2 Dear Unit Leaders: The 2018 Camporee Staff is excited to have you and your young men participate in this year s Camporee! We look forward to welcoming each Scout and Scouter to Washougal Motocross Park in Washougal. We hope that you come to Camporee in the spirit of District unity and fellowship. We have worked hard to put together a program that will allow each scout and unit to get to know others better and participate together in some fun events. This booklet contains the information your Unit needs to have a successful and fun time at this year s event. Be sure to read all the information carefully, as all participants will be responsible to see that the rules are followed. There will be fun for all, with an emphasis on the scouts and leaders acting in the best ideals of Scouting. Stations and activities have been selected to give a Scout a first or renewed opportunity to experience something that may become a lifelong interest. They may have the opportunity to complete rank advancement or partial merit badge requirements. They will have the opportunity to serve. They will demonstrate teamwork and scouting skills while exhibiting scout spirit. There is a designated parking area, but there will be no vehicles in the camping area. Each scout should be prepared to pack in his and his troop s gear. Each vehicle will be given a parking pass for your window so we know you are registered. Please be sure to include the vehicle make/model and license plate information with your roster at time of check-in. Daytime visitors including family, Bear and Webelos scouts are welcome but should be accompanied by adults at all times. All visitors must check in at the Camporee Staff Headquarters. 3 WHAT IS A CAMPOREE? The Columbia Gorge District Camporee is an opportunity for our District s Crews, Teams and Troops to share a common camping area for the weekend. Scout Patrols demonstrate their proficiency in camping and scout skills, have fun, enjoy good fellowship while learning from each other. This year, in observance of Earth Day, the Youth Staff decided to include a conservation service project as part of the program. Camporee will be held this year at the Washougal Motocross Park, NE Borin Rd, Washougal, WA SAFETY Safety is always our number one priority. Scouts not complying with camp rules will have their parents notified and may be asked to leave. We will have First Aid Responders available in camp to handle emergencies. Each Unit should have a Medic assigned to deal with minor issues within their campsite. Camporee safety rules and guidelines will be available at Camporee HQ. Please follow the standard BSA Guidelines to Safe Scouting. CAMPOREE RULES 1. Aside from the plant species specified for removal in the service project work area, DO NOT cut any living or standing trees, shrubs or bushes. Anyone responsible for the destruction of property will be subject to immediate dismissal, and the Unit will be held financially responsible. 2. Quiet hours are 10 pm to 6am. Please be good neighbors. 3. All areas other than where the Camporee is being held are off limits. This is for your safety. NO EXCUSE. OFF SITE IS OFF LIMTS! 4. Scouts and Scouters are to be in and remain in campsites after Taps and unit reveille. 5. Use only obvious, designated walking areas. Do not cut through another campsite without permission. 6. No stakes are to be left in the ground. 7. No riding in trailers or pickup truck beds permitted. 8. Vehicles should remain parked in designated areas throughout the weekend. 9. Chemical fuels and propane must be properly stored in accordance with BSA policies. 10. Any accidents, security problems, etc. must be reported to the Camporee HQ as soon as possible. 11. Do not drink from any water receptacles unless clearly marked as POTABLE. 12. No campfires in direct contact with the ground, you must use a fire bowl. 13. All water (creeks, ponds) is OFF LIMITS to all Camporee participants. CAMPOREE REMINDERS DO S Wear a complete uniform. A mix of old and new is acceptable, but all patches are required. Work together as a Patrol/Troop. Participate in all events. Meet other Scouts and Scouters from different units. Remember to go in pairs Buddy System. Think Safety and Have Fun! DON T S DON T bring any electronics. (e.g., ipods, mp3 players, hand held game devices) DON T bring non-approved knives. DON T leave litter behind. 