2 WORLD BANK-AUSTRIA URBAN PARTNERSHIP PROGRAM (UPP) Mayors Symposium Sustainable and Inclusive Urban Development in South-East Europe Format: 2-day event Date: February 26 27, 2018 Location: Vienna, Austria. Hotel Intercontinental, Vienna (Johannesgasse 28) City Hall, Vienna (Friedrich-Schmidt-Platz 1) Purpose/focus: Two-day Mayors Symposium will be held on February 26-27, 2018 in the City of Vienna, Austria. The Conference will launch the third phase of the Urban Partnerships Program (UPP III) and bring together over 150 participants from Central and Local Government Officials, NALAS, Local Government Associations (LGAs), and civil society representatives from South-East Europe to share the progress and innovations happening in their cities, present achievements to date in municipal finance, urban planning and land management, urban governance and citizen engagement, and discuss lessons learned and challenges City leaders are facing. The Symposium provides an opportunity for Mayors and City Leaders, Local Governments, as well as UPP Partners and key stakeholders to share their reforms and innovations and how the Program helped them move forward. An underlying theme of the Symposium will be Sustainable and Inclusive Urban Development in South-East Europe Cities for the People, with a focus on city leadership, sustainable local development, accountability, and public participation in improving the quality of life for the citizens. It serves as an opportunity to validate the progress of the WB-Austria Urban Partnership Program and the process of city's self-assessment with participating SEE Mayors. The Conference will also showcase good practices in city management from Vienna/Austria, and from other cities in Europe and beyond. Participants: Around 170 participants, Mayors from South-East Europe including UPP cities/municipalities, Heads of Finance departments, Urban planners, Local Economic Development (LED) officers, Local Government Associations, NALAS, NGOs/CSOs, business community, and development partners. Guest speakers: transformational Mayors from European Cities who have led successful reforms which serve as good practices, applicable in South-East Europe.

The Regional Decentralization Observatory (RDO) will encompass key dimensions of decentralization, including: (i) the structure and governance of the local public sector; (ii) the fiscal structure of the local public sector; (iii) qualitative measures of the political, administrative and fiscal processes; and (iv) functional/sectoral service-delivery arrangements and measures.
