1 2.0 Description of the Site and its Surroundings 2.1 Regional Description Les Salines is situated in the district of Port Louis. Port Louis is the smallest district of Mauritius with an area of 42.7 km 2 (16.5 sq miles) and it is the capital of Mauritius where most of the important economic activities including port activities are carried out. Most medium to large organisations have their head offices or at least a department or agency in the district of Port Louis. Consequently, on week days and in day time Port-Louis is a very busy area. The climate in Port Louis is generally dry and sunny, can be either hot or very hot. A cruise terminal has recently been constructed in the area of Les Salines in 2009 by the Mauritius Ports Authority. Planning initiatives in the area of Les Salines have been guided by the Port Master Plan studies which revealed that this area is ideal to develop additional berthing facilities for cruise vessels calling at Port Louis. 2.2 The Tourism Development Context Around 820,000 tourists visited Mauritius in Port Louis offers many places of interest to its visitors. Tourist activities in the area of Port Louis are connected with Le Caudan Waterfront, the capital port, the lively Port Louis market, restaurants and shops, the museum, the Jummah Mosque, Fort Adelaide among others. Cruise tourism is a fast growing segment of the global tourism industry. As an emerging cruise hub, Port Louis Harbour welcomed 25 cruise vessels, carrying some 21,500 passengers in A dedicated cruise terminal is in operation by the Mauritius Ports Authority at Les Salines since December 2009 with the objectives of promoting this hub-port status and further enhancing the service level to cruise passengers. It is a government effort to promote cruise tourism and position Mauritius as a main cruise destination in the Indian Ocean. According to the Port Master Plan, Les Salines area is the only available site with deep water frontage in the main harbour and hence its suitability for the operation of a marina in this area to cater for the growing number of yatch vessels calling at the harbour. 2.3 The Socio-Economic Development Context Port Louis is a flourishing capital complete with an established infrastructure and is the island's only port. The commercial hub of the nation, Port Louis hosts almost all economic and administrative activities of the country. Sustainable Resource Management Ltd
2 Cruise tourism is gaining importance in terms of foreign investment and revenue in Mauritius. With the growing number of cruise vessels calling at Port Louis, marina development is favourable to provide additional berthing facilities. It is expected that the development of cruise facilities at Les Salines would, in itself, generate opportunities for the development of associated facilities such as shopping centres, recreational facilities, medical centres, green zones, hotels, apartment blocks, cinemas, and restaurants among others. 2.4 Legal Context The proposed developments must conform to laws and regulations in Mauritius, international protocols and conventions. The key regulations include the Environmental Protection Act (2002) and the Ports (Operations and Safety) Regulations Environment Protection (Amendment) Act 2008 The Environment Protection Act (EPA) 2002 is the main piece of legislative framework which provides among others for: the protection and management of environmental assets; environmental protection and sustainable development for present and future generations; environmental management; coordination of the inter-relations of environmental issues; the proper implementation of governmental policies and enforcement provisions; and the protection of human health and quality of life. According to part B of the revised first schedule of the Environment Protection (Amendment) Act 2008, the undertakings requiring an Environmental Impact Assessment include construction of marinas. Part IV of the EPA 2008 sets out the requirements for the EIA report which is to be submitted to the Ministry of the Environment and Sustainable Development as part of an application for an EIA licence for such scheduled developments. The Ministry of Environment and Sustainable Development has also published a Proponent s Guide to Environmental Impact Assessment in July Section 4 provides guidelines on the content of an EIA report and due regard has been paid to the guidelines in the preparation of this EIA Report Ports Act 1998 This Act regulates the obligations of port authorities in the fulfilment of safety requirements and procedures relating to state supervision in ports. 