6 Introduction On December 14, 2000, the Commission de la représentation électorale tabled in the Québec National Assembly, as required under the Election Act, its preliminary report entitled Proposal for the delimitation of a new electoral map This proposal is in line with the current legislation, which sets at 125 the maximum number of electoral divisions in Québec. The proposal was prepared in accordance with the rules set out in the Election Act, in particular with respect to the principle of the effective representation of electors. Within six months following the tabling of its preliminary report, the Commission must hear the representations made by the Members of the National Assembly and by interested individuals and organizations. Consequently, in March and April 2001, the Commission held public hearings in fifteen cities of Québec to obtain a better knowledge and a better understanding of local and regional realities. The analysis of the comments and recommendations dealing with the Montréal region reveals that the equality of the votes of electors and the evolution of the electoral population are the main concerns of stakeholders. To strike a better balance in the distribution of electors among the electoral divisions of this region, the Commission decided to prepare a new delimitation proposal that differs considerably from its initial proposal. In so doing, the Commission wishes to address the concerns expressed in the Montréal region. This proposal also makes it possible to keep four electoral divisions in Gaspésie, while maintaining the total number of electoral divisions at 125. The comments heard in this region have clearly shown that the geography of the Gaspé Peninsula, the long distances that must be covered and the situation with respect to 1

7 transportation infrastructures are special conditions that render difficult the access that citizens have to their MNA and the access that MNAs have to their constituents. This document is meant as a follow-up to the preliminary report. In the document, the Commission summarizes its new delimitation proposal for the Montréal region and describes in detail the boundaries of the proposed electoral divisions of Île-de-Montréal, Île-Jésus and Laurentides-Lanaudière. However, the changes that the Commission de la représentation électorale is making to its initial proposal do not constitute a final decision. Before establishing the final delimitation, the Commission wants to offer those persons interested in this project the opportunity to express their views. To this end, additional consultations are desirable in the Montréal region. Moreover, the Commission did not think it necessary to address the delimitation of the other regions in this document. Indeed, the Commission believes that the public consultations carried out in the spring have provided all the information that the Commission requires to make an informed decision. On this subject, the Commission would like to underscore the quality of the interventions received during the hearings. The analysis of the comments made across Québec is continuing. The final boundaries of the electoral divisions should be known by December 2001 at the latest, as stipulated in the initial timetable. 2

9 New proposal Montréal Region Between 1989 and 2000, the electoral population of Île-de-Montréal increased by 7.8%, which is small in comparison with Île-Jésus, Montérégie and Laurentides-Lanaudière, which witnessed respective increases of 19.1%, 18.9% and 31.6%. The Commission had access to this information at the time of the establishment of the new boundaries of the electoral divisions leading up to the publication of its preliminary report. However, with the knowledge that major changes to the current boundaries of the electoral divisions would affect local communities, the Commission preferred to limit its intervention to a minimum. As a result, the biggest changes were made to the boundaries of the electoral divisions in which the number of electors deviated from the numerical criterion set in the Act. However, the comments made during the consultations held in the Montréal region clearly reflected the priority given to the criterion of the equality of the votes of electors and the evolution of the electoral population. To address these concerns, the Commission is proposing a new delimitation for this region. In the search for a better numerical balance, the Commission is proposing to distribute the electors of Île-de-Montréal among 27 electoral divisions rather than 30. This new delimitation makes it possible to establish three new electoral divisions in those sectors where the average number of electors per electoral division is higher, including one on Île-Jésus and another in the southern part of Laurentides-Lanaudière. As for the addition of a new electoral division in Montérégie, it was already provided for in the Commission s preliminary report. 5

10 The proposed electoral divisions of Île-de-Montréal: Acadie, Anjou, Bourassa-Sauvé, Bourget, Crémazie, Gouin, Hochelaga-Maisonneuve, Jacques-Cartier, Jeanne-Mance Viger, LaFontaine, Laurier-Dorion, Marguerite- Bourgeoys, Marquette, Mercier, Mont-Royal, Nelligan, Notre-Dame-de-Grâce D Arcy- McGee, Outremont, Pointe-aux-Trembles, Robert-Baldwin, Rosemont, Sainte-Marie Saint-Jacques, Saint-Henri Sainte-Anne, Saint-Laurent, Verdun, Viau, Westmount Saint-Louis The data of the permanent list of electors as of June 30, , superimposed on the electoral map in force, show that the number of electors varies considerably between certain electoral divisions of Île-de-Montréal 2. To correct this imbalance, the Commission is proposing a new delimitation that modifies the island s electoral divisions. The new proposal establishes at 27 the number of electoral divisions on Île-de- Montréal. The boundaries of the majority of the existing electoral divisions on the island have been redefined in such a way that the average number of electors per electoral division is now 46,884. The average number of electors for the electoral divisions of Îlede-Montréal exceeds that of the province, which is 42,713 electors, a situation that the Commission deems acceptable for a highly urbanized area 3. For comparison purposes, the average number of electors per electoral division in the Metropolitan Québec region is 47, As the Commission s work resumed on July 1, 2000, following an interruption pursuant to legislation, the number of electors per electoral division was established based on the data of the permanent list of electors as of June 30, See Appendix I entitled Number of electors of the electoral divisions of 1992 as of June 30, See Appendix II entitled Number of electors of the proposed electoral divisions as of June 30,

