towards the Seine of 7,200 m2. Nature will be present at every step: major roadways, bridges, roofs and building interiors. To showcase the site s environmental assets, the project will build a ramped pedestrian path from the Bois de Vincennes to the Seine. The project reflects sustainable urban design principles, both across the neighbourhood and within buildings. In addition to their HQE (high quality environment) and Well certification (new standard for interior well-being), buildings will also have the international BiodiverCity label. On the neighbourhood scale, an energy loop will enable the various services within the mixed-use neighbourhood to share energy. The circular economy approach taken within the neighbourhood notably calls for reusing or recycling materials after demolition. 1 tree planted for 1 house built 5 ha of new public space Among its planned public facilities, the municipality opted to build an aquatics centre. It will be part of the new buildings located on the site of Bercy 2. In their own words: A green tower 5,000 m2 of green spaces will be developed in the tower, from top to bottom, to enact the principles of biophilic design and favour well-being by leaving ample room for nature. It will also have a space for restaurants that is open to the public, through a rooftop spirit. Lounas ALI CHERIF, Restaurant Owner Personally, my only reference is Paris. That means small businessowners, activity, offices, architects, engineers, computer scientists and shops. Having a little bit of Paris here, with Charenton s quality of life, is like hitting the jackpot. It can t be a bedroom community, or a business hub, or a bunch of big office buildings. We need to be able to work and live here. Personally, I hope it becomes a lively area. Despite being stuck between access roads, the highway, the ring road and the rail tracks, I want it to be a nice place to live. Ambre TERNY, Student Green spaces, because there are not enough in Charenton, even though we have the Bois de Vincennes nearby. But a green space with a nice park that might even extend to the Parc de Bercy. What I like about London and Dublin are all the magnificent green spaces there are. It adds a lot, especially in bustling cities like Paris. Focus on entertainment, sports, cultural and retail activities The retail activity now housed within Bercy 2 will be relocated to Rue Baron-Le-Roy to encourage lively outdoor promenades throughout the neighbourhood. Many public spaces are planned to favour walking and leisure activities. For example, a 7,200 m2 platform will be built on the Seine and connected to the neighbourhood by bridge. The neighbourhood s public facilities and spaces will be financed by the ambitious development programme of business spaces and homes. 3,6 ha of planted green space SOM, Meshroom 8 Public square for pedestrians and retail in front of the Tower 9

6 Residents can now take part in the project! Project partners Calendar Discussions on the future of the neighbourhood opened with a qualitative audio-visual survey conducted by a representative panel of 30 Charenton residents and users who shared how they imagined the neighbourhood s future. Mayor Hervé Gicquel and representatives from Grand Paris Aménagement, the public developer of the neighbourhood, launched a consultation process with residents on 12 March. Residents are invited to share their hopes and experience in the neighbourhood to enhance the project throughout construction, notably in terms of the connection between its metropolitan ambition and aim to improve the current living environment. On the schedule: urban walking tours and interactive workshops planned for fall! The City of Charenton, the Paris-Est-Marne-et-Bois territorial authority, the French Government and Grand Paris Aménagement signed a National Interest Contract in November This Contract is a new procedure that brings together all stakeholders involved in the site s transformation, including economic players, from the outset. The developer Grand Paris Aménagement, a public developer, conducts major land, housing and urban development operations across the Ile-de-France region.