4 DON T get in the water. Any attendee in any creeks, streams, ponds will be told to leave Camporee. This is a serious safety issue and your help in safeguarding our Scouts is truly appreciated. SPL AND LEADER PRE-CAMP MEETING All SPLs, Team Captains, Crew Presidents and Adult Leaders, or their representatives are encouraged to attend the Pre-Camporee meeting at the April SM s Roundtable. Camporee Staff will available to answer any questions you may have at that time. SITE ACCESS AND PARKING We will enter the park through the easternmost access gate off Borin Road. All vehicles will be required to use designated parking areas. Please consider carpooling to cut down on unnecessary traffic. There will be designated parking for busses/trailers. Only ONE vehicle per unit will be able to have direct access to your campsite for unloading. Scouts should be expected to pack in. Plan accordingly. CAMPOREE WEEKEND ARRIVAL/PARKING Plan to arrive at Camporee (Washougal MX Park) no earlier than 5:00pm and no later than 9:00pm on Friday evening. Find a space in the designated parking lot, there will be volunteers directing you to the parking area. Once your unit has gathered, there will be a designated area for pack inspections. Once you have completed registration and pack inspection there will be a volunteer to direct you to your campsite. 5 REGISTRATION /CHECK-IN PROCESS Upon arrival your Adult Leader should come to Camporee Registration to confirm arrival, pay any additional fees and receive a registration packet. Units MUST provide a unit roster, listed by patrol, to show who is in camp. In addition, each scout and adult leader will need to have a COPY of a completed BSA PERSONAL HEALTH AND MEDICAL RECORD, Parts A and B. A doctor s review/signature is NOT required. These forms will not be collected but must be available at your campsite in case of injury. In addition, a list of vehicles with make/model, license plate, driver s name and cell number is required. Your packet will include a wristband for all participants. Wristbands MUST be worn throughout Camporee. Units will be directed to their assigned campsites after registration and pack inspection has been completed. CAMPSITES Campsite room at this location will be adequate and sites will be setup Jamboree Style with tents tightly arranged together. If your unit has special needs, please indicate this in your registration, and let the staff know as soon as possible via or phone. This is a treed area with open meadows. Due to the possibility of pre-camporee or Camporee weekend rain, it is advisable that all units bring their own chairs and tables, for both their own eating arrangements and for campfire Saturday night. Campsites will be assigned first by the order of pre-registration and number participants, then on a first come, first serve basis. Pioneering poles for conventional camp craft projects are welcome, but NO HOLES WILL BE DUG IN OR AROUND YOUR CAMPSITE, AND ALL CAMPFIRES MUST BE ELEVATED. COST Camporee registration is $16.00 per person for all participants adult and scouts. Day visitor passes are $5.00 and can be obtained at Camporee HQ. These fees cover patches, ribbons, awards, event supplies, toilets, insurance, etc. WEBELOS AND OTHER GUESTS Troops are encouraged to invite Bear and Webelos Scouts to Camporee. Bear Scouts are welcome to attend Saturday for the day only. Webelos Scouts are encouraged to participate for the full weekend and must have a Host Troop. Packs with Webelos attending the full weekend will be required to register online and include their Host Troop unit number. Bears/Webelos will be allowed to participate in the event stations with their host Troop, based on rank and age appropriateness. Webelos scouts and their parents will be assigned to the same camping area as their Host Troop. Bear and Webelos Scouts must have a parent or adult guardian attending Camporee who remains on-site throughout their stay. VISITORS Day visitors MUST check in with Camporee Headquarters to pay and receive their bracelet. This helps the staff identify visitors who are there to observe the Scout activities. Visitors are welcome and encouraged to visit Camporee. Units should plan enough food for their guests staying for meals and campfire, or visitors should be prepared to bring their own meals. There is no food available for purchase at Camporee. Please plan accordingly. ADULTS ATTENDING CAMPOREE The youth and adult staff have worked hard to put on this event, but we still need your help. Please help keep the area clean by picking up trash. Keep an eye out for safety issues or concerns. Report any issues directly to Camporee HQ. Coffee will be available for adults at Camporee HQ: bring your own mug! 2018 Camporee Page 5

6 FRIDAY/SATURDAY NIGHT CRACKER BARREL There will be a Cracker Barrel on Friday evening at Staff HQ to go over the details of the weekend, including specific instruction for the Saturday morning service project. The SPL and one Adult Leader from each unit must attend. Each Leader and SPL should bring their own chairs and coffee mugs. Your unit will be awarded points for attendance at Cracker Barrel. On Friday please come prepared with your skit sign-ups for Saturday evening s campfire. Saturday please bring your evaluation sheets. SATURDAY CHECK-OUT PROCEDURES Any unit leaving Saturday must make prior arrangements with the Camporee HQ. This will ensure that a proper campsite inspection takes place before that unit s departure from the event. Those departing units must clear their campsite before the start of the Saturday evening flag lowering. When your unit is ready to depart, inspect the area for cleanliness. Remember that ALL TRASH is to be packed