1 BARLBY AND OSGODBY MAGAZINE SUMMER 2018 No. 250 NOTES FROM COUNCIL MEETINGS REPORTS and ISSUES RAISED Police Concerns were raised regarding lack of Police patrols in the area. Concerns regarding speeding, all incidents should be reported to the Police. Countryside Barlby Woodland and Meadow Trees planted in marshy area to help with drainage. The bridge off Woodlands View needs improvement. There has been a debate as to who is responsible for surface water disposal from Wainhomes and possible solutions to the ongoing drainage problems from the pond to the Ouse and Derwent drainage board dyke. Meeting held on 23 rd April with Yorkshire water to discuss drainage at the Meadow. Yorkshire Water are adamant that it is not their responsibility. Greencore has been contacted as Landowner. Enquiries are being made with SDC Planning about drainage conditions attached to the original planning permission. Cllr B Marshall will discuss with the Drainage Board. The ditch that was dug to alleviate the situation has been re-instated. Decking and lifebuoys continue to be vandalised, any information regarding this please contact The Council Manager. Barlby Ponds Lifebuoys have been replaced. Livestock are still getting onto the site, the Police have been informed. Part of a small bridge has collapsed on the Public Right of Way. NYCC have been informed and the large hole has been fenced off for safety reasons. Recent rush removal has been successful and another treatment will take place in the Autumn. Old Railway Walk The sign has been repaired. The A63 end of the path is very wet and this will be monitored. Osgodby Pond Some remedial works required. Moorhens are nesting. General General issues discussed included the forthcoming works and parking problems at Hilltop school. An update on the 95 Alive Campaign and Police presence at Primary Schools to deal with problem parking. Updates on disabled parking spaces, potholes, re-surfacing in the area and on Vehicle activated speeding signs a 20 mph zone survey and carbon dioxide monitors in social housing.

2 PUBLIC SESSION During the public session local residents raised the following issues: Development without planning permission, enforcement issues at the Bay Horse site, vehicles parked on double yellow lines near to the Pharmacy and proposed private vehicle access points. Allotment holders were welcomed to the meeting and were asked for suggestions to improve the site. Matters raised included the use of plastic sheeting, rubbish disposal, composting bins, vacant plots and water runoff. The Allotment Manager explained that plot holders who did not comply with the rules were given chance to put things right but could face eviction. The waiting list for an allotment is greatly reduced. The Council agreed to install compost bins. PROJECTS Emergency Plan Flood Warden Seminar to be held in York in July. Memorial Garden Designs and costs were discussed. A contractor was approved. A working group was established to look at samples of stone. Businesses in the Parish have responded with offers of sponsorship and donations have been received plus offers of help and materials. BARLBY LIBRARY and COMMUNITY HUB Come along to the Library on Tuesday 17 th July, between p.m. and sign up for this year s Summer Reading Challenge Mischief Makers! Free to join. See you there. The Community Cafe did not receive the anticipated grant for running costs but have provided a breakdown of costs and this will be reviewed after the summer holidays. Come and have a cuppa! Planning permission has been granted for the extension. Letters from residents and the Library volunteers re the anti climb measures, it was proposed to look at them again when the new porch and extension is built. The current measures may be re-used at the rear of the building. The Community First Yorkshire Networking meeting went well, the venue was praised for its facilities and warm welcome. Arts taster sessions with Magnetic Arts are booked for Saturday afternoons in July. Sessions will be on 21 st (Drawing and Painting) and 28 th (Feltmaking) Contact for more information.

