2 Slavica Đukić-Dejanović, Speaker of the National Assembly of the Republic of Serbia Welcome! In the contemporary world, dialogue is a key word, the metaphor for maturity in political life, the synonym for the door open to differences, new ideas, new views of the social reality and solutions to the encountered problems. Dialogue is a key word that will gather the Serbian Parliament of Enterprises representatives of the Serbian economy and the legislative and executive authorities - in the National Assembly of the Republic of Serbia, on 3 June. We know that all the world economies owe their success to successful entrepreneurs, the businesspeople; our economy is not an exception. However, the extent to which the energy and creativity of this most productive segment of each society material wise will be able to come in full swing depends primarily on the social milieu, the systemic framework for business activities. It also depends on the compliance of the regulations with the expectations, possibilities and needs of businesspeople. The National Assembly, just like every other national parliament, is expected to work together with the Government in the interest of economic development either by passing the laws that will create the ambience conducive for the economic development, or through the initiatives such as regulatory guillotine that eliminate those that are no longer needed. The role of the National Assembly is to monitor the enforcement of the passed laws, through the work of Committees, public hearings, round tables and deputies questions. The Serbian Parliament of Enterprises, therefore, will be another precious mechanism that will show the segments in which the law is not enforced or is not adequate for the reality it governs. And we sincerely hope, and intensively work on it, that our reality will soon be the official candidate status for membership in the European Union. In the company that we intend to join, the process is equally important as the result to be achieved; fulfillment of the political criteria is as important as economic stability, and economic stability is regarded as a sign of vitality. It is important to recognize that the period through which Serbia has been passing is ideal for upgrading our own stability and thereby, the competitiveness, both on macro and micro levels, using the experiences of other countries. Are we on the right way and what should be done? Two hundred and fifty businesspeople-deputies will try to give the answers on 3 June this year. On behalf of all the deputies, I wish them and the SCC and NARS guests warm welcome to the National Assembly of the Republic of Serbia.
3 Miloš Bugarin, Serbian Chamber of Commerce President Economic Democracy from the Seats of the National Assembly Accession of Serbia to the EU is not possible without identification of key strategic directions of the economic and social development, aimed at «existence of a functioning market economy and the capacity to cope with competitive pressure and market forces within the European Union» - (so called Copenhagen criteria for membership in the EU).This is the key sentence of the National Strategy for Accession of Serbia to the EU, which was adopted by the Government of the Republic of Serbia in In all these years, this document has been the only strategic framework for mapping the directions of the social and economic development of Serbia, in view of the fact that there was no national strategy for the social and economic development. Numerous individual strategies, policies and laws that were adopted, focused primarily on implementation of the standards and conditions for joining the EU. Although the progress achieved in this area has had significant positive effects on the economic development, the present level of and situation in the social and economic development of Serbia, and the problems that have become visible, especially as a consequence of the global economic crisis, imply the necessity for an active and essential internal consideration of the defined agenda with the focus on the cost and benefit analysis and with the involvement and synergy of all stakeholders in the process. The objective is not simple transposition of the EU acquis into the national legislation, or focusing on a number of newly adopted laws. The objective is to use the EU acquis for elaboration of our own regulatory framework, for achievement of globally recognized and stable business ambience, for establishment of efficient institutions and development of professional and efficient administration. Existence of such a framework is the basic condition for development of entrepreneurship, but also the precondition for development of competitiveness on the micro level. The time that has elapsed and the challenges faced by the Serbian economy, impose the need for a strategic dialogue of the policy-makers and policyimplementers. The distance between the two players and absence of dialogue resulted in the unsustainable reforms. And this is the key problem of the business ambience in Serbia today. With a view to the positive experiences from the sessions of the European Parliament of Enterprises, which were held in 2008 and 2010, under the auspices of the Association of the European Chambers - EURO- CHAMBERS, the Serbian Chamber of Commerce, in cooperation with the National Assembly, initiated holding of the first session of the Serbian Parliament of Enterprises. Its aim is to lay the foundations for sustainable action plans for the economic development of Serbia by 2013, through a dialogue with the representatives of the executive and legislative authorities that elaborate strategies, policies and laws for the business ambience of the business community. The main activity of SCC is focused on representing and defending the interests of the Serbian economy. Serbian Parliament of Enterprises is another instrument for promoting and fulfilling the interests of business through dialogue. The conclusions, messages and proposals that will come out of it may be more than a precious input, not only for creation of the ambience conducive to development of a competitive and strong economy, but also the loudest and most efficient message to the European partners to which extent Serbia is really ready to become a member of the EU. European Serbia Serbia 2020 is only Serbia with strong and competitive economy, and that will be the main message in the dialogue with the Government, on 3 June 2011, in the National Assembly of the Republic of Serbia.
