The Coast Guard found the operator of the Shannon to have directly endangered the crew and passengers aboard multiple state ferries by purposely hindering safe transits during rush hour traffic in Elliot Bay near Seattle Oct. 7, Credentialed mariners are entrusted with the safety of their vessel, said Lt. Cmdr. Darain Kawamoto, Coast Guard Sector Puget Sound, chief of marine investigations. Actions like this have the potential to jeopardize life, property, and the environment. This approved settlement will help the tug operator reflect upon this incident and prevent future lapses in judgment. The tug operator stated that impeding the other vessels was an act of civil disobedience in protest of an on the water obstruction to the tug Shannon s attempt to moor. 2 EASTERN SHIPBUILDING INTRODUCES INLAND TOWBOAT THUNDERBOLT Eastern Shipbuilding Group, Inc. proudly introduces its vision of the future for inland waterways with its 120 foot, 4,200 horsepower Inland Towboat design named the Thunderbolt. The Thunderbolt combines Twin Electric V-Pod Propulsion and Diesel-Electric Technology offering it to the US Inland Waterway s Market providing increased efficiency, performance, maneuverability, crew comfort and capacity. The idea for the Thunderbolt came from across the aisle conversations at the 2013 International WorkBoat Show in New Orleans, LA. On the rivers, Thruster Propulsion Systems are starting to get noticed and are outperforming conventional nozzle propeller propulsion systems with main/flanking rudder steering. Eastern Shipbuilding Group, Inc. and Verhaar Omega, B.V. began discussions and realized they were driving towards a more refined towboat thruster propulsion system design. Eastern has delivered 19 Diesel- Electric Offshore Supply Vessels starting in 2010 and 74 Inland Towing Vessels since The Thunderbolt design joins Eastern s long history of building reliable vessels and is now integrating their proven Tiger Shark Class Diesel-Electric technology into a refined, environmentally friendly, highly maneuverable Inland Towboat design. For more than a year Eastern Shipbuilding has worked with Gilbert Associates, Inc. developing its new fresh hybrid Thunderbolt diesel electric design. The Thunderbolt has been designed using ABS Class Rules for Building and Classing Steel Vessels for Service on Rivers and Intracoastal Waterways It is also designed to the Proposed U.S. Coast Guard 46CFR (Sub-Chapter M) Towing Vessel Rules and IEEE Standards. The Thunderbolt is a 120 Inland River Class Towboat with 690VAC diesel-electric and twin azimuthing Verhaar Omega electric V-Pod Propulsion Units. Cummins Mid-South, LLC is providing the generator package with 3 identical diesel-electric power plants, Cummins QSK38-DM. Each engine is rated EPA Tier 3, V-12 Cylinder, 38 Liter, 1,800RPM Marine Diesel Engine. These 3 engines provide optimal fuel consumption with 4,200 total installed horsepower. Each engine also powers a Cummins AVK DSG- 74 water-cooled generator, which can supply at 990kW, 690 VAC at 1,800 RPM. This system performs seamlessly with the Power Management System (PMS), provided by Beier Radio, LLC to optimize fuel consumption with superb efficiency without sacrificing power and performance. The IEM Marine, Inc. switchboard automatically starts and closes the appropriate main bus generator breakers with load- sharing controllers. The pilot is free to utilize the automated power management systems as much or as little as the pilot determines, allowing the pilot full control of the entire power management system at all times. The enhanced performance of V-Pod propulsion, diesel-electric with constant speed generator engines offer less vibration and noise along with power management and automation all result in lower operating costs, system redundancy, increased safety, increased crew comfort and less crew fatigue. With these systems in place, the fuel consumption on the Thunderbolt verses traditional inland towboats is dramatic. The Thunderbolt is equipped with twin Verhaar Omega 690VAC electric V-POD units and twin Omega Propulsion AFE/VFD Drives. The twin independent Verhaar Omega V-Pods have 360 degree rotation and can rotate 180 degrees in approximately 14 seconds. In addition for superior maneuverability and precision, the twins V-Pods have VFD-Reversing Induction Motors each at 1,320kW (1,770 HP). 2/24

