Pedersen ORGANISATION : SUPPORT TO OPERATIONS DIRECTORATE, CSTC-A Office POSITION No. : OC-1 TITLE : Chief of Office (NATFO Project Coordinator) GRADE : A-3 JOB CODE : A36 DUTY LOCATION : Capellen, LUX SUMMARY The incumbent is responsible to the Director for coordination of the delivery of NATO Afghan National Army (ANA) Trust Fund Office (NATFO) projects. This includes customer liaison and coordination, project tracking, oversight of project planning and technical development as well as reporting progress to the Combined Security Transition Command Afghanistan (CSTC-A) personnel. More precisely, he/she is responsible for performing the following functions: RESPONSIBILITIES General Responsibilities Managing, both from a technical and administrative point of view, the personnel assigned to the Office. Coordinating customer service requests with the Directorate (O) and Programme Managers in order to identify a NATFO service provision plan. Identifying customer priorities and NSPA capabilities. Linking customer service requirements and NSPA support plan in close coordination with NSPA theatre personnel and the NSPA Programme Offices providing service support. Participating in NSPA service planning activities and communicating plans to NSPA theatre personnel. Maintaining close working relationships with the Directorate staff and all personnel within NSPA Programme Offices responsible for NATFO projects. Tracking, monitoring and reporting all phases of service support to NATFO to the Directorate and Programme Managers. Coordinating, monitoring and soliciting customer feedback on any NSPA support services provided to NATFO. Developing and maintaining lines of communication with a variety of customer points of contact. Providing representation, decision making, operational support expertise, and maintaining formal and informal lines of communication on behalf of NSPA with NATFO project points of contact. Supporting theatre staff members by assisting them in assessing support requirements and identifying areas where NSPA may have an interest or support capability. OC-1 NATO UNCLASSIFIED FILE 2019

2 Supporting Programme Offices contract actions as requested, to include customer coordination of documents, document review and bid evaluation support. If required, undertaking deployments, including duty travel, in direct support of NAC-approved operations/missions. Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war. In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of the Agency. Specific Responsibilities Identifying customer support requirements and coordinating requests within NSPA, ensuring tasks are identified, assigned, actioned, tracked and reported. Engaging actively in customer planning and support requirement development. Informing all involved NSPA staff of NATFO activities, issues and required support. Managing employee performance in line with applicable governing instructions. QUALIFICATIONS General Qualifications University degree or equivalent education. Thorough experience in project management, administration, planning and reporting at the management level in a sizeable organisation. Understanding and ability to execute Project Assurance. Knowledge of database structures with ability to manipulate large quantities of data. Ability to facilitate/present persuasively and negotiate effectively to achieve desired outcomes. Ability to manage time and work effectively under pressure while producing quality products under short-notice deadlines. Ability to develop resourceful and effective solutions to problems (including HR), ability to set performance goals and expectations, to track metrics and measure performance, and to engage problems early to mitigate risk and redirect performance. Knowledge of information systems at end-user level with experience in using personal computers and software packages. Specific Qualifications Knowledge and experience in the use of Microsoft Office products to include Word, Excel, Power Point, and Project. Understanding of procurement processes such as development of customer requirements and Statements of Work (SOWs). Knowledge and experience in developing and providing operational support services. LANGUAGE QUALIFICATIONS NATO's two official languages are English and French. The work of this post is conducted in English, therefore fluency in that language is essential and working knowledge of French is desirable. OC-1 NATO UNCLASSIFIED FILE 2019

3 DESIRABLE QUALIFICATIONS Experience/training in project management would be an asset. Knowledge of the enterprise software (e.g. SAP) processes and procedures. Knowledge of project finance processes and procedures. PERSONAL CHARACTERISTICS Possessing honesty with a positive "can-do" attitude and spirit of cooperation; ability to lead teams working together toward established objectives. Possessing passion and motivation together with effective communication skills, to create a spirit of cooperation in order to build complementary interpersonal relationships with internal/external customers and stakeholders. Possessing emotional intelligence/self-control to remain calm in the face of adversity/conflict while remaining flexible/adaptable to emerging requirements. All NSPA personnel are expected to conduct themselves in accordance with the current NATO Code of Conduct agreed by the North Atlantic Council (NAC), and thus display the core values of integrity, impartiality, loyalty, accountability, and professionalism. Cette fonction comprend notamment la liaison et la coordination avec les clients, le suivi des projets, la supervision de la planification des projets et de la mise au point technique, ainsi que la fourniture de comptes rendus d'avancement au personnel du Commandement multinational pour la transition en matière de sécurité en Afghanistan (CSTC-A). Le/La titulaire exerce plus précisément les fonctions suivantes : RESPONSABILITÉS Responsabilités générales gérer, des points de vue à la fois technique et administratif, le personnel affecté au bureau ; coordonner les demandes de service adressées par les clients avec la Direction (O) et les gestionnaires de programme afin de déterminer un plan de prestation de services pour le NATFO ; identifier les priorités des clients et les capacités de la NSPA ; établir le lien entre les demandes de prestation faites par les clients et le plan de soutien de la NSPA en étroite coordination avec le personnel de la NSPA travaillant sur le théâtre d'opérations et les bureaux de programme de la NSPA qui fournissent le soutien en matière de services ; participer aux activités de planification des prestations de la NSPA et communiquer les plans au personnel de la NSPA sur le théâtre ; entretenir des relations de travail étroites avec le personnel de la direction des opérations logistiques de la NSPA et avec tous les personnels des bureaux de programme de la NSPA chargés de projets pour le NATFO ; assurer, pour la direction logistique et les gestionnaires de programme de la NSPA, le suivi, le contrôle et le compte rendu de toutes les phases du soutien fourni au NATFO en matière de services ; coordonner, suivre et solliciter des retours d'informations des clients concernant tout service de soutien fourni par la NSPA au NATFO ; mettre en place et assurer un réseau de communication avec un certain nombre d'interlocuteurs chez les clients ; assurer une représentation et la prise de décisions, fournir des compétences en matière de soutien logistique opérationnel et entretenir un réseau formel et informel de communication pour le compte de la NSPA avec les interlocuteurs du NATFO chargés des projets ; fournir une assistance aux membres du personnel sur le théâtre en les aidant à évaluer les besoins en matière de soutien et identifier les domaines dans lesquels la NSPA peut avoir un intérêt ou une capacité de soutien ; OC-1 NATO SANS CLASSIFICATION DOSSIER _16#2xx.docx