3 Part V of the act deals with the Navigation and other Business in Ports. Part VII deals with the Liability of the Authority and Licenced Operators and Part VIII with the Conservancy. As per this part, the Authority has various powers including the power to deal with idle vessels, to raise and remove wrecks, the power to investigate the discharge of pollutants, the pollution of ports and to detain vessels amongst others. The project proponent is cognizant of about the Ports Act 1998 and engages to comply with the relevant conventions set out in the act Ports (Operations and Safety) Regulations 2005 The Ports (Operations and Safety) Regulations 2005 of Mauritius governs all ports activities including vessel movements, environment protection and safety issues which are all relevant rules for the operation of the proposed marina. The promoter is well aware of the ports regulations and is committed to abide by the rules laid down while carrying out activities in the marina and ports area International Convention for the Prevention of Pollution from Ships (MARPOL) The MARPOL is the main international convention covering prevention of pollution of the marine environment by ships from operational or accidental causes. It is a combination of two treaties adopted in 1973 and MARPOL includes regulations aimed at preventing and minimising pollution from ships either by accidental or from routine operations. The Convention currently includes: Prevention of pollution by oil, Control of pollution by noxious liquid substances in bulk, Prevention of pollution by harmful substances carried by sea in packaged form, Prevention of pollution by sewage from ships, Prevention of pollution by garbage from ships, and Prevention of air pollution from ships. The promoters are aware of the MARPOL convention provisions and are committed to implement measures to achieve the goals of the convention while carrying out the proposed development activities, particularly the proposed marina construction and operation. 4 2.5 Description of the Site Site Location and Access The site is situated on the North-Western coast of Mauritius at 20 o 09 S and 57 o 29 E, in the port area of Port Louis, along the coast of the Caudan Basin entrance, between the Caudan Waterfront development and the Bulk Sugar Terminal. Figure 2.1 below shows the geographical situation of the site. Figure 2.1: Geographical Location of the Site The site is a portion of reclaimed land which is located adjacent to the Caudan Waterfront. A location plan of the proposed site is shown in Figure 2.2. Annex 2 contains the location plan and site plan which have been issued by the Ministry of Housing and Lands. These plans have been certified and verified by the Principal Surveyor of the Ministry of Housing and Lands. The site/location plan has been supplemented with a context plan found in Annex 3. 5 Figure 2.2: Location Plan of the Proposed Neotown The site earmarked for the development is easily accessible via the Caudan round-about as shown in Figure 2.3. Vehicles coming from the South towards Port Louis can easily access the road to Les Salines through a left turn at the Caudan junction. Similarly, traffic coming from the North towards the South on M2 Motorway can easily find their way to the access road leading to Les Salines by making a right turn at the Caudan junction. It is to be noted that Les Salines Road is not a RDA classified road. The site is situated opposite the Robert Edward Hart garden and Cemetry. This area is generally not busy as there is currently no development in the vicinity
6 Figure 2.3: Site Accessibility Extent The whole Neotown site is roughly trapezoidal and covers an area of acres. The site is bounded to the north and east by the sea, to the west by the Bulk Sugar Terminal and to the south by the access road leading to the roundabout on M2 Motorway, the Robert Edward Hart Garden and Cemetery (see Figure 2.4). A plot area of 10, m 2, denoted as Plot 12 on the master plan (see Annex 4), has been allocated for the construction of the marina. Figure 2.4: Site Boundaries
7 2.5.3 Ownership and Land Uses The site is state land which has been leased to Les Salines Development Ltd as per the following details: Lessee Number: File Number: SGEN/11206/G165/1V4 Signed on the 11 th December 2009 A copy of the lease agreement can be obtained in Annex 5. The project area has been classified as Sector 5 in the Port Master Plan 2002 as shown in drawing 5.3.5A found in Annex 6. As per the Port Master Plan 2002, Les Salines area is the only available site with deep water frontage in the main harbour. It is therefore deemed vital that, for the long term, this 25 ha reclaimed zone be reserved for development which would fully take advantage of this unique attribute. Les Salines area has further been recommended to be used to develop additional berthing facilities for cruise vessels calling at Port Louis and planned such that the outcome is an integrated touristic, recreational & commercial complex offering all facilities on a one-stop shop concept Surrounding Land Use The site is bounded to the North and East by the sea, to the West by