4 Who are the Participants Representatives of 250 companies and entrepreneurs of Serbia, delegated by the Regional Chambers of Commerce and Industry and other Chambers of the Serbian chamber system. Selection of delegates was made in the way to represent the economic and regional structure of Serbia. Speaker of the National Assembly of the Republic of Serbia, representatives of the Government of the Republic of Serbia Prime Minister and Members of the Government from the so called economic ministries, Governor of the National Bank of Serbia, special guests Head of the EU Delegation to Serbia, President of the Association of European Chambers, President of the Association of Balkan Chambers and representatives of the Serbian chamber system. The Chair and, in the same time, moderator of the first session of the Serbian Parliament of Enterprises is Miroslav Miletić, President of the SCC Assembly and Managing of the Bambi- Banat Concern. Which Topics are on the Agenda of the First Session of the Serbian Parliament of Enterprises Sustainable growth and development of any economy is not possible without a stable and predictable regulatory framework, adequate access to the sources of business operations financing, adequate human capital and sufficient natural resources. The first session of the Serbian Parliament of Enterprises will initiate the strategic dialogue between the Government and the business community on three topics, which are key factors in development of the competitive economy: Economic and systemic framework for business operations, Financing of the economy, Export preconditions and support to growth. Each topic will be presented in the form of a short presentation, which will give a brief overview of the current situation and problems, and focus primarily on the proposals for solutions. This will be followed by the dialogue with the representatives of the Government and voting of the delegates representatives of enterprises on the proposed solutions in connection with the issues raised at a given thematic session.

6 GUIDE FOR PARTICIPANTS All participants will be registered from 9:30 to 10:45. The delegates-company representatives will be registered at the desk designated as DELEGATES COMPANY REPRESENTA- TIVES, which will be organized in Cyrillic alphabetical order, from A to M and from N to Š. Other participants will be registered at a specially designated desk for GUESTS. Working material will be handed out to all participants on registration. The SCC Protocol staff will be available for all necessary information in front of and inside the Assembly Hall. There is a SINGLE List of Delegates for the sessions of the first Serbian Parliament of Enterprises, and according to the protocol of the National Assembly, it cannot be changed after 15 May Electronic voting cards have been designed exclusively in the name and surname of the delegates company representatives, who registered for participation by 10 May, or submitted eventual changes by 15 May There is also a SINGLE list of other participants, and according to the protocol of the National Assembly, it cannot be changed after 15 May Keynote speeches are limited to 15 minutes and discussions to 5 minutes. The Chairperson will preside over the work of all three sessions and monitor the established timing The official language of the session is Serbian and simultaneous translation will be provided throughout the whole session. Speakers keynote speakers speak from the platform and discussants speak from their seats. Delegates-company representatives should register to speak beforehand, on registration for participation, taking into account the thesis from introductory notes for all three sessions that are an integral part of this brochure. Vote by topic will be taken by electronic voting system. The company representatives delegates will be given the electronic voting cards on registration, which will be a part of the working material. (See: Voting instructions) Persons entering the National Assembly premises must be dressed properly, in the way to observe the reputation and dignity of the Assembly. During the stay and work in the National Assembly premises, it is not allowed to wear either sports clothes (e.g. shorts, track-suit, sneakers, slippers...) or other kinds of clothes that are not appropriate for the type and seriousness of the institution. 8 Session 1 Economic and Systemic Framework for Business Operations In the past ten years the development of Serbian economy was marked by high growth of domestic and public consumption, economic growth created by sectors of tourism, transport and telecommunications and financial mediation. Powerful initial momentum in structural and institutional reforms opened a space for significant inflow of foreign investments, and the process of reforms has been additionally strengthened by the process of integration of Serbia in regional associations CEFTA, beginning of the process of Serbia s integration with the EU, negotiations for membership in the EU, conclusion of a number of bilateral trade agreements with outstanding trade partners. However, this initial momentum was not sustainable many substantial reforms have not been finalized or they were abandoned and the process of privatization has not created significant new value but it became a source of big social discontent because it was not properly coordinated with other policies, primarily with industrial policy. Today, a key factor of private sector development stability and predictability of business ambience based on sustainable regulatory framework provided for by the process of laws and regulations adoption coordinated by synergy among the government as the initiator, business as its beneficiary and the National Parliament as the highest legislative body, as well as the circled efficient and professional institutional framework represents major problem of Serbian economy. Severity and urgency of solving this problem, although under positive pressure made by the process of European integration, has in the end escalated with the global economic crisis. It has indicated all wrong steps made, unfinished reforms and all consequences of the nonexistence of stable business ambience. Therefore, the objective of this session is to come to a consensus through a dialogue between the creators of economic policy and private sector related to the key strategic measures in the field of regulatory reform that have to be adopted and implemented until 2013 the expected results are stability and transparency of the ambience, reduction of administrative expenses for business operations, enhanced attractiveness for investments and business connections, creation of sustainable framework for the implementation of the European legislation in the basis of which is the realistic recognition of absorption capacity of domestic business. The framework of this reform system is simple coordination of all relevant ministries for the initiation and elaboration of draft laws, placing of institutional mechanisms of communication with business by which all elements of regulations impact to companies operations will be recognized on time, as well as the creation of efficient institutions for the implementation of regulations in the basis of which is the professional and depoliticized state administration. The most urgent and realistically attainable measure is the implementation of all recommendations of the Serbian reform, the so called guillotine of regulations.
9 Session 2 Financing of the Economy problem of Serbian economy which has entered a critical phase with the world economic crisis is the problem of illiquidity. It was discussed for years and it has not yet been solved: debt of the state, local self governances and public enterprises to business is only partly regulated and this debt represents a generator of illiquidity. Another problem is the level of mutual debts in business, increasing number of credits with late repayment, unfavorable conditions for loans approved by commercial banks. ly, business is lacking short-term resources to finance current transactions, but also long-term resources for investments. Initial step in solving this problem is the introduction of financial discipline to fulfill the undertaken obligations and simultaneous establishment of a system for companies agreeable financial restructuring. We are faced with the challenge of the establishment of development bank which should provide finance for big infrastructural and export oriented projects that are not profitable enough for commercial banking. Another option is also to establish a specialized agricultural development bank which could be an answer for long standing problems in this sector financing.
10 Session 3 Export Preconditions and Support to Growth The rate of Serbia s integration into the world economy expressed in the percentage of its export s share in the GDP is very low. The structure of Serbian export in the last ten years has remained unchanged. It was expected to have the inflow of foreign direct investments with new technologies and equipment which would encourage the economic restructuring and create conditions for strengthening of domestic products competitiveness. However, this has not happened. Foreign direct investments were coming, but fewer of them were invested in production and services for export, and much more into other sectors such as communications, trade, finance, namely these were investments for market buying. Today, Serbia can be recognized predominantly as an exporter of raw materials, reproduction process inputs and semi-products with low value added. With such structure and offer of products in foreign markets, competitiveness could only be based on lower prices. At the same time, capacities for their bigger production are insufficient which resulted in the lack of export growth of these products at times when their prices in the world market were increasing. Possibilities opened for business, thanks to the conclusion of the free trade agreements, have not been used enough, because the structure of our exportable production does not fit into the import demand of these markets. First precondition for the improvement of competitiveness of domestic companies in foreign markets is bigger investment into production of higher processing phases that on demand for export, through investments into in renewable sources of energy, new equipment, new technologies and standards. And this means the necessity of investment capital inflow. Therefore, all activities, measures and policies which will be realized in the field of industrial production structural change - creation of efficient and stable regulatory framework and creation of preconditions for appropriate access to financial resources represent the first step in the creation of products for export. A series of specific measures were recognized and proposed to the Government of Serbia as early as in 2008, and they were placed in the Strategy to increase export of the Republic of Serbia for the period Unfortunately, just a few measures from this Strategy have been realized and the objective of this session is to revitalize the priorities from this Strategy and place their realization as the objectives of the economic policy of Serbia.
11 Instructions for Voting Each delegate representative of enterprise will be presented with an electronic card upon registration to perform voting by it. The card is programmed exclusively in the name and surname and cannot be transferred to another person. When the chairperson announces the time to start voting, each participant delegate will insert his/ her card in the voting unit and will press the appropriate button for YES or NO or ABSTAIN. Voting period is limited to 30 seconds starting from the moment of the announcing the start up of voting. The results of voting will be announced by the chairperson and will be shown on screens.

14 Women Entrepreneurship Ambassadors European Network of Female Entrepreneurship Ambassadors in Serbia is a project realized within the framework of the EU program Competitiveness and Innovation Framework Program CIP. The objective of the project is to develop small and medium enterprises sector and entrepreneurship of Serbia by encouraging and supporting the entrepreneurship potential and talents of women and by enhancing their overall engagement in the domain of entrepreneurships. A network of successful business women was founded for this purpose National network of women entrepreneurship ambassadors with the task to promote women entrepreneurship and encourage women to become entrepreneurs and start their own business. This project is realized by the Consortium consisting of: National Agency for Regional Development, as main partner, Serbian Chamber of Commerce, Association of Business Women of Serbia, and Foreign Investments and Export Promotion Agency Ten ambassadors of women entrepreneurship were selected; they are successful and recognized entrepreneurs which have to contribute to the building of women s vision of business, transferring of their experiences and enhancing the selfconfidence of women that are beginners in business.