3 The V-Pods are installed from the top, avoiding emergency dry-docking if a unit is damaged. Sewart Supply, Inc. has been the U.S. Representative for Verhaar Omega for over ten (10) years, providing sales, parts and repair services. The 6600 HP tug "Perseus" (formerly called "Albatros") is the flagship of the Romanian fleet on the Danube. Built in 1990 in the Braila Shipyard, the 4-levels ship was designed as a multifunctional tugboat for the lower Danube, able to perform duties such as ice breaking, fire fighting or various rescue operations. Her history is quite complicated, as some of the previous owners could barely afford the high maintenance costs (at some point in time one intended to sell her as scrap metal); it has performed several trips on the Black, Mediterranean and North Seas. Nowadays she was completely restored and belongs to the River Administration of the Lower Danube, being the only Romanian icebreaking boat after the retirement of "Voinicul" and "Viteazul". The Perseus was for a long time berthed in Galati, were I have seen her during my two year stay at the Damen Galati Shipyard for the 10 Smit ASD2810 new buildings, not moving any meter. Now she is doing were she is built for towing (Photo: Siemen de Jong) YACHT UNDER TOW BY THE TUG IKAR In the afternoon of Monday 16 th February a transport arrived in the locks of Vlissingen; Netherlands. 6/24

This view clearly shows the wooden ways, the cradle under the hull, and the poppets holding the hull upright on the cradle. A small crowd of well-wishers watches the activity, and the yard crew has stopped work on two other ATR s being framed up on either side. The construction of the frames is readily apparent. The rush to build tugs and every other type of vessel during World War II was so frantic that everyone was back at work minutes after a hull was in the water. The empty ways were then quickly cleared to make way for framing up another ATR. (Source: On the

The vessels are surrounded by 12 to 15 feet thick ice covered with two feet of snow. Towing in ice is much more hazardous than towing in open water and is a slow process. The crew of Polar Star and Antarctic Chieftain must remain vigilant and ready to respond to changing ice conditions. Upon reaching a small area of open water, also known as a polynya, the Antarctic Chieftain will commence testing the vessel s ability to steam under its own power. Once testing is complete, Polar Star and the Antarctic Chieftain will proceed north through another 60 miles of ice. RCC New Zealand requested U.S. Coast Guard Cutter Polar Star, homeported in Seattle, to respond to the Antarctic Chieftain s request for assistance. The 150-person crew of Polar Star was deployed to McMurdo Station, Antarctica, as part of Operation Deep Freeze, which provides military logistical support to the U.S. Antarctic Program (USAP) The National Science Foundation manages the USAP. The Polar Star is the nation s only heavy icebreaker capable of operating in the thick Antarctic ice for a mission such as breaking out the Antarctic Chieftain or clearing McMurdo Sound for the annual resupply of McMurdo Station. The 399-foot cutter is one of the largest ships in the Coast Guard and one of the world's most powerful non-nuclear icebreakers. Maritime New Zealand manages RCC New Zealand, which is responsible for all major maritime and aviation search and rescue missions within New Zealand s search and rescue region. The Fairmount Summit has connecte up the rig which is seen upside down. A spokeperson of Boskalis, the company controlling Smit Salvage, illustrated that the whole removal of Perro Negro 6, scheduled started in 2014 second quarter, will last at least 10 months. Smit will remove the hull, its three legs and other components of the platform deploying a diving support vessel a work barge and an AHTS. After a three days tow with the upside down rig, with a speed of 2,5 knots the transport arrived on the location, and is seen be scuttled. (Source: captain Kees Drent-Fairmount Summit) SALVAGE OF TUG DELAYED Salvage of the "Chaulk Determination" which sank on Dec 26 at Trois-Rivières was due to start on Feb 10, but the Coast Guard believed that the Operation will not begin before Feb 16 or 17. It will then take 48 hours to get the boat out of the water and 24 hours to stabilize it. The delay was caused by difficult weather conditions. First 10/24

