4 1 EXECUTIVE SUMMARY Transport affects most other industry sectors and tourism is no exception. Transport provides great opportunities for growth but it can also be an inhibitor and in a high population density region such as Belgrade, our systems and infrastructure are working at almost full capacity including air, rail and road routes. Also transport is a complex activity, impacting on every one of us in our daily lives. In a sense, we are all transport stakeholders and because of this, the role of the tourism sector in making decisions about transport has to be considered against a multitude of other (often conflicting) interests. The aim of this strategy is introduction of soft mobility concept in Belgrade region. It will define basic problems of this Region concerning soft mobility transport and tourism and set concrete activities and measures for future development. 2 REGIONAL STRATEGY FOR SUSTAINABLE MOBILITY IN TOURISM Tourism helps support transport services and infrastructure across the country. One of the most significant tasks for the tourism sector is to comprehend and present the vital importance of adequate transport links to destinations recognizing the appropriate modes of travel for the different types of journeys and to advocate a proper understanding of those links and the value that they have to local economies among the transport policy and planning communities. Since the soft mobility tourism and transport in not common and well recognized In Serbia, it will be big challenge to incorporate measures given by these Action Plan measures in future strategic documents. Regional action plan will define specific measures for development of sustainable mobility in the region. In order to achieve specific objective, first step should be incorporation of soft mobility concept in referring strategic documents at local, regional and national level. Therefore it is significant to present this Action plan to municipalities, City government, and relevant ministries as well as to relevant stakeholders in transport and tourism. Also certain effort should be 2.1 OBJECTIVES The starting point for the development of the Regional Action Plan for Belgrade is the definition of widely accepted objectives to be followed in order to implement the principle of sustainable mobility in tourism. As the project partners in principle have agreed on the first draft of the common vision Event name, Date Page 4 / 38

5 presented during the meeting in Vidin, we have included the objectives and principles mentioned in the second draft as a starting point for our work. Humans like to act flexibly, independently and self-determined during their leisure time. A tourism offer that demands an eco-friendly behavior in a dogmatic way is determined to fail from the very beginning. This means that the offer needs to have a high quality and, at the same time, integrates soft mobility. Marketing has to emphasize the positive factors of soft mobility, for example the pleasure of travelling, tranquility and slowing down, having plenty of time, enjoying beautiful landscapes, nature and flexibility. Only by fulfilling these prerequisites the offer will be accepted by customers. The offer has to take different factors into consideration to gain the required quality. This means for the involved stakeholders: The transport system (means of transport) must provide a customer oriented, high quality offer of environmentally friendly means of transport (especially trains, buses and boats): this means first of all Comfortable and direct connections for arrivals and departures, especially with regard to trains serving short and middle distances. Improved cross-border connections are necessary, as well as???? Transport chains and smart logistic solutions without gaps for travelers and luggage (from door to door). The offer should be completed by a modern, user-friendly and cross-sectional mobility and information system. Above that, it has to consider the situation at the sending destination hence, it is important to organize pick up services from home, respectively to analyze the reachability of train stations etc. The technology sector has to develop new engines with little or no emissions, which are able to replace the conventional combustion engines especially within regional and local transport networks. Information systems Information about public transfer should be supported by user-friendly communication technologies. All desired information about traveling itineraries and pick-up services etc. should be provided immediately and without delay. Employees in the transport and tourism sector but also the customers should have direct access to this information, e.g. via internet. Even during the journey itself these innovative systems could contribute to an improved customer service. Examples might be personalized information sent to mobile phones, e.g. about connections to public transport or tourist attractions along the travel route. The destinations must: assure excellent connections to local and supra-regional transport, enable an easy arrival and departure, Event name, Date Page 5 / 38

