2 JOINT PROJECTS The Slovak ODA granted two joint Projects to Serbia-Vojvodina for study and experimentally implementation of Water Framework Directives: 1. Integrated management of selected river basin complying with the European Water Framework Directive 2. Institutional support of integrated water pollution control and management in Vojvodina region in compliance with EU directives

3 Partners in realisation of Projects: Water Research Institute, Bratislava Slovak Hydrometerological Institute, Bratislava Academy of Sciences and Arts of Vojvodina University of Novi Sad, Faculty of Technical Sciences

4 PILOT UNITS IN VOJVODINA Palic Lake and its entire catchments The Nadela river basin, are selecting as the pilot units and they can serve as an example for elaborating and implementation the EWFD/WFD.

5 For implementation of EU WFD four steps are apply: 1. Translation all documents, and understand new terminology; 2. Study and analyzed experience of European countries - Slovak ; 3. Preparation of new Serbian law is in progress 4. Experimental implementation of the Water Framework Directives;

8 2.STEP Study and analyzed experiences of European countries Two activities are going on: A. Presentation and analysis of the Slovakian experiences; B. Analyses and Experiences of other European countries through activity of ISPDR;

9 Obtaining and analyzing the corresponding documents of the EU WFD B. Through cooperation with ISPDR Serbia realized activities; 1. Identify Surface Water bodies; 2. Identify Ground Water bodies; 3. Modified water bodies 4. Heavy modified water bodies 5. Artificial water bodies

10 3.STEP Preparation of new Serbian law In Institute of Jaroslav Cerni- Working Group for the preparation of the first proposals was established; Directorate for the waters formed the Commission of the Experts for the evaluation of the first Proposals

11 NEW SERBIAN LOW Draft Proposal of the new Serbian Low is given to ISPDR lawyer experts for evaluation with WFD The ISPDR lawyer experts gave the positive judgment to the Draft Proposals!

12 4.STEP Experimental implementation of the Water Framework Directives in two river basins: PALIC LAKE BASIN, and NADELA RIVER BASIN

13 Palić lake

14 Location: The Pannonian Lowlands, Serbia Province of Vojvodina -Latitude -Longitude Origin: filling up lowlands by groundwater and precipitation The highest point is in the North-West, m referred to the Adriatic, while the average water level of the lake is m.

15 Brief history The lake was mentioned first time as Paligo Palus in th century (Ladies( Bath,, Grand Terrace, Hydro-tower).

16 an ecological collapse in 1971 was happened due to the deposited silt of high organic content, introduced into the lake by untreated wastewater from Subotica.

17 The lake has been drained and de silted, divided in 4 sectors by 3 cross- dams.

18 In 1975 a wastewater treatment plant has been installed in order to control the inflow water quality (cca m 3 wastewater / day)

19 The sub basin boundaries before the revitalization of the lake started in Period of high water level oscillations. during the revitalization from 1972 until 1977 the bed of the lake is excavated, and subsequent the reconstruction works, the water level is fixed at m.

20 The overland boundaries of the Palic watershed (based on topology)

21 The overland catchment boundaries are partly natural (South-East) partly artificial (North-West) due to the vicinity of Subotica.. In determining the watershed the municipal sewer system had to be taken in consideration since treated wastewater is the main resource of water for the lake.

22 The surface water The water surface of the lake is 7.5% of total drainage area, while the surface of the city makes 17.5% of the overland catchment area. The overland boundaries of the Palic watershed are likely to change by time continuously due to the forthcoming urbanization.

23 The sub basin boundaries with high groundwater levels, the first aquifer The main direction of groundwater flow is from North- West to South- East, towards the lake.

24 The sub basin of groundwater can be generally divided into 3 layers. The upper unconfined layer spreads down to about 60 m. It is made of Pliocene sands. Due to human activities this layer is polluted. This resource is used for watering. Rough estimate is that there are several thousands of wells exploiting this resource. The second layer 60 to 200 m below the surface is the most used for municipal purposes (water supply, industry, agriculture, recreation, etc.). The third layer below 200 m. Several wells exploit thermomineral waters from depths of 400 to 500 m having temperature about o C.

26 Pedology The North-West part of the catchment is covered by antropic and eolic sands, on the South-East part chernozem on loess plateau is dominating.