The ship was broadside on the beach in front of Pio Monte della Misericordia, near the port of Casamicciola. It was transporting hydrocarbon gas and had just left the port of Casamicciola towards Pozzuoli. Eight trucks with gasoline, eight drivers and seven crew members were on board the Pozzuoli ship. They could leave the Ferry through a trap door onto the beach. The tug "Guarracino" had tried to pull the ship to sea without success and returned to Naples. Also the Medmar ferries "Benito Buono" and "Rosa D'Abundo" connected to the ship after weather improvement. Finally the vessel was refloated on Feb 13 at 5 p.m. and towed to Casamicciola. The trucks which had remained on board were transferred to Naples onto the "Bilton". (Source: Vroon) ORGANISATIONAL RESTRUCTURING OF THE PSV SEGMENT WITHIN VIKING SUPPLY SHIPS In order to remain competitive and reduce costs, the management of Viking Supply Ships A/S (VSS) has decided to close down the Aberdeen office with effect from 1 July The Aberdeen office has operated the Viking PSV fleet and the organizational change is a direct result of the current weak market for these vessels. The purpose is to ensure a lean and efficient VSS organization for the future. All administrative functions will be absorbed by the head office in Copenhagen. As a consequence VSS will enter into consultation with affected staff in the Aberdeen office. The change in the organization will reduce the overhead costs for the segment and ensure that the financial solidity of the VSS group remains strong. The high focus on quality and safety remains, and VSS will ensure that the restructuring does not compromise on these matters. VSS will keep the existing crew composition on the vessels. (Press Release Viking Supply Ships) ISLAND OFFSHORE LAYS UP TWO PLATFORM SUPPLY VESSELS Island Offshore has resolved to lay up two PSV vessels, Island Duke and Island Duchess, for an indefinite period. Island Offshore says that the lay-up of vessels is due to a worsening of market conditions following reduced activity in the oil companies, especially in the North Sea but also in other markets. As of today there is significant oversupply of vessels in the market, the company explains. The reduced activity level expected also in 2016 may worsen market conditions further unless ship owners take responsibility to reduce the supply of vessels, states Håvard Ulstein, 12/24

13 Managing Director of Island Offshore Management AS. According to the company, the resolution will not have any short term implications for the crew as they will be offered alternative employment within the fleet. It will be under contract for Dudgeon windfarm, which is operated by Statoil. 'This is yet another 19/24