6 Guarantee for environmentally friendly mobility (public transport, flexible traffic systems like hailed shared taxis rent of alternative conveyances, footpaths, cycle tracks, horse carriages etc.). Customers arriving without own cars should be granted a mobility guarantee with eco-friendly means of transport. As these customers appreciate and expect tranquility in the vacation resort, measures must be taken to reduce traffic and to create car-free areas. The tourism industry should Create new, attractive offers that take environmental friendly mobility into consideration. Develop an appropriate marketing (e.g. soft mobility packages with slogans such as: Travel and experience without stress and traffic jams ; car-free offers at the destination like guided hiking and cycling tours). Destinations, hotels and tourism boards are challenged to play an active role and to add environmentally friendly offers to their range of products. The customer s demand has to be the very basis of measures and activities of all sectors. This is the only way to develop tailor-made offers that include high comfort and quality. Another essential topic is the sensitization of the customer. This has to be the objective for training facilities and for NGOs representing different customer groups. Additionally, also the sending destinations do have the responsibility to inform about the impact of traveling and to demonstrate ecologically sound alternatives. Principle of Co-operation For all the measures indicated it is essential to pursue an integrated approach to find appropriate solutions. The sectors traffic, environment, politics, technology and tourism must collaborate closely in the process of implementation as well as regarding the setting of political frameworks. The superior levels (European and national levels) must work together closely with regions (destinations) and communities, particularly during the implementation of the outlined measures and the creation of a political framework. Destinations and sending areas should put more emphasis on networking-processes. Transdanube main objective is the development of Sustainable Mobility along the Danube including train, bus, and bike and shipping traffic to facilitate the concept of sustainable tourism in the whole Danube region. 7 Improve accessibility of regions along the Danube (along the river as well as from the river to hinterland) through sustainable mobility offers. Enhance sustainable mobility in the Danube region. Increase added value from tourism for regions along the Danube through mobility and tourism marketing packages. Raise awareness, knowledge and promotions for sustainable mobility in the Danube region. Stimulate the shift to environmentally friendly mobility systems. Highlight the benefit of sustainable mobility offers for the regions as well as the realizably of the developed measures through pilot projects. Based on the Transdanube main objectives, we developed specific objectives for Belgrade region: Sustainable mobility offers Sustainable tourism products (packages, etc.) Information and marketing Objective: To improve the ability of visitors to reach their destinations, using the mode of travel most convenient for them, with reliable levels of service and at an acceptable cost Minimum standards to be achieved in 2020: Tourists have opportunity to travel at least once without using their car during their stay in the region Tourists can reach hot spots in the region by changing no more than two transport means Definition of indicators to monitor the progress in achieving the defined objectives: Share of tourists coming in to our region by sustainable means of transport are more than 10% Share of tourists using sustainble means of transport during their stay in the region icreased for 10% Objective: To improve existing and create new regional offers and one day journey packages Minimum standards to be achieved in 2020: Tourist should have possibility to visit different places in the region Definition of indicators to monitor the progress in achieving the defined objectives: Share of tourists visiting two or more destinations in the region is more than 20% Share of tourists staying over 5 nights is increased for 10% Objective: To promote Belgrade as enviromentali friendly tourist region and provide all necessary transport information with clear Event name, Date Page 7 / 38

