ОРИJЕНТ OCCIDENT E D I T O R I A L Camenzind have been brought to Savamala, Belgrade as part of the Urban Incubator project. As we see it, our role is to create a research platform for a knowledge exchange on the built environment of the Savamala neighbourhood. One of the products of this exchange is this pamphlet the first of four that contains articles by both local and foreign participants.the first article here gives a metaphor for this process of knowledge exchange, the way an interchange of this kind produces exciting results that one can never predict. Reading the articles printed here it seems that many touch upon where local history meets urban mythology. As Jean Cocteau famously said, I prefermyth to history because history starts with a CAMENZIND 2 3 КАМЕНЗИНД

truth that becomes a lie but myth starts with a lie that becomes a truth. Every community needs its own mythology, and this is a good place to start when considering Savamala, as it is so rich with history, animated by so many stories that exist behind the facades and beneath the foundations of the buildings that we see around us. After doing a cartographic study, where we asked locals to draw the boundary of this city-quarter on a map, we found that the borders of the area known as Savamala vary hugely in people s minds. Exactly where this space begins and ends seems to be an open-ended mystery, as you can see from the maps printed on the inside cover. Amongst the articles in our first pamphlet we have an account of the first Serbian to attempt to fly, a speculation on the mysterious figure of Savamala s savior Luka Celovic, and a poetic evocation of the ruins of The Spanish House. Another article examines the crumbling facades of buildings here and how to preserve them without loosing their distinctive character. We also have articles on urban improvement projects in Belgrade that suggest changes in the present that will make the city a better place for future generations. As is evident we have used a visual style that is a homage to Zenit magazine, the avant-garde publication created by the artist and poet Ljubomir Micic (pictured on the first page), published monthly in Belgrade and Zagreb between 1921 and Micic defined his project as abstract metacosmic expressionism and though this is rather too surreal a mandate to re-enact, we hope we have captured something of the energy and spirited aesthetics of the original. One of Zenit s articles about architecture is republished here to illustrate a contrast between attitides to the cityscape of Belgade then and now. You will also find a review of our first Salon Savamala that took place in our project space, of which there will be more to follow. These are public events where people are invited to come and consider and discuss and exchange perspectives on the city around them.at Camenzind we are convinced that architecture should not solely focus on producing and reflecting the built environment. Rather, we think that it is also our task to realise changes in this environment through the society that inhabits it. We seek to publish and promote the opinions not only of architects and urbanists but also artists, musicians, engineers, art historians, philosophers and economists as well as the everyday inhabitants and users of architecture, which could be any one of us. As part of the Urban Incubator project we would like to thank the Goethe Institute for their kind invitation to be here and take part, as well as the Swiss Embassy and the Swiss Arts Council Prohelvetia and BHSF Architects. 4 Breau de Change: Towards a Theory of Knowledge Exchange by William Davis Let us look at the basic principle of exchange: the act of giving one thing and receiving another. Changing money functions well as a metaphor for exchange: I go to the bank and hand in 100 Euros, in return I receive 130 Dollars. These notes are now useless in a number of territories, and useful in just as many more; the amount is different, not only numerically, but also its worth in relation to geographic zones; the shape, texture and material qualities are also very different. A combination of microprinting, security thread, barcodes, ultraviolet ink and raised printing make up a collage of numbers, stars, a bridge in the Baroque and Rococo style, and a map of Europe on the 100 euro bill, whilst its dollar counterpart composes an image of Benjamin Franklin and a declaration of independence amongst other things. Despite the myriad of transformations that happened in value, materiality and form, the effective purpose of each set of notes remains the same. For this exchange to work something is lost (in this case, a commission charge). If I went on changing the notes back and forth, eventually I d have no money at all! So how does this metaphor serve us in the context of knowledge exchange? When we exchange knowledge, we translate ideas, facts, and information from one party to another. The difference between Bureau de Change: За разлику од просте комбинације две ствари, добија се хибрид: нови производ видљиво посебан у поређењу са претходницима. parties may not have to be too large for that information to change vastly in its translation. To help us from getting lost in translation, this process could be aided by understanding it as a kind of cross-pollination: when things are transferred and frameworks initiated, something new is created. Rather than a combination of two things, we have a hybrid: a new product completely distinct from its predecessors. In the context of knowledge exchange this metaphor helps us to conceive of all the subtle and complex interactions that may occur as players from two contrasting environments bring their wares to the table, with an idea of what they want for them but no clear idea of what they ll get. It is difficult to clearly predict how the outcome of this exchange of Serbian-German-Swiss knowledge on the built environment will manifest. It is a creative experiment and we are focused on the process. And though we may hypothesise, we are sure we will surprise ourselves. Expectations are there to be confounded. How will the knowledge we bring become altered in the Serbian context? How will Camezind in turn be altered in it s scope and purpose after it s year in Savamala? And what will remain in the neighbourhood after the project is over? Watch this space.