20 milestone for Havyard,' says Kenneth Pettersen, who is head of the Ship Technology business area in Havyard Group ASA. 'Havyard has good references and a strong position in designing, building and fitting out advanced vessels for use in connection with offshore oil production. We have now used this expertise and experience to gain a foothold in the new and exciting renewable energy segment. We also design and build vessels for the fisheries and aquaculture industries, and we have orders for several icebreaker vessels on our books. In times with low oil prices and a weak market for the oil service companies, it is a strength that we have several strings to our bow. We will use our expertise to continue to explore opportunities in alternative markets,' says Kenneth Pettersen. Challenges and opportunities As is the case for the other vessels built at the shipyard, it is Havyard Design & Solutions that delivers the design and detailed engineering for production of the vessel. In addition, Havyard Power & Systems, which is based in Ålesund, will deliver the electrical engineering, automation and alarm systems and Havyard ConceptBridge TM. The contract will also have ripple effects in the maritime cluster in Western Norway in the form of deliveries of equipment and services to the yard during the building of the ship. Havyard Ship Technology now has fishing vessels, lie fish carriers, offshore vessels, icebreakers and service vessels for windfarms under construction for shipping companies from Norway, Iceland, Denmark and Russia. 'Most companies in our industry are experiencing a challenging situation because of the low oil price, a reduced activity level and cost-cutting by the oil companies,' says Gisle Vinjevoll Thrane, who is Senior Vice President Sales at Havyard Design & Solutions AS. 'However, we also see many opportunities in other markets, not just in the offshore industry. The low exchange rate for the Norwegian krone is also an advantage for us, and we are now finding that we can compete with countries that we have previously regarded as low-cost countries. This is a golden opportunity for foreign shipping companies, or shipping companies whose revenues are in foreign currency, to build in Norway,' says an optimistic Thrane, who strongly believes that new orders will be placed in the near future. In addition to designs for the building of ships at Havyard's own yard, Havyard Design & Solutions also has orders for the delivery of design and equipment packages for the building of ships of Havyard design TM in Brazil, Spain, Singapore, India and China. Since 2005, 79 vessels of Havyard design TM have been built or are under construction. The shipping company ESVAGT was formed in 1981 and its head office is in Esbjerg in Denmark. It operates in the fields of emergency response and anchor-handling vessels, safety training, oil spill response and personnel transport and service for offshore accommodation modules and wind farms. ESVAGT has a fleet of 39 ships and additionally five newbuilds, including the three vessels under construction at Havyard. Havyard 832 SOV The Havyard 832 SOV design has been developed by the Herøy-based design company Havyard Design & Solutions. The design for this contract has been specially adapted to meet the requirements in the assignment description from Statoil for Dudgeon offshore wind farm. The ship's main job will be to provide accommodation for and carry personnel and equipment for the performance of service and maintenance on offshore windmills. Among other things, this means that the ship has a specialised gangway system that makes it possible to transfer personnel from the ship to the windmills in harsh weather conditions. Otherwise, emphasis has been placed on good facilities and comfort for the personnel on board, the ability to stay in position by the windmills, and environmentally friendly and economical transit between onshore bases and the windmills offshore. Havyard 832 SOV has a foreship designed to have good properties in both calm and rough seas and a stern with twin skegs that improve the performance of the hull and propellers and their operating economy. Length: 83.7 m; Breadth: 17.6 m; Speed: 14 knots; Accommodates: 60 persons. (Sourece: Havyard) YARD NEWS 20/24

(Press Release) CONRAD SHIPYARD RECEIVES NASA SPACE FLIGHT AWARENESS SUPPLIER AWARD IN RECOGNITION OF PEGASUS BARGE CONVERSION PROJECT Conrad Industries, Inc. announced today its receipt of the NASA Space Flight Awareness Supplier Award based on its performance with the conversion of the NASA Pegasus barge. This annual award honors outstanding performance by hardware, software, or service suppliers who support NASA human space flight programs. Awardees are chosen based on their production of high-quality products, excellent technical and cost performance, and adherence to schedules. The Pegasus barge was built to replace NASA's aging Poseidon and Orion barges - - both built in the 1940s to serve in World War II and converted in the 1960s for NASA's Apollo program. In 2002 it became the sole means of transport for the shuttle external tanks. Today, it's the only barge of its kind in NASA's inventory. The long serving Pegasus barge will begin transporting rocket components for NASA's 22/24

23 next generation Space Launch System (SLS) between manufacturing, testing and launch locations upon its completion. Conrad has lengthened the barge from 260 feet to 310 feet so it can handle Space Launch System hardware and components, which are dramatically larger than the older space shuttle propulsion systems. Conrad will perform maintenance and refurbishment to ensure the restored vessel meets American Bureau of Shipping standards. Astronaut Capt. Stephen G. Bowen along with Stephen Doering, Director of Center operations at Marshall Space Flight Center, Teresa Vanhooser, Deputy Center Director, Marshall Space Flight Center, Michael Kynard, Deputy Director, Michoud Assembly Facility and Malcolm Wood, Deputy Chief Operating Officer, Michoud Assembly Facility visited Conrad to present the award. The Pegasus barge will play a crucial role in our ability to get the hardware from the Marshall Space Center, or Stennis, or Michoud to Kennedy for the launch, so it s an absolutely critical role. said Doering. Dan Conrad, Senior Vice President of Conrad Shipyard commented, From our beginnings in 1948 building wooden Shrimp trawlers, to supporting our countries space exploration program is humbling. We must give appreciation to our valued workforce who have done a fantastic job of completing our scope on time, and most importantly safely.