9 Figure 1: Focus area and hotspots The focus region is located at the confluence of the Sava and Danube rivers, where the Pannonian Plain meets the Balkans. The focus region - City of Belgrade has a population of over 1.2 million; 1.65 million people live within the administrative limits, making it one of the largest cities of Southeastern Europe. Belgrade has a special administrative status within Serbia and it is one of five statistical regions of Serbia. It covers 3.6% of Serbia's territory, and 22.5% of the country's population lives in the city. Transport nodes defined under project TRANSDANUBE are: - A1 Inter-modal node in one of the PP s focus areas with high importance for the interregional and international accessibility - A2 Inter-modal node outside the focus areas with high importance for the interregional and international accessibility Belgrade is considered in TRANSDANUBE project as an A1 type node and Novi Sad as an A2 type node. 10 Figure 2: Map of Belgrade Municipalities The City of Belgrade, according to European statistical nomenclature has a rang of NUTS2, and with Vojvodina has a range of NUTS 1. The total agriculture land is 218,055 ha, out of the total area of 3,224 km 2. Economy Excavation of coal in Kolubara basin is a most important mining activity in the region. Significantly lower activities are on the mining of non-ferrous material e.g. clay, quartz sand and some other construction material. Industry is mostly situated in industrial zones such as Gornji Zemun, Auto-put and Pančevački Rit, mining and energy production in Lazarevac, power plants in Obrenovac and several industrial zones in Mladenovac. Belgrade and surrounding is the biggest industrial center in Serbia with diverse structure that requires modernization and goes through a process of modernization every year. Manufacture as an industrial branch is most common and in Belgrade manufacture works about 21% of all employed in manufacture in the whole Serbia. More than 22% of all investments in Serbia are in Belgrade. At the same time, industry in Belgrade is diverse, low export oriented, with unused capacities, old technologies, low productivity and with negative impacts on environment. 11 Number of tourists visiting Belgrade was 660,674 in 2012 (about 1,400,000 overnights), out of 2,079,643 visitors in Serbia in Large percentage of tourism capacities needs rehabilitation. Most of nature capacities (spas, springs, parks, forests ) are not protected areas and are not adequate. Tourism has a steady rate of about 1,430,000 overnights every year. Belgrade regional GDP per capita is about 704,000 RSD in 2010, (which is about 6,900 per capita) represents nearly 80% higher GDP than Serbian average and 40% of total Serbian GDP, in 2010, according to Statistical Office of Serbia. The unemployment rate was officially 5.9% in 2011, but this rate can be much higher due to the rigorous counting of unemployment in offices for unemployed. The real figure could go as high as 20% Transportation The focus area is major transport node in Serbia. Belgrade is connected by motorways to Zagreb to the west, Novi Sad to the north and Niš to the south. Because of unfinished bypass roads around Belgrade, the road traffic goes through the Belgrade making huge congestions in the rush hour. Road traffic in Belgrade is a problem because of its insufficient development, but it is at the same time a great potential. Train services The main operator in the region is Public Company Railroads of Serbia, which is in charge for the construction and maintenance of railroads and rolling stock. Region is connected to neighboring countries by international train services. Frequency and quality of services varies and it is not on high levels. Drawbacks of train services are that the trains have no bicycle carriage; however, transport of bicycles can be arranged. Overview The focus area has no optimal connection to large transport nodes Belgrade and Novi Sad. There is no large railroad network in the region and the existing railroad network and rolling stock are in bad state of repair. There is no explicit connection between ship services on Danube and the region. The region is not included in the cruise shipping tours. Regional connection Regional traffic and connections to tourism hotspots are based mostly on individual cars or buses. Regional railroads are suffering from insufficient and old rolling stock, not existing or in a bad state of repair stations and network and irregular time-schedules. All tourism hotspots can be reached by railroads, but the railroad traffic is not currently competitive to bus operators. During September, special tourism train Romantika connects Belgrade with Novi Sad and Fruška Gora and Belgrade with Subotica and Smederevo. Event name, Date Page 11 / 38

12 Figure 3: Rail connections to hotspots On September 1, 2010, as "almost" metro and its 1st phase, the first line of Belgrade's new urban BG: Voz system, separate from suburban commuter Beovoz system, started its operation. The line had just 5 stations, 8 kilometer length and about 16 minutes time of travel. Train frequency was from 30 minutes with 15 minutes frequency during rush hour. Currently, Beovoz has six lines with 41 stations and 70 km length. Two underground stations near the downtown (Vukov spomenik and Karađorđev park) used by lines 1,2 and shares by BG: Voz cityrail. Bus services International connections There are regular bus services connecting Belgrade directly with a large number of European cities (currently 20 European states) operating from the City bus stations. Belgrade is connected by intercity bus lines with all major towns in Serbia, while during summer and winter tourist seasons there are also special seasonal lines. Besides, the airport Belgrade is connected to main railway