MANOJLE THE FIRST SERBIAN ICARUS by Nikola Gajovic When Manojle -a blacksmith who s full name history has forgotten- decided to fulfill his dream of flying, Belgrade was a divided city. A Turkish garrison was still stationed within the fortress walls though the civil authorities were already in the hands of Serbian gendarmerie. Prince Mihailo Obrenovic had recently moved the capital city from Kragujevac to Belgrade and the political status quo in the Balkans was tense. On the 13th of November1841, even the weather was against poor Manojle, with winter arriving early in Savamala. By November the riverbanks were buried under huge snowdrifts. Icy winds had paralyzed the harbor, forcing boats to moor right in front of the customs buildingfrom which Manojlo had planned his Кошавом шибани leap towards the heavens and into the history books. Manojle knew that his endeavor would need a certain height and initially he approached the church authorities to ask if he could jump from the roof of the Church of St. Michael the Archangle. The astonished priests just stared at him in disbelief, crossing themselves openmouthed. Manojle narrowly escaped a beating with a silver stick for making such a blasphemous suggestion. So the idea of jumping form the church was abandoned. The logical second choice was The Djumurkana- the Turkish customs house- which was the tallest building on the river. We will never know what drove Manojle to pick such a cold and windy day as he did. Perhaps, after surviving the threats of a beating and his denunciation by the church authorities, Manojle decided that bad weather was the least of his problems. So he decided to go ahead and bribe the drunk customs guards into letting him smuggle his flying apparatus onto the roof. The contraption with which this blacksmith intended to fly was based loosely on the designs of Leonardo da Vinci. Manojle had no knowledge of Latin, but he liked Da Vinci s drawings. Naturally he had a couple of objections concerning the dimensions proposed by the Italian but, in true Serbian style, he just made his own improved version. What could possibly go wrong?... And so, on that cold day, Manojle stood on the roof of the Djumurkana (today Karadjordjeva street 17) shouting down to the occasional passer-by that they were about to witness a moment of great historical significance. Windswept people, either minding their own business on the street or guests of the nearby hotel Kragujevac, raised their heads to see Manojle balancing perilously on the roof, with wings spread wide. Жандармерија и судске власти су оптужницу подигнуту због ремећења јавног реда и мира одбацили као неосновану... claimed that Manojle s speech appeared courageous, but no one could actually hear it over the roar of the wind. Though the image of a man with wings perching on a rooftop was amazing enough to attract a crowd and people gathered beneath him despite cold weather. Satisfied with this attention from his fellow citizens, Manojle crossed himself and jumped. The flight lasted just a few seconds before this Serbian Icarus came hurtlingdown just twenty meters from the customs house and into the banks of the Sava river that he had intended to fly over. Horrified people ran and dra gged the unfortunate Manojle out from under his own demolished flying machine, trying as they did not to move his broken bones. According to the records of the Town of Belgrade on the 30. November 1841: a journeyman Manojlo, employed in the workshop of Atanas Tihov, regained consciousness in the gendarmerie station of Savamala. It has been determined by the hearing that the subject believed that he could use his self-fashioned wings to fly at will over the city After this police investigation all traces of Manojle were lost, though he has been credited in research studies on early aviation in the region. This dreamer was the talk of Belgrade for a long time after. It is said by some that Manojle made a complete recovery from his humiliating fall and headed north to Prussia where he at last fulfilled his ambition to fly. But others say that in fact he married Anka from Dorcol and taught their children that the cobbles are for humans and the skies are for birds. The gendarmerie and the court dismissed all charges against him. FACE - LIFTING FACADES by Sara Sopic i Marko Gavrilovic While strolling through Belgrade various buildings of the last decades and centuries catch one s eye. Buildings of different periods and styles showcase a great tradition of skillfully rendered facades. Render layer is in essence the skin of the building and is often augmented with various decorative additions. These can be a very subtle form of ornamentation, with aesthetic variations in texture and thickness that can soften a corner or deepen a doorway or give a distinctive consistency to a surface. Wandering around Savamala we can see many different styles and techniques of render on show within the confines of a relatively CAMENZIND КАМЕНЗИНД

However most of we see here are in an advanced state of decay. In some respects this lack of attention preserved what was originally designed. But Belgrade s render, which forms such an intrinsic part of the city s make-up, needs care. Heavy traffic, pollution, lack of maintenance have taken their toll. Even though restoration programs attend to these problems the question remains whether enough care and attention is being paid to authenticity during this process. The tools, materials and techniques should be properly researched and catalogued so that this architectural inheritance, that is in danger of being lost, can be preserved for future generations. We discussed these topics with Tanja Bojovic and Natasa Kraljevic, founders of Antik Art, a company which has been working on the restoration and conservation of buildings of historical and cultural significance since Camenzind: Is enough attention being paid towards preserving authenticity in the restoration process when dealing with buildings in Serbia? T&N: In general, there is very little effort being made to accomplish this, nor is there much interest in the topic of authenticity overall. As with most things in this day and age, the focus is on profit, so construction companies, unless specifically and contractually bound to do so, do not consult or employ experts, but instead, have their own workers shore up, or mortar over damaged areas, or simply paint over areas with polycolor which is notoriously difficult to remove later on. No one follows procedures which would ensure the quality of craftsmanship over a period of the next twenty, thirty, or even fifty years. Compounding this problem is the fact that the warranty Чак и када би неки приватник (под условом да има