5 Not surprisingly after Panama, flags from the region predominate Turkey, Russia, Moldova and Ukraine. It is also interesting to note relatively high correlation with flags on the Paris MOU black list (Togo, Sierra Leone, Cambodia, Moldova, Tanzania, Comoros, St Kitts & Nevis and Lebanon). Where information was provided about P&I/insurance cover a total of 46 inspections out of 155, 12 had no certification on board. Crew on board the vessels inspected came from: Turkey, Azerbaijan, Georgia, Ukraine, Russia, India, Syria, Romania, Egypt, Lebanon, Philippines, Nigeria, Greece, Italy, Croatia, Montenegro, Madagascar, Indonesia, Serbia, Bulgaria, Pakistan, Cyprus, Morocco, Lithuania, Latvia, Poland, Germany, Belarus and Myanmar. The lowest reported wages were US$300 for an A/B on board a Sierra Leonean flagged general cargo ship built in 1974 with a mixed crew from Turkey, Syria, Georgia and India in Varna. The highest were found in Midia on an Italian flagged LPG tanker with a national agreement and crew from Italy, Romania and Croatia, where the wage for an A/B was EU2,835. On 13 of the vessels inspected, crew were paid USD600 or less. Of which 12 were small general cargo vessels mostly built in the 1970 s and 1980 s and one was a container ship. On 12 vessels inspected, crew were paid USD1,000 or more. Of this group there was less consistency of type with a range of general cargo, research survey, bulk carrier, product tanker, chemical tanker and LPG tankers all represented. Eighty four of the 155 vessels inspected were not covered by a union CBA, the rest had a mixture of ITF approved agreements and national CBAs. BULGARIA The STU team inspected vessels in Varna and Balchik. During the inspection of m/t "Borislav" IMO No , they received a complaint from crew for 2 3 months unpaid salary. PSC were informed and the vessel was detained. There seems to be very positive cooperation over MLC, 2006 implementation between the Bulgarian unions and Port State Control.

6 GEORGIA ITF Inspector Merab Chijavadze, received a warm welcome on the vessels he visited in Batumi where he distributed information and took the opportunity to take seafarers on a tour of the city. He also visited the four remaining crew of the vessel Roksolana 1 which is currently under arrest having been abandoned last November in the port of Poti.

7 ROMANIA In Romania, Adrian Mihaciou and his team spent an active week visiting 36 vessels in Constanta, Midia and Agigea culminating with the case of the Nikolay Meshkov now abandoned in Constanta. The Belize flagged bulk carrier has 14 crew on board who have not been paid for more than 7 months resulting in an outstanding wage claim of US$145,000. The crew are now on strike and will take action in court.

8 RUSSIA Olga Ananina, ITF Inspector, Novorossiysk secured a backpay claim of US$69,546 for five crew members who had not been paid for 6 months on the Panama flagged Lion A. In addition she obtained a letter of guarantee from the new owners of the Angelina for two off signers receipt of payment was subsequently confirmed by ITF Inspector, Merab Chijavadze in Batumi. The The Russian team visited some 40 vessels in the ports of Novorossiysk, Yeysk, Taman, Kavkaz and Taganrog.

9 TURKEY A total of 17 vessels were visited in Istanbul by ITF Inspector, Muzo Civelek and the team from DAD DER. Information was distributed on the campaign to improve standards in the Black Sea area and a number of notices of warning were issued.

10 UKRAINE ITF Inspector, Nataliya Yefrimenko together with MTWTU representatives visited twelve vessels in the port of Odessa distributing information to seafarers about their rights. Whilst MTWTU activists visited vessels in Berdyansk, Yuzhny, Kherson, Belgorod Dniestrovsky, Mariupol, Nikolayev and Dneprobugskiy. The union was very successful in promoting their activities in online media. MTWTU were also able to report that the Local Trade Union Committee of Theodosia Marine Trade Port had actively engaged in the campaign week, visiting seafarers calling the port of Theodosia, showing that unions dedication to supporting their members continues in spite of political challenges.