station and bus station with several regular city bus lines. Regional connections Mayor hotspots presented in SoA are well connected to Belgrade by several private bus operators. Usually, there is a reduction of bus lines during summer school holydays and weekends.besides these inter-city bus lines, suburban bus transportation is conducted by SP Lasta and some smaller carriers, with over 300 lines and 2,500 daily departures. The network of suburban lines spreads radially from Belgrade to the centers of the suburban municipalities, from which Lasta's local lines can be used to reach smaller places. City buses and micro public transport Belgrade has an extensive public transport system, which consists of buses, trams, trolley buses and trains operated by the city-owned GSP Belgrade and several private companies. All companies participate in Integrated Ticket System (ITS), which makes tickets transferable between companies and vehicle types. Event name, Date Page 12 / 38

13 Starting at 1 st February 2012 Bus-Plus modern electronic system was introduced for managing vehicles and transportation tickets in public transport. Currently, there are no special busses for bicycles. Trams and trolleys are operated exclusively by GSP Beograd, and there are 12 regular tram and 7 trolley lines. Bicycle The main bicycle route through the region is EuroVelo 6. This route follows Danube through Serbia and runs through the most tourism hotspots Gornje podunavlje park near Sombor, Karađorđevo park near Bačka Palanka, Fruška Gora near Novi Sad, Koviljski rit and Petrovaradinska fortress at Novi Sad, Belgrade itself and Kalemegdan fortress, and Smederevo fortress. Tourism hotspots Sirmium, Deliblato sand pits and Vršac wineyards are at the distances about 25 km from EuroVelo6. Figure 4: EuroVelo 6 and tourism hotspots Entrance to EuroVelo6 by train can be made in Novi Sad node point type A2 or Belgrade node type A1. Many international bus lines are also connected to Belgrade. However, officially bikes are excluded in most companies, but in practice they often accept them as checked baggage, disassembled in a cardboard box or a bag. EuroVelo 6 is well equipped through Serbia with road signs and information boards. However, network of accommodation for cyclists, including hotels, campsites and bed and breakfasts should be largely improved. There is an installed bicycle counter at Donji Milanovac, Eastern Serbia. Results from the counter are presented at the following graph. Event name, Date Page 13 / 38

14 City There is a developed network of bicycle paths in inside core of Belgrade, as shown on the following picture: Figure 5: Bicycle trails in Belgrade Also, bicycle can be rented on some 6 places on a principle collect and return. There are no advanced systems like in Europe, where a bicycle can be rented at one place and left on other. Bicycles can be ferried over Sava River on a boat, if rented through a system IBikeBelgrade: The offer is included in the Belgrade city tour offer. Danube shipping and cruisers River passenger traffic is season ruled and tourism driven, mostly international. There are no regular ship lines between Belgrade and other cities or tourism hotspots. Belgrade has a commercial port on the banks of Danube named Luka Beograd. There is also a tourist port on the banks of the Sava welcoming various river cruise vessels from across Europe. Belgrade has several impromptu sporting marinas near the islands of Ada Ciganlija and Ada Međica harbouring small sail boats and sporting/recreational vessels. There are no regular passenger lines from the Belgrade Port (Luka Beograd), although tourist and individual lines run occasionally. Answering to the need for a real sporting/recreational marina a detailed plan for a marina in Dorćol on the banks of the Danube has been presented to the public, and an international tender for its development has been announced. 15 The web site is multi-lingual and plenty of information about Belgrade can be found there. In addition, all about of local sorts of transport connections in local tourism travels can be found Tourism Generally, main player in tourism development in Belgrade is Tourist Organization of Belgrade (TOB). TOB is a public service of the Assembly of the City of Belgrade, founded to conduct activities relating to development, preservation and protection of tourist values on the territory of Belgrade. The TOB provides Belgrade visitors with tourist information, organizes sightseeing tours by bus and boat, walks with tourist guides, and assists with the organization of congresses and conferences. This analysis includes also different tourism hotspots in the vicinity of Belgrade. Several projects have tried to produce a regional tourism offer and to do regional marketing on tourism. As every project, with a completion of it, activities are somehow reduces or completely stop. The biggest efforts are put on the enlargement and rehabilitation of road network. There are no huge investments in regional railways and river transport. Event name, Date Page 15 / 38

