3 1. INTRODUCTION 1.1. SEE River project Project Sustainable Integrated Management of International River Corridors in SEE Countries began in October Project duration is two years. The project is being implemented throughout a partnership that includes 26 different relevant institutions from water management sectors from 11 countries in South eastern Europe. The main objective of the project is to empower the multi sectoral stakeholders sharing the territory of an international river corridor to gain knowledge on planning and implementing processes for integration of existing sectoral policies, plans and programmes in order to reach consensus on integrative management of international river corridors, taking into account both the development and the conservation interests. The specific objectives are: to develop a common approach for establishing a common framework for integrated management of international river corridors; to apply mentioned common approach to international Drava River Corridor; to implement internationally agreed measures from the Drava River Framework on five pilot sites in five Drava riparian countries; to improve the international and inter sectoral cooperation of existing committees responsible for management of the international river corridors, by including them in the process of the development of the Framework for integrated management of international river corridors; to assist in the implementation of the relevant EU Directives, in particular the Water Framework Directive, the Flood Directive, the Habitats Directive, the Birds Directive and the Directive on renewable energy sources; to increase the capacity and raise awareness of the stakeholders along the international river corridors of the importance of cross border and cross sectoral approach on sustainable integrated management of river corridors through the organization of workshops to strengthen the capacity of the administration Drava River Vision Drava River Declaration Drava Vision was based on an international symposium "Vision of the Drava River," which was held in September 2008 in Maribor, Slovenia. It was attended by representatives of water management and nature conservation, educational institutions and nongovernmental organizations from the countries in the basin of the Drava River Italy, Austria, Slovenia, Croatia and Hungary who brought 10 goals that have become priorities for future development. 1. 4 2. To improve flood protection by improving of warning systems for floods and increased exchange of information 3. To improve flood preservation and restoration of retention areas along the Drava River 4. To continue with the restoration of the Drava River 5. To maintain and further develop the Drava River as a "ecological spine" 6. To restore ecological connectivity of the Drava River for fish migration 7. To establish the Drava River as a transboundary recreation area 8. To exploit the possibilities of the Drava River as a link of various nations 9. To implement integrated river basin management, and not fragmented sectoral measures 10. To pursue further development of the area along the Drava River in partnership with local residents 1.3. Drava River Framework As a main result, the SEE River project will prepare the so called Drava River Framework, which shall include: The analysis of the international Drava River Framework The identifications of objectives of future management of the Drava River Corridor The list of measures and concrete actions to achieve these objectives. The Drava River Framework shall give the basis for the future integrative cross border and transboundary management of the Drava River corridor. 5 1.4. Stakeholders Agreement The stakeholders agreement is the basis for future cooperation and development of the Drava River Corridor area in Koprivnica Križevci County. Establishment of a stakeholders network who actively participated in the SEE River project and contributed to the achievement of the objectives led to the possibility for further cooperation. The purpose of this agreement is to continue with cooperation, but, most importantly, to begin with a permanent inter sectoral or integrated management of the Drava River Corridor. 2. METODOLOGY The basis for the work on this project was the analysis of the Drava River Corridor in Croatia. Once we have gathered all available data and carried out the detailed analysis, national and three local workshops were organized. Based on the presentations of experts, questionnaires, meetings, individual interviews, international workshops, seminars and a significant amount of data and ideas received from our stakeholders, action plans were made and guidelines for the development of the concept of the Spatial Plan of the Drava River were gained. Collaboration and communication with stakeholders was also improved. Results of the project were promoted through a multimedia approach. 3. STAKEHOLDERS INVOLVED During the implementation of this project, extremely important was the involvement of stakeholders from different levels. Functional network of stakeholders from regional and local levels was successfully established. Stakeholders from the water management, nature conservation, forest management, energy sector, sector of protection and rescue as well as stakeholders from various NGOs and organizations attended the workshops. In the SEE River project, extremely important were local stakeholders such as representatives of municipalities along the Drava River, representatives of associations of anglers, tourism associations, farmers and other important associations that deal with the preservation and promotion of the Drava River. 4

USERS AND DISSEMINATION One of the main results SEE River project in Croatia, is going to be a concept of the Spatial Plan of the Drava River. This plan will be used as a basis for planning and management of the river corridor area. In addition, we will collect important data that will be used in the development of other spatial plans of municipalities along the Drava River and the new Spatial Plan of Koprivnica Križevci County and other urban planning documentation. Spatial planners, Koprivnica Križevci County, municipalities, sectors or institutions dealing with water management, nature protection, tourism and other activities related to the Drava River will use the results of the project. Also, the collected data will be used in cross border cooperation of Croatia and Hungary. Through a created network of stakeholders, information about the Drava River will be shared in the future. 