the Bulk Sugar Terminal and to the South by the access road leading to the roundabout on M2 Motorway, the Robert Edward Hart Garden and Cemetry. Figure 2.5 gives an indication of the adjacent land uses in the surrounding environment of the site. The surrounding built up area of the project site may be classified as follows: Residential areas - The nearest residential area is found at a distance of around 1.5 km from the site. Recreational areas - Le Caudan Waterfront provides a recreational area for the community at large and is located at a distance of around 1.5 km from the project site. - The Robert Edward Hart garden is a historical space which also serves as a recreational area and is situated opposite to the project site at a distance of 500 m
8 Historical areas - Fort Georges and Fort William are two important historical structures. Fort George has until recently been, the government control store for explosives and detonators. These have now been removed to Bigara, eliminating eventual knock-on effects on both the CEB Power Station and other buildings in the vicinity. - La Place d Armes and the Citadel are other historical sites found in the surrounding area of the project site. Figure 2.5: Adjacent Land Uses Industrial areas - The main industries found in the vicinity of the project site are as follows: - The Bulk Sugar Terminal - CEB Fort George Thermal Plant - The Mauritius Oil Refineries - Les Moulins de La Concorde Ltée (LMLC) - The Mauritius Portland Cement Co. Ltd - Mauritius Chemical Fertilizers Industries (MCFI)
9 2.5.5 Climate The climatic conditions that prevail over the site at Les Salines, Port Louis has all the characteristics of the climatology of the western region of Mauritius that is, dry and hot summers and dry and cool winters. Climate related information pertinent to the proposed site is as follows: Average annual rainfall (P) is around 800 mm Average summer air temperature is 30.8 o C Average winter air temperature is 17.1 o C Average wind speed is 2-12 km/hr As regards to cyclones and storms, gusts of the order of 200 km/hr and above have been recorded once in the last ten years. Gusts nearing 150 km/hr have been recorded twice in the last five years Noise The ambient noise level at the proposed site is dominated by natural and man-made noise such as wind, sea breeze, vehicular traffic and port operations. No sensitive receptors like residences, hospitals and schools exist in the area. The nearest residential area is found at a distance of around 1.5 km from the site Topography and Visibility The site, situated adjacent to the Caudan Waterfront, is a fairly flat land with levels varying between approximately 0m and 3m above mean sea level (amsl). A contour map of the earmarked site has been provided in Annex 7. No sensitive receptors like view sites, major tourist routes or residences exist in the area Geology and Soils The geology of Mauritius is dominated by deposits of volcanic origin composed essentially of basaltic lavas. The region of Port Louis is characterised by a post volcanic period of erosion and deposition during which deep erosion channels radiating from the mountain rangers surrounding Port Louis were cut in the basaltic rock, resulting in significant variations of the depth to sound rock on plan. Detrital formations are encountered either deep below or underlying the base of volcanic flows. The proponent has commissioned Water Research Co. Ltd to carry out a geotechnical investigation for the site as detailed in Annex 8. The geotechnical study revealed that the soil
10 profile of Les Salines area is a generally levelled sand-covered area (reclaimed land) through the placement of dredge gravel, sand, silt and coral fragments Terrestrial Ecology The site being a portion of reclaimed land does not have any flora or fauna of environmental importance. There are neither wetlands, irrigation canals, water basins, open reservoirs nor any water bodies on the site. The sea is within close proximity of the site as shown in the maps reproduced in this report Aquatic Ecology (Not Marine) No aquatic habitat is present on the proposed site Marine Physical Properties The existing channel into Port Louis is maintained at a depth of 12.2 meters as shown in Figure 2.6. The region experiences semi-diurnal tidal cycles (approximately two high and two low tides every day) with a typical tidal range of less than 0.7 meters. Annex 9 is a map showing structures, location of passes and the bathymetry of the proposed area. Figure 2.6: Existing Channel into Port Louis