out. Campsites should always be left better than they were found. When the unit s SPL is satisfied that the campsite is clean, he should contact HQ, where a member of the Staff will inspect their campsite. The Staff member will then give them a Check-out Ticket. We ask that the SPL and Adult Leader complete an evaluation sheet. Bring that and your Check-out Ticket to Camporee HQ where you can obtain your Camporee patches. Any awards will be available at the May Roundtable. WATER There will be one water source for potable water at this Camporee site. Be prepared! GARBAGE, WASTE WATER AND SITE CARE Pack it in-pack it out! Every unit must remove ALL their own garbage and camping supplies. Remember: REUSE & RECYCLE! There will be a designated area for gray water disposal. Final instructions will be available at camp. We do ask that all solids be tossed in the garbage, and nothing but water be put in the disposal area. Remember: LEAVE NO TRACE. Be sure to keep all areas of the Park clean and free of trash. LATRINES/TOILETS There will be portable restrooms located on the site. GARBAGE IS NOT TO BE DISPOSED OF IN OR NEAR THE RESTROOMS! Youth are not to use latrines marked for adult use only. Please make sure your youth follow this guideline. Any youth caught using these restrooms may be asked to leave Camporee. If you find any issues with the facilities, please contact Camporee HQ. CAMPFIRES There will be one axe yard set-up near HQ. You will not be able to have an axe yard in your campsite. There is ABSOLUTELY NO ONSITE COLLECTION OF FIREWOOD (living or down/dead). Your unit must come prepared with wood, but you will be able to use the axe yard at HQ if needed. BSA Fire Rules will be in effect at all times. NO GROUND FIRES WILL BE ALLOWED. Elevated fires will be allowed if they are placed in a fire barrel and set on cinder blocks. FIRES MUST NOT BE LEFT UNATTENDED. Your unit MUST have fire control devices immediately adjacent to fires and cook stations. Fires will be maintained at a reasonable level (NO BONFIRES). Campfires are a privilege and will be banned if abused. Bottom Line: if it produces heat, it needs to be elevated Camporee Page 6

7 LEADERSHIP Each unit s SPL is responsible for conduct of the boys in his Unit at all times during Camporee. The Scoutmaster and his/her designated assistants must be on the site at all times. Two adult leaders must camp in the troop area at all times. SERVICE PROJECT Saturday morning the scouts will participate in a conservation project to help minimize the influence of invasive species in the area. Each unit should have adult supervision present with the scouts for the duration of the project. Each unit is responsible for the supervision of their own scouts. In the registration packets, troops will receive instructions directing them to a specific area with information on the identification and removal of SPECFIC INVASIVE SPECIES. The removal of other flora is prohibited. Scouts should bring work clothes, gloves, water, and age appropriate hand tools such as pruners and shovels (reference the Guide to Safe Scouting). Scouts should also dress appropriately for weather conditions. Remember to mark all tools with name/unit! FIELD STATIONS/EVENTS PROGRAM Similar to last year, our activity stations Saturday afternoon will not have a time limit and you will not be given a schedule to follow. Instead, we ask that your boys pair up and chart their own activities with the help of the passports that will be included in your check-in packets. They will be asked to prioritize the order in which they want to participate in each adventure. We encourage all Scouts to participate in a minimum of 8 different stations. At each station they will be able to obtain a stamp upon completion of each activity they visit. We will ask that units report the total number of stations visited by their scouts at Saturday cracker barrel and note the names of any scouts with 100% completed passports (not incl. black powder shooting). Points will be awarded to your unit based on overall participation. TROOP GATEWAYS & PATROL FLAGS As usual there will be points awarded for decorated Gateways and Patrol Flags. Get your Scouts involved and BE CREATIVE! Each patrol should have their own flag or identity marker. PLEASE, DIG NO HOLES. This is a Park, and we want to leave it in better condition than how we found it. For safety reasons, please do not erect structures with a platform higher than five feet above the ground. JUDGING Judging will commence upon a unit s check-in and continue throughout Camporee. Judges may be in campsites at times when you are not. Please make sure your unit number and each patrol s name is posted, and the site is well defined. Duty rosters and menus need to be posted or accessible. SCORING We will be scoring on Uniform and Pack Inspection upon check-in. Key points for Pack Inspection: Full Uniform, Bounce Test, Troop/Patrol Yells, Patrol Flags, Troop Flag, and Scout Spirit! Gateways and campsite inspections will be scored. Points will also be awarded for hosting Webelos/Bear scouts, participation in events, and of course, Scout Spirit Camporee Page 7