довољно новца, јер су сви ти радови јако скупи) желео да уложи новац у обнову фасаде, администрација је толико компликована да би врло брзо изгубио вољу и одустао. period for work completed on facades lasts only two years, supposedly due to weather conditions, but changes occur in this time period not only due to weather, but poor workmanship. As you already know, contracts here are legally bound to be awarded to the lowest bidder, who, in turn, in order to maximize profit, only hires the cheapest labor, and uses only the lowest grade material. With everything set up like this from the get-go, it is difficult to avoid getting caught in a vicious cycle. If there existed a minimum threshold, under which one cannot go when dealing with serious projects, there would be a greater chance that things would be done the right way. Camenzind: Well in that case, wouldn t it be better not to do anything at all, rather than do it incorrectly? T&N: Yes, sometimes it would be preferable to do nothing.it would be cheaper and better to simply clean and then cover with a water repellant coating, rather than paint over. There that would be some sort of minimum threshold. They wouldn t need to patch holes, cracks or tears Only a cleaning and a protective coat, so that soot and grime do not adhere to the surfaces anymore, and that the walls do not soak in anymore water. Over time, materials begin to lose their adhesive properties, and due to weathering, moisture and humidity, they begin absorbing compounds which begin to dissolve them, which is why now, everything is crumbling and falling apart. When we prevent water from seeping into masonry, it becomes protected, and will remain structurally sound for longer. Camenzind: Is there any other way in which to finance the restoration of facades, other than the federal budget?

T&N: No, there isn t. Even if a private company were to embark on such an expensive and costly venture (and it is very expensive), the administrative hurdles would be so cumbersome that they would quickly lose any interest. Camenzind: How do you cope with these problems? T&N: Here in this city, and in this country in general, there is a huge problem with preserving authenticity, the manner in which work is done, with the general relationship towards the buildings being worked on. It is a bit of a far flung social problem on which an individual can scarcely make an impact, but an impact can be made nonetheless Within our domain, we do make an impact. Of course, only if we are asked to do so. Unless we are brought on board, we simply can t do anything. Camenzind: Are there craftsmen still around today, who could, in ideal circumstances, repair these facades? T&N: We know some Macedonians who come here from time to time to do these repairs. They are from Ohrid, and have Чекајући, као и ми, нека срећнија времена. studied their craft since they were kids, and they are extremely good at it. There are people out there, the problem is that they re all over the place. If projects like this became serious matters, these people could coalesce and organize. The other concern is the materials used. For example, stone with that particular granulation is not produced anymore. Once upon a time, this was all done by hand, and you could order various shapes (triangular, square, etc ). Today, everything is done by machine, so you only get round granulation, which is a huge problem if you want to restore something to its original state. Camenzind: We found it interesting that this type of stonework can be found on buildings from many different periods. When did this stop? T&N: When everything went concrete. After the WW II. Nowadays nobody does this type of work anymore because it isn t profitable. Regrettably. With Savamala's impending restoration, there is a high risk that this district will lose its signature appearance, and that any work completed will be done by construction companies without expert consultation. Tanja Bojovic and Natasa Kraljevic, have been able to influence the outcome of numerous restoration projects for the better, successfully preserving many buildings' authentic appearance. In instances where there are not enough funds to do a complete restoration, their advice on simply preserving the masonry from further damage should be followed so that they can be preserved for better times to come. 10 BELGRADE WITHOUT ARCHITECTURE Originally published in ZENIT magazine, in Should I write a treatise regarding our architecture? This would be a most difficult task indeed. To be honest, I cannot make up my mind: do we even have architecture, or is it simply construction? I believe I would be closest to the "artistic truth" if I were to claim that Belgrade is bereft of modern architecture, namely, that contemporary architecture simply does not exist in our country. There are indeed many valid reasons for it being thus. Indubitably, the true reasons lie within the tragic past and our pernicious history. But for all these valid reasons, there are countless more unsound ones. These lie mainly within the absolute lack of any cultural or artistic edification. We are just beginning to free ourselves from the shackles of patriarchal life, let alone developing an artistic culture, wherein architecture is but a distant glimmer. But our distinct culture did exist once, in the 14th and 15th century mostly, a monastic, ecclesiastical culture. It was the result, and at the same time a repository, entirely, of Serbian erudition. Within that period, when the Greek and Byzantine empires became almost wholly vapid, our monasterial architecture began developing with full force. Countless examples still remain to this day, even if in disastrous decay and disrepair. This period, of the so called "Byzantine Style" - that resulted in perhaps the finest frescoes ever produced - is the only period of truly Serbian architecture. In our Balkan state, these comprise the only edifices of architecture, in the true sense of the term. The Ottoman Empire, it seems, was not able to destroy quite everything. Amongst all the other injustices contributing to our ignorance, perhaps those committed upon these very monuments are the finest testaments to our deepseated barbarity. If there existed a clear Byzantine influence, there was also ample contribution by Middle Age Serbianism. Indeed, these influences were punctuated and reciprocal. Without a doubt, the influence of Serbian monasterial architecture upon not only Byzantine culture, but the Italian Renaissance, and Russian architecture and art of the same period, is clearly evident. Several years before the war, this "Serbian Style" was being forced in Belgrade, but to little fruition. The aim was to return to a tradition