11 The proposed electoral divisions of Île-Jésus: Chomedey, Fabre, Laval-des-Rapides, Mille-Îles, Vimont 1, Vimont 2 Between 1989 and 2000, the electoral population of Île-Jésus increased by 19.1%, as compared to 14.3% for Québec as a whole. Moreover, the data of the permanent list of electors indicate that the number of electors of the existing electoral division of Vimont exceeds the limit set by the Act. The existing electoral divisions of Fabre and Chomedey have a very large number of electors in comparison with the provincial average. To take into account the evolution of the electoral population, the Commission is proposing the addition of one electoral division on Île-Jésus. As the result of this addition, the boundaries of five of the six proposed electoral divisions differ from the existing boundaries. Only the boundaries of the electoral division of Laval-des-Rapides remain unchanged. All of the electoral divisions have a number of electors that is close to the provincial average. The proposed electoral divisions of Laurentides-Lanaudière: Argenteuil 1, Argenteuil 2, Berthier, Bertrand, Blainville, Deux-Montagnes, Groulx, Joliette, Labelle, L Assomption, Masson, Prévost, Rousseau, Terrebonne From 1989 to 2000, the electoral population of the electoral divisions of Laurentides- Lanaudière rose by 31.6%. As of June 30, 2000, the number of electors of the existing electoral division of Deux-Montagnes exceeded the upper limit set by the Election Act. As this region has witnessed major growth in its electoral population, the Commission is proposing the addition of one electoral division. Accordingly, the Commission is 7

12 establishing three new electoral divisions on the territory of the existing electoral divisions of Argenteuil and Deux-Montagnes. In addition to the changes caused by the addition of one electoral division, the Commission is planning to include the Municipalité de Huberdeau in the proposed electoral division of Labelle, in keeping with the wish expressed during the public hearings. Moreover, the boundaries of several proposed electoral divisions (Prévost, Rousseau, Labelle, Bertrand, Masson, Terrebonne) have been established to correspond to new municipal limits. 8

13 Conclusion An amendment made to the Election Act henceforth allows the Commission de la représentation électorale to hold, if it deems necessary, new public hearings beyond the six-month time period stipulated in the Act. Individuals, Members of the National Assembly and representatives of interested organizations are invited to take part in the public hearings that will be held in Montréal at the end of August The persons present will be able to make recommendations, suggestions or comments on the new delimitation and to propose names for the new electoral divisions 4. Following the examination and analysis of all of the interventions and the examination of its proposal by the Committee on the National Assembly, the Commission de la représentation électorale will establish the boundaries of the electoral divisions of Québec. This decision will be published in a report that will be tabled in the National Assembly. Within five days following the tabling, the report will be the subject of a debate limited to five hours in the National Assembly. Not later than the tenth day following this debate, the Commission will rule on the final delimitation of the electoral divisions and will assign names to them. The boundaries and the name of each electoral division will then be published in the Gazette officielle du Québec. 15 Description of the proposed electoral divisions The proposed electoral divisions are described in alphabetical order. The figures found in the description represent the electors who appear on the permanent list of electors of the Chief Electoral Officer as of June 30, The municipalities, Indian reserves and settlements, unorganized territories and their boundaries are those that existed on September 30, When the words autoroute, avenue, boulevard, chemin, rue, voie ferrée, canal, lac, fleuve and rivière, in French and street and railway line, in English are used, they refer to the median line unless provided otherwise. At the end of the volume readers will find two maps illustrating the proposed electoral divisions and the changes made in relation to the existing boundaries. The electoral divisions of Île-de-Montréal and Île-Jésus appear on the first map, whereas the second map shows the southern part of the Laurentides-Lanaudière region. 13

Fabre 44,003 The proposed electoral division of Fabre consists of part of the existing electoral division of Fabre (44,003 electors). 20