8 EVENTS AND ACTIVITIES Some events to look forward to Flag Etiquette Black Powder Shooting Pioneering Fire Building Tomahawks Dutch oven Cook-off! OA Callout Skits at Friday and Saturday night campfire (come prepared/submit your skit to Camporee HQ) EVERY SCOUT/PATROL/UNIT SHOULD COME PREPARED: Directional find compass 10 essentials BSA Scout handbook. Notepad and pencil Work gloves Clippers/loppers/pruners/shovels SCOUT SPIRIT UNIFORMS The regulation Scout Field uniform is the official camper uniform and should be worn at arrival on Friday night, as well as all flag and chapel gatherings by adults and Scouts alike. They should be clean and neat in appearance with the shirt tucked in and buttons buttoned. This includes BSA/Unit approved socks, shirt, pants/short, belt, hat and neckwear. No open toed shoes will be allowed. For the service project on Saturday morning, scouts may wear Class B uniforms until lunch. PATROL EQUIPMENT Each Patrol should bring to the Camporee: 1. Weather protection for each youth member. 2. Patrol and personal camping & cooking equipment 3. A bucket for fire protection use. LOST AND FOUND Lost and Found will be located at HQ. It will be brought out at the Saturday evening Flag/Campfire, and again on Sunday morning. Anything not claimed will be brought to the District Roundtable ONE TIME; any items not claimed will be donated. Be sure your Scouts write their name and unit number on their items. SUNDAY MORNING WORSHIP A camp wide Chapel Service will be held in the morning immediately preceding Flag/Announcements/Awards. Once dismissed you may return to your campsites to commence breakdown of your gear. If your unit is interested in conducting the Scout s Own service, please let the Camporee Staff know Camporee Page 8

9 SUNDAY CHECK-OUT PROCEDURES When your unit is ready to depart inspect the area for cleanliness. Remember that ALL TRASH is to be packed out. Campsites should always be left better than they were found. Assistance in surveying and cleaning common areas is expected and very much appreciated. When the SPL is satisfied that the campsite is clean, he should contact HQ, where a member of the Staff will inspect your campsite and issue a Check-out Ticket. Have an adult leader bring your Check-out Ticket to Camporee HQ where you can obtain your checkout packet. COMMUNICATIONS The staff will have radios and/or cellular phones to communicate with each other and HQ. We will monitor FRS / GMRS channel 5 ( Mhz). This allows staff to better facilitate the events, as well as to communicate with the First-Aid Responders in case of emergency. To contact a member of the Staff by radio, ask that the HQ representatives contact them. CAMPOREE STAFF AND HQ Staff will pay fees to the Camporee Chair. They should not be included in their Unit s roster and should bring a copy of their completed BSA medical form (parts A and B) for the staff medic to keep on file. Youth staff will not participate in the competition events. Members of Camporee Staff will eat all meals at Staff HQ and be ready to facilitate the program in the capacity for which they were assigned yet remembering A Scout is Helpful. All staff members are responsible for their own tent and camping gear. Only staff members should be in Staff HQ. Staff HQ is NOT a hangout for Scouts. Adults are welcome as there will be coffee available but you MUST have your own coffee cup. If you did not participate this year, please consider participating in 2019! ******************************************************************************************* BEST PHOTO CONTEST!!! Scouts and Scout leaders are encouraged to participate in our Camporee Photo Contest! Show us your scouts in action at Camporee, doing service, cooking, teaching, and having fun! 10 DUTCH OVEN COOKING CONTEST PIE!!! This year s theme for our Dutch Oven competition is PIE! It could be a Shepherd s Pie, a Pizza Pie, Chocolate or Fruit pie, but pie it must be. There is no limit to the number of entries per unit. Each participant must sign-up ahead of time and provide a recipe for the item you will be bringing. We will have a designated area for the contest near Camporee HQ. We will have a panel of judges voting for their favorite dish. REGISTRATION: A complete recipe for each entry must be supplied to HQ with your Unit # and participant name. Recipes may be typed or hand written. Please use an 8-1/2 x 11 paper. Recipes must include all ingredients and spices used. (The disclosure of ingredients is for the safety of judges in the event of possible allergies.) JUDGING: All entries must be cooked in and presented in a Dutch oven to the judging panel. Each judge will sample the dish and score it based on appearance, taste and uniqueness. In the event of a tie one Camporee Staff Member will be assigned as the final decision maker. ******************************************************************************************* 2018 Camporee Page 10