3 ANNUAL COUNCIL MEETING The Annual Parish Meeting was held on 30 th May and attended by local residents who raised issues including grass cutting. This was followed by the Annual Town Council Meeting. PLANNING Applications Proposed single storey garden room at 2 Hawthorn Drive, Barlby. Proposed detached garage at 6 Sycamore Rd, Barlby. Demolition of farmhouse and outbuildings, proposed replacement dwelling, agricultural buildings and associated works at Hill Farm, Market Weighton Rd, Barlby. S73 application to vary conditions attached to proposed 3 bed house, land at 9 Hawthorn Drive, Barlby, Disclosure of condition 8, land at 9 Hawthorn Drive, Barlby. 4 PLAY AREAS/OPEN SPACE/ALLOTMENTS Patrols increased at Bungalow Road due to reports of anti-social behaviour and dog fouling. Travellers camped overnight on the playing fields, no mess or litter was left after they departed. Spring Play Area inspections- monitor mats under equipment, consider replacing. Site meeting held with SDC to agree handover of Sycamore Rd toddler area. Site cleared and swings will be re-used elsewhere. Signs and notice board will be removed at a later date. Concerns raised by a resident about play provision in the Parish. It was agreed to construct new compost bins at the St Leonards site. Proposed allotments at Barley Fields - provisional date for handover is Spring There could be an allotment association for the site. The Public Right of Way from Sand Lane to the A63 has become obstructed, this has been passed to NYCC. The verge near Beechcroft requires attention. STREETLIGHTS, FURNITURE, ROADS/FOOTPATHS Street Lights The major failure of NYCC lights at West View has been resolved. The column at South Duffield Road has not yet been replaced due to work pressures on the contractors. Highways issues Parking of cars continues to create problems at Highfield View and Highfield Crescent, also at Hilltop. Concerns were raised about parking on highway verges. It was noted that a large number of trees have been planted, by the developer, along the frontage of Barley Fields. The Three Swans Company has kindly agreed to provide stone to fill potholes at Bungalow Road. Parked cars are restricting access to back lanes at Barlby Crescent. NY Highways confirmed that the first stretch of Magazine Road is a public highway. A drain cover is missing near the flats on Riverside close. NYCC- Vehicle activated signs consultation. Surface dressing programme 2018, noted. Proposed waiting restrictions to extend the double yellow lines on York Road near the Pharmacy, plus the entrance to Grove Park. Request for a dog bin for Hawthorn Drive approved. Dales Bus Summer timetable noted. COMMUNITY GROUP Osgodby Institute The Institute AGM was held on 1 st May. The Family fun night on 2 nd June was a great success and enjoyed by all. The monthly coffee mornings and the Youth club are both doing well. The Horticultural show is planned for 25 th August.

5 Family Fun Day Arranged for Saturday 8 th September at Wainhomes Play Area. Rides, games and refreshments all booked. A local first aid company will attend the event. Garage/table top sale planned to run in tandem. A small number of pitches are available at 10. Please contact the Council Manager to book.... ARTICLES ALLOTMENT WAITING LIST The Town Council welcomes interest if you would like to become an allotment holder. Please contact the Allotment Manager for information on vacant plots. COMMUNITY CAMPERVAN 31 st July At Barlby Library and Community Hub car park on 31 st July from 1.30 to 4.30 p.m. Drop in to chat to Selby District Council Customer Team and representatives from the Fire Service and Parish Nurses. PROBLEM PARKING There have been a number of parking issues raised at Town Council Meetings and with other bodies including NY Highways and the Police. These mainly relate to parked vehicles which partially or completely block the access to back lanes, garages and can lead to access problems for services such as bin lorries. Please park considerately to avoid disputes. VACANCY FOR COUNCILLOR There are currently two vacancies for the Barlby Village Ward. For more information please contact the Council Manager.

8 COMMUNITY NEWS LADIES CIRCLE It is with great regret that I have to inform that the Ladies Circle Group has been disbanded after meeting for over 54 years. The group has considerably reduced in numbers and due to age and infirmities and being unable to attract younger members we now feel it is time to close our Circle. As president for quite a number of years I would like to thank all our members, past and present for their loyalty, I wish them well and hope we can meet up from time to time. Ann Hodge... HORTICULTURAL SHOW The Barlby and Osgodby Allotment Trophy will be presented at the Osgodby Institute Horticultural Show in August (see centre page flyer). Enter a basket of produce grown on the St Leonards Allotments to win the trophy and a 10 garden voucher.... CYCLE ROUTE COMPETITION (Age 15 +) 1 st Prize 450 Clicktrans are looking for the best cycle route in Yorkshire and the Humber. To enter you will need a map, photos and description of the route.