16 In the field of transport, the main actor in Serbia is the Ministry of traffic, which is responsible for all traffic regulations in Serbia. The Ministry is in charge of development of huge infrastructure projects, regulation of internal traffic and inter-modal nodes, security of traffic, inspections of traffic, development of plans, issuing permits for transport and transport infrastructure and other. Public Company Railroads of Serbia are in charge for the railroad traffic in Serbia. The future of railroads in Serbia is not brilliant. Apart from the necessary Corridor X investments, there are no enough investments in regional railroads Legal framework Public transport has been regulated in Serbia by several Laws: Law on safety of road traffic Law on safety of railroad traffic (draft in 2013) Law on roads Rulebook on traffic signalization and other relevant Laws that regulate bus/railroad licensing, issuing of permits for construction and other. Sustainable transport and tariffs are not separately regulated. Although somehow existing, the regulation of private operators on railroads for the passenger traffic is not clear enough and even complete. Therefore, there are still no private operators on the railroads in Serbia. There is a proposal for the new Law that shall regulate tariffs and quality and even subsidies of railroad public transport. Secretariat for public transport in Belgrade is regulating public transport in Belgrade through the different Decisions such as: Decision on public transport lines in Belgrade Decision on use of taxi in public transport Decision on streets and uncategorized roads Decision on public parkings and other Gap Analysis In the gap analysis we will compare the defined objectives with the situation in our region given in SoA analyses. Following Gap analyses is suppose to give directions for development of specific measures for achieving defined specific objectives for the region. 17 between Belgrade and other cities or tourism hotspots. Belgrade has a commercial port on the banks of Danube named Luka Beograd. There is also a tourist port on the banks of the Sava welcoming various river cruise vessels from across Europe. Belgrade has several impromptu sporting marinas near the islands of Ada Ciganlija and Ada Međica harboring small sail boats and sporting/recreational vessels. There are no regular passenger lines from the Belgrade Port (Luka Beograd), although tourist and individual lines run occasionally. Answering to the need for a real sporting/recreational marina a detailed plan for a marina in Dorćol on the banks of the Danube has been presented to the public, and an international tender for its development has been announced. GAP: Connection of Belgrade port with other hot spots According to analysis of the available data, it was found that the existing bike paths are in solid condition, but they have to be renewed in order to suit modern standards. It is necessary to build a new bike paths which will be connection between regional tourist hotspots Sirmium, Deliblato sand pits and Vrsac wineyards. It was found that there was no combination of bicycle tourism with other means of transport it is not possible to board bicycle on train or bus or ship, without prior notice and special packing and for extra price. GAP: Bike paths and transportation of bicycles There are no good practices of development/master plans, marketing strategies, feasibility studies, etc. with special focus on sustainable mobility in tourism in the focus region. GAP: Strategic planning regarding sustainable mobility The main operator in the region is Public Company Railroads of Serbia, which is in charge for the construction and maintenace of railroads and rolling stock. Region is connected to neighboring countries by international train services. Regular trains operate to Montenegro, Bosnia and Herzegovina, Hungary, Austria, Germany, Slovenia, Macedonia and Romania. Frequency of those services varies from few per day to one per day. The quality of services varies and it is not on high levels. Bigger problem is that the railroad infrastructure is not in a perfect shape of repair. Railroads are mostly single-carriageway with small radii of curves and reduced speeds. Bus traffic is in hands of different local and regional companies, which are taking care of their infrastructure and time tables. Public Company Railroads of Serbia make time table for themselves. There is no clear harmonization between railroad traffic and bus traffic Event name, Date Page 17 / 38