of clean surfaces and alternating polychromatics. However, such attempts were more often than not committed by dilatants, not true artists, who could only produce poor copies, not actually create something anew. And it is precisely here that the roots of our modern day epoch of monstrosities lie. This is most true of architecture, more so than any other medium producing and manifesting the human spirit. Belgrade is monumental due to its historical significance and its natural placement, but that is all Contemporary Serb youth likes to proclaim that Belgrade is the Balkan New York, but it is so painfully far from that. Its facade is indeed quite imposing, which is why its rotten core is all the more astounding. Several thousand buildings were erected after the war. Not one is less than 5 or 6 stories tall. And lamentably, perhaps not a single one of these new buildings bear any architectural mark whatsoever. They all seem like a poorly colored deck of cards, with a quaint garland here and there. I have not seen, save for perhaps one or two exceptions, a building which can boast a clean surface or anything of a concrete character. It is impossible to imagine any building in Belgrade without an ornamental facade, or some sort of artistic "adornment". Every building (duly!), is crowned with its own "head", i.e. ends either with a gothic tower or some such other grotesque ornament. It is a true rarity to see a clean arch of a Byzantine dome, quite applicable in a modern, urban style of architecture. It is not uncommon to just barely perceive the silhouettes of one meter tall vases, or perhaps a shallow urn which could barely contain half a gallon of water, atop Belgrade's "skyscrapers". Most common are typical "sculptures", reminding one of the myriad figurines from botanical gardens. And next to these giant deformities, wholly devoid of any contemporary architectural scale, rot old, single-storied "Turkish" houses (even though it is utterly erroneous to call them "Turkish"). There are several of these that exemplify Belgrade architecture with their clean surfaces and evenly spread forms and dimensions. Eureka: herein lies the new Balkan style of architecture! But that is not, at present, important. Without any degree of levity or ill will, amongst the most beautiful architectural buildings in Belgrade are several military barracks and a single church hidden amongst some trees. That church is a building of simple white surfaces and several plain cubicles. Along with the aforementioned Balkan houses, this church exemplifies the entirely pure form: ARCHITECTURAL ZENITISM! It is devoid of any Byzantine or Greek decorations and tasteless ornamentation. It is naked and pure as our epic. In conclusion, with very few exceptions, Belgrade architecture is grotesque and bears deformational characteristics. It is the dominant expression of a base spirit: of war profiteers and loan sharks of every kind. Zenitism, locked in an epic battle with all this country's cultural delusions, is barely coming to the fore just enough to entice. With regards to architecture's realization, it is still a long time until Zenitism will directly influence execution. Regretfully, I can only repeat what I have already said in ZENIT in 1922: a new time has come, with new possibilities, but our architecture is from an old "style" even though fate has granted that we build in the most artistic and most creative of periods. Trashing Katarina Cirilovic-Popovic Smokers the world over feel like their right to smoke is a fundamental civil liberty, and one that they feel they are being persecuted for. In the spirit of free choice one could sympathise, but if we are talking about choice then who would choose to live among the second-hand smoke and cigarette butts that are the product of this freedom. Civil liberties are also compromised when one s children cannot play in our public parks anymore because they are so littered with butts. Somewhere there has to be a compromise between the puffers and the puritans and those who just want to enjoy a little cigarette-free public space. A third of Serbians smoke and they smoke everywhere, only recently was smoking banned in the workplace and in hospitals. This amounts to 73 million cigarettes a day, which amounts to 3.1million of business per day for the tobacco companies and 6000 tones of cigarette butts per year for the country to deal with. One of the major problems Serbians smoke 73 million cigarettes a day, which amounts to 3.1million of business per day for the tobacco companies and 6000 tones of cigarette butts per year for the country to deal with. of the nation s favourite bad habit is that no one wants to take responsibility for the waste it generates. Indeed, people have become so used to seeing butts on the ground that they no longer even notice them, until that is, your child puts one in their mouth. Cigarette butts are highly toxic, filled with cyanide and cadmium and other nasty preservatives and this gets washed straight into the water supply. On average cigarette butts take ten years to decompose, so they do not go anywhere until they are removed or extinguished somewhere other than the street. A group of enterprising activists, who call themselves PIXLA, are single-handedly attempting to tackle this problem. In 2012 the Secretariat for Environmental Protection created Belgrade s first official smoking areas for which PIXLA have produced a prototype for an easily installable public ashtray. This effective and attractive design consists of a 110cm steel tube, into which people can drop their cigarettes without even needing to extinguish them. PIXLA have estimated that Belgrade alone needs a minimum of 5000 of these public ashtrays in order to make a real difference. But, as with many things in Serbia, during the realization of the project they have come up against a mountain of bureaucracy. They set their sites on installing five ashtrays in five designated smoking areas, but found that they had to fill out a fiveшто је усвојена одлука о Забрани пушења у јавним институцијама и на радним местима. This is because what they are doing falls outside normal regulations, there is no law defining a smoking area and the ashtray they have designed is not an officially recognised solution. They persisted and finally met with municipal officials at a central meeting of different departments and were granted permits for the most critical locations. Now the goal is to find a responsible partner to help install enough ashtrays to make this problem visible enough for people to recognise its importance. Ultimately, as is the case in Italy, PIX- LA feel tobacco companiesshould really be the ones investing in this problem. They profit from selling an addictive substance and one that produces significant environmental waste. Under the basic principles of environmental protection law it s the polluter who should pay. But the first task is to raise the profile of the problem and prove that the public ashtrays work. So please, when you see one, use it! Last year the artist Ivana Ivkovic built an installation in the Belgrade Cooperative, in which 200kg of prunes were offered to the audience in an artwork inspired by the savior of savamala Luka Celovic. It was Celovic who founded the Belgrade Cooperative and funded the construction of this extravagant and extraordinary building. The prunes were stacked on the floor, and the audience were invited to eat from the pile, a process that was intended by the artist to be a visual metaphor for the building itself, both structures decaying over time. For Ivkovic the act of giving and tasting prunes - a product by which Celovic made his fortune - invited people to reconnect with the history of the building 13 and also to confront its present ruin. This installation opens a door onto the mysterious figure of Luka Celovic who was responsible for building huge sections of modern Savamala. His face still stares down on us from numerous bronze plaques in Savamala, but despite the physical presence of his built legacy it seems very little is known about this mysterious man. Luka Celovic was one of the wealthiest merchants in Belgrade in the early twentieth century. At the time of his death he was worth a reported 50 million dinars, though he himself lived very modestly. The inventory of his personal possessions after his death was nothing but a dining table, desk, six chairs, three closets, two cupboards, two beds with mattresses, two mats, two curtains, a woollen blanket and a wooden case. Born in 1854 near Trebinje, we have little information about his early life apart from the fact that he was denied a proper education himself. There seem to be some contradictions in the information here because people like to remember him as coming from a very poor background and working his way up from nothing. Yet sources say that his family were already wealthy and well-respected merchants. In fact it seems that, apart from a few well-told stories, information about this man is quite hard to find. We know that in 1882 he established the Belgrade Cooperative, whose main goal was to help the middle class traders and artisans by providing soft loans to help avoid the loan sharks. It is said of Celovic that he used to go into bars around Belgrade to observe how people behaved. If someone was seen drinking and gambling then the next day he would terminate their credit at the cooperative. Was this selfless altruism or a vindictive moralising? Celovic certainly did a lot to help the weaker members of society, founding the Yet his memory is best embodied by the buildings that now define Savamala, without him Savamala, as it is now, would not exist. Committee for the Protection of the Blind Girls in Belgrade. Although he had very little education himself, his concern for the development of science and education was remarkable. The stories say this stemmed from the period in his life, during which he was a part of the Chetnik movement, when he became closely connected with the students, leading him to the lifelong conviction that education was the basis of the Serbian future, which resulted in his making the University of Belgrade the sole heir of his fortune when he died. How did he amass such a huge fortune out of plums, corn and pigs? The stories that everyone tells are mainly about his generosity, his modesty, his morality and his loneliness; the sort of stories that collect around a man like him and which help to make him into an urban legend over time. The information available and how it is repeated and remembered seems to say a lot about how men become mythologized; the less we really know about him the more powerful the myth of the man; a bit of real information and a lot of romanticized rumour. His story has all the qualities of the selfmade hero: rags to riches, modest, charitable, self-taught, protected the weak, fought for his country. This could be the description of one of many great 19th century philanthropists across the world. Yet his memory is best embodied by the buildings that now define Savamala, without him Savamala, as it is now, моралисање? 14 would not exist. His investment in the quarter regenerated this once squalid and frequently flooded market district. Celovic built his home in Kraljevic Marko Street as well as building the palatial Belgrade Cooperative, now the Geological Survey building, and the magnificent Hotel Bristol. One wonders what he would make of Savamala today. He would no doubt be sad to see his buildings in their present state. The buildings are the only real thing we seem to have of him, and their combination of using new architectural techniques and promoting the Art Nouvean style in Belgrade show him to be a true visionary and now stand as decaying evidence for the scale of one man s ambition. At the beginning of this year Mikser Festival, in collaboration with the Belgrade Movement and the Society Savamala anсамо да замислимо шта би такав човек од Савамале направио данас. Tzvetan Todorov in his book Hope and Memory writes While history makes the past more complicated, commemoration makes it simpler, since it seeks more often to supply us with heroes to worship, with enemies to detest. Monuments are a way of reactualising the past, but really they say more about the present s relationship with the future and what will be carried forward in the collective memory. Collective memory in turn is what consolidates communities. Yet we should also be wary of instant metaphors and reconstructed narratives. The new monument to Celovic will be unveiled as this issue goes to press and we will be following up on local reactions to the new memorial. Was he a rich moraliser? Or a selfless savior? It is so hard to know from the information that we have. Surely there is something a little strange about a man who leaves the entire fortune he has worked for to an institution. And does it really matter who he actually was. He is a local hero and every district needs one. He fell out of favour in Communist times because of his association with the Chetnik movement, but now people want to celebrate him again. His story is, after all, one of responsible capitalism, the opposite of the corrupt practices that can be seen amongst developers today. He remains a figure of local pride, social responsibility and the virtue of honest hard work, and celebrating him will raise Savamala's pride in it's history and in its future.

