2 Welcome! Mr. Yoichi Maeda received his B. E. and M. E. Degrees in Electronic Engineering from Shizuoka University, Japan, in 1978 and 1980, respectively. Since joining NTT in 1980, he has been engaged in research and development on transport network systems for broadband communications including SDH, ATM and IP technologies. He is a member of the IEEE and a Fellow of IEICE of Japan. He had served as ITU-T SG15 chairman for 8 years and was appointed as Review Committee chairman in WTSA- 12. Having been appointed as CEO and S.V.P. of TTC (The Telecommunication Technology Committee), Japan in October 2010, he currently leads the Japanese telecommunication standardization organization. 3 What is TTC? TTC is : a private and incorporated association that contributes to standardization in the field of information & communication technology (ICT) and an SDO (standards development organization) accredited by the Japanese Administration since Mission is : to develop and disseminate the TTC standards for ICT networks, applications and solutions to contribute to the creation of a safe and comfortable society supported by the development of ICTs. 3

4 TTC and ITU-T TTC is an SDO qualified by ITU-T Rec. A.5 so that ITU-T Recommendations can include references to TTC Standards ITU-T A.5: Generic procedures for including references to documents of other organizations in ITU-T Recommendations TTC is also qualified under ITU-T Rec. A.6 as an organization for cooperation and exchange of information in the sense that ITU-T and its Study Groups can make use of TTC standards for their studies. 8 Inter-Industry Innovation Center Shift the ICT global standardization from intraindustry innovation to inter-industry innovation such as Cloud Computing, M2M/IoT, ITS, Smart Grid, e-health, and Disaster relief and emergency communication systems, etc. TTC established "Inter-Industry Innovation Center (I3C) in 2011 to identify the areas where TTC should play an active role of innovation and develop new strategies of ICTs. I3C has created Smart Communication Advisory Groups to promote the issues on ITS, e-health, Disaster recovery and relief, and Emergency communication. 8

9 IPR Committee Develops and updates "Fundamental and Operational Procedures on TTC IPR Policies" so that they are consistent with a) relevant lawful regulations in Japan, such as Patent Act, Copyright Act and Antitrust Law; and, b) ITU/ ISO/IEC Common Patent Policy and guidelines for its implementation Develops and updates "Operational Treatment of Copyright for TTC Deliverables. 13 Up-stream Activities to ITU-T Substantial and preparatory discussions on the up-stream activities to ITU-T have been extended by TTC and their outcomes have been submitted to MIC just for authorization since May Examples: Smart Communications AG for FG on M2M service layer, FG-DR&NRR, Collaboration on ITS, etc. UNI&NNI WG and Next-gen HN WG for SG 15 on Optical access and Home Networks NGN & FN WG for SG13, IoT-GSI and JCA-SDN ICT&CC WG for SG 5 Numbering Plan WG for SG 2 Security WG for SG 17, etc. 13

14 Why do we develop our own standards? Standards will provide us with : end-to-end interconnectivity and interoperability in telecommunications, enhanced telecom services in an economical, efficient and user-friendly manner, business opportunities in the marketplace International standards may sometimes be a product of compromise which result in many options. TTC selects minimum options International standards do not always reflect adequately the national market requirements International standards may sometimes be ambiguous in the sense of implementation and may be understood in a different manner when applied to the practical implementation 14