18 regarding time tables and there is no legislation that will compel them to do so. Analysis of the situation on the field showed that the bus stops are located on inappropriate places and that, with respect to the construction period, there is an urgent need to rehabilitate and modernize. Analysis of the available data revealed that tourism organizations in Belgrade region, as part of their package does not offer organized rides. Recommendations for measures GAP: Synchronized timetables, organised rides and bus stops, reconstructed railway - Improved offer of shipping lines - Sufficient number of marinas andinadequate utilization of existing marinas - Renovation of existing bike paths, as well as construction of new - Possibility to combin transport means (bus + train, bicycle + train ) - Development of feasibility studies on the use of the bike paths /railway/bus line/ship line for tourism - Rehabilitation and reconstruction of existing railway - LaIntroduction of specialized tourist train - Harmonisation of existing bus routes to each other, or with other types of transport train/boat - Introduction of bus/train/ship/bicycle service to connect existing touristic hotspots - Sufficient number of bus stops and their outdated - Introduction of tourist buses Sustainable tourism product Objective : Gap To improve existing and create new regional offers and one day journey packages Nearly all municipalities in the region have their strategic goals which are connected to the development of tourism. There are several tourism hotspots in the Belgrade focus region. Some of the hotspots are in Belgrade and its 17 City municipalities (Barajevo, Čukarica, Grocka, Lazarevac, Mladenovac, Novi Beograd, Obrenovac, Palilula, Rakovica, Savski Venac, Sopot, Stari Grad, Surčin, Voždovac, Vračar, Zemun and Zvezdara) and some of them are around Belgrade. The focus Belgrade region have own tourism organization, which basically is in charge of the development and promotion of tourism packages and offers in its region. Besides, Statute of the City of Belgrade allowed to its municipalities to establish tourism organizations that would become Event name, Date Page 18 / 38

19 destination management organisations in the future. Analysis of the available data revealed that there are no local/regional soft mobility tourist offers and packages. Recommendations for measures GAP: Local/regional soft mobility tourist offers and packages - Creation of local/regional soft mobility tourist offers and packages Information and marketing Objective : Gap Recommendations for measures To promote Belgrade as enviromentali friendly tourist region and provide all necessary transport information There are no good practices of development/master plans, marketing strategies, etc. with special focus on sustainable mobility in tourism in the focus region. It is necessary to do the marketing strategy to the region have "visible" and closer to tourists awakening in them a desire to visit region. Analysis of the available data revealed that there are no environmental friendly tourist offers and packages. There is specialized web-site or organization that deals with tourism issues on regional level - The Tourist Organization of Belgrade (TOB). Regional tourism offers can be found on the web-site of the National Tourism Organization of Serbia: than Tourist organization of Belgrade and local tourism orgnizations in municipalities and national parks. Several tourism packages can be found there. However, there is no transportation connection package included or a route planner for public or individual transport. The web portal of Public Company Railroads of Serbia covers only tourism trains in the western Serbia and Belgrade rail network, but does not cover the rest of Serbia. Web sites of bus operators have some information, but not sufficient for planing trip in advance. Currently, there is no tourism information system developed for Belgrade, apart from usual info desks that can be found in municipalities of the focus region, in the municipal tourism organization. 20 Financing options, organizational and legal framework Objective : Gap To influence transport planning at a strategic national as well as local level, to improve legal framework and to create funding shemes to support sustainable mobility Existing strategic documents: Spatial plan for Belgrade, Strategy of development of City of Belgrade dont include the area of sustainable mobility in transportation/tourism in the region. There are no good practices of development/master plans, (marketing) strategies, etc. with special focus on sustainable mobility in tourism in the focus region, nor at the state level. Sustainable mobility is not developed in Belgrade region as in Europe. On the organizational side, there is no framework set-up on the regional level that will deal with sustainable mobility and public transport. There is no specialized tourist transport at regional and local level. In the field of transport, the main actor in Serbia is the Ministry of traffic, which is responsible for all traffic regulations on the whole territory of Serbia. The Ministry is in charge of development of huge infrastructure projects, regulation of internal traffic and inter-modal nodes, security of traffic, inspections of traffic, development of plans, issuing permits for transport and transport infrastructure and other. There are no explicit national, regional or local funding schemes in the field of sustainable transport and tourism in Serbia. 