Ana Djordjevic - Petrovic The First Educational Park Children: A facade or a priority Children are our most valued treasure is a an oft used phrase by politicians on the campaign trail, but when it comes time to put words into action, seldom is there a hero to be found. Belgrade is a city of 1.6 million people, 15% of whom are children under the age of fifteen. Playgrounds do exist, along with attempts at repairing and upgrading them from what they used to look like thirty years ago. Yet, whatever is repaired, or what is newly built, rarely reflects innovations in either aesthetics or functionality derived from a true understanding of children s needs, which do not solely rely upon developing motor skills or simply U poslednjih par godina u medijima često možemo čitati o izgradnji novih dečijih igrališta sa savremenim rekvizitima, što je s jedne strane pomak, ali s druge, to su isti oni rekviziti s kojima su se igrala deca i pre 30 godina: ljuljaška, klackalica, tobogan i raketa, bez hlada ili nekakve zaštite od sunca. Apart from a lack of content or humane conditions for play and development, children, along with their parents, are often times confronted with a myriad of other unpleasantries in parks and playgrounds, such as animal excrement, mounds of cigarette butts, broken glass, disintegrating equipment, rusty nails, and general uncleanliness, to name but a few. In a country where 13.2% of the population is considered poor, and 7.9% live below the poverty line, playground improvement represents a rather low priority (Source: The Government of Serbia, Strategies for Poverty Reduction, 2008). Thus, the issues of children s play areas in cities are stuck in limbo from campaign to campaign. However, a group of concerned parents decided to resolve this conundrum, and presented a series of innovative solutions and plans for the first educational playgrounds in Serbia, offering a multidisciplinary active space for children to both play and learn out in the open. A city fit for kids Committed to the idea that a gray and dull urban jungle can be transformed into a more aesthetically pleasing and qualitatively better place, one which primarily fosters a more constructive approach to life for our future adults. In response to this problem the DIDA association was created. Upon their suggestion that St. Sava park be embellished with a children s playground, the local Vracar district assembly tasked them with drafting a project for refurbishing a piece of land next to the monastery s dorms. The project needed to thematically reflect to its surroundings, which belong to the Serbian Orthodox church, and this was accomplished by applying the Montessori method to religiously themed structures in coopera- CAMENZIND КАМЕНЗИНД

Combing both religious themes and educational elements, this project proved that by using this method, and depending on children s needs, the theme selection and the area available, educational playgrounds can combine an almost limitless array of materials, subjects and ideas in a tried and tested approach to a straightforward, engaging and rooted embrace of learning, motor-skill development and experiential stimulus essential to early development. The idea of advocating this type of playground, which incorporates principles of active play, is based on varied research, which shows that a lack of adequate play areas in urban environments can lead to detrimental long-term consequences, not only in terms of intelligence and motor skill development, but social integration skills and complete emotive structuring as well. For these reasons, DIDA playgrounds incorporate several primary approaches to stimulating child development: The pedagogic principles of Maria Ипак, судбина овог пројекта на Платоу КРЕТАЊЕ: девет плоча које са једне стране окретањем слажу по хоризонтали превозна средства у ваздуху, на копну и у води, а са друге стране животиње које се слажу по вертикали у односу на њихово кретањe Montessori which have at their forefront the idea of help me do it myself. The Montessori method has not become one of the most widely used and popular development techniques without reason. It encompasses 6 different areas: speech, basic mathematics, sensory development, musical awareness, a holistic approach, that works with practical materials which influence complete child development; The Active Play principal which does not employ an already finished product, but instead encourages children to think and resolve on their own; creating an ecological setting supporting the natural surroundings with the idea that children should be in direct contact with the elements (earth, sand, water, rocks, etc ), where they can relax and egress from their otherwise limited venues (home/ school; computer/tv). The main objective of DIDA s vision, are that children should be stimulated and encouraged to follow their own curiosity, to engage in work and activity through which they will themselves come to the day-to-day realizations necessary for their development as socially conscientious beings, as well as employ and inspire their parents to become engaged and discover and learn along with them. If playgrounds and derelict city areas would be cultivated in this manner, followed by other places where children are required to passively pass the time (bus stations, airports, post offices, etc ) parents would be enabled to spend more constructive time with their children, and children themselves would develop into more balanced individuals with a greater awareness and respect for their surroundings. Nevertheless, the fate of this project is still undetermined, despite initial local government approval and the church s blessing. After two long years of nego- CAMENZIND КАМЕНЗИНД

A model for Savamala by Yaniya Lee Maja Popovic and Boba Stanic, both Yugoslavian born architects working in Amsterdam, came back to Belgrade to create A Model for Savamal as part of the Urban Incubator. In this interview with Yaniya Lee, they discuss Savamala s many layers, the past, present and future of this complex neighbourhood, and their plans to recreate it in the form of a comprehensive 3D architectural model. They also outline their methodology for factcollecting, and the solid blend of subjective and objective information they feel is essential to the successful completion of their project. YL What is A Model for Savamala? MP A Model for Savamala (AMFS) is a physical, 3D model.it will use a typical architectural language. Unlike typical architectural models, AMFS is not based on aesthetics, it s based on information, providing information about the whole area and creating a portrait of Savamala in all its composition. What is specific about this model is that it will have a subjective part and an objective