2 Dinaric Arc Parks International Conference Banja Luka, November people from 17 countries participated in the first international conference prepared under the WWF project Dinaric Arc parks, held in Banja Luka from 19 to 23 November The five-day conference was the first opportunity for people working in protected areas of the western Balkans to meet, exchange ideas and network after more than 20 years. After six years of successful cooperation with the ministries responsible for nature protection in the region, WWF started the project Dinaric Arc Parks in early 2012, to create an association of nature and national parks in the territory of Albania,, Croatia, Kosovo*, Macedonia, Montenegro, Serbia and Slovenia. This three-year project is funded by the Norwegian Ministry of Foreign Affairs and the MAVA Foundation. Activities The first and main objective of this project is to create a network of protected areas by connecting all parks in the Dinaric Arc region. A study tour to Slovenian protected areas in May this year was the first of the project s activities, but this international conference provided a major opportunity to establish networking among employees of protected areas in 8 countries. Within the capacity building component of the project many training courses will be held. These began during the conference: protected areas benefit assessment tools, EU integration, climate change and sustainable tourism, making participants aware of the importance of the EU WWF team with Dr Lučka Kajfež Bogataj and Martin Šolar integration process and Natura 2000 ecological network relevant to protected areas. Climate change adds another dimension to the complexity of factors that govern natural resources and livelihood development. Conference participants are also now familiar with the methodology for collating and building information about the overall benefits of protected areas; they have been introduced to the European Charter for Sustainable Tourism of the EUROPARC Federation, as well as to its practical implementation in the Dinaric Arc region. The objective of this component is to establish and implement a Dinaric Arc Parks Learning Network. The world undiscovered With its natural and cultural values, the Dinaric Arc is equal to the Carpathians, Alps or any other ecoregion in the world. The Parks Dinarides brand was introduced at the conference with its logo and slogan: The World Undiscovered. An advertising campaign for 2013 was presented and participants were invited to use the logo on their materials, and as their own web site. The Dinaric Arc Parks International Conference was a unique opportunity for people from the region to understand how protected areas function, and to know they are not alone in any problems they may face in the management of these areas. Now they are connected to peers in every country and potential problems might be easily resolved.

Konferenca je bila ena od aktivnosti projekta za zaščito in promocijo parkov na območju Dinarskega loka, ki ga izvaja nevladna organizacija za zaščito narave WWF v Albaniji, Bosni in Hercegovini, Črni gori, na Hrvaškem, Kosovu, v Makedoniji, Experts for nature protection gathered in Banja Luka I'm sure that the realization of this project will strengthen the links in the region and will lead to a quality exchange of ideas and experiences that will contribute to national and nature parks in the Dinaric Arc becoming the place that will be visited by many tourists from around the world. I want to thank WWF for coordinating this project, and the Ministry of Foreign Affairs of the Kingdom of Norway and the MAVA Foundation, who funded the project. The Ministry of Physical Planning, Civil Engineering and Ecology and the Republika Srpska government will be reliable partners contributing creativity and commitment not only to meet all of the objectives of this project but also to establish a strong cross-border cooperation and create a number of other joint projects that will contribute to better networking, strengthening existing relationships and economic prosperity of all countries of the Dinaric Arc, said minister Srebrenka Golić at a press conference in the eve of opening the conference in Banja Luka. Уочи отварања Међународне конференције "Паркови Динарског лука" у Бањалуци, Голићева је вечерас на конференцији за новинаре истакла да ће ресорно министарство и Влада Републике Српске допринијети да сви циљеви овог пројекта буду реализовани. Голићева је истакла да ће реализација пројекта допринијети да се успостави чврста прекогранична сарадња и креирају бројни заједнички пројекти који ће допринијети бољем повезивању, учвршћивању постојећих веза и економском просперитету свих земаља Динарског лука. Извршни директор свјетске невладине организације за заштиту природе ВВФ Дени Пореј рекао је да се природне вриједности овог региона морају економски валоризирати и од тога направити компаративну предност за регион. Водитељ пројекта "Паркови Динарског лука" Леон Кебеа из ВВФ-овог Медитеранског програма рекао је да је ова конференција представља прве кораке ка остваривању угледа Динарског лука у Европи и свијету. Директор Националног парка "Козара" Драган Ромчевић рекао је да ће овај скуп омогућити да се боље упознају са колегама које раде на сличним пословима у својим заштићеним подручјима. "Размијенићемо искуства и једни другима представити своје паркове како би лакше и успјешније функционисали у оквиру једне велике мреже Динарског лука", закључио је Ромчевић. У раду ове Међународне конференције учествује око 100 представника заштићених подручја и институција за заштиту природе из регије Динарског лука, односно БиХ, Србије, Црне Горе, Словеније, Хрватске и Албаније. Projekt "Parkovi Dinarskog luka" provodi WWF od siječnja s glavnim ciljem umrežavanja svih parkova na području zapadnog Balkana. Glavni cilj projekta, navodi WWF, jest "stvaranje mreže parkova u regiji Dinarskog luka, od Slovenije, Hrvatske, Bosne i Hercegovine, Srbije, Kosova, Crne Gore, Makedonije do Albanije". Dodaje kako je to prva od triju konferencija koje će se održavati krajem svake projektne godine. Gosti konferencije će, između ostalih, biti Lučka Kajfež Bogataj, koja je kao visoka dužnosnica Međuvladina panela za klimatske promjene (IPCC) dobila Nobelovu nagradu za mir, te Nigel Dudley, jedan od najvećih priznatih svjetskih stručnjaka iz područja vrednovanja dobrobiti zaštićenih područja. 4 Programme The system of protected areas from 8 Dinaric Arc countries was presented: Albania, BiH, Croatia, Kosovo*, Macedonia, Montenegro, Serbia and Slovenia. National coordinators of each country explained the legislative framework and management practices in their country; they spoke about the parks in their countries and presented on-going projects. Challenges in PA management were discussed and found to be largely the same in each country Representatives of 12 NGOs, organizations, institutions or initiatives active in the western Balkans presented their current work: IUCN, Birdlife International, PlantLife international, Euronatur, KORA, ECNC, RAMSAR, Society for the protection of Prespa, Tour du Valat, UNDP, UNEP, Rewilding Europe. After their presentations conference participants had the opportunity, in an informal setting (the World Café), to discuss issues further. Some cooperative initiatives for the future were agreed upon. 4