21 REGIONAL ACTION PLAN The main focus of this Action Plan will be to improve the visitor experience through highlighting the specific needs and value of leisure travel and creating greater conditions between visitor and transport providers. According to that aim of this Action Plan is to define and elaborate necessary measures for achieving defined objectives. Measures will be defined for following topics: 1. Sustainable transport offers 2. Tourist packages 3. Information & Marketing 4. Financing options, organizational and legal framework 2.3 CATALOGUE OF DEVELOPMENT MEASURES Measures presented in this section, based on Gap analyses, will provide framework for development of soft mobility transport system in the Belgrade region. Based on the finding of the gap analysis in the strategy development process, the list of necessary measures to achieve the defined objectives has to be elaborated. The result of the first step should be a catalogue of necessary development measures. In order to identify necessary development measures, the first step should be analyze of the existing development plans for measures which are already mentioned or even in the planning stage. The results of the analysis of existing development plans and previous projects should be the basis for that. Beside measures which have already been mentioned/planned, new measures may be necessary in order to overcome the identified gaps Sustainable transport offers development measures Regarding previous section, GAP analyses showed lack of Strategic documents, insufficient transport infrastructure, specialized tourists sustainable routes, sheep lines in the Region. Analyses also showed necessity of connection with airport. In order to achieve defined objectives flowing measures are proposed to be introduced: 1. Feasibility study on the use of sustainable transport offers 2. Rehabilitation and reconstruction of existing roads, railroads and marinas 3. Introduction of specialized tourist sustainable routes 4. Analysis of possibility of introducing networking and synchronization of existing traffic lines 5. Establishing of new railway system Nikola Tesla airport to railway station Novi Belgrade A feasibility study will define the best way for sustainable use of all available routes and means of transport on the territory of Belgrade in touristic purposes. 22 Belgrade region has a developed network of roads, but for city like Belgrade it is insufficient. There is also a rail network which can be used for tourism purposes. Railways and roads are in bad state of repair. To increase the number of tourists is necessary to restore and reconstruct roads, railways, marinas.in order to provide an opportunity for tourists to visit several locations on the same day specialized tourist buses and trains should be introduced. Specialized tourist sustainable transport should have a tour guides so that the tourists can get useful information about Eastern Serbia during the trip. This specialized transport will operate at the regional level and there will be more entry points and multiple routes. Introduction of specialized tourist ship lines connecting Belgrade port With Novi Sad and Djerdap will provide an opportunity for tourists to visit hot spots in along Danube. This specialized transport will operate at the interregional level and there should be more entry points and multiple routes. Existing traffic lines are not aligned or synchronized. Networking and synchronization of existing traffic will enable visitors to combine two or more different transport means. Aim of this measure is to reduce waiting time between previous and next ride. This will be done through analyze of the existing public transport lines in the region, while the second step will be making recommendations for synchronization between lines of same transport means and between lines of different transport means, as well as within different operates. This should also give recommendations for connecting and synchronizing traffic lines with the existing tourist offer in Belgrade region. At many conferences it was highlighted the advantage of linking the airport "Nikola Tesla" to the railway station Novi Beograd. The first step under this measure will be a feasibility study for connection the airport "Nikola Tesla" with the railway station Novi Beograd. While the second step should been creation of technical documentation Tourist packages development measures GAP analyses showed lack of regional tourism organization and regional/cross-border/soft mobility offers and packages. In order to achieve defined objectives flowing measures are proposed to be introduced: 1. Introducing of time limited ticket bus plus 2. Development of existing and creation of new soft mobility/environmental friendly offers and regional packages 3. Development of one day - journey packages At the moment of developing this document there is no possibility to bay daily/time limited ticket for public transport. Aim of this measure is to define type of tickets and possibility of bus plus system for their introductiondevelopment of existing and creation of new soft mobility offers and regional packages, with focus on already affirmed EuroVelo6 bicycle route through its connection with other hot spots in the region. 