3 Brookshire Way and Duluth Park PAVEMENT EVALUATION SUMMARY For Brookshire Way and Duluth Park Duluth,, Georgia 1. LOCATION / DESCRIPTION These projects are for the roadway improvement and widening of Brookshire Way and Duluth Park Lane in Duluth,, Georgia. The projects are located within the Duluth city limits. For purposes of this report, Brookshire Way will be considered a north-south oriented roadway, and Duluth Park Lane will be considered an east-west oriented roadway. Plans of projects with Station numbers along the roadways were not provided. For the purpose of these evaluations, the start of each projects were considered as Station by us. The stationing for Duluth Park Lane increases towards the east whereas for Brookshire Way increases towards the north. The evaluated portion of each alignment is located within the following approximate station limits: Station to Station Location 10+00± to 49+77± Brookshire Way 10+00± to 23+21± Duluth Park Lane 2. PAVEMENT CONDITION SUMMARY Brookshire Way (Sta to 49+77±) The existing pavement for Brookshire Way is mostly in poor condition based on our findings of our field evaluation. The pavement distress and core conditions are summarized in section 6 and section 7 of this report. Based on our opinion, the existing pavement should be reconstructed full depth. Duluth Park Lane (Sta to 23+21) The existing pavement for Duluth Park Lane is mostly in fair to poor condition based on our field evaluation. Two of the cores taken from this road were in good condition. The core taken from Station was in poor condition. The core taken from the distressed area at Station had Level 2 block cracking from the top of the core to a depth of about 1.38 inch, and the core from the distressed area at Station had Level 3 block cracking extending vertically through the depth of the core, and it also had horizontal cracks at 1.0 inch from the top of the core and at 1.0 inch from the bottom of the core. Furthermore, the existing pavement does not have sufficient thickness for the anticipated traffic volume. Based on our opinion, the existing pavement should be constructed full depth. 2

4 Brookshire Way and Duluth Park The recommend Full Depth Reclamation (FDR) for this project consist of pulverizing the existing flexible pavement mixed with underlying GAB and soil to the recommended depths and adding emulsifying agent. For this project, we recommend addition of cement. The 28 day unconfined compressive strength of the FDR should be at least 300 psi. 3. FULL-DEPTH RECLAMATION Full-Depth Reclamation, commonly referred as FDR is a pavement rehabilitation technique, where the existing asphalt along with underlying base materials are crushed and blended often with one or more stabilization materials such as cement, asphaltic emulsion, lime, foamed/expanded asphalt, etc., and even additional granular material prior to reusing the recycled blended materials as a stabilized base course. Several distinct advantages include: erasing deep pavement crack patterns reducing potential of reflective cracking, improved loadbearing characteristics, high fatigue resistance, shorter construction periods, in-situ recycling and substantially lower construction and future maintenance costs. FDR is typically performed 6 to 9 inches deep although it can be performed to depths exceeding 12 inches, if needed. Typically, a surface layer of asphalt is placed over stabilized base. Foamed asphalt is a mixture of aggregates (stone and soil) and foamed bitumen formed by mixing of hot bitumen and water. Hot asphalt cement is injected with cold water in a mixing chamber. Water immediately turns into steam and the trapped water inside tiny asphalt bubbles expand in volume ten times or more and lowers viscosity. In this state, when the foamed asphalt is mixed with recycled asphalt pavement and base, it provides a partial coating of larger aggregate and a superior coating of fine particles, thus creating a paste that holds the mix much better than asphalt emulsions. The contractor is typically responsible for mix design and foamed asphalt stabilization process and quality. Based on our analyses, we recommend the following minimum alternate section for FDR with foamed asphalt additives, if selected, on this project. We note that this section is based on our experience and engineering judgment on similar projects, published literature, research of foamed asphalt by a few states and universities, FHWA manual, project performance data on county roads and city streets used in similar climatic conditions for similar volume roads. The structural number used in our analyses for foamed asphalt are strictly based on the above research, engineering judgment and experience as no approved design methods are available with Georgia Department of Transportation. We reiterate that the contractor takes the responsibility of design, quality and providing performance warranty for this option. We 3

