3 History of the Valet Program Started in mid 1990 s after successful test with City Limits Single vendor bids were thrown out due to inconsistencies Increases available parking through use of private lots Accommodates several hundred visitors nightly Generates significant passive revenue annually Provides an amenity appreciated by many Public Parking Allocated to Valet Licensees Prime Restaurant 40 spaces in Federspiel Garage in replacement of space assimilated in Worthing Place

4 Valet Program Financial Review Valet Queues east of the Intracoastal Waterway $ per space per month Valet Queues west of Intracoastal Waterway $ per space per month Monthly City Income $4, / Annual City Income $55, Agreements are 3 year terms, with 3% annual increases incorporated Valet fees are capped at $10.00 An additional $5.00 fee is permitted for customers exceeding 4 hours of parking. (Tickets must be time stamped, upon entry, to avoid discrepancies of arrival time)

10 Courthouse Garage Use is currently restricted to Courthouse visitors and employees Eight (8) spaces in garage dedicated to the Library Used for special events upon request Requires staffing when used Only available after 5:00 PM on weekdays Annual estimated cost to staff the facility $55,000 per year Calculated 5 PM 3 AM weekdays and 3 PM to 3 AM weekends at current parking operator contracted rate Library Surface Lot 165 spaces dedicated to the Library 70 spaces leased to 32 East for valet storage

12 SE 2 nd Avenue Valet Queue Recommendations: Shift queue further south to second 2 space grouping Remove landscape node creating a five, (5) space continuous queue, while creating one, (1), new space for use by the general public off hours of valet activity Fund removal of the landscape node with additional income derived from the three, (3), additional queuing spaces to be leased. Reconsider creating the separation of incoming and outgoing vehicles, perhaps maintaining the two (2), original spaces for customer pick up only. It is noted the first intermittent landscape node would remain intact. Study alternative means of reducing/controlling traffic in the area

14 Staff Recommendations, continued Retro activate agreement approval to July, 2012, having agreements approaching the 2 nd year Amend Section 16 Violations and Penalties of the agreement to Include a provision for inappropriate behavior of valet employees