11 The normal wave conditions at Port Louis are governed by local wind and swell waves with West, North West and North being the predominant directions from offshore. Port Louis is sheltered from the dominant south easterly trade winds. Extreme wave conditions at Port Louis are caused by cyclones passing Mauritius. The severity of cyclone-generated waves depends heavily on the passing track of the cyclone as well as the development of the pressure and the wind speed in the cyclone Marine Ecology No baseline survey of the marine ecology has been carried out within the sea area immediately fronting the project site. According to Section of the Environmental Impact Assessment report for the Construction of New Quay Wall at Caudan Basin, Port Louis by United Properties Ltd, this region is seasonally impacts by intense storm run-offs from the Port Louis urban area. Therefore, marine habitats like coral reefs and benthic populations are very unlikely to be present in the area. Only species like sharks, carangues, and mullets may be found in the coastal waters Marine Use and Recreation Marine use in the surrounding area pertains to the port activities. Marine recreational activities such as boating, swimming, windsurfing, water skiing, fishing, diving, underwater walks are not present in the area Surface Water (Marine, Riverine and Estuarine) As per the Land Surveyor s Report which is part of the Lease Agreement found in Annex 5 there are neither wetlands, irrigation canals, water basins, open reservoirs nor any water bodies on the site. The north and east bound of the site are immediately fronting the sea. The water quality has all the characteristics of sea water. Existing pollution sources in the area are in connection with the numerous industrial activities in the port area Ground Water 10 boreholes were formed using rotary drilling techniques during the ground investigation works carried out by Water Research Co. Ltd. Groundwater was encountered in all the boreholes at an average depth of 2.0 m Socio-Economic Description Les Salines is situated near the town of Port Louis. Port Louis is the smallest district of Mauritius with an area of 42.7 km² (16.5 sq miles) and an approximate resident population of
12 129,400 (data for year 2009). Port Louis is also the capital city of Mauritius since Most of the important economic activities including the port activities are carried out in Port Louis. There is currently no major development in the area of Les Salines. There are presently no local institutions like schools or clinics in the vicinity of the site. The nearest residences are found at 1.5 km to the site Tourism and Recreation Tourism activities in the area of Port Louis are connected with Le Caudan Waterfront, the capital port, lively markets, restaurants and shops, the museum, the Jummah Mosque, Fort Adelaide among others. Recreational activities in the area are related to Le Caudan Waterfront and the Robert Edward Hart Garden. The tourism industry is the third pillar of the Mauritian economy. The great majority of the tourists that visit Mauritius do so to enjoy the sea. This has led to an increase in the demand for sea sports activities. Also, with the growing number of pleasure crafts registered with the authorities, there is a need for the construction of marinas to service their needs. It is a Government policy to respond to the growing demand of the tourism industry for sea sports facilities. Such facilities are limited to the cruise terminal in the region of Port Louis hence, the need and desirability for the marina development at Les Salines Cultural and Historic Heritage The Robert Edward Hart Garden is the nearest historical space found at a distance of 500 m to the site. Other historical sites found in the surrounding area of Port Louis include Fort Georges, Fort William, La Place d Armes and the Citadel Sense of Place Sense of place is important in any discussion of land conservation and growth management because sprawl development tends to eliminate unique features of the landscape. Elements that make up a sites sense of place are those things that add up to a feeling that a community is a special place, distinct from anywhere else. This is clearly recognized by proponents of smart growth. Community design is about place making. The physical layout of the community can and should connect people with each other, with the community, and with the surrounding countryside. Sense of place may appear a fuzzy or purely subjective concept, but there are clear definitions that begin to narrow its focus. The Neotown site is bare land that was used as a parking area for commuters into Port Louis who used the facility to park and ride a shuttle bus into Port Louis. The facility did not prove
13 to be popular with commuters and this service has been discontinued. Apart from this feature, the site does not contain any feature which could be coined as being unique and that could contribute to the sites sense of place. It is worth mentioning that the site s sense of place would be heightened with the project which aims to create a unique mixed use development that would connect the Robert Edward Hart Garden to the projected Marina and port area