5 Brookshire Way and Duluth Park understand that the City of Duluth would like to use Foamed Asphalt because of their past experience and satisfaction on McClure Bridge Road project. Our recent conversation with similar specialty contractor indicated that currently it may be slightly expensive to choose FDR with Foamed Asphalt versus mixing Cement option. PAVEMENT DISTRESSES Except for the following, no other significant distresses were encountered during the field exploration of these projects: Brookshire Way Load Cracking On Brookshire Way, predominantly Level 1 and Level 3 load cracking was observed, with some isolated areas of Level 2 and Level 4 load cracking Block/ Transverse Cracking Reflection Cracking On Brookshire Way, predominantly Level 1 and Level 3 block cracking was observed, and an area of with Level 2 block cracking was observed between Station 46+00± and 47+00± On Brookshire Way, no reflection cracking was observed on Brookshire Way. Raveling On Brookshire Way, raveling was not observed. Patches, Potholes, and Local Base Failures On Brookshire Way, Patches were noted from station 30+78± to 30+81± northbound, Lane 1, and from station 30+95± to 31+00± and station 45+90± to 46+60± southbound, Lane 1. Duluth Park Lane Load Cracking On Duluth Park Lane, mostly Level 1 load cracking was observed, with some isolated areas of Level 3 load cracking and Level 4 load cracking. 5

7 Brookshire Way and Duluth Park Block/Transverse Cracking Reflection Cracking On Duluth Park Lane, predominantly Level 1 and Level 2 block cracking was observed, and an isolated area of Level 3 block cracking was observed between Station and On Duluth Park Lane, Level 1 reflection cracking was observed at Station Westbound Lane 1. Level 2 reflection cracking was observed from Station to Westbound, Lane 1. Raveling On Duluth Park Lane, raveling was not observed. Patches, Potholes, and Local Base Failures On Duluth Park Lane, a Patch and a local base failure were noted from station 20+60± to 20+65± eastbound, Lane 1 and westbound, Lane CORES Cores were recovered from six (6) locations on Brookshire Way and three (3) locations on Duluth Park Lane, using a 6-inch bit in the travel lanes of these projects to determine the thicknesses and condition of the existing pavement sections. OTHER INFORMATION The Soil Survey Summary has not been done for these projects. The attached pavement designs use the design value obtained from GDOT Pavement Design Manual Appendix G to complete this report. The full-depth replacement design analyses are attached to this report. All designs are based on Georgia Department of Transportation, Pavement Design Toll version 1.0. 9 Brookshire Way and Duluth Park Soil Support: 2.5 (Appendix G- GDOT Pavement Design Manual) Regional Factor: 1.8 (Appendix H- GDOT Pavement Design Manual) Historical Information No additional historical information regarding previous pavement overlays, pavement management or construction dates were readily available for review for this project. 10. ADDITIONAL RECOMMENDATIONS New pavements should be constructed flush with all existing and/ or new utility manholes or vaults. Full-Depth replacement/construction should be utilized on Brookshire Way and Duluth Park Lane. The provided pavement design is based on the traffic information provided by the client. No information regarding Mile Marker was available on the website or in our field observations. The station locations for Brookshire Way and Duluth Park Lane were not provided or staked in the field by a surveyor. United Consulting determined the approximate location of these stations by using a measuring wheel from the southern end of Brookshire Way and from the western end of Duluth Park Lane. 11. LIMITATIONS This report is for the exclusive use of the Clark Patterson Lee, its agents, and the designers of the project described herein, and may only be applied to this specific project. Our conclusions and recommendations have been prepared using generally accepted standards of Pavement Engineering practice in the State of Georgia and are valid for a period of two years from the completion of field work. Should the implementation of the recommendations presented in this report be delayed more than two years, re-evaluation of the pavement should be performed. No other warranty is expressed or implied. Our preliminary conclusions and recommendations are based upon design information furnished to us, data obtained from the previously described exploration and testing program and our past experience.