part. The subjective part will be related to our own impression and vision of the area, and the impression of our participants, the locals, and the different parties involved. The objective part will also YЛ: Зашто је битно спајати субјективне и објективне информације на једном месту? be very important: these are the facts related to the property, for example how many people live there, what the social structure is, etc. etc. YL Why is it important to put this different objective and subjective information together in one place? BS We believe that it s the only way to show a neighborhood as it really is, in order to create a platform where all the different people, stakeholders or developers or anybody who is interested in the area, can gather around and talk. For us that s very important. It s boring if you just show a model that doesn t contain different kinds of information. MP A lot of this information already exists. What is interesting for us is to put them next to each other, because, usually, information is observed individually. For example: What the locals think. That s only regarding them, but if you put that information next to another valuable piece of information, then you can see the relation between them and it becomes a network, a knowledge base to comprehend this whole area. BS On the other hand, collecting this subjective and objective information and showing it in the model is also important, because people are involved in the making of this model, and their subjective impression of this neighborhood is very valuable because it s something that people don t know. YL You had participants go out and collect this information, could you maybe describe who they were, and what you did together? BS We made selections after an open call we created. We chose around participants based on their background, profession, education and creativity. For the first week, we created a fact-finding

sheet, which they used while working through the neighborhood. What we need to start with for this model are facts about this neighborhood: physical, objective facts. And that s what they did. All week they walked through the neighborhood. They collected information such as the height of building, or what kind of roof, what kind of facade, how many inhabitants, approximately how many units, the age of the building. They wrote down their general impression of the building and took pictures. MP Which is where the subjective part comes in. They came with the facts, but we opened a completely new archive of their observations parallel to that of the neighborhood. We were very interested in the historical layers, so they searched for them through physical states. One building may have been constructed before the Second World War, and have different layers. But then social structure is also very interesting to observe, because people came to Savamala in many different migration periods. YL What s specific about the people that live in Savamala, and its architecture? Is it that there are these different layers that exist within the same spaces? BS It s a complex area. It s a very complex social structure as well, and that makes it very interesting. At the same time, all these differences make it very difficult to talk about so early [in the project]. MP During the last year s Mixer Festival we did a workshop in a courtyard, and that is where we learned how complex Savamala is. That specific courtyard is a reflection of the whole area. Many families came immediately after the Second 20 World War, and they completely divided the building into small apartments when the nationalization took over. So the building where they lived with their 4-6 member families was divided. Some of these generations remained in the courtyard, so that the great-grandmother now lives in the same house with her greatgrandchildren. In late 80s - early 90s, some people thought that the area would develop much faster, so they invested in buying apartments. Now next to that small house where many generations lived in the same block in the same building, there is a woman who bought 150m2 apartment thinking it was a good investment, which it turned out not to be, so she is completely frustrated. And so you have these really different layers in the sense of social composition. BS At the same time, you have a lot of new developments going on in the terms of public life, like restaurants, cafes and concerts, or Design Week and Fashion Week. So you have that new layer on the top of all of these others, and that makes it also quite confusing. Basically it s confusing, because on the one hand you think it s just a neglected old area which needs a strong hand in the terms of politics to solve it. But then you dig in a little bit,and you see it s a very lively neighborhood and it s quite hip. MP It s just hip new events, but the neighborhood stays the same... BS It s confusing when you come from a quite organized world, to see such a complex structure of layers. YL Does that somehow add to its character, that you can t just come into Savamala and immediately decide what it is, or understand how it works. Људи стичу своја мишљења и тако и ја стичем ferent at night; it s different during the day; it s different from one apartment to the next. Doesn t that make it better, even a richer place, even if it s confusing? BS I don t know: maybe. We are not sure yet, because in our eyes it s very exotic. Coming from abroad, you approach it as you are trained to and then you think Oh, this is very exotic. It has qualities! But I am not sure yet, I don t know. People have their opinions, and I am building mine. We agreed that the first three months are going to be a research period, where we are going to come to some conclusions. I can t tell you right now if it s a good neighborhood or a bad one. I think it s irresponsible to approach it and say, Wow, this is exotic, because we saw people suffering in there. It doesn t matter if there is a super hip club. Who cares, it s just an investment, a business. There are old people who don t even know if they have rights to still live here. MP I would describe it as almost uncontrollable, what is going on at the moment. Out of a kind of creative frustration, we decided to make this project because in a way we want to control it. We want to understand it, and we want to make it transparent. At the moment it s uncontrollable, which can also be positive because there are all these opportunities. Constantly, everyday, a new space is opened out of nowhere, and a club is inside or a gallery space. But we all know from foreign examples that that will come to an end. And what kind of end will that be? Whether it will be positive or not, we don t know. But it cannot, it will not, continue existing like this.