23 We suggest that in the part referring on further development of existing soft mobility offers focus should be on already affirmed EuroVelo6 bicycle route through its connection with other hot spots in the region. Also, introduction of advanced systems for renting bicycle, where a bicycle can be rented at one place and left on another should be implemented. Creation of one day journey packages should combine visit to one or few hot spots reachable in one day, using sustainable means of transport. Aim of forming these kinds of packages is to enable visitors coming in to a region by business to visit some hot spots during their short stay Information & Marketing development measures Regarding Information and Marketing, GAP analyses showed lack of Regional marketing strategy, environmental friendly tourist offers and packages and lack of adequate transportation and tourism information systems in the Region. 24 Inclusion of sustainable mobility in the development plans, through rising awareness on soft mobility transport and tourism at national regional and local level, is necessary precondition for inclusion of soft mobility concept in strategic documents. Improvement of legal framework should be done through including of soft mobility concepts in applicable laws. Allocation of funds from the budget of the Republic of Serbia for financing of soft mobility projects in Belgrade region, s, as well as for the preparation of technical documentation, should be considered. Also allocation of some EU funds for sustainable mobility issues. 2.4 EVALUATION OF DEVELOPMENT MEASURES In order to select those measures which contribute most to the achievement of the defined objectives, the impact of proposed single measure will be evaluated in this section Sustainable transport Measure 1 - A feasibility study will define the best way for sustainable use of all available routes and means of transport that can be used on the territory of Belgrade region in tourism. Measure 2 - Rehabilitation and reconstruction of existing roads, railroads, marinas and airport which will provide better connected hot spots and tourist destinations, reduced time needed to reach destination and increased number of tourists visiting region for 10 %. Measure 3 - Introduction of specialized tourist sustainable routes which will define possibility for tourists to use specialize transport offers when visiting the different tourist attractions in the region, the connection with existing regional transport offers will facilitate arrival and departure by plane, boat, bus and train, and in cooperated in a tourist package and promoted through marketing activities this new specialized buses, trains and ships will bring additional tourists into the region. Measure 4 - Analysis of possibility of introducing networking and synchronization of existing traffic lines will define possibility for tourists to combine sustainable transport means when visiting the different tourist attractions in the regions, facilitate arrival and departure by plane, boat, bus and train through synchronization of existing regional transport offers and lead to quality improvement of available tourist offer in Belgrade region, by giving recommendations for connecting and synchronizing traffic. Measure 5 - Establishing of new railway system Nikola Tesla airport to railway station Novi Belgrade, would significantly speed up and facilitate the transportation of people and luggage. Rail capacity is higher than other types of transport and this type of transport will be cheaper than other types of transportation Tourist packages Measure 1 - Introducing of time limited ticket bus plus will provide the possibility for tourists to use one ticket for different lines of public transport. Introduction of those tickets will result in lower ticket costs and less time consuming for buying tickets. Measure 2 - Developed transportation and tourism information systems will help tourists to easily reach information about the region, available transport means, timetable of arrivals and departures from their stand point. Having all necessary information at one info point will increase number of tourists in the region which combine at least two means of transport for 5%. Measure 3 - Promotion should result in the growing number of foreign tourists visited the Belgrade region using soft mobility transport and tourism offers. Establishing of financial instruments will enable financing of soft mobility transport and tourism measures. 2.5 CONSULTATION PROCESS In this phase of planning process first, we identified all relevant stakeholders for development of sustainable transport, tourist packages, information and transport and financial options, organization and legal framework. This process was useful for getting list of involved organizations and to clearly understand which organizations will be responsible for implementation of particular projects. We identified four groups of stakeholders: Stakeholders at national level: PE Roads of Serbia, PE Railroads of Serbia, PE Waters of Serbia, Ministry of Telecommunications, Mobile operators, Ministry of Tourism, Tourist Organisation of Serbia.
