2 1.0 PURPOSE The Loughborough University Health and Safety Service provide university-wide Policy, support and guidance on accidents and first aid. The Health and Safety Service has a specific web page that provides guidance accidents and first aid, departmental first aid contacts, first aid treatment forms, First aid taxi service, calling ambulances to campus and defibrillators. This guidance can be found by clicking on the link below: The purpose of this additional information is to confirm how (FM) and Campus Living manage first aid at work in their specific areas. A First Aid Duty Appointed Person (DAP) has been appointed within FM and Campus Living who is able to carry out risk assessments and review the first aid provision. This DAP is qualified in First Aid at Work, and has an understanding of how first aid works within FM and Campus Living. 2.0 SCOPE OF THIS DOCUMENT First aid provision within FM and Campus Living. 3.0 REFERENCES Health & Safety at Work etc. Act 1974 Management of Health & Safety Regulation 1991 The Health and Safety (First-Aid) Regulations 1981 (amended in 2013) Loughborough University First Aid, Accidents and Incident Reporting process 4.0 FIRST AID REPORTING PROCESS WITHIN FM AND CAMPUS LIVING For FM and Campus Living staff, if an accident, dangerous occurrence or case of occupational ill-health takes place on campus, an Accident Report Form or Near Miss Form shall be filled out by the Reporting Officer, and sent to the relevant FM or Campus Living Health and Coordinator IMMEDIATELY, who will then ensure the incident has been investigated adequately. The completed form is then logged on the FM and Campus Living accident database, and a copy of the forms is also passed onto the Loughborough University H&S Service office. All accidents to students that occur within Campus Living operated areas (i.e. accommodation halls, catering / retail areas) shall be submitted to the Campus Living H&S Coordinator. Accident forms involving students in any other areas on campus are issued directly to the University H&S Service office. Where first-aid treatment is applied, a copy of the First-Aid treatment form shall be completed and submitted with the accident form. A copy of the First-Aid treatment form is available via the link below: %20Treatment%20Form[1].pdf 5.0 FM AND CAMPUS LIVING SPECIFIC ARRANGMENTS 5.1 First Aid Risk Assessment Two risk assessments have been produced: a risk assessment for and Security, and a separate risk assessment for Campus Living. The risk assessments and Page 2

3 resultant controls have been recorded. These risk assessments shall be reviewed by the first aid DAP every 3 years to ensure they remain relevant. 5.2 First Aider names and Instruction Notice First aid Instruction Notices should be located in communal areas, e.g. receptions, entrance halls, common rooms, offices, catering areas, maintenance rooms and all staff notice boards Instruction Notices should be easily recognisable through use of the standard first aid symbol. These will provide information on: The name, location & telephone number of first aiders within the building or department Who the nearest first aiders are The location of the nearest accessible first aid box University telephone numbers for obtaining emergency assistance Arrangements for obtaining help outside normal hours, if different with the telephone number for calling an ambulance. First aid Instruction Notices should be checked regularly to ensure changes are amended if a listed first aider leaves or does not renew their certification, moves location within the university as well as adding information on new first aiders. Within the FM Campus Living operated areas, the Loughborough University First Aid Instruction Notice will be on view. However, within Campus Living, The Be Safe Stay Safe first aiders list (see figure opposite) shall also be displayed on all notice boards. Campus Living staff must check the relevant pages on the intranet for latest version and revision. An up to date list of first aiders for and our university can be found on the LU health, Safety and Environment web sites First Aid provided by Wardens to Students Each member of the Warden team has a first aid pouch. These are available at all times as it forms part of their private dwelling kit list. All Wardens and Sub-Wardens shall attend a first aid at work course as part of their role. This provides support to incidents at night times and at weekends when their halls are occupied by students. Wardens and sub-wardens will continue to attend appropriate first aid training to support this role. Security is also available to assist or attend a first aid incident during these hours. Page 3

In large buildings, or where a building is occupied by more than one department, each department should maintain its own first aid box. It is good practice in areas with a reception desk to have available a small first aid kit which can quickly be accessible to an incident whist waiting for further response from First aiders or paramedics. All vehicles are encouraged to carry a first aid box / pouch Checking and restocking first aid boxes / pouches All first aiders are made responsible for regularly checking and replenishing first aid boxes. The frequency of checks should be specified in the department s first aid risk assessment, relating to the frequency with which supplies are used. operate a 3 monthly check; this is part of the requisition slip process which is issued from the FM help desk. Campus Living operate a monthly check by the first aider initially, however if no first aider is available the Manager must check the first aid box following the contents list within it. A form is to be completed stating what they require to restock it and quantity. It is to contain items listed above only, which are purchased through the University alone. The contents of a first aid box will be reviewed as part of the on-going business changes involving accident information, risk management and legislation 7.0 TRAINING To be able to administer first aid, Loughborough University first aiders have to attend a recognised training course. The University accepts First Aid at Work courses by a recognised provider; these are typically 3 days in duration. The qualification lasts for 3 years, and a refresher (which takes 2 days) must be undertaken before the certificate expiry date. The University adopts this standard. All first aid training for Departmental first aiders is organised by LU H&S office. First Aid Appointed Persons are not fully trained in first aid at work and should not attempt to administer first aid which they have not been trained in. The purpose of the appointed persons is to cover shift patterns in the evenings when there are no first aiders available, particularly relevant to Campus Living staff. This qualification also needs refreshing every 3 years. Arborists receive specialist first aid training, as required in their job description and risk assessment. Some electrical staff are required to undertake emergency first aid training as required by risk assessment. Page 5