Review of the first SALON SAVAMALA& The Belgradiophonic Workshop Осврт на први Салон у Савамали и на БеогРадиофонску радионицу by Yaniya Lee As part of the Urban Incubator revitalization project, Camenzind will, over the year, center its activities around four core weeks in Savamala. Each of these weeks will be hosted by an invited expert a radio producer, an art historian, an artist and a curator- and each expert will also present their work one evening in the form of a Salon in Camenzind s Savamala project space on Kraljevica Marka street. For the first workshop in March, Camenzind invited UK sound artist Robin the Fog. Robin is best known for his widely praised work, The Ghosts Of Bush, which used analogue recording technology to create a portrait-in-sound of Bush House - which housed the BBCs World Service for nearly a century - in this way focusing the entire experience of that historic space through a single sense. Robin spent a week teaching our participants

how to record and edit their own radio documentaries, to seek out stories in Savamala in order to create a series of radiophonic portraits that combined history, field recordings and interviews with local people. The first SALON SAVAMALA,was held on a cool Wednesday evening on the 27th of March, 2013 at the Camenzind headquarters. Drinks were served and the space was filled with chairs to create an atmosphere conducive to open exchange. We filled up our Savamala space, people spilled out the back of the room onto the sidewalk outside. Robin the Fog was joined by local sound man Vladimir Milanovic to present their experiences documenting the sounds of the city. Robin, who regularly produces radio content for the BBC, gave a short and thrilling overview of the history of musique concrete with the help of illustrative sound clips. He then unveiled a preliminary edit of his sound portrait of Savamala, and finally shared a few extracts of the sound pieces and radio documentaries made by our participants. An entirely different set of sounds was discussed in the second half of the evening when NOFM.rs DJ Vladimir spoke about his ongoing work using local testimonials to create a sound map of Savamala. His conceptual cartography furthers the work he began with Andrija Stojanovic, who together produced the Dorcol Sound Map an interactive sound map of the Dorcol district, where visitors to their website can click on different street corners to hear stories from local inhabitants that bring the map to life. After the success of this event we are excited to invite the public back into the space for the next SALON SAVAMALA which will feature a talk by renowned Serbain Professor of Architecture IVAN KUCINA about his work researching and designing a new communal space for the residents of Crnogorska 5. It is hoped that these Salons will provide an open forum where people can come and present and discuss and exchange ideas on the built environment and that these events will gain momentum of their own and hopefully continue after the Urban Incubator project is over. Rendering design of Camenzind project space by Tamara Popovic and Iva Bekic

We have come to think of The Spanish House as the temple of Savamala, because it seems to us as though everything in Savamala begins and ends with this mysterious stucture, which many call just - the shell. The Spanish house is instantly recognisable when approaching the city across Branko s Bridge. It is primarily distinguished by its position on the banks of the Sava, the river from which it is still separated by railway lines.it looks like an archeological site, bearing the scars of time. As the riverbank developed into Belgrade s first port, warehouses were built for the needs of the river traffic. The Spanish House was originally constructed as the headquarters of the Shipping Society and housed the administration of the arriving and outgoing ships. After the Ist World War it was converted for a while into a museum of shipping. Over the years many different companies had their offices there. You can still see the marks from its many and varied tenants. In recent years, an unknown investor tried to convert it into a hotel. In 2009 the developers moved in.the entire roof and all the windows were removed and workmen began attempts to strengthenthe structure. However, the investor has (luckily) been unable to continue the planned conversion and the Spanish house remains unfinished and abandoned. By removing the unnecessary and leaving only the primary elements, This crumbling, edifice showcases all the layers of its decay, its scars give an insight into its history and the collective memory of Savamala. this structure has come to educate us on the beauty of ruination. This crumbling, edifice showcases all the layers of its decay, its scars give an insight into its history and the collective memory of Savamala. As with the rest of Savamala, it has frequently been flooded by the Sava river, the water, as ever, finds its way inside, breaking the conception of the known space. The flooded basement, reflects the echo and casts an unusual light, making it seem like a sacred place, mystical and divine, where the silence CAMENZIND КАМЕНЗИНД

is broken only by the song of the birds or the echo of the those present. Its recent history has given it this final, and we could say most distinctive look. By taking off the roof of the building it looks like someone has opened the soul of it. Naked with no makeup, is what makes it more beautiful than ever. One could say this site represents Savamala and its history as a whole. You can t tell whether development is starting or ending, whether it s getting better or worse, what the future will bring. But the echoing music of its imperfection is not something you will soon forget.