5 aider, à la demande, le bureau de programme pour ce qui concerne les tâches associées aux contrats, notamment en ce qui concerne la coordination des documents avec les clients, l'examen des documents et le soutien à l'évaluation des offres ; si nécessaire, entreprendre des déploiements, y compris des déplacements de service, en soutien direct d'opérations ou de missions approuvées par le Conseil de l'atlantique Nord ; exercer d'autres fonctions connexes selon les besoins en temps de paix et toutes autres fonctions appropriées qui lui seront confiées en période de crise ou en temps de guerre. En cas de crise ou de guerre, le (la) titulaire restera au service de l'agence, sous réserve de l'accord de ses autorités nationales. Responsabilités particulières identifier les besoins des clients en matière de soutien et coordonner les demandes au sein de la NSPA, en veillant à ce que les tâches soient identifiées, attribuées, traitées, suivies et qu'elles fassent l'objet de comptes rendus ; participer activement à la planification effectuée par les clients et à l'élaboration de leurs besoins en matière de soutien ; informer l'ensemble des membres du personnel de la NSPA concernés au sujet des activités et questions relatives au NATFO et du soutien nécessaire ; assurer la gestion des performances des employés conformément aux instructions en vigueur applicables en la matière. QUALIFICATIONS Qualifications générales Diplôme d'études supérieures ou formation équivalente. Expérience approfondie en matière de gestion, d'administration, de planification et de compte rendu de projet acquise au niveau de l'encadrement au sein d'un organisme important. Compréhension de l'assurance projet et aptitude à en assurer l'exécution. Connaissance des structures de bases de données et aptitude à manier de grandes quantités d'information. Aptitude à animer/exposer avec conviction et à mener des négociations efficaces permettant d'atteindre les résultats souhaités. Aptitude à gérer le temps et à travailler efficacement sous pression tout en fournissant des prestations de qualité dans de brefs délais. Aptitude à mettre au point des solutions ingénieuses et efficaces aux problèmes (y compris en ce qui concerne les ressources humaines), à fixer et mettre en œuvre des objectifs de performance et les résultats attendus, à suivre les indicateurs et à mesurer les prestations, et à traiter tôt les problèmes afin d'atténuer les risques et de réorienter l'exécution du travail. Connaissance des systèmes d'information au niveau de l'utilisateur final, assortie d'une expérience en matière d'utilisation d'ordinateurs personnels (PC) et de progiciels. Qualifications particulières Connaissance et expérience en matière d'utilisation des produits Office de Microsoft, et notamment de Word, Excel, PowerPoint et MS Project. Compréhension des processus relatifs aux achats tels que l'élaboration des besoins des clients et des cahiers des charges. Connaissances et expérience dans le domaine de l'élaboration et de la fourniture de prestations en matière de soutien opérationnel sur le théâtre. CONNAISSANCES LINGUISTIQUES Les deux langues officielles de l'otan sont l'anglais et le français. La langue de travail à ce poste étant l'anglais, il est essentiel d'avoir une bonne maîtrise de cette langue et une connaissance pratique du français est souhaitable. 6 QUALIFICATIONS SOUHAITABLES Une expérience ou une formation dans le domaine de la gestion de projet constituerait un atout. Connaissance des processus et des procédures liés au progiciel de gestion intégrée de l'agence (ex.sap). Connaissance des processus et des procédures financiers relatifs aux projets de la NSPA. QUALITÉS PERSONNELLES Honnêteté, attitude positive et volontaire et esprit de coopération. Capacité à diriger des équipes travaillant en coopération à la réalisation des objectifs fixés. Passion et motivation alliées à une aptitude à communiquer efficacement, afin de créer un esprit de coopération pour pouvoir nouer des relations interpersonnelles de complémentarité avec les clients internes et externes ainsi qu'avec les parties prenantes. Intelligence émotionnelle / maîtrise de soi lui permettant de garder son calme face à l'adversité ou dans des situations conflictuelles tout en restant souple et capable de s'adapter à de nouveaux besoins. Il est attendu de tous les membres du personnel de la NSPA qu'ils se comportent conformément au texte en vigueur du Code de conduite de l'otan adopté par le Conseil de l'atlantique Nord et qu'en conséquence, ils incarnent les valeurs fondamentales que sont l'intégrité, l'impartialité, la loyauté, le sens des responsabilités et le professionnalisme. INFORMATIONS COMPLÉMENTAIRES Les déplacements des personnels détachés vers des lieux situés en dehors de la zone de l'otan et leur travail dans ces lieux sont soumis aux politiques générales nationales.
