2 NEED FOR SKILLED WORKERS IN THE BUILDING INDUSTRY IN BELGIUM Belgium (2014) 30,000 companies, mainly small and medium-sized Some 41 professions, including structural and infrastructural building, equipment, HVAC, finishes, decoration Total workforce: 142,000 manual labour and 220,000 employees High turnover Skills and labour shortages in all professions 2

3 MISMATCH BETWEEN SUPPLY AND DEMAND Brussels Capital (2011) Need for building workers : 1.000/year Provided by VET (fulltime and apprenticeships) : 30! Transition rate from fulltime VET to industry : 3,9% (76 > 3)! (Belgium 46%) Transition rate apprenticeships : 80% Youth unemployment : 26% (of which 63% have no diploma of secondary school) NEETS 3

4 A VERY COMPLEX AND FRAGMENTED INSTITUTIONAL CONTEXT Kingdom of Belgium Three Regions, three linguistic communities, local authorities, different education networks (catholic, free, state ) have different approaches (unlike in Switzerland, no central state is responsible for a unique global frame) Fulltime VET vs. Apprenticeships Two systems of apprenticeships Watervalsysteem Apprenticeship is what a pupil does when he failed everywhere else. Is not a positive choice. 4

Same French speaking culture Lausanne/Brussels +/- 70% of young Swiss are apprentices vs. 10% in Belgium Supply > demand for traineeships ( ) Chances for successful training > 90% and transition of +/- 100% in the building industry! 60% the VET costs are payed for by the companies An apprentice has a ROI of 8% for the company! Youth unemployment 4,5% (Vaud)

17 PILOT PROJECT IN FULLTIME VET Objective : testing the conditions of the adaptation of duale ausbildung in Brussels in Fulltime VET schools Supported by the Brussels Capital Region and the French Speaking Community 2013 : start of the project with the Institut Cardinal Mercier in Schaarbeek 16 students masons : third year 6 schools and 7 sections (sections masons, heating specialists-plumbers, plasterers, cabinetmakers) 140 students (12 classes) and 8 teachers from 4d till 7th grade full time VET 2 to 6 weeks of training inside of the companies «stages d immersion» 27 companies First results : Transition from school to a job in the industry goes from 3,9% to 66 % already from year 1 (still analysing figures for year 2) 2016 : one person of the staff CCBC manages the transition to a job (supported by the COCOF) Positive results for every partner : industry, students, teachers, school inspectors, ministers 17
