2 PROGRAM SPEAKER Keith Nocket, Chief Counsel, The Boeing Company Keith Nocket is currently the Chief Counsel for The Boeing Company s Integrated Defense Advanced Systems, NASA Systems and Homeland Security and Services Divisions. After receiving his JD at the University of San Fernando Valley College of Law, Keith joined Hughes Aircraft in El Segundo, California, as counsel of the Elctro-Optical Systems Group. From 1987 through 2000, Keith was counsel for Hughes Space and Communication Company (now Boeing Satellite Systems, Inc). Keith became Chief Counsel in Seal Beach in Keith s Bar Memberships include the State Bar of California and the U.S. Court of Appeals. Keith is married to Wendy, a middle school teacher and has three children. Steven, Kelsey and Kayla. In his spare time Keith enjoys traveling, photography, reading and is an avid Formula One racing fan. WORKSHOP Mr. Travis Williams Procurement Services Associates (PSA) Mr. Travis Williams, Vice President of Operations, Procurement Services Associates (PSA) Mr. Williams has a Master's Degree in Business Administration and more than a decade of management experience including positions in purchasing and contract management. His experience has included five years with AT&T Wireless as well as international contract negotiation and administration with a Russian government agency. Mr. Williams also teaches business courses for Corinthian Colleges. He is a member of the Institute for Supply Management (ISM) and serves as Vice President for the Orange County chapter of the National Contract Management Association (NCMA). Ms. Emily Goldbach Procurement Services Associates (PSA) Ms. Emily Goldbach, J.D. - Business Development Representative, Procurement Services Associates (PSA). Ms. Goldbach received her B.A. in Psychology from U.C.L.A. and her J.D. from the University of San Diego School of Law. Upon graduating from law school, Ms. Goldbach entered the legal recruiting industry, recruiting attorneys, paralegals and legal support staff for law firms and in-house corporate legal departments in both Los Angeles and Orange Counties. Ms. Goldbach has over ten years of experience in the industry and applies her skills to help PSA's Southern California clients find top-notch employees. Page 2

3 PRESIDENT S MESSAGE by Teresa Alvarado Back from World Congress in Phoenix I'm back from World Congress What can I say? It was great. NCMA had a wide variety of speakers and sessions on Contracting and Business topics. The weather in Phoenix was perfect, although we weren't outdoors much. And the Phoenix Convention Center arrangements were fantastic - wonderful facilities, delicious food, beautiful area-themed decor, etc. Plus it was an excellent opportunity to meet and mix with other Contracts professionals. Beach Cities Chapter had over a dozen attendees to represent us. Besides breakout sessions that included tracks on Federal Government Contracting, Defense Contracting, Finance and Accounting, Alternate Dispute Resolution, Contract Basics, Commercial Contracting, Supply Chain Management, Knowledge Management, Contract Law, B2B, Intellectual Property, and Technology in Contract Management (just to name a few), there were also nationally recognized keynote speakers and general session panels. Common themes included Business Risk, Communication and Customer Service, Providing Value-Added to our Programs, and Integrity. In addition to all the World Congress Conference sessions, I had the opportunity to attend a President's Forum with the other Chapter President's, Regional Officers, Board of Director's and the NCMA Headquarters staff. Chuck Woodside, current President, and Neal Couture, Executive Director, gave "The State of the Association" briefing. Here's the short version: Financials finally look better; the Operating Income is finally in the black. A new membership class for full-time Students was approved for implementation in July. Changes will be made to the Membership System to allow us all to have access to our own information in the membership database. This will give each of us the ability to fix or change our mailing address, etc., without waiting for HQ to do it. Roll-out of the "e-member" system changes will be gradual, starting this month. A new contracting job intern job connection will be added to NCMAJobs.com. And additional services, such as Education Products and Programs are being planned. The current lease of the NCMA Headquarters expires soon, and future lease rates will jump up considerably to match the market in Tyson's Corner, so NCMA HQ Board of Directors approved a business case to relocate the national office in Greenville, South Carolina. Here are a couple of dates to mark on your calendar: June 15 - A FREE telecon/web seminar, aka a "webinar", in Best Practices on Global Contract Management. 4 PRESIDENT S MESSAGE (continued) by Teresa Alvarado July rd Annual Aerospace and Defense Contracting Conference at the Hyatt Regency in Long Beach. June 4th - Don't forget that the Southwest Region is hosting an Officer Training / Leadership workshop in Huntington Beach. If you are going to be a Chapter Officer next year, or would like to be involved in NCMA leadership at any time in the future, this will be a convenient and affordable opportunity you shouldn't miss. We have an interesting Program planned for the general meeting on Tuesday, May 10th. Keith Nocket will be presenting information about the Department of Homeland Security and the industry issues with the Support Anti-Terrorism by Fostering Effective Technologies (SAFETY) Act.