5 Programme Sue Stolton & Nigel Dudely The key speakers of the conference were Dr Lučka Kajfež Bogataj (climate change), Mr Wilf Fenten (sustainable tourism), Ms Erika Stanciu (Protected areas in EU context) and Ms Sue Stolton and Mr Nigel Dudley (Benefits and values of protected areas of the region). A group of representatives from each country was formed to work on protected areas benefit assessment tools (PA BAT) to comprehend the benefits of protected areas in the region. It is important for all the people working in protected areas to be aware of the value of those sites. Participants became aware that they have had little or no information concerning what to expect regarding EU membership. One country in Erika Stanciu the network is already an EU member state, one is Lučka Kajfež Bogataj about to become a member and others will follow at some point. However, they are all aware of the importance of implementing Natura 2000 and relevant standards and legislation. Examples of good and bad practices were shared during the conference, and it became clear that people would like to know more about EU requirements and how to communicate Natura Sustainable tourism is the only tourism that should be allowed in the parks forming Parks Dinarides this is why the European Charter of Sustainable Tourism, which 10 parks should try to adopt within this project, is a very useful tool. If everyone followed the rules, every park in the region would develop in a sustainable Wilf Fenten way. The protected areas bazaar was a perfect moment to stop working and start enjoying. With some delicious goodies brought by conference participants, it was a great pleasure tasting Montenegrin prosciuto, cheese and wine, Serbian brandy rakija, Slovenian apple juice, Croatian figs, jam and brandy, Bosnian dried mushrooms... It wasn t hard to sing after that. Definitely a great way to find friends in the region! 5

6 Workshops and training courses Two workshops and two training courses were held during the conference. Key-speakers played a central role in revealing why participants should care about the protected areas benefits assessment tool (PA-BAT), the Europarc charter on sustainable tourism (ECST), climate change and the role of protected areas within the EU perspective. At the beginning of the conference participants chose the group to which they would like to belong. The result was as follows: 26 people had initial training in conducting PA BAT in order to build up a picture of ecosystem and other benefits from the Dinarides protected area network; 27 participants were part of Wilf Fenten s group on sustainable tourism; the group of Dr Lučka Kajfež Bogataj on climate change was a 23-member group, while 15 people were part of the group of Ms Erika Stanciu on Protected areas in the EU context. The common ground was participants realization of how much they don t know. Protected areas should urgently start adapting to be able to meet challenges and take advantage of the upcoming new reality EU perspective as the main driver in the region. A workshop aimed at identifying projects to foster collaboration between protected areas of the region was held on the last day of the conference. Over twenty exciting ideas were formulated, and developed into initial project concepts with goals, objectives, partners and suggestions for funding sources. Ideas ranged from joint actions on the protection of glacial lakes (PAs in 5 countries), the establishment of a breeding programme for chamois in a PA in Macedonia which could then be shared with other parks (6 countries participating), the establishment of a joint training programme for PA managers on improving dialogue with local communities (6 countries). 6

7 Closure The goal of this project is to strengthen dialogue and cooperation in the region by developing a regional sense of belonging based on common natural heritage and rebuilding a positive internal and external image of the region. I want to thank WWF and the Ministry of Physical Planning, Construction and Ecology of the Republic of Srpska for organizing such an important conference and emphasizing the importance of natural values of this region for Europe. The Norwegian Ministry of Foreign Affairs is proud to be part of such a positive project, and we believe it will continue to evolve in such a good direction, said Lilloe Anne Vibeke, the Ambassador of Norway in BiH during the closing speech of the conference.