5. BASIS FOR THE PREPARATION OF SPATIAL PLANS In accordance to the new Law on Spatial Planning (Official Gazette No. 153/13), the preparation of the Strategy of Spatial Planning of the Republic of Croatia and the National Spatial Development Plan has begun. In accordance to the new Law on Spatial Planning (Official Gazette No. 153/13), the new Spatial Plan of Koprivnica Križevci County cannot be carried out before the effective date of the State Plan for urban development. The legal deadline for establishing of the National Plan for spatial development is 31st December Spatial plan of areas of special features is mandatory for the National Park and Nature Park by a special law, and for certain areas of the State's Plan of development. Spatial plan of areas of special features provides: 1. measures for the improvement and protection of nature, environment, cultural property and other assets of the area, 2. terms of the implementation of planned interventions in the area that are not listed in the urban plan, 3. guidelines for preparing of urban plans. Spatial plan of areas of special features includes: 1. basic organization and delineation of space by application areas, including the construction zone of settlements and isolated part of the construction zone if one exists, 2. deployment of functions of importance for the area management, 3. system of infrastructure and constructions of public purpose, 4. measures of use, planning and protection of the area with priority activities. 7
9 Within this project, input data were collected, spatial analysis was made and basic guidelines and measures for the development of the Spatial Plan of the Drava River and the Regional Park Mura Drava in the Koprivnica Križevci County were obtained. These data will be used in development of amendments of spatial plans of the municipalities in the area. Spatial plans are subject to change and / or amend and abrogate even before the adoption of new spatial planning documents under the new Act within a period of five years or up to 31st December ACTION PLAN Based on the collected data on three local and one national workshop that took place during the previous phase of the SEE River project, 14 action plans that represent future projects that will be implemented in the area of the Drava River Corridor were created. ACTION PLANS OF THE SEE River PROJECT IN CROATIA 1. Location has not yet been determined. There are two possibilities: near the mouth of the Mura River into the Drava River in Legrad Municipality or near Ješkovo in the Gola Municipality. The centre could conduct activities such as guided tours of the Drava River, exhibitions, education of schoolchildren and young people, schools in nature, seminars and various workshops. The possibility of building of accommodation facilities and research stations within the centre should be considered. There is a need for building of watchtower equipped with durbin at several places along the Drava River, for construction of several educational paths and equipping them with the necessary infrastructure: info boards, bridges for crossing impassable parts, benches etc. In addition, for the same purpose it is necessary to mark the attraction on the Drava River with boards containing different information. Realization of cross border cooperation with neighbouring Hungary and neighbouring counties is also possible. Likewise, it is necessary to procure off road vehicle for the purposes of monitoring and reconnaissance of the Drava River area, and beyond. Accordingly, it is possible to establish the nature guard service (ranger) who will visit the specified field. They can be set up within existing buildings such as schools, municipalities and planned facilities (visitor centres, educational and environmental centres) etc. Purpose of such cells will be easier and better processing of the data collected. 14 (initiator/proposed coordinator) Partners Short description (max. 10 lines) Križevci County Croatian waters (Zagreb), Gola Municipality, IGMA NEXE group, LAG Podravina, DDC These backwaters are significant because of their bio ecological, hydrobiologic, landscape and aesthetic values. Lake Ješkovo is home to several indigenous species of fish, large numbers of wading birds, amphibians and mammals. Osredek and oxbow lake in Đelekovec are also significant because of the diverse flora and fauna. Čambina is well preserved marine ecosystem in the shape of a horseshoe. The surrounding area contains a large number of natural, hydrobiologic, ecological and aesthetic values of microhabitats. Connection of these backwaters to the Drava River and their revitalization would lead to an increase in retention areas and improvement of flood protection by enabling the retention of large amounts of water in the area at the time of high water and flooding. This would prevent overgrowing of a part of the lake and improve water quality. This would also lead to an improvement of the conditions for nesting and facilitate the development of various tourism activities (bird watching, fishing). 13

Project idea title Project responsible (initiator/proposed coordinator) Remediation of a wagon laundry Botovo Republic of Croatia, Croatian railways Partners Short description (max. 10 lines) Expected project duration (from to) Wagon laundry Botovo is one of the "hot" spots of Croatia which is registered in the National Strategy of Environmental Protection in According to this strategy, location of this laundry is foreseen for remediation and the Croatian railways have started drafting the documents necessary for the remediation. At the county level, the location of laundry is included in the Environmental Program of Koprivnica Križevci County (Official Gazette of Koprivnica Križevci County no. 6.5) and the Economic Recovery Programme with priority for the required remediation in accordance with the "polluter pays" principle of the Waste Act and the Environmental Protection Act. Environmentally harmful location of the wagon laundry inside the Regional Park Mura Drava and Natura 2000 area requires priority remediation. Therefore, this project is in line with the aim of implementing the integrated river basin management, and not fragmented sectoral measures. Except for the purpose of protection and rescue, river docks can be built for the development of tourism (tourist boats dock), for vessels of Croatian waters and private vessels (anglers, etc.). However, tourism development must be consistent with the protection of nature and the specific characteristics of the area. Tourism activities should be carried out only in areas that will be allowed (by the SINP, after research). In the area along the Drava River, possible is development of equestrian, fishing, spa, rural tourism, but also other types of "soft" tourism. The overall development of tourism should be based on the brand of the Regional Park Mura Drava and Biosphere Reserve Mura Drava Danube as well as on local products, traditions and cultural values. It is very important to take advantage of the possibility of cross border cooperation with Hungary.
