The heat from welding causes the shackle to become brittle and easily breakable, defeating the purpose of the lock itself fax:

8 page 8 Assembly Slide the first lock plate onto the shackle, making sure that the indentation faces away from the top of the lock. 2 Slide the spacer on next. 3 Slide the second lock plate onto the shackle, making sure that the indentations face each other with the spacer fitting between. 4 Insert the chain into the hook-shaped opening in one of the lock plates. Call toll free: If securing with pop rivets, slide the ball end 6 Use a hand riveter, or rivet gun, to pop through one of the holes in the lock plates. the rivets securely through the holes. Remember that the finished side will be the one with the long spike. 7 If fastening with peen rivets, insert them into the holes in the lock plates and flatten 8 narrow end with a hammer, until it tightens the two